الملخص التنفيذي
أكد البيان الختامي الصادر عن مباحثات تغير المناخ في مؤتمر الأطراف الثامن والعشرين لاتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ (COP 28)، الذي استضافته الإمارات العربية المتحدة في ديسمبر 2023 - على الحاجة إلى "التحول بعيدا عن الوقود الأحفوري في أنظمة الطاقة، بطريقة عادلة ومنظمة ومنصفة، وتسريع العمل في هذا العقد الحرج، وذلك للوصول إلى المستوى صفر بحلول عام 2050 بما يتماشى مع العلم في هذا الصدد" (UNFCCC, 2023). وتعتبر هذه هي المرة الأولى التي يتم فيها دمج الوقود الأحفوري في نص مؤتمر الأطراف، ما يشير إلى الحاجة الملحة إلى الحد من استخدام هذا الوقود.
كما دعا المؤتمر علنا إلى تسريع استخدام التقنيات منخفضة وصفرية الانبعاثات، ودعم مصادر الطاقة المتجددة، والطاقة النووية، والتقاط وتخزين الكربون واستخدامه، كما أكد بيان مؤتمر الأطراف على أهمية إنتاج الهيدروجين منخفض الكربون كإجراء للتخفيف من آثار تغير المناخ، وهو ما يظهر لأول مرة في الوثائق القانونية رفيعة المستوى. كما حثَّ المؤتمر على مضاعفة القدرة المتجددة بحلول عام 2030 إلى ثلاثة أضعاف، ومضاعفة كفاءة الطاقة مع التأكيد على الحاجة إلى "التخفيض التدريجي" من الطاقة المولَّدة بالفحم، وهي العبارة التي اعتبرها كثيرون حلًّا وسطًا بدلًا من استخدام عبارة أقوى في المعنى وهي "التخلص التدريجي".

يتطلب التحول العادل للطاقة في مصر أيضًا استثمارات كبيرة في البنية التحتية للطاقة المتجددة وكفاءة الطاقة وتحديث الشبكة (IEA, 2023). وفي أثناء بحث صناع السياسات عن تقنيات أنظف، يتاح أمامهم مجموعة مصادر للطاقة البديلة لدعم هذا التحول، إلا أن ليست كل هذه التقنيات آمنة أو موثوقة أو "نظيفة" في نهاية المطاف. ولتجنب تكرار نفس الأخطاء، يجب على صناع السياسات اختيار التقنيات المناسبة واستخدامها المناسب والقفز بدلًا من ذلك نحو مستقبل طاقة أكثر استدامة.

Executive Summary&nbsp;
The final text coming out of the United Nations Framework Convention on Climate Change&rsquo;s (UNFCCC) 28th Conference of the Parties (COP28) climate change negotiations, hosted by the United Arab Emirates in December 2023, reiterated the need to "transit[ion] away from fossil fuels in energy systems, in a just, orderly, and equitable manner, accelerating action in this critical decade, so as to achieve net zero by 2050 in keeping with the science" (UNFCCC, 2023). This mention marked the first time fossil fuels were incorporated into a COP text, signaling an urgency in reducing their use. 
The conference also explicitly called for the&nbsp;acceleration&nbsp;of zero- and low-emission technologies, endorsing renewables, nuclear energy, carbon capture, utilization, and storage techniques. The COP text emphasized the significance of low-carbon hydrogen production as a climate mitigation measure, marking a first in high-level legal documents. The summit urged tripling renewable capacity by 2030 and doubling energy efficiency while emphasizing the need to "phase down" unabated coal-fired power &mdash; a phrase many considered a compromise to using the stronger alternative, &ldquo;phaseout&rdquo;.
This energy transition is at risk, however, as there is no agreement on how it will be funded and how historical polluters will take responsibility for ensuring that justice and equity are delivered for vulnerable peoples and countries in the Global South. Furthermore, the final text risks undermining efforts to move away from fossil fuels by introducing concepts such as "transition fuels" (including natural gas) and "zero-emission energy systems", paving the way for natural gas expansion, despite its damaging environmental&nbsp;impacts,&nbsp;which some studies have identified can be&nbsp;as harmful as coal (Gordon, 2023). 
Egypt is one of the countries most vulnerable to climate change, with rising temperatures and more frequent extreme heat events. To combat climate change and limit warming temperatures to 1.5 degrees Celsius in accordance with the Paris Agreement, policymakers must continue to turn toward renewable energies to propel Egypt&rsquo;s energy transition forward and move away from fossil fuels. "Transition" in the context of energy and electricity refers to the move from traditional fossil fuel-based sources of energy to more sustainable and renewable ones. This action aims to reduce carbon emissions, mitigate climate change, and create a more environmentally friendly energy system. The transition can also create new jobs, improve energy security, and reduce the country&rsquo;s dependence on fossil fuel imports (Simpson et al., 2023). However, ensuring that this move is executed in a fair and unbiased manner is part of what constitutes a "just transition" in energy. It places special emphasis on considerations for the workers, communities, and peoples that the energy shift may adversely affect (UNDP, 2022). The current situation in Egypt regarding inequality in energy distribution and fuel poverty complicates any efforts to make a just energy transition toward renewable energy sources. Energy is a vital commodity that is increasingly becoming more difficult to access for those most at risk in society. 
A just energy transition in Egypt will also require significant investments in renewable energy infrastructure, energy efficiency, and grid modernization (IEA, 2023).&nbsp;As policymakers search for cleaner technologies, they face a range of alternative energy sources to support this transition. However, not all of these technologies are safe, reliable, or ultimately &ldquo;clean&rdquo;. To avoid repeating the same mistakes, these policymakers must select the right technologies and their appropriate utilization and instead leap toward a more sustainable energy future. The Egyptian government has already taken steps to accelerate the transition, including by setting targets for renewable energy generation and implementing policies that encourage private investment in the sector (U.S. DOS, 2022), but many challenges remain.&nbsp;It is therefore vital that governments in the Global South work with civil society actors to address these challenges and create a new narrative that ensures this transition is both sustainable and just. 
This paper first examines the current backdrop globally, regionally and domestically to better understand the context underpinning this transition and the events that may either support or hinder it. It then explores several policy options aimed at creating an environment that is conducive to a just energy transition. The final section tailors these options into concrete recommendations for Egyptian policymakers as they work toward a just energy transition.
