<p dir="rtl" style="text-align: justify;">يتم تداول الذهب في مصر بسعر أعلى من السعر العالمي بنسبة 55%، حيث سجل <a href="https://egypt.gold-price-today.com/">متوسط</a> سعره محليًّا 2760 جنيهًا (89 دولارًا) للجرام عيار 21 -الأكثر تداولًا- بدون المصنعية، في حين سجل متوسط نفس العيار عالميًّا 57.23 دولارًا للجرام بما يعادل 1765 جنيهًا، وهو ما يعني احتساب سعر الذهب محليًّا وفقًا لسعر الدولار بالسوق السوداء (48 جنيهًا).</p>
<p dir="rtl" style="text-align: justify;">الزيادة في الطلب على الذهب كوعاء ادخاري لم تقتصر عليه وامتدت إلى أوعية ادخارية أخرى، مثل العقارات والودائع المصرفية التي أظهر استطلاع محرك البحث <a href="https://advice.aqarmap.com.eg/ar/market-research/">عقارماب</a> تصدر هذه الأوعية الثلاثة لتفضيلات المصريين للاحتفاظ بمدخراتهم.</p>

<p dir="rtl" style="text-align: justify;">يحدث هذا مع مواصلة معدلات التضخم الصعود <a href="https://www.capmas.gov.eg/Pages/ShowHmeNewsPDF.aspx?page_id=/Admin/News/PressRelease/20231111134117_%D8%A7%D9%83%D8%AA%D9%88%D8%A8%D8%B12023%20_%209-11-%D8%A7%D9%84%D8%A8%D9%8A%D8%A7%D9%86%20%D8%A7%D9%84%D8%B5%D8%AD%D9%81%D9%8A.pdf&amp;Type=News">مسجلة</a> نحو 40.3% في سبتمبر الماضي وهو مستوى لم تصل إليه من قبل. <a href="https://www.imf.org/en/Blogs/Articles/2021/11/09/the-unequal-covid-saving-and-wealth-surge">وتشير</a> معدلات الادخار في الذهب والعقارات والمنتجات البنكية إلى وجود فئات قادرة على الاستثمار رغم الوضع الاقتصادي، مثلما حدث وقت أزمة كوفيد-19 في عدد من الدول حيث ارتفعت معدلات الادخار في الطبقات الأغنى وانخفضت لدى الطبقات الأقل دخلًا. ما <a href="https://aps.aucegypt.edu/ar/events/110/open-panel-discussion-at-aps-on-poverty-figures-in-egypt-an-inflation-driven-increase">يشير</a> إلى تأثيرات غير عادلة للأزمات الاقتصادية في طبقات المجتمع وأنماطها الادخارية.</p>
<h3 dir="rtl" style="text-align: justify;"><strong>الذهب.. طلب مرتفع بسعر السوق السوداء&nbsp;</strong></h3>
<p dir="rtl" style="text-align: justify;">أدت النظرة التقليدية إلى الذهب كمخزن للقيمة، إلى زيادة معدلات الطلب عليه خلال التسعة أشهر الأولى من 2023، وسجلت مشتريات المصريين منه خلال ثلاثة الأرباع الأولى من العام <a href="https://www.asharqbusiness.com/article/56490/%D8%A5%D9%86%D9%81%D9%88%D8%BA%D8%B1%D8%A7%D9%81-%D9%85%D8%B4%D8%AA%D8%B1%D9%8A%D8%A7%D8%AA-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D9%8A%D9%86-%D9%85%D9%86-%D8%A7%D9%84%D8%B0%D9%87%D8%A8-%D8%AA%D8%AA%D8%B1%D8%A7%D8%AC%D8%B9-%D9%81%D9%8A-%D8%A7%D9%84%D8%B1%D8%A8%D8%B9-%D8%A7%D9%84%D8%AB%D8%A7%D9%84%D8%AB/">نحو 46.4</a> طنًّا في مقابل 38.5 طنًّا خلال الفترة نفسها من العام الماضي، بزيادة 20.5%. وتشير معدلات شراء الذهب إلى أن هناك مدخرات لدى المصريين خارج الأوعية الرسمية المتعارف عليها.</p>

<h3 dir="rtl"><strong>العقارات.. ملاذ المدى الطويل&nbsp;</strong></h3>
<p dir="rtl" style="text-align: justify;">يحقق الادخار في العقار عوائد تنموية محدودة للناتج القومي تتمثل في الطلب على مواد البناء والعمالة المصاحبة للإنشاء، وتنتهي القيمة المضافة للعقار بمجرد تسويقه.</p>
<p dir="rtl" style="text-align: justify;">شهدت معدلات الطلب السنوي على العقار ارتفاعًا بلغ <a href="https://index.aqarmap.com/">34 % في</a> <a href="https://index.aqarmap.com/">يوليو</a> <a href="https://index.aqarmap.com/">الماضي</a>، وهو ما ترجمته أرقام مبيعات كبار الشركات العقارية في ظل غياب إحصاءات رسمية عن الحجم الإجمالي للسوق، بحسب "محمود جاد" محلل قطاع العقارات بأحد بنوك الاستثمار.&nbsp;وحققت مبيعات الشركات العقارية المسجلة في البورصة نموًّا بلغ 100% وفقًا لـ"جاد" الذي قال لـ"عدسة" إن أكبر 5 شركات في السوق حققت 142 مليار جنيه مبيعات خلال 9 أشهر فقط من 2023&nbsp; مقارنة بـ63 مليارًا خلال نفس الفترة من العام السابق، بمعدل نمو بلغ نحو 125%.</p>
<p dir="rtl" style="text-align: justify;">ومع استبعاد معدل التضخم في القطاع (متوسط 60%) يصبح صافي الزيادة في معدل الطلب بمؤشر المبيعات 65%. ويرجع "جاد" الزيادة المتحققة في مبيعات الشركات العقارية إلى زيادة الطلب على العقار كوعاء ادخاري لفئة المدخرين التي تستهدف الاستثمار على المدى البعيد.</p>

<p dir="rtl" style="text-align: justify;">بالرغم من تآكل عوائد المنتجات المصرفية أمام معدلات التضخم فإن انخفاض معدلات المخاطرة في الادخار من خلال المنتجات المصرفية مقارنة مع الأوعية الأخرى، دفع ودائع القطاع العائلي بالبنوك إلى نمو مستمر، وخاصة بالتزامن مع تحركات سعر الصرف المتبوعة بطرح منتجات تبدو مرتفعة العائد لامتصاص السيولة المحلية من السوق في إجراء تقليدي لمكافحة التضخم.</p>

<p dir="rtl" style="text-align: justify;">وكانت البنوك العامة قد طرحت في <a href="https://www.youm7.com/story/2023/1/4/%D8%A8%D9%86%D9%83%D8%A7-%D8%A7%D9%84%D8%A3%D9%87%D9%84%D9%89-%D9%88%D9%85%D8%B5%D8%B1-%D9%8A%D8%B7%D8%B1%D8%AD%D8%A7%D9%86-%D8%B4%D9%87%D8%A7%D8%AF%D8%A9-%D8%A7%D8%B3%D8%AA%D8%AB%D9%85%D8%A7%D8%B1-%D8%A8%D8%B3%D8%B9%D8%B1-%D8%B9%D8%A7%D8%A6%D8%AF-%D9%8A%D8%B5%D9%84-%D8%A5%D9%84%D9%89/6032069">يناير</a> 2023 شهادات استثمار بفائدة سنوية 25%، ورغم ارتفاع سعر الفائدة على هذه الشهادات مقارنة بباقي المنتجات الأخرى فإن الفائدة عليها تعد سالبة في ظل متوسط معدل تضخم بلغ 33.7% خلال الـ10 أشهر الأولى من العام.</p>

<p dir="rtl" style="text-align: justify;">رغم ارتفاع الطلب على الأوعية الادخارية المختلفة، ومع ارتفاع ودائع القطاع العائلي بنسبة 50% خلال الفترة من يونيو 2020 إلى يونيو 2022، فإن معدلات الادخار العامة لا تزال دون المستوى المطلوب للتأثير بالإيجاب في التنمية الاقتصادية للبلد.&nbsp;</p>

<p dir="rtl" style="text-align: justify;">يؤدي ارتفاع معدلات الادخار إلى توفير مصادر تمويل كبيرة للاستثمار، بالإضافة إلى أن الادخار أحد عناصر تكوين رأس المال، ويقوم بدور رئيسي في زيادة الطاقة الإنتاجية والتنمية الاقتصادية، ولذا فالعلاقة طردية بين النمو والادخار، وبالتبعية زيادة معدلات التشغيل وخفض نسب البطالة، بالإضافة إلى زيادة الطلب على السلع والخدمات ومن ثم تسريع العجلة الإنتاجية واستمرارية دوران رأس المال.</p>

<p dir="rtl" style="text-align: justify;">أولًا، مستويات الدخول: تصنف مصر ضمن الدول متوسطة الدخل في مستواه الأدنى بحسب الدكتورة هبة الليثي مستشار الجهاز المركزي للتعبئة العامة والإحصاء، حيث قالت لـ"عدسة": إن معدلات الادخار ترتبط بمستويات الدخول بشكل طردي.</p>
<p dir="rtl" style="text-align: justify;">ثانيًا، معدلات التضخم: تؤدي الارتفاعات المتواصلة في معدلات التضخم إلى تآكل القوة الشرائية للدخول، وبالتالي يتطلب الحفاظ على معدلات ادخار مرتفعة زيادة الدخول بنفس مستوى زيادة الأسعار وهو ما لا يحدث.&nbsp;في الوقت الذي سجل التضخم متوسطًا تجاوز الـ33% فإن الزيادات الرسمية في الرواتب تراوحت بين 15% للعاملين في القطاع الإداري، و25% لأصحاب الدخول الفئوية، مثل المعاشات وفقًا لـ"الليثي".</p>

<h2 dir="ltr"><span style="color: rgb(6, 71, 137);"><strong>Egyptians are putting their money in savings: Who has money to save?&nbsp;</strong></span></h2>
<p dir="ltr" style="text-align: justify;">Gold is trading in Egypt at 55% above the global price. One gram of unworked, 21-karat gold (the most widely available) is currently <a href="https://egypt.gold-price-today.com/">going for</a> EGP2,760 (USD89), compared to a global average of USD57.23 (EGP1,765), indicating that the price of gold is being calculated locally based on the black-market price of the US dollar (EGP48).&nbsp;</p>
<p dir="ltr" style="text-align: justify;">Gold is seeing increased demand as a savings vehicle, along with real estate and bank deposits. According to a survey by the search engine <a href="https://advice.aqarmap.com.eg/ar/market-research/">Aqar Map</a>, these are Egyptians&rsquo; top three preferred destinations for their savings.&nbsp;</p>

<p dir="ltr" style="text-align: justify;">Savings rates in gold, real estate, and banking products indicate that there are still groups <a href="https://aps.aucegypt.edu/en/events/110/open-panel-discussion-at-aps-on-poverty-figures-in-egypt-an-inflation-driven-increase">with money</a> to invest despite the economic situation, similar to what happened in the wake of the Covid-19 crisis, when savings rates <a href="https://www.imf.org/en/Blogs/Articles/2021/11/09/the-unequal-covid-saving-and-wealth-surge">increased</a> among the wealthiest households and declined among poorer households in several countries, <a href="https://scholar.harvard.edu/files/stantcheva/files/inequalities_pandemic.pdf">showing</a> that economic crises have an unequal impact on various social strata and their saving patterns.</p>
<h3 dir="ltr" style="text-align: justify;"><strong>Gold: High demand at black-market prices</strong></h3>
<p dir="ltr" style="text-align: justify;">The traditional view of gold as a store of value led to increased demand for the precious metal in the first nine months of 2023. Egyptians purchased some <a href="https://www.asharqbusiness.com/article/56490/%D8%A5%D9%86%D9%81%D9%88%D8%BA%D8%B1%D8%A7%D9%81-%D9%85%D8%B4%D8%AA%D8%B1%D9%8A%D8%A7%D8%AA-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D9%8A%D9%86-%D9%85%D9%86-%D8%A7%D9%84%D8%B0%D9%87%D8%A8-%D8%AA%D8%AA%D8%B1%D8%A7%D8%AC%D8%B9-%D9%81%D9%8A-%D8%A7%D9%84%D8%B1%D8%A8%D8%B9-%D8%A7%D9%84%D8%AB%D8%A7%D9%84%D8%AB/">46.4 tons</a> of gold in the first three quarters of the year, compared to 38.5 tons in the same period last year, for an increase of 20.5%. This brisk trade in gold suggests that Egyptians have accumulated savings outside the recognized channels.</p>

<h3 dir="ltr" style="text-align: justify;"><strong>Real estate: A long-term haven</strong></h3>
<p dir="ltr" style="text-align: justify;">Savings invested in real estate bring only limited developmental returns for the national economy&mdash;namely, the demand for building materials and labor associated with construction&mdash; and the added value of the property ends as soon as it is marketed.&nbsp; Annual demand in real estate increased <a href="https://index.aqarmap.com/">by 34% in July</a>. This estimate is based on sales figures from major real estate firms given the lack of official statistics on the total size of the market, according to Mahmoud Gad, a real estate analyst at an investment bank.</p>
<p dir="ltr" style="text-align: justify;">Sales made by real estate companies listed on the stock exchange increased 100%, according to Gad, who told Adasa that the largest five companies in the market made EGP142 billion in sales in just nine months of 2023 compared to EGP63 billion in the same period last year, for a year-on-year increase of about 125%.</p>
<p dir="ltr" style="text-align: justify;">After adjusting for inflation, which averaged 60%, the net increase in demand as indicated by sales came in at 65%. Gad attributes the bump to higher demand for real estate as a vehicle for savers seeking long-term investments.</p>

<h3 dir="ltr"><strong>Banking products: Safer, with lower returns</strong></h3>
<p dir="ltr" style="text-align: justify;">Although inflation has offset some of the return on banking products, the risk is low compared to other vehicles. Household bank deposits have therefore steadily climbed, especially in conjunction with exchange rate movements followed by the introduction of nominally high-yield products to absorb local liquidity from the market in a traditional measure to fight inflation.&nbsp;</p>

<p dir="ltr" style="text-align: justify;">Savings in banking products are one of the most important savings vehicles, serving to directly increase GDP growth as the funds are reinvested in public investments or in the form of loans to the private sector.</p>
<p dir="ltr" style="text-align: justify;">In January 2023, public banks <a href="https://www.youm7.com/story/2023/1/4/%D8%A8%D9%86%D9%83%D8%A7-%D8%A7%D9%84%D8%A3%D9%87%D9%84%D9%89-%D9%88%D9%85%D8%B5%D8%B1-%D9%8A%D8%B7%D8%B1%D8%AD%D8%A7%D9%86-%D8%B4%D9%87%D8%A7%D8%AF%D8%A9-%D8%A7%D8%B3%D8%AA%D8%AB%D9%85%D8%A7%D8%B1-%D8%A8%D8%B3%D8%B9%D8%B1-%D8%B9%D8%A7%D8%A6%D8%AF-%D9%8A%D8%B5%D9%84-%D8%A5%D9%84%D9%89/6032069">offered</a> investment certificates with an annual interest rate of 25%. Although the yield on the certificates is higher than other products, the net yield is negative given an average inflation rate of 33.7% during the first ten months of the year.&nbsp;</p>

<h2 dir="ltr"><span style="color: rgb(6, 71, 137);"><strong>Savings Rates: The Absent Present in Economic Fluctuations</strong></span></h2>
<p dir="ltr" style="text-align: justify;">Despite household deposits increasing by 50% from June 2020 to June 2022, public savings rates remain below the level required to positively impact economic development.&nbsp;</p>

<h3 dir="ltr" style="text-align: justify;"><strong>Why should we care about savings rates?&nbsp;</strong></h3>
<p dir="ltr" style="text-align: justify;">A high savings rate means that there are plentiful sources of financing for investment. In addition, savings are one element of capital formation and play a key role in increasing productive capacity and spurring economic development. There is a direct relationship between growth and savings, which translates into increased employment rates and lower unemployment. Moreover, savings stimulate demand for goods and services, thus accelerating productivity and continuous capital turnover.&nbsp;</p>

<h3 dir="ltr" style="text-align: justify;"><strong>Why do we have a low savings rate?</strong></h3>
<p dir="ltr" style="text-align: justify;">1. Income levels: Egypt is classified as a low middle-income country, according to Dr. Heba al-Laithi, advisor to the Central Agency for Public Mobilization and Statistics, who told Adasa that savings rates are linked exponentially to income levels.&nbsp;</p>
<p dir="ltr" style="text-align: justify;">2. Inflation: Rising inflation eroded income purchasing power. Maintaining high savings rates therefore requires increasing incomes at the same level as prices, which has not happened in Egypt. While inflation exceeded an average of 33%, official salary increases ranged from 15% for workers in the administrative sector to 25% for people on fixed incomes like pensions, according to al-Laithi.</p>

Hoarding rates (unproductive savings or savings outside the formal sector): The savings rate is calculated based on savings in the formal sector, typically the banking sector, where they can be invested to stimulate growth. In contrast, hoarded savings are not counted. There are many forms of hoarded, unproductive savings, such as investments in gold, the purchase of dollars, and the purchases of some&nbsp;assets such as land. This type of savings shrinks the general pool of savings that can be invested.</p>
