في إصدار هذا الأسبوع من عدسة، نلقي نظرةً على واقع معاناة المعاش اليومي لسكان قطاع غزة، ومسار التنمية البديل الذي من الممكن أن يكون في متناول سكان غزة إذا ما انتهت الحرب وانتهى الحصار.

<h2 dir="rtl">حتى قبل الحرب.. معاناة "الوضع الطبيعي" لقطاع غزة المحاصر</h2>
تعيش فلسطين تحت وطأة الاحتلال منذ أكثر من 50 عامًا، وغزة تحت الحصار منذ 16 عامًا، ما أدى إلى توقف مسار التنمية الاجتماعية والاقتصادية، وتمكن الشعب الفلسطيني من الوصول إلى الخدمات الأساسية وجودتها.
<h3 dir="rtl">نبذة عن الوضع الراهن اليوم</h3>
يعاني الاقتصاد في غزة بشكل واضح تحت وطأة العزل القسري الذي يعيشه القطاع منذ 16 سنة. وقد أعاق ذلك إمكانية وصوله إلى الأسواق الخارجية، ما ترتب عليه أضرار كبيرة في قطاعي الصناعة والزراعة.&nbsp;
قيدت إسرائيل استيراد السلع بشكل تعسفي، خصوصًا تلك التي تضمنتها <a href="https://documents.albankaldawli.org/ar/publication/documents-reports/documentdetail/942481555340123420/economic-monitoring-report-to-the-ad-hoc-liaison-committee">قائمة</a> زعمت أنها تشمل "عناصر ذات استخدام مزدوِج"، بينما في الواقع هي عناصر لا غنى عنها للحياة اليومية فضلًا عن نمو النشاط الاقتصادي. لذلك يعتمد اقتصاد غزةَ بشكل رئيسي على الإنفاق الحكومي من دون استثمارات كبيرة في أي قطاع اقتصادي سوى قطاع البناء.

هذا، وتعاني غزة من أحد أعلى معدلات <a href="https://documents.albankaldawli.org/ar/publication/documents-reports/documentdetail/099638209132320721/idu0e8b2e87e098b004a7a09dcb07634eb9548f4">البطالة</a> في العالم. وبينما ظلت معدلات الفقر مرتفعة، يعاني سكان القطاع ارتفاعًا متزايدًا في الأسعار بسبب استمرار الحصار الذي يزيد الوضع سوءًا، إذ إن قرابة ثلثي السكان يفتقرون إلى الأمن <a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC10391640/#B1">الغذائي</a>.

<h3 dir="rtl">إعاقة الوصول إلى الخدمات الأساسية</h3>
حتى قبل تدمير البنية التحتية لغزة أخيرًا، واجه القطاع أزماتٍ حادة في <a href="https://documents-dds-ny.un.org/doc/UNDOC/GEN/G21/288/41/pdf/G2128841.pdf?OpenElement">المياه</a> والطاقة، ففي عام 2020 قدرت اليونيسيف أن نصف السكان تقريبًا عانوا نقصًا في <a href="https://documents-dds-ny.un.org/doc/UNDOC/GEN/G21/288/41/pdf/G2128841.pdf?OpenElement">خدمات</a> المياه والصرف الصحي. ويعود السبب الرئيسي لأزمة المياه في القطاع إلى الإدارة غير العادلة للمياه التي تشترك فيها إسرائيل، فضلًا عن الحصار والعزلة المفروضين على غزة.
وبسبب القيود المفروضة على استيراد المواد المصنفة بـ"ذات الاستخدام المزدوِج"، يصعب حصول القطاع على كثير من المعدات والإمدادات اللازمة لصيانة البنية التحتية للمياه، فضلًا عن أن نقص إمدادات الطاقة كان له تأثير في ضعف تشغيل هذه الأنظمة، ويعيش سكان غزة في ظلام الآن على الدوام. بالإضافة إلى هذا وذاك، فإن البنى التحتية للقطاع، بما فيها البنى التحتية للمياه والطاقة، تكون دائمًا عرضة للتدمير بالقصف الإسرائيلي المستمر. يحدث ذلك في ظل سيطرة إسرائيلية على إمدادات المياه لغزة، والتي تتجلى في تحويل <a href="https://documents-dds-ny.un.org/doc/UNDOC/GEN/G21/288/41/pdf/G2128841.pdf?OpenElement">75</a>% من المياه الجوفية المتاحة لسكان غزة إلى إسرائيل، وذلك رغم وجود مصادر مياه أخرى لدى إسرائيل.&nbsp;
تضافرت كل تلك الأسباب حتى أدت إلى أن نحو 97% من سكان غزة يضطرون إلى شراء المياه من شاحنات الصهريج والمحطات غير الرسمية، ما يزيد من خطورة الوضع الصحي بسبب عدم الثقة بجودة تلك المياه. يعني ذلك أنّ عائلات القطاع تنفق ما يصل إلى ثلث دخلها (أكثر من 30%) على شراء مياه منخفضة الجودة، في الوقت الذي توصي فيه الأمم المتحدة بألا تزيد نسبة الإنفاق على المياه 3%.
من جهة الكهرباء، أدى نقص إمدادات الطاقة إلى عجزٍ ليس فقط فيما يخص المياه، وإنما على مستوى خدمات أساسية أخرى، إذ لا تلبي محطة توليد الكهرباء في غزة إلا جزءًا صغيرًا من احتياجات الكهرباء اللازمة للقطاع، وذلك <a href="https://documents.albankaldawli.org/ar/publication/documents-reports/documentdetail/099638209132320721/idu0e8b2e87e098b004a7a09dcb07634eb9548f4">بسبب</a> نقص الوقود والقيود المفروضة على الاستيراد، في حين تتحكم إسرائيل في توفير باقي احتياجات غزة من الطاقة، وتقدر بنحو 85% من حاجة القطاع.

يقع حقل الغاز الطبيعي البحري في غزة على بعد حوالي 32 كيلومترًا قبالة ساحل غزة، وتقدر احتياطاته بنحو تريليون قدم مكعب أو أكثر من الغاز الطبيعي. وقد أدى الصراع والهجمات الإسرائيلية إلى عرقلة إتاحته لقطاع غزة. و<a href="https://www.usip.org/publications/2023/08/how-gaza-marine-deal-could-benefit-palestinians-israelis-and-region">الوصول</a> إلى هذا الاحتياطي من الغاز لن يكون كافيًا فقط لسد احتياجات غزة، لكنه أيضًا سيوفر مصدرًا مهمًّا للدخل من خلال الصادرات، إذ إن إجمالي العائدات المقدرة من هذا الحقل، تتراوح ما بين 700 مليون و800 مليون دولار سنويًّا.&nbsp;
وفي حال تحويل هذه الكمية من الغاز الطبيعي إلى جيجاواط في الساعة (GWh)، فيمكن للكمية البالغة حوالي 300 ألف جيجاواط في الساعة من الطاقة، دعم احتياجات القطاع السنوية الحالية من الطاقة لمدة تقارب 2000 عام.
التعليم:
حتى قبيل الحرب الإسرائيلية الجارية على غزة، باتت الحياة شبه مستحيلة لسكان القطاع البالغ عددهم 2.23 <a href="https://www.pcbs.gov.ps/postar.aspx?lang=ar&amp;ItemID=4483">مليون</a> نسمة، نصفهم تقريبًا من الأطفال تحت سن 18 عامًا، ما يضيف مزيدًا من القيود على قطاع التعليم الفلسطيني ويتطلب مزيدًا من الاستثمارات الضخمة للوفاء باحتياجات هؤلاء الأطفال المتزايدة.&nbsp;
تكتظ المدارس في غزة بالطلاب بما يفوق طاقة المعلمين، وتبرز هذه الأزمة بشكل خاص في المدارس التي تديرها وكالة الأمم المتحدة لإغاثة وتشغيل اللاجئين الفلسطينيين (أونروا)، إذ تخدم هذه المدارس نصف الأطفال في غزة تقريبًا.&nbsp;
هناك أيضًا عجز في عدد المدارس في غزةَ، حتى إن نسبة 85% من المدارس تعمل بنظام الفترتين. ويتفاقم هذا الوضع بشكل إضافي بسبب الهجمات الإسرائيلية على المباني المدرسية القليلة. فمثلًا، منذ السابع من أكتوبر وحتى 21 أكتوبر، تعرضت <a href="https://reliefweb.int/report/occupied-palestinian-territory/education-under-attack-gaza-strip-21-october-2023">39</a>% من مدارس غزة للتدمير.

الصحة:
تعاني غزة مشكلات كثيرة وكبيرة فيما يخص الحصول على الرعاية الصحية، ففي عام 2019 وَصل متوسط عدد الأَسِرَّةِ في مستشفيات القطاع إلى 1.3 سرير لكل 1000 نسمة، في حين أن المتوسط العالمي يبلغ <a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC7685049/">3.1</a> أسِرَّة لكل 1000 شخصٍ.

كما أن الأشخاص الراغبين في السفر للعلاج في الخارج، يضطرون <a href="https://www.emro.who.int/opt/information-resources/right-to-health.html">إلى تقديم</a> طلب للحصول على تصاريح حكومية وتراخيص من مكتب الارتباط المحلي في إسرائيل. علمًا بأنه في الفترة من يناير إلى يوليو 2023 رفضت 18.5% من الطلبات أو 2000 شخص من غزة يحتاجون إلى الرعاية الصحية، أو تأخر حصولهم على الموافقة إلى ما بعد فوات المواعيد اللازمة لحصولهم على الرعاية الصحية.
وبالجملة، وعلى مدار 15 سنة<a href="https://www.un.org/unispal/document/15-years-of-gaza-blockade-and-barriers-to-health-access-who-factsheet/"> من </a>حصار <a href="https://www.un.org/unispal/document/15-years-of-gaza-blockade-and-barriers-to-health-access-who-factsheet/">غزة</a> (من 2008 إلى 2022)، تأخَّر أو تم رفضُ 30% من الطلبات المقدَّمة مِن مرضى للحصول على تصريح سفر للعلاج، والبالغ عددها 234 ألفًا و233 طلبًا.
إضافة إلى ذلك، فإن أكثر من <a href="https://www.emro.who.int/opt/information-resources/right-to-health.html">نصف</a> طلبات المُرافق الطبي تم رفضُها خلال الفترة من 2019 إلى 2021، ما يعني أن 32% من الأطفال الذين حصلوا على تصاريح سفر، اضطروا إما إلى التخلي عن العلاج، وإما إلى التخلي عن المرافق.
<h3 dir="rtl">السبب الأساسي</h3>
يكمن السبب الجوهري لهذه الصعوبات والتحديات في الحصار الخانق الذي تفرضه إسرائيل على غزة على مستوى البضائع والخدمات، وعلى مستوى الأفراد والتنقل من وإلى القطاع.
كل هذه الظروف تجعل الفلسطينيين، وخصوصًا في غزة، أكثر عرضة للصدمات الاقتصادية وحالات الركود العالمي، وكذلك للتحديات العالمية، مثل التغيرات المناخية. كما أنها تجعل الهجمات الإسرائيلية أشد وطأة وتعيد بشكل مستمر، التنمية التي يحاول الفلسطينيون في غزة تحقيقها، إلى نقطة الصفر.

كما ضاعفت هذه الأوضاع اعتماد الأراضي الفلسطينية المحتلة على المساعدات الأجنبية (<a href="https://documents-dds-ny.un.org/doc/UNDOC/GEN/G22/446/11/pdf/G2244611.pdf?OpenElement">تعتمد</a> نسبة تصل إلى 80% من السكان على المعونات)، ناهيك عن <a href="https://documents-dds-ny.un.org/doc/UNDOC/GEN/G22/446/11/pdf/G2244611.pdf?OpenElement">تناقص</a> تلك المعونات على مَرِّ السنوات <a href="https://documents.albankaldawli.org/ar/publication/documents-reports/documentdetail/099638209132320721/idu0e8b2e87e098b004a7a09dcb07634eb9548f4">من</a> 2 مليار دولار في عام 2008 (27% من الناتج المحلي الإجمالي) إلى 317 مليون دولار (1.8% من الناتج المحلي الإجمالي) في عام 2021.&nbsp;
<h3 dir="rtl">التقدم إلى الأمام أم التراجع إلى الوراء؟</h3>
الطريقة الوحيدة للخروج من هذا الموقف هو أن تُنهيَ إسرائيل -فضلًا عن حربها المستمرة- حصارها على غزة. فجميع الإصلاحات الاقتصادية الكبرى للفلسطينيين تتوقف على تحسين فرصتهم في الوصول إلى احتياجاتهم، وذلك بالآتي:
1. إنهاء الحصار ورفع القيود عن حركة الأفراد والمنتجات الضرورية للحياة والاقتصاد بما في ذلك رفع القيود عن المعابر.

<h2 dir="ltr">Gaza Under Siege: How Does it Really End?</h2>
Palestine has been living under occupation for over 50 years now and Gaza under siege for 16. The effects of both have been detrimental to the territory&rsquo;s socio-economic development, and the accessibility and quality of basic services.&nbsp;
<h3 dir="ltr">What is the situation today?</h3>
Over the past 16 years, Gaza&rsquo;s economy has suffered noticeably. Being cut off from the world has hindered Gaza&rsquo;s access to external markets, which in turn has taken a toll on the territory&rsquo;s industrial, manufacturing and agricultural sectors. Israel arbitrarily restricts the import of items on the dual use <a href="https://documents.worldbank.org/en/publication/documents-reports/documentdetail/942481555340123420/economic-monitoring-report-to-the-ad-hoc-liaison-committee">lists</a>, which includes items that are essential for everyday life as well as the vitality of the economy. The economy in Gaza depends primarily on government consumption and sees little investment outside of the construction sector.

Gaza is home to one of the highest unemployment <a href="https://documents.worldbank.org/en/publication/documents-reports/documentdetail/099638209132320721/idu0e8b2e87e098b004a7a09dcb07634eb9548f4">rates</a> across the world. The poverty rate has remained high in Gaza. Rising prices as a result of the ongoing blockade exacerbate the situation, and nearly two-thirds of the population are food <a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC10391640/#B1">insecure</a>.&nbsp;

<h3 dir="ltr">Restricted access to basic services</h3>
Even before the recent destruction of Gaza&rsquo;s infrastructure, the territory faced a <a href="https://www.un.org/unispal/document/the-allocation-of-water-resources-in-the-opt-including-east-jerusalem-report-of-the-united-nations-high-commissioner-for-human-rights-advance-unedited-version-a-hrc-48-43/">water</a> and energy crisis. In 2020, UNICEF estimated that almost half of the population is in need of water and sanitation <a href="https://www.un.org/unispal/document/the-allocation-of-water-resources-in-the-opt-including-east-jerusalem-report-of-the-united-nations-high-commissioner-for-human-rights-advance-unedited-version-a-hrc-48-43/">services</a>. Lying at the crux of this water crisis is poor and inequitable water management (which is shared with Israel), and the siege and blockade of Gaza. Israel&rsquo;s dual use ban prohibits the entry of many of the supplies needed for the maintenance and upgrade of water infrastructure. Electricity shortages have also been detrimental to the operation of these systems; today Gaza is in complete <a href="https://www.ochaopt.org/content/hostilities-gaza-strip-and-israel-flash-update-10?_gl=1*923trg*_ga*MTk2MjIwODI4OC4xNjk3NjM3Mjkx*_ga_E60ZNX2F68*MTY5NzY4MjU1Ni40LjAuMTY5NzY4MjU1Ny42MC4wLjA.">blackout</a>. Similarly, water, sewage and sanitation systems in Gaza are always quick to suffer during Israel&rsquo;s ongoing military attacks.
Finally, Israel maintains control over Gaza&rsquo;s water supplies, diverting up to <a href="https://www.un.org/unispal/document/the-allocation-of-water-resources-in-the-opt-including-east-jerusalem-report-of-the-united-nations-high-commissioner-for-human-rights-advance-unedited-version-a-hrc-48-43/">75%</a> of groundwater available to Gazans for its own use, despite Israel&rsquo;s other water resources. As a result, clean water is largely inaccessible, compelling approximately 97% of Gaza&rsquo;s population to purchase water of questionable quality from informal and unregulated tankers, with a dire, critical impact on health. Even so, families in Gaza spend up to one-third (over 30%) of their income on this low-quality water, far above the 3% threshold recommended by the UN General Assembly.&nbsp;
Electricity shortages have also taken their toll on the economy, as well as the provision of other basic services - not just water. The Gaza power plant supplies only a fraction of the electricity needed by the territory <a href="https://documents.worldbank.org/en/publication/documents-reports/documentdetail/099638209132320721/idu0e8b2e87e098b004a7a09dcb07634eb9548f4">due</a> to fuel shortages and import restrictions; the rest, about 85%, is supplied by Israel.

The Gaza Marine natural gas field lies some 32 kilometers off the coast of Gaza, with an estimated 1 trillion cubic feet or more of utilizable natural gas. The ongoing conflict and attacks have blocked Gaza&rsquo;s access to it. <a href="https://www.usip.org/publications/2023/08/how-gaza-marine-deal-could-benefit-palestinians-israelis-and-region">Access</a> to these energy reserves would not only cover Gaza&rsquo;s energy needs, but provide a much-needed source of income through exports, estimated at $700&ndash;800 million in trade revenue a year. Translated to gigawatt-hours (GWh), the approximately 300,000 GWh of power could support its current annual energy demand for nearly 2,000 years.
Education:
Even before the ongoing attacks on Gaza, life had become nearly impossible for its population of 2.23 <a href="https://www.pcbs.gov.ps/postar.aspx?lang=ar&amp;ItemID=4483">million</a>, almost half of which are children under the age of 18, further constraining the Palestinian education sector and requiring more substantive investments to respond to their growing needs.&nbsp;
Schools in Gaza are overcrowded and teachers are overloaded, a problem that is especially acute in UNRWA-run schools, which serve nearly half of all children in Gaza. There are also not enough schools in Gaza; 85% run on double shifts. Israel&rsquo;s attacks on the already inadequate number of school buildings has exacerbated the shortage. Since October 7 and as of October 21, for example, <a href="https://reliefweb.int/report/occupied-palestinian-territory/education-under-attack-gaza-strip-21-october-2023">39%</a> of all schools in Gaza had sustained damages.

Health:
Access to healthcare in Gaza is limited. In 2023, Gaza&rsquo;s hospital beds recorded an average of 1.3 beds for every 1,000 people in 2019, compared to the global average of 3.1 <a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC7685049/">beds</a>.

Those seeking to travel for medical care must <a href="https://www.emro.who.int/opt/information-resources/right-to-health.html">apply</a> for government permits and obtain clearance from the Israeli District Liaison Office. From January to July 2023, 18.5% of patients, or more than 2,000 Gazans, were denied permits to travel for care or received approval after their appointment date; 306 patients were interrogated by security forces. <a href="https://www.un.org/unispal/document/15-years-of-gaza-blockade-and-barriers-to-health-access-who-factsheet/">In 15 years of the Gaza blockade</a> (2008&ndash;2022), 30% of 234,233 patient permit applications were delayed or denied. Furthermore, more than <a href="https://www.emro.who.int/opt/information-resources/right-to-health.html">half</a> of all medical companion applications are denied; between 2019 and 2021, this meant that 32% of children with approved permits had to forgo treatment or travel with a non-relative to obtain medical care.&nbsp;&nbsp;&nbsp;
<h3 dir="ltr">Root cause&nbsp;</h3>
At the core of these challenges lies Israel&rsquo;s restrictive control over the territories and limitations imposed by the blockade on goods and services and individuals moving in and out of Gaza. This situation makes Palestinians more vulnerable to economic shocks, world recessions and global challenges such as climate change. It also makes Israel&rsquo;s attacks more damaging, constantly setting back Palestinian development.

This is further compounded by the territory&rsquo;s dependence on foreign aid (up to 80% of the population&nbsp;<a href="https://documents-dds-ny.un.org/doc/UNDOC/GEN/G22/446/13/pdf/G2244613.pdf?OpenElement">depend</a> on aid), which has been <a href="https://documents-dds-ny.un.org/doc/UNDOC/GEN/G22/446/13/pdf/G2244613.pdf?OpenElement">dwindling</a> over the years, <a href="https://documents.worldbank.org/en/publication/documents-reports/documentdetail/099638209132320721/idu0e8b2e87e098b004a7a09dcb07634eb9548f4">from</a> $2 billion in 2008 (27% of GDP) to $317 million (1.8% of GDP) in 2021.&nbsp;
<h3 dir="ltr">Moving forward or backward?</h3>
The only sustainable way out of this situation is for Israel to end its control and siege of Gaza. All macroeconomic reforms are contingent on enhanced accessibility.
1. End the blockade and lift restrictions on the movement of individuals and products essential to livelihoods and the economy, including restrictions on crossings.
