Sugar produced from beets <a href="https://meae.journals.ekb.eg/article_367405.html">rose</a> from 45.5% in 2012 to 67.2% in 2022. The supply of cane to the Egyptian Sugar and Integrated Industries Company <a href="https://daraj.media/%D8%A3%D8%B2%D9%85%D8%A9-%D9%82%D8%B5%D8%A8-%D8%A7%D9%84%D8%B3%D9%83%D8%B1-%D9%81%D9%8A-%D9%85%D8%B5%D8%B1-%D9%87%D9%84-%D8%A7%D9%84%D8%A7%D8%B3%D8%AA%D9%8A%D8%B1%D8%A7%D8%AF-%D9%87%D9%88/#:~:text=%D8%AA%D8%B9%D8%A7%D9%86%D9%8A%20%D8%B2%D8%B1%D8%A7%D8%B9%D8%A9%20%D9%82%D8%B5%D8%A8%20%D8%A7%D9%84%D8%B3%D9%83%D8%B1%20%D9%81%D9%8A,%D9%88%D9%85%D8%B5%D8%A7%D8%B1%D9%8A%D9%81%20%D8%A7%D9%84%D8%A5%D9%8A%D8%AC%D8%A7%D8%B1%20%D9%88%D8%A7%D9%84%D8%B9%D9%85%D8%A7%D9%84%D8%8C%20%D8%B9%D8%A8%D8%A6%D8%A7%D9%8B%20%D8%A5%D8%B6%D8%A7%D9%81%D9%8A%D8%A7%D9%8B.">fell</a> from 750,000 tons in 2020 to 10,000 tons in the 2024 season, causing the refinery to shut down.

While sugar beet cultivation <a href="https://enterprise.press/ar/issues/2018/01/23/al-ghurair-announces-biggest-post-float-investment-egypt-masdar-doubles-egy-renewables/">benefits</a> big investors, the state&rsquo;s neglect of sugarcane undermines the country&rsquo;s <a href="https://www.jadaliyya.com/Details/42628">food sovereignty</a>. Unlike beets, sugarcane cultivation does not depend on imported seeds. Instead, it is <a href="https://apps.fas.usda.gov/newgainapi/api/report/downloadreportbyfilename?filename=Sugar%20Annual_Cairo_Egypt_4-15-2019.pdf#:~:text=The%20industrial%20demand%20for%20sugar%20beets%20is%20increasing,%20which%20provides">grown</a> from the stalks of the plant in a way suited to the environment and conditions of local communities.
Sugarcane is <a href="https://www.siicegypt.com/beetroot-crop">ideal</a> for Upper Egypt's environment, economic livelihood, and development. Its cultivation is not labor-intensive, as it is planted once and harvested five or six times. This <a href="https://www.ajnet.me/politics/2021/12/30/%D8%AA%D9%86%D9%85%D9%8A%D8%A9-%D8%AC%D9%86%D9%88%D8%A8-%D9%85%D8%B5%D8%B1-%D9%87%D9%84-%D8%AA%D9%88%D9%82%D9%81-%D9%87%D8%AC%D8%B1%D8%A9-%D8%A7%D9%84%D8%B5%D8%B9%D8%A7%D9%8A%D8%AF%D8%A9">aligns</a> well with the social changes in Upper Egypt, particularly agricultural labor migration.
<h3 dir="ltr">Water shortage or diverting it away from old agricultural lands?</h3>
The patterns of sugar cane irrigation have <a href="https://pdf.usaid.gov/pdf_docs/PNACS193.pdf">not changed</a>&mdash;that is, there has been no increase in its water use&mdash;but in light of limited water resources, the government has reconsidered the cultivation of several water-intensive crops, including sugarcane and rice. The government's <a href="https://daraj.media/%D8%A3%D8%B2%D9%85%D8%A9-%D9%82%D8%B5%D8%A8-%D8%A7%D9%84%D8%B3%D9%83%D8%B1-%D9%81%D9%8A-%D9%85%D8%B5%D8%B1-%D9%87%D9%84-%D8%A7%D9%84%D8%A7%D8%B3%D8%AA%D9%8A%D8%B1%D8%A7%D8%AF-%D9%87%D9%88/#:~:text=%D8%AA%D8%B9%D8%A7%D9%86%D9%8A%20%D8%B2%D8%B1%D8%A7%D8%B9%D8%A9%20%D9%82%D8%B5%D8%A8%20%D8%A7%D9%84%D8%B3%D9%83%D8%B1%20%D9%81%D9%8A,%D9%88%D9%85%D8%B5%D8%A7%D8%B1%D9%8A%D9%81%20%D8%A7%D9%84%D8%A5%D9%8A%D8%AC%D8%A7%D8%B1%20%D9%88%D8%A7%D9%84%D8%B9%D9%85%D8%A7%D9%84%D8%8C%20%D8%B9%D8%A8%D8%A6%D8%A7%D9%8B%20%D8%A5%D8%B6%D8%A7%D9%81%D9%8A%D8%A7%D9%8B.">preference</a> for sugar beets over sugarcane, citing water savings, is questionable.
Sugarcane has a <a href="https://apps.fas.usda.gov/newgainapi/api/report/downloadreportbyfilename?filename=Sugar%20Annual_Cairo_Egypt_4-15-2019.pdf#:~:text=The%20industrial%20demand%20for%20sugar%20beets%20is%20increasing,%20which%20provides">12-month growth cycle</a> and does not use excessive amounts of water. In fact, its water consumption is <a href="https://gate.ahram.org.eg/daily/News/204780/4/933662/%D9%82%D8%B6%D8%A7%D9%8A%D8%A7-%D9%88%D8%A7%D8%B1%D8%A7%D8%A1/%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF%D9%8A%D8%A7%D8%AA-%D8%A7%D9%84%D9%82%D8%B5%D8%A8-%D9%88%D8%A7%D9%84%D8%A8%D9%86%D8%AC%D8%B1-%D9%88%D9%85%D9%86%D8%A7%D9%81%D8%B3%D8%A9-%D8%A7%D9%84%D8%A3%D8%BA%D8%B0%D9%8A%D8%A9-%D8%A7%D9%84%D8%A5%D8%B3%D8%AA%D8%B1%D8%A7%D8%AA%D9%8A%D8%AC.aspx">not significantly different</a> from that of beets, challenging the government's water-saving justification.
In contrast to official pronouncements, Egypt&rsquo;s agricultural landscape <a href="https://s3.eu-central-1.amazonaws.com/storage.arab-reform.net/ari/2023/01/05152104/2023-01-05-EN-Agricultural-and-Food-Policies-in-Egypt-between-2014-and-2021-What-Changed-and-What-didnt.pdf">suggests</a> that the government has directed <a href="https://s3.eu-central-1.amazonaws.com/storage.arab-reform.net/ari/2023/01/05152959/2023-01-05-AR-Agricultural-and-Food-Policies-in-Egypt-between-2014-and-2021-What-Changed-and-What-didnt-1.pdf">&nbsp;water resources</a> to large companies and reclaimed land at the expense of farmers cultivating traditional farmland in the Nile Valley and Delta.
<h3 dir="ltr">Develop, not replace local crops</h3>
Given the crop&rsquo;s climate suitability and economic and social importance, especially for Upper Egypt, <a href="https://www.dutchwatersector.com/news/improving-water-efficiency-for-sustainable-sugar-production-in-egypt-and-india">abandoning</a> or reducing sugarcane cultivation is a significant loss for&nbsp; the country. Accordingly, the government should <a href="https://pdf.usaid.gov/pdf_docs/PNACS193.pdf">invest</a> in developing sugarcane cultivation using <a href="https://meae.journals.ekb.eg/article_367405.html">technologies</a> that reduce <a href="https://www.siicegypt.com/beetroot-crop">water waste</a> and promote mechanization instead of abandoning or neglecting the crop.
The government should also raise the procurement price of cane sufficiently to cover the cultivation costs, resolve the sugar shortage crisis, and ensure a decent life for farmers.
Finally, the government must rethink its agricultural policies and preserve and develop local crops, including sugarcane, to create a sustainable food production system.
