في أكتوبر 2018، أطلق البنك الدولي "مشروع رأس المال البشري" شاملاً مؤشر رأس المال البشري (HCI)، والذي يقدر مقدار رأس المال (من المعرفة والمهارات والصحة) الممكن اكتسابه منذ الولادة حتى بلوغ سن الـ18. يحتوي مؤشر رأس المال البشري على أربعة عناصر: معدل بقاء الأطفال، ونتائج التعلم للأطفال، والأطفال الذين لا يعانون من سوء التغذية، ومعدل بقاء البالغين. تقاس نتائج التعلم بناء على العدد المتوقع لسنين التعليم وأداء الطلاب في تقييمات اختبار التعليم الدولي (World Bank، 2018).
<h3>مؤشر رأس المال البشري والتصنيف العالمي لدول مجلس التعاون الخليجي</h3>
يتراوح مؤشر رأس المال البشري الخاص بالبلدان منخفضة الدخل من 0,29 في تشاد إلى 0,49 في نيبال بسبب تدني مستوياتها في معظم العناصر المؤثرة على المؤشر. على الجانب الآخر، يتراوح المؤشر للبلدان ذات الدخل المرتفع (من 0,58 في الكويت إلى 0,88 في سنغافورة)، حيث لا تمثل مشكلات مثل بقاء الأطفال ونموهم والتقزم تحديات كبيرة. ولكن التحديات الرئيسية المرتبطة بمؤشر رأس المال البشري فيها تتمثل بالأساس في نتائج التعلم، وإلى حد ما معدلات بقاء البالغين.
و تعد دول مجلس التعاون الخليجي من البلدان ذات الدخل المرتفع، ويتراوح مؤشر رأي المال البشري فيها بين 0,58 في الكويت و0,67 في البحرين في 2018. و يبين الجدول رقم (1) معدلات مؤشر رأس المال البشري، والتصنيف العالمي لدول مجلس التعاون الخليجي. وتعني هذه الأرقام أن الطفل المولود في دول مجلس التعاون الخليجي في 2018 لن يبلغ إلا 58-67% من صحته وتعليمه وإنتاجيته المحتملة الكاملة.
&nbsp;
و يعد مؤشر رأس المال البشري في دول مجلس التعاون الخليجي أعلى من المتوسط في منطقة الشرق الأوسط وشمال أفريقيا البالغ 0,56. خلال العقد الماضي، تحسن أداء دول مجلس التعاون الخليجي، وتخطى الأردن ولبنان وتونس في اختبارات القراءة والرياضيات الدولية الموحدة. ومع ذلك، المقارنة مع الدول ذات الدخل المماثل مثل كوريا الجنوبية أو ألمانيا أو سنغافورة ليست في صالح دول مجلس التعاون الخليجي. بل أن النتائج التي حققتها دول مجلس التعاون الخليجي قريبة من تلك الخاصة بدول أقل ثراءً مثل المكسيك وتركيا وتايلاند.
<h3 style="text-align: justify;">لمحة عن عناصر مؤشر رأس المال البشري وما وراءها</h3>
أداء دول مجلس التعاون الخليجي جيد فيما يتعلق بعناصر بقاء الأطفال على قيد الحياة وتغذيتهم. ولكن، العنصر الأساسي الذي أدى لهذا الانخفاض النسبي في إجمالي مؤشر رأس المال البشري هو نتائج التعلم. في العقود الحديثة، قطعت دول مجلس التعاون الخليجي خطوات كبيرة في التوسع في إتاحة التعليم في المدرس وضمان المساواة بين الجنسين. ولكن الالتحاق بالمدارس ليس هو التعلم. ففي دول مجلس التعاون الخليجي، من المتوقع أن يكمل الأطفال ما بين 12,4 و13,3 سنة من الدراسة، ولكن لا يتعلم سوى ما يعادل مقداراً يتراوح بين 7,6 سنوات في الكويت و9,6 سنوات في البحرين. وفي الواقع يتضح هذا في أن ما يقارب نصف الطلاب في دول مجلس التعاون الخليجي لا يتمكنون من الوصول إلى مستوى التمكن الأساسي في الرياضيات والعلوم والقراءة بحلول الصف الرابع. وهذا يشير إلى الحاجة إلى تجديد نظام التعليم بالتركيز على تحسين نتائج التعلم.
العنصر الآخر الذي يؤثر على مؤشر رأس المال البشري هو معدل بقاء البالغين على قيد الحياة، والذي يتراوح بين 91٪ في المملكة العربية السعودية و94٪ في قطر. وبرغم التحسن، لا تزال نسبة وفيات البالغين مرتفعة نسبيًا خاصةً بسبب الأمراض المزمنة مثل السكري وأمراض القلب، أو بسبب حوادث الطرق، وهذان السببان مسئولان عن 71,5% و12,2% من إجمالي الوفيات على الترتيب. ويكتسب الشباب في دول مجلس التعاون الخليجي سلوكيات غير صحية مثل التدخين والغذاء غير الصحي، بالإضافة إلى محدودية النشاط البدني، مما يؤدي إلى زيادة الوزن والسمنة التي تتسبب في أمراض مزمنة تجعلهم أقل إنتاجية. ففي الكويت والبحرين والإمارات العربية المتحدة وسلطنة عمان، ما بين ثلث ونصف الطلاب الصغار يعانون إما من زيادة الوزن أو السمنة.&nbsp;
بخلاف مؤشر رأس المال البشري، هناك تحديات أخرى تواجه دول مجلس التعاون الخليجي تؤدي إلى تباطؤ تكوين رأس المال البشري، وتؤثر على الإنتاجية والنمو الاقتصادي:

<li style="direction: rtl; text-align: justify;">عدم الارتباط الوثيق بين نتائج التعليم واحتياجات سوق العمل. فالتعليم العالي في دول مجلس التعاون الخليجي لا يزود الخريجين بالمعرفة والمهارات اللازمة لسوق العمل. هذا تحدٍ كبير خاصة إن كانت هذه البلدان تتطلع إلى توطين قوتها العاملة وتنويع اقتصاداتها. وفقًا لاستطلاع الرأي التنفيذي الصادر عن المنتدى الاقتصادي العالمي، يقول أكثر من 50٪ من أصحاب الأعمال في قطر والإمارات العربية المتحدة، وحوالي 45٪ في البحرين و38٪ في الكويت والمملكة العربية السعودية، إنهم لا يستطيعون العثور على عمال مهرة بسهولة (World Economic Forum، 2017).</li>
<li style="direction: rtl; text-align: justify;">وهناك تحدٍ آخر يتضمن ارتفاع معدلات البطالة، وخاصة بين الشباب والنساء، في دول مجلس التعاون الخليجي. وتعتبر معدلات البطالة بين الشباب حادة بشكل خاص في المملكة العربية السعودية (25 في المائة) والكويت (16 في المائة). ومشاركة النساء في قوة العمل تبلغ 22٪ في الفئة العمرية الأعلى من 15 سنة في المملكة العربية السعودية، و30 ٪ في سلطنة عمان، وهي نسبة منخفضة مقارنةً بـ60٪ في بلدان منظمة التعاون الاقتصادي والتنمية.</li>
</ul>
<h3>التنمية الكلية لتكوين رأس المال البشري</h3>
لتحقيق رؤى تلك الدول المتعلقة بالتنويع الاقتصادي والنمو والازدهار المستدام، يتعين على دول مجلس التعاون الخليجي أن تستثمر أكثر في رأس مالها البشري. يدعو التقرير الأخير " Building the foundations for economic sustainability: Human capital and growth in the GCC " (بناء أسس الاستدامة الاقتصادية: رأس المال البشري والنمو في دول مجلس التعاون الخليجي) إلى تسريع تكوين رأس المال البشري عن طريق تبني مقاربة حكومية "كلية" وتنفيذ أربع استراتيجيات رئيسية لتعزيز رأس المال البشري في دول مجلس التعاون الخليجي (World Bank، 2019):

In October 2018, the World Bank launched &ldquo;The Human Capital Project&rdquo; that includes the <a href="https://www.youtube.com/watch?v=iCUIAQkOwKw">Human Capital Index</a> (HCI), which captures the amount of capital (in knowledge, skills, and health) a child born today could expect to attain by the age of 18. The HCI has four components: rate of survival of children, learning outcomes of children, children who do not suffer from malnutrition and rate of survival of adults. Learning outcomes are measured by the expected years of schooling and the performance of students in international education test assessments (World Bank 2018).&nbsp;
<h3>HCI and global ranking of the GCC countries</h3>
The HCI for low-income countries ranges from 0.29 in Chad to 0.49 in Nepal, where they fair low on most of the HCI components.&nbsp; On the other hand of the spectrum, the HCI for high-income countries (HICs) ranges from 0.58 in Kuwait to 0.88 in Singapore, where problems such as child survival and stunting are not major challenges.&nbsp; Their main HCI-related challenges are primarily in learning outcomes and to a certain extend in adult survival rates.
In the Middle East and North Africa (MENA) Region, the Gulf Cooperation Council (GCC) countries are HICs and have an HCI score that ranged from 0.58 in Kuwait to 0.67 in Bahrain in 2018.&nbsp; Table 1 has the HCI scores and the global ranking of the GCC countries.&nbsp; This score means that a child born today in the GCC will only attain between 58 percent and 67 percent of his/her full health, learning, and potential productivity.
The HCI scores of the GCC countries are higher than the MENA average of 0.56.&nbsp; Over the last decade, the GCC countries have been doing better, and have overtaken Jordan, Lebanon, and Tunisia in international standardized reading and math tests.&nbsp; However, the GCC countries do not compare favorably with countries with comparable income such as South Korea, Germany or Singapore. Instead, the scores in the GCC countries are similar to those in less wealthy nations, like Mexico, Turkey, and Thailand.
<h3>Insight into the HCI indicators and beyond</h3>
The GCC countries perform well on the child survival and nutrition indicators. &nbsp;However, the main indicator that affected this relatively low HCI score is learning outcomes.&nbsp; In recent decades, GCC countries have made great strides in expanding access to schooling and ensuring gender parity. Yet schooling is not the same as learning.&nbsp; In the GCC, children are expected to complete between 12.4 to 13.3 years of schooling, but only learn the equivalent of 7.6 years in Kuwait to 9.6 years in Bahrain.&nbsp; This is reflected by the fact that nearly half of GCC students fail to reach basic proficiency in math, science, and reading by grade 4.&nbsp; This suggests the need for revamping the education system with focus on improving learning outcomes.
Another indicator that affects the HCI score is the adult survival rate, which ranged between 91 percent in Saudi Arabia and 94 percent in Qatar. Despite improvement, adult mortality remains relatively high particularly from chronic diseases such as diabetes and heart diseases, or due to transport injuries (TIs), which are responsible for 71.5 percent and 12.2 percent of total deaths, respectively.&nbsp; Youth in the GCC are acquiring unhealthy behaviors such as smoking, unhealthy diet, and limited physical activity; thus, leading to overweight and obesity that ultimately lead to chronic diseases, which render them less productive. In Kuwait, Bahrain, U.A.E., and Oman, between one third and one half of young student are either overweight or obese.
Beyond the HCI, there are also other challenges facing the GCC countries that decelerate human capital formation and affect productivity and economic growth:

<li style="text-align: justify;">Education outcomes are not closely linked to labor market needs. Tertiary education in the GCC is not providing the graduates with the knowledge and skills needed for the labor market.&nbsp; This is a major challenge particularly if these countries are aspiring to nationalize their labor force and diversify their economies.&nbsp; According to the World Economic Forum&rsquo;s Executive Opinion Survey, more than 50 percent of employers in Qatar and UAE say they cannot easily find skilled workers; about 45 percent in Bahrain; and about 38 percent in Kuwait and KSA (World Economic Forum 2017).</li>
<li style="text-align: justify;">High unemployment rates are high particularly among youth and women within GCC countries. Unemployment rates among the youth is particularly acute in Saudi Arabia (25 percent) and Kuwait (16 percent).&nbsp; Female labor force participation of 22 percent among 15+-year-olds in Saudi Arabia and 30 percent in Oman are particularly low relative to 60 percent in the OECD countries.</li>
</ul>
<h3>Holistic development for human capital formation</h3>
Nonetheless, the GCC countries have several opportunities.&nbsp; First, all GCC countries have long-term Vision Programs and are undergoing major economic and social reforms including strategies to support human capital formation.&nbsp; Second, they have the financial resources to support human capital development and, in fact, they can have more and better results with their current levels of spending on health and education.&nbsp; Third, there are low hanging fruits such as the large educated female population that is un- or under-employed, which and can be tapped.
To achieve their long-term visions for economic diversification, sustained growth and prosperity, the GCC countries have to invest more in their people.&nbsp; The recent report on &ldquo;Building the foundations for economic sustainability: Human capital and growth in the GCC&rdquo; calls for accelerating human capital formation by adopting a &ldquo;holistic&rdquo; governmental approach and implementing four key strategies to enhancing human capital in the GCC:

<li>Investing in Early Childhood Development (ECD) by: 
<ul>
<li style="text-align: justify;">Ensuring that all children have a strong start in life;</li>
<li style="text-align: justify;">Prioritizing public investment toward the early years; and</li>
<li style="text-align: justify;">Building the foundational skills for school preparedness and future learning.</li>
</ul>
</li>
</ol>
<ol style="text-align: justify;" start="2">
<li>Preparing Youth for the Future&nbsp; 
<ul>
<li>Improving learning outcomes through focusing on learning, not just schooling, addressing the needs of low performing students, and attracting the best into teaching by providing them with the right incentives, and empowering teachers and school leaders to improve student learning</li>
<li>Linking education outcomes to labor market needs through aligning curricula with the skills demanded; and</li>
<li>Reducing Health Risk Factors of Non-communicable Diseases (NCDs) among the youth.</li>
</ul>
</li>
</ol>

<li>Improving Human Capital of the adult population by:
<ul>
<li>Emphasizing lifelong learning;</li>
</ul>

<li style="text-align: justify;">Increasing female labor force participation through revising laws and regulations to encourage female labor force participation; expanding access to good quality child care; increasing women&rsquo;s ability to get employed and succeed at work through active labor market programs; conducting media campaigns to address social norms and combat misconceptions and perceptions about female employment; and ensuring safety and provide women with women-only facilities;</li>
<li style="text-align: justify;">Reducing the skills mismatch through skills development of the current labor force to align their skills with the labor market needs; and</li>
<li style="text-align: justify;">Reducing adult mortality and morbidity through expanding or scaling up the focus on high impact and cost-effective best buy interventions.</li>

<li>Increasing value for money by increasing the efficiency and effectiveness of public finance;</li>
</ul>

<li>Adopting a multi-sectoral approach to human capital, which requires the collaboration across government agencies and with the private sector; and</li>
<li>Changing norms and behaviors as this will be needed to facilitate many of these reforms such as valuing the acquisition of skills and competencies as much as educational credentials.</li>

</ul>
The above strategies are based on global experience from best practices and evidence-based policies, however they need to be further adapted to the institutional and implementation capacity of each country.
