<h2 dir="rtl">هل تكفي سياسات الأجور والحماية الاجتماعية لمواجهة زيادات التضخم؟</h2>
مع نسبة تضخم <a href="https://www.capmas.gov.eg/Pages/GeneralNews.aspx?page_id=1">وصلت</a> إلى 35.2% نهاية ديسمبر الماضي، وارتفاعات متتالية للأسعار، تقتصر محاولات الحكومة للمواجهة على قرارات مثل: رفع الحد الأدنى للأجور، أو زيادة مبالغ برامج الحماية الاجتماعية والمعاشات. ورغم هذا لا <a href="https://www.mena.org.eg/ar/news/dbcall/table/textnews/id/10527042#:~:text=2024%2D01%2D10%2007%3A40%3A20%20GMT&amp;text=%D8%A7%D9%84%D9%82%D8%A7%D9%87%D8%B1%D8%A9%20%D9%81%D9%8A%2010%20%D9%8A%D9%86%D8%A7%D9%8A%D8%B1%2F%D8%A3,%D9%85%D9%82%D8%A7%D8%A8%D9%84%2036.4%25%20%D9%84%D8%B4%D9%87%D8%B1%20%D9%86%D9%88%D9%81%D9%85%D8%A8%D8%B1%202023.">يستفيد</a> جميع المواطنين (105 ملايين) من تلك القرارات، فضلًا عن كونها لا تجاري نسب زيادة التضخم أو ارتفاع الأسعار.&nbsp;
<h3 dir="rtl">أجور ومعاشات.. لمن؟</h3>
وفي حين <a href="https://www.sis.gov.eg/Story/266987/%D8%A7%D9%84%D9%85%D8%AC%D9%84%D8%B3-%D8%A7%D9%84%D9%82%D9%88%D9%85%D9%8A-%D9%84%D9%84%D8%A3%D8%AC%D9%88%D8%B1-%D9%8A%D9%82%D8%B1%D8%B1-%D8%B1%D9%81%D8%B9-%D8%A7%D9%84%D8%AD%D8%AF-%D8%A7%D9%84%D8%A3%D8%AF%D9%86%D9%89-%D9%84%D9%84%D8%A3%D8%AC%D9%88%D8%B1-%D9%84%D9%84%D8%B9%D8%A7%D9%85%D9%84%D9%8A%D9%86-%D8%A8%D8%A7%D9%84%D9%82%D8%B7%D8%A7%D8%B9-%D8%A7%D9%84%D8%AE%D8%A7%D8%B5-%D8%A7%D9%84%D9%8A-3500-%D8%AC%D9%86%D9%8A%D9%87..-%D9%88%D8%B9%D9%84%D8%A7%D9%88%D8%A9-%D8%AF%D9%88%D8%B1%D9%8A%D8%A9-200-%D8%AC%D9%86%D9%8A%D9%87-%D9%85%D9%86-%D9%8A%D9%86%D8%A7%D9%8A%D8%B1-%D8%A7%D9%84%D9%85%D9%82%D8%A8%D9%84?lang=ar">رفعت</a> الحكومة الحد الأدنى للأجور للعاملين في مؤسساتها إلى 4 آلاف جنيه، وإلى 3500 جنيه للعاملين في القطاع الخاص (ما يوازي 130 و113 دولارًا شهريًّا طبقًا للسعر الرسمي)، وكذلك <a href="https://nosi.gov.eg/ar/News/Pages/2023-12-17.aspx">المعاشات</a> ليكون حدها الأدنى 1300 جنيه، والأقصى 10080 جنيهًا، فإنه لا <a href="https://blogs.worldbank.org/ar/arabvoices/who-benefits-higher-minimum-wage-public-sector">يستفيد</a> العاملون في الزراعة أو المهن الحرة أو القطاع غير الرسمي من أي&nbsp; <a href="https://worldsalaries.com/average-salary-in-egypt/">زيادة</a> تقررها الحكومة.

وطبقًا للأرقام الحكومية فالأسرة المكونة من أربعة أفراد <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5109&amp;Year=23629">تحتاج</a> إلى 3218 جنيهًا في الشهر للوفاء باحتياجاتها الأساسية -حسب أرقام 2020- وهي أرقام زادت أضعافًا الآن بسبب التضخم.
<h3 dir="rtl">برامج الحماية الاجتماعية&nbsp;</h3>
و بينما <a href="https://aps.aucegypt.edu/ar/events/110/open-panel-discussion-at-aps-on-poverty-figures-in-egypt-an-inflation-driven-increase">يرى</a> الخبراء أن برامج المساعدة الاجتماعية قد ساهمت في تحسين الأحوال المعيشية لمتلقي المعاش، إلا أن&nbsp; قيمة المساعدات الشهرية أقل من خط الفقر القومي الذي <a href="https://www.capmas.gov.eg/Pages/IndicatorsPage.aspx?Ind_id=1122">حددته</a> الحكومة (10300 جنيه في السنة)، نفس الحال عند مقارنة قيمة ما يتقاضاه الفرد من برامج الحماية مع معدلات التضخم الحالية. كما&nbsp;<a href="https://mof.gov.eg/ar/posts/stateGeneralBudget/65911fe582bd240008c29151/%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9%20%D8%B9%D8%A7%D9%85%D8%A9%202024%2025">خصصت</a> الحكومة 529 مليار جنيه تقريبًا لبرامج الحماية الاجتماعية في موازنة 2024/2023.

وطبقًا للأرقام الرسمية فإجمالي من يتحصلون على معاشات تكافل وكرامة من الأسر يصل إلى 22 مليون فرد أي أقل من إجمالي النسبة الرسمية للفقر بـ8 ملايين شخص تقريبًا، والموظف الذي يتقاضى الحد الأدنى للأجور لا يتم تقديم أي دعم نقدي آخر إليه باعتبار أن برامج الحماية الاجتماعية لا تقدم إلى أي موظف.&nbsp;
<h3 dir="rtl">كيف تتصرف الدول لمواجهة التضخم؟</h3>
<a href="https://www.imf.org/en/Publications/fandd/issues/2023/12/History-inflation-lessons-Ari-Ratnovski">تشير</a> دراسة حول تعامل الدول مع 100 صدمة تضخمية إلى أن هذه الأزمات غالبًا ما يطول أمدها.

وتؤكد الدراسات أن الدول التي تسارع في التخلي عن سياسات محاربة التضخم فور حدوث تحسن مبدئي <a href="https://www.imf.org/en/Publications/WP/Issues/2023/09/13/One-Hundred-Inflation-Shocks-Seven-Stylized-Facts-539159">تعاني</a> من فترات نمو متقلبة بعد ذلك. ومن التجارب الدولية نرى أنه يجب أن تكون محاربة التضخم أولوية للحكومة لتفادي أضرار سياسات التقشف من معدل نمو أقل وزيادة في معدلات البطالة، وانخفاض القيمة الحقيقية للرواتب خصوصًا أن رفعها قد يؤثر بالسلب في حالة التضخم.
<h3 dir="rtl">بنجلاديش.. حماية الفقراء ليست بزيادة الدعم فقط</h3>
<a href="https://scroll.in/article/1044777/opinion-bangladesh-has-taken-many-commendable-steps-to-protect-the-vulnerable-from-rising-inflation">زادت</a> معدلات التضخم في بنجلاديش نتيجة للحرب الروسية الأوكرانية من 6% إلى 9.5% وكرد فعل رفعت الحكومة البنجلادشية قيمة البرامج الاجتماعية لمساعدة الفئات الأكثر تضررًا في مواجهة التضخم. كما قامت بتوفير أسواق مفتوحة لبيع السلع الأساسية للمواطنين. وأنفقت الحكومة حوالي 93 مليون دولار لحماية الطبقات المنخفضة والمتوسطة من ارتفاع الأسعار. كما زادت من الدعم المقدم لبرامج التغذية، والمزايا المالية لكبار السن والأرامل والمعاقين والأمهات في فترات إجازات الوضع. وزادت قيمة شبكات الحماية الاجتماعية لتمثل 3.1% من الناتج المحلي الإجمالي. وتنازلت بنجلاديش عن ضريبة القيمة المضافة البالغة 15% على الإنتاج و5% على التسويق لبعض السلع حتى إبريل 2023، وخفضت الضرائب على سلع أخرى. ورغم&nbsp; تأثير ذلك في إيرادات الحكومة فإنها <a href="https://scroll.in/article/1044777/opinion-bangladesh-has-taken-many-commendable-steps-to-protect-the-vulnerable-from-rising-inflation">نجحت</a> في خفض معدلات التضخم إلى 10٪، وضمان فعالية الدعم المقدم للمواطنين الأكثر احتياجًا.&nbsp;&nbsp;

<h2 dir="rtl">سياسات الحكومة لخفض أسعار الغذاء "ترفعها"&nbsp;</h2>
<a href="https://www.capmas.gov.eg/Pages/GeneralNews.aspx?page_id=1">سجل</a> التضخم في قسم الطعام والمشروبات تغيرا قدره 60.1% في ديسمبر 2023 مقارنة بنفس الشهر عام 2022، و<a href="https://www.albankaldawli.org/ar/topic/agriculture/brief/food-security-update?cid=ecr_tt_worldbank_ar_ext&amp;cid=ecr_fb_worldbank_ar_ext">احتلت</a> مصر وفقًا للبنك الدولي المركز الأول في الدول الأكثر تضررًا من <a href="https://www.albankaldawli.org/ar/topic/agriculture/brief/food-security-update?cid=ecr_tt_worldbank_ar_ext&amp;cid=ecr_fb_worldbank_ar_ext">تضخم </a>الغذاء في نهاية 2023، كما شهدت ارتفاعات متتالية في المؤشرات العامة للتضخم خاصة فى أسعار الغذاء، بسبب الخفض المتتالي لقيمة الجنيه مقابل الدولار منذ 2016 وارتفاع فاتورة واردات الغذاء.&nbsp;

و<a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5107&amp;YearID=23352">شهدت</a> معدلات تضخم الطعام السنوية قفزات منذ نوفمبر 2016 (أول تعويم للجنيه) لتبلغ في ديسمبر 2018 نحو13.1%، وبعد تغيير سنة الأساس من 2010 إلى 2018 انخفض المعدل في ديسمبر&nbsp; 2019 إلى 0.1% غير أنه عاد إلى الارتفاع بمعدلات أعلى ليصل إلى 60.1% في ديسمبر&nbsp; 2023.
تؤدي سياسات الحكومة في التعامل مع الأزمة في معظم الأحيان إلى تعقيدها وزيادة تأثيرها السلبي في حياة الأفراد.

<h3 dir="rtl">سياسات خاطئة متعاقبة</h3>
قامت الحكومة في نهاية ديسمبر 2023 <a href="https://www.cabinet.gov.eg/News/Details/74708">بإصدار</a> قرار باعتبار 7 سلع من المنتجات الاستراتيجية يحظر إخفاؤها أو الامتناع عن بيعها و<a href="https://www.shorouknews.com/news/view.aspx?cdate=30122023&amp;id=7bd54c32-297f-460d-b9ec-08ee7b649787&amp;fbclid=IwAR0ZMd88c2b3trGzU-ORP_N1XBvW7RXBMrmeOmng_-b96rZN7cEoZBHANF0">يواجه</a> من يخالف ذلك عقوبتي الحبس والغرامة. جاء هذا القرار عقب <a href="https://aps.aucegypt.edu/ar/articles/1335/how-is-government-planning-on-bringing-prices-down-and-increasing-electricity">اتفاق</a> الحكومة - قبل هذا بشهرين - مع التجار على تخفيض أسعار عدد من السلع بنسبة 15 إلى 25% والذي لم يكن فعالًا.&nbsp;

وجاءت هذه القرارات بعد أزمات متتالية في المعروض من عدد من السلع الاستراتيجية مثل الأرز والبصل والسكر، أسفرت عن ارتفاعات غير مسبوقة في أسعارها.
<h3 dir="rtl">الأرز.. ماذا يعني إصدار قرار لضبط الأسعار ثم التراجع عنه؟</h3>
قامت الحكومة في سبتمبر 2022، <a href="https://www.facebook.com/SaheehMasr/photos/a.396686941120054/1353939895394749">بتحديد</a> سعر استرشادي للأرز يتراوح بين 12 و18 جنيهًا للكيلو جرام، وشددت على عقوبة للمخالفين بمبالغ تتراوح بين 100 ألف و5 ملايين جنيه.
ولأن سياسات تحديد الأسعار عادة ما <a href="https://www.hoover.org/research/price-controls-still-bad-idea">تفشل</a>، فقد أسفر القرار عن نقص في الأرز في الأسواق، وارتفاع سعر بيعه للمستهلك، ما اضطر الحكومة إلى تعديل سعره مرتين، وفي النهاية اضطرت <a href="https://arabic.cnn.com/middle-east/article/2023/02/21/egypt-price-rice-sales-clothing#:~:text=%D9%88%D8%A3%D8%B6%D8%A7%D9%81%20%D8%A7%D9%84%D9%88%D9%84%D9%8A%D9%84%D9%8A%D8%8C%20%D9%81%D9%8A%20%D8%AA%D8%B5%D8%B1%D9%8A%D8%AD%D8%A7%D8%AA%20%D8%AE%D8%A7%D8%B5%D8%A9,%D9%8A%D8%B3%D9%85%D8%AD%20%D8%A8%D8%A5%D8%AA%D8%A7%D8%AD%D8%A9%20%D8%A7%D9%84">إلى إلغا</a>ء القرار في 25 فبراير 2023، ليزيد المعروض فى الأسواق لكن مع زيادة سعره بنسبة 186%.
<a href="https://www.independentarabia.com/node/392346/%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF/%D8%A3%D8%AE%D8%A8%D8%A7%D8%B1-%D9%88%D8%AA%D9%82%D8%A7%D8%B1%D9%8A%D8%B1-%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF%D9%8A%D8%A9/%D9%85%D9%86-%D9%8A%D8%AA%D8%AD%D9%85%D9%84-%D9%85%D8%B3%D8%A4%D9%88%D9%84%D9%8A%D8%A9-%D8%A7%D8%AE%D8%AA%D9%81%D8%A7%D8%A1-%D8%A7%D9%84%D8%B1%D8%B2-%D9%85%D9%86-%D8%A7%D9%84%D8%A3%D8%B3%D9%88%D8%A7%D9%82-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D8%A9%D8%9F">واتهم</a> تجار الأرز قرار التسعير الجبري بأنه سبب المشكلة، بالإضافة إلي إلزام مزارعي الأرز بتوريد 25% من محصولهم بأسعار <a href="https://aawsat.com/home/article/3927701/%D8%A7%D9%84%D8%A3%D8%B1%D8%B2-%D9%84%D9%85%D8%A7%D8%B0%D8%A7-%D9%8A%D8%AB%D9%8A%D8%B1-%D8%AC%D8%AF%D9%84%D8%A7%D9%8B-%D8%AD%D8%A7%D8%AF%D8%A7%D9%8B-%D9%81%D9%8A-%D9%85%D8%B5%D8%B1%D8%9F">أقل</a> من تجار القطاع الخاص. وساهم في الأزمة كذلك قرار الحكومة <a href="https://www.youm7.com/story/2018/2/15/%D9%87%D9%84-%D8%AA%D9%86%D8%AC%D8%AD-%D8%A7%D9%84%D8%AF%D9%88%D9%84%D8%A9-%D9%81%D9%89-%D8%AA%D9%82%D9%84%D9%8A%D8%B5-%D9%85%D8%B3%D8%A7%D8%AD%D8%A7%D8%AA-%D8%A7%D9%84%D8%A3%D8%B1%D8%B2-%D8%A7%D9%84%D9%85%D9%86%D8%B2%D8%B1%D8%B9%D8%A9-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9-%D8%AA%D9%88%D8%A7%D8%AC%D9%87%D9%87%D8%A7/3650889">بتقليص</a> المساحة المزروعة من الأرز، وفرض غرامات على المخالفين لأنها لم تراعِ الزيادة فى تكلفة الإنتاج نتيجة لزيادة أسعار المدخلات.
و هناك عوامل مشتركة في كل هذه الأزمات هو <a href="https://aps.aucegypt.edu/ar/articles/1335/how-is-government-planning-on-bringing-prices-down-and-increasing-electricity">ضعف</a> دور الدولة الرقابي على الأسواق وعدم وجود استراتيجية واضحة للتعامل مع هذه الأزمات. ولذا من المتوقع أن تتفاقم أزمة البصل مثل سابقتها، حيث أدى توسع الدولة في التصدير على حساب السوق المحلي إلى <a href="https://www.alarabiya.net/aswaq/special-stories/2023/12/11/%D8%A3%D8%B3%D8%B9%D8%A7%D8%B1-%D8%BA%D9%8A%D8%B1-%D9%85%D8%B3%D8%A8%D9%88%D9%82%D8%A9-%D9%84%D9%80-%D8%A7%D9%84%D8%A8%D8%B5%D9%84-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A-%D9%81%D9%85%D8%A7-%D8%A3%D8%B3%D8%A8%D8%A7%D8%A8%D9%87%D8%A7%D8%9F">ارتفاع</a> سعره، كما أدى تحركها لوقف التصدير إلى <a href="https://www.alarabiya.net/aswaq/special-stories/2023/12/14/%D8%A8%D9%8A%D9%86-%D9%85%D9%86%D8%B9-%D8%A7%D9%84%D8%AA%D8%B5%D8%AF%D9%8A%D8%B1-%D9%88%D8%AE%D8%B3%D8%A7%D8%A6%D8%B1-%D8%A7%D9%84%D9%85%D8%B2%D8%A7%D8%B1%D8%B9%D9%8A%D9%86-%D8%A7%D9%84%D8%A8%D8%B5%D9%84-%D9%8A%D8%AB%D9%8A%D8%B1-%D8%A3%D8%B2%D9%85%D8%A9-%D9%81%D9%8A-%D9%85%D8%B5%D8%B1-">خلق </a>&nbsp;مخاوف من إعراض المزارعين عن زراعته -خاصة مع زيادة تكلفة إنتاجه- ما سيسفر عن نقص المعروض منه.&nbsp;&nbsp;

But such measures do not benefit all 105 million Egyptians, and they are not keeping pace with increases in inflation or prices.
<h3>Wages and pensions: For whom?</h3>

Agricultural, self-employed, and informal workers, however, <a href="https://blogs.worldbank.org/arabvoices/who-benefits-higher-minimum-wage-egyptian-public-sector">do not benefit</a> from <a href="https://worldsalaries.com/average-salary-in-egypt/">wage increases</a>.

According to government figures for 2020, a family of four <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5109&amp;Year=23629">needs</a> EGP3,218 every month to meet its basic needs. In the intervening years, this number has increased several times over due to inflation.
<h3>Social protection programs</h3>
Experts&nbsp;<a href="https://aps.aucegypt.edu/en/events/110/open-panel-discussion-at-aps-on-poverty-figures-in-egypt-an-inflation-driven-increase">believe</a> that the government&rsquo;s social protection programs improved the lives of pension beneficiaries. However, the monthly assistance offered by the programs is less than the national poverty line of EGP10,300 per year, <a href="https://www.capmas.gov.eg/Pages/IndicatorsPage.aspx?Ind_id=1122">set by the government</a>, and the value of the stipend has been eroded by inflation. Also, the government <a href="https://mof.gov.eg/ar/posts/stateGeneralBudget/65911fe582bd240008c29151/%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9%20%D8%B9%D8%A7%D9%85%D8%A9%202024%2025">allocated</a> some EGP529 billion to all social protection programs in the 2023&ndash;2024 budget.

According to official figures, the assistance provided by Takaful and Karama reaches 22 million individuals, which falls short of official estimates of people living in poverty by about 8 million individuals. Minimum-wage workers receive no cash support, as employed people are not eligible for social protection programs.
<h3>How do different countries deal with high inflation?</h3>
A study of various countries&rsquo; handling of 100 inflationary shocks <a href="https://www.imf.org/en/Publications/fandd/issues/2023/12/History-inflation-lessons-Ari-Ratnovski">indicates</a> that such crises are often protracted.

Research confirms that states that abandon anti-inflationary policies immediately upon seeing an initial improvement subsequently <a href="https://www.imf.org/en/Publications/WP/Issues/2023/09/13/One-Hundred-Inflation-Shocks-Seven-Stylized-Facts-539159">experience</a> periods of volatile growth. Based on international experiences, we believe that fighting inflation must be a priority for the government, in order to avoid the damage that austerity policies can inflict, from a lower growth rate to higher unemployment to a decline in real wages. The latter is especially important since raising wages can fuel inflation.
<h3>Bangladesh: Protecting the poor is not only about increasing assistance</h3>
As a result of the Russia-Ukraine war, inflation in Bangladesh <a href="https://scroll.in/article/1044777/opinion-bangladesh-has-taken-many-commendable-steps-to-protect-the-vulnerable-from-rising-inflation">rose</a> from 6% to 9.5%. In response, the Bangladeshi government increased funding for social programs to help those groups most affected by inflation. It also opened special markets for the sale of basic commodities at affordable prices. The government spent about USD93 million to protect the lower and middle classes from rising prices, while also increasing support for nutrition programs and financial benefits for the elderly, widows, the disabled, and mothers on maternity leave. All told, after the allocation of additional funds, social protection measures accounted for 3.1% of GDP. The government also waived the 15% VAT on production and 5% on marketing for some goods until April 2023, and lowered taxes on other goods. Despite the impact on government revenues, the government <a href="https://scroll.in/article/1044777/opinion-bangladesh-has-taken-many-commendable-steps-to-protect-the-vulnerable-from-rising-inflation">successfully reduced</a> inflation rates to 10%, while ensuring effective support for the neediest citizens.

<h2>Government Policies Designed to Lower Food Prices Raise Them Instead</h2>
The food and beverages inflation rate surged by 60.1% in December 2023 compared to the same month of the previous year. Egypt <a href="https://www.albankaldawli.org/ar/topic/agriculture/brief/food-security-update?cid=ecr_tt_worldbank_ar_ext&amp;cid=ecr_fb_worldbank_ar_ext">topped</a> the list of countries most affected by food <a href="https://www.albankaldawli.org/ar/topic/agriculture/brief/food-security-update?cid=ecr_tt_worldbank_ar_ext&amp;cid=ecr_fb_worldbank_ar_ext">inflation</a> at the end of 2023, according to the World Bank. It has seen multiple surges in general inflation indicators, especially that of food prices, due to successive devaluations of the pound since 2016, as well as the growing bill for food imports, which <a href="https://fas.usda.gov/egypt-2020-export-highlights#:~:text=With%20high%20population%20growth%2C%20Egypt,the%20world's%20largest%20wheat%20importer.">cover</a> more than half of the country&rsquo;s food needs.

The annual food inflation rates have <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5107&amp;YearID=23352">increased dramatically</a> since November 2016 (the first float of the pound), reaching 13.1% in December 2018 and after changing the baseline year from 2010 to 2018, the rate declined to 0.1% in December 2019 before climbing again to 60.1% in December 2023.
Government policy to address the crisis has typically compounded it, exacerbating the adverse impact on the lives of individuals.

<h3>A series of wrong policies</h3>
At the end of December 2023, the government <a href="https://www.cabinet.gov.eg/News/Details/74708">issued</a> a decree prohibiting the hoarding of or refusal to sell seven strategic goods, with violators <a href="https://www.shorouknews.com/news/view.aspx?cdate=30122023&amp;id=7bd54c32-297f-460d-b9ec-08ee7b649787&amp;fbclid=IwAR0ZMd88c2b3trGzU-ORP_N1XBvW7RXBMrmeOmng_-b96rZN7cEoZBHANF0">subject</a> to imprisonment and fines. The decree came two months after the government and traders <a href="https://aps.aucegypt.edu/en/articles/1335/how-is-government-planning-on-bringing-prices-down-and-increasing-electricity">had agreed</a> to institute 15&ndash;25% discounts on select goods, but the initiative proved ineffective.

All of these measures were spurred by successive supply crises for a number of strategic commodities, including rice, onions, and sugar, which resulted in unprecedented spikes in prices.
<h3>Rice: when price controls are instituted and then reversed</h3>
In September 2022, the government <a href="https://www.facebook.com/SaheehMasr/photos/a.396686941120054/1353939895394749">set</a> a guide price for rice of EGP12&ndash;18 per kilo and tightened the penalty for violators, setting fines of EGP100,000 to EGP5 million.
Because pricing controls typically <a href="https://www.hoover.org/research/price-controls-still-bad-idea">do not work</a>, the decree resulted in a shortage of rice in the market and even higher consumer prices, prompting the government to twice amend the guide price. Ultimately, it was compelled to <a href="https://arabic.cnn.com/middle-east/article/2023/02/21/egypt-price-rice-sales-clothing#:~:text=%D9%88%D8%A3%D8%B6%D8%A7%D9%81%20%D8%A7%D9%84%D9%88%D9%84%D9%8A%D9%84%D9%8A%D8%8C%20%D9%81%D9%8A%20%D8%AA%D8%B5%D8%B1%D9%8A%D8%AD%D8%A7%D8%AA%20%D8%AE%D8%A7%D8%B5%D8%A9,%D9%8A%D8%B3%D9%85%D8%AD%20%D8%A8%D8%A5%D8%AA%D8%A7%D8%AD%D8%A9%20%D8%A7%D9%84%D8%A3%D8%B1%D8%B2%20%D9%81%D9%8A%20%D8%A7%D9%84%D8%A3%D8%B3%D9%88%D8%A7%D9%82">rescind</a> the decree on February 25, 2023, leading to greater supply in the markets, but at a 186% increase in price.
Rice traders <a href="https://www.independentarabia.com/node/392346/%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF/%D8%A3%D8%AE%D8%A8%D8%A7%D8%B1-%D9%88%D8%AA%D9%82%D8%A7%D8%B1%D9%8A%D8%B1-%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF%D9%8A%D8%A9/%D9%85%D9%86-%D9%8A%D8%AA%D8%AD%D9%85%D9%84-%D9%85%D8%B3%D8%A4%D9%88%D9%84%D9%8A%D8%A9-%D8%A7%D8%AE%D8%AA%D9%81%D8%A7%D8%A1-%D8%A7%D9%84%D8%B1%D8%B2-%D9%85%D9%86-%D8%A7%D9%84%D8%A3%D8%B3%D9%88%D8%A7%D9%82-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D8%A9%D8%9F">blamed</a> the problem on the pricing policy. Another factor is the requirement that rice farmers supply 25% of their crop to the government at prices <a href="https://aawsat.com/home/article/3927701/%D8%A7%D9%84%D8%A3%D8%B1%D8%B2-%D9%84%D9%85%D8%A7%D8%B0%D8%A7-%D9%8A%D8%AB%D9%8A%D8%B1-%D8%AC%D8%AF%D9%84%D8%A7%D9%8B-%D8%AD%D8%A7%D8%AF%D8%A7%D9%8B-%D9%81%D9%8A-%D9%85%D8%B5%D8%B1%D8%9F">lower</a> than those offered by private sector traders. The government&rsquo;s decision to <a href="https://www.youm7.com/story/2018/2/15/%D9%87%D9%84-%D8%AA%D9%86%D8%AC%D8%AD-%D8%A7%D9%84%D8%AF%D9%88%D9%84%D8%A9-%D9%81%D9%89-%D8%AA%D9%82%D9%84%D9%8A%D8%B5-%D9%85%D8%B3%D8%A7%D8%AD%D8%A7%D8%AA-%D8%A7%D9%84%D8%A3%D8%B1%D8%B2-%D8%A7%D9%84%D9%85%D9%86%D8%B2%D8%B1%D8%B9%D8%A9-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9-%D8%AA%D9%88%D8%A7%D8%AC%D9%87%D9%87%D8%A7/3650889">reduce</a> the acreage cultivated with rice and impose fines on violators also contributed to the crisis. That decree failed to take into account the increase in the production costs due to the higher price of inputs.
The common denominator in all these crises is <a href="https://aps.aucegypt.edu/en/articles/1335/how-is-government-planning-on-bringing-prices-down-and-increasing-electricity">poor market regulation</a> by the state as well as the lack of a clear strategy to face such crises. The onion crisis, like previous ones, is therefore expected to worsen. The state&rsquo;s decision to step up exports at the expense of the domestic market <a href="https://www.alarabiya.net/aswaq/special-stories/2023/12/11/%D8%A3%D8%B3%D8%B9%D8%A7%D8%B1-%D8%BA%D9%8A%D8%B1-%D9%85%D8%B3%D8%A8%D9%88%D9%82%D8%A9-%D9%84%D9%80-%D8%A7%D9%84%D8%A8%D8%B5%D9%84-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A-%D9%81%D9%85%D8%A7-%D8%A3%D8%B3%D8%A8%D8%A7%D8%A8%D9%87%D8%A7%D8%9F">drove up</a> onion prices, while the decision to suspend exports has <a href="https://www.alarabiya.net/aswaq/special-stories/2023/12/14/%D8%A8%D9%8A%D9%86-%D9%85%D9%86%D8%B9-%D8%A7%D9%84%D8%AA%D8%B5%D8%AF%D9%8A%D8%B1-%D9%88%D8%AE%D8%B3%D8%A7%D8%A6%D8%B1-%D8%A7%D9%84%D9%85%D8%B2%D8%A7%D8%B1%D8%B9%D9%8A%D9%86-%D8%A7%D9%84%D8%A8%D8%B5%D9%84-%D9%8A%D8%AB%D9%8A%D8%B1-%D8%A3%D8%B2%D9%85%D8%A9-%D9%81%D9%8A-%D9%85%D8%B5%D8%B1-">raised concerns</a> that farmers will now be reluctant to cultivate the crop, especially given higher production costs, which will in turn create a shortage.
