<h3 dir="ltr">What is poverty and how is it defined?</h3>
Poverty takes multiple forms reflecting different mechanisms of measuring deprivation. <a href="https://www.researchgate.net/publication/383115036_Understanding_Poverty-_Definitions_Types_and_Global_Comparisons">Absolute poverty</a> refers to a lack of the basic requirements for a minimum standard of living, while <a href="https://link.springer.com/chapter/10.1007/978-3-031-63953-1_1">extreme poverty</a> reflects even deeper material deprivation combined with social exclusion across daily life. The international threshold for extreme poverty is defined as living on less than <a href="https://ourworldindata.org/new-international-poverty-line-3-dollars-per-day">USD 3 per day</a>. As of 2024, there were <a href="https://blogs.worldbank.org/en/opendata/september-2025-global-poverty-update-from-the-world-bank--new-da#:~:text=As%20of%202024%2C%20839%20million%20people%20lived%20in%20extreme%20poverty%20">839 million people</a> living in extreme poverty across the world. Providing a more comprehensive analysis, the <a href="https://ophi.org.uk/what-global-mpi">Multidimensional Poverty Index</a> classifies individuals as <a href="https://ophi.org.uk/what-global-mpi">deprived</a> when they experience deficits across health, education, and living-standard measures.

Unlike global thresholds, <a href="https://datatopics.worldbank.org/world-development-indicators/stories/societal-poverty-a-global-measure-of-relative-poverty.html">national poverty lines</a> account for domestic price levels, consumption patterns, and the cost of essential goods and services. Because they are tied to local purchasing power and median living conditions, the value of a national poverty line differs between countries. While the United States applies a threshold of USD 44.02, Ethiopia uses less than USD 2.59, and Egypt&rsquo;s national poverty line stood at <a href="https://ourworldindata.org/grapher/national-poverty-line-vs-gdp-per-capita?country=EGY~ETH">USD 6.35</a> in 2022.
<h3 dir="ltr">Poverty in Egypt</h3>
Egypt&rsquo;s multidimensional poverty indicators reveal persistent shortfalls. In 2021/2022, approximately <a href="https://www.capmas.gov.eg/publications/167">21% of Egyptians</a> experienced multidimensional poverty. Most of this deprivation is concentrated in rural Egypt, which recorded a 28% multidimensional poverty rate in 2021/2022&mdash;more than double urban levels (approximately 12%) due to <a href="https://www.unicef.org/egypt/media/12411/file/multidimensional-poverty-egypt-policy-brief-english.pdf.pdf">limited services</a>, weaker labor markets, and higher food insecurity.

Unemployment, inequality, and lack of quality education drive poverty in Egypt. The absence of <a href="https://www.right-to-education.org/sites/right-to-education.org/files/resource-attachments/UNICEF_Defining_Quality_Education_2000.PDF">quality education</a> limits employment opportunities especially in higher paid jobs. <a href="https://www.researchgate.net/publication/372053434_THE_IMPACT_OF_UNEMPLOYMENT_AND_POVERTY_ON_ECONOMIC_GROWTH_IN_THE_CITY_OF_PALEMBANG">Lack of income</a> or poor-quality work <a href="https://www.sciencedirect.com/science/article/pii/S2405844023074753#sec6">increases</a> the risk of long-term poverty and deepens social and economic divides. Much of this deprivation is reinforced by a <a href="https://www.unescwa.org/sites/default/files/pubs/pdf/inequality-egypt-facets-challenges-english_0.pdf">persistent inequality of opportunity</a>, where poverty is shaped less by individual effort and more by circumstances fixed at birth. Children from poorer households or rural regions start life with weaker access to healthcare and good-quality schools, and these early gaps accumulate over time. Egypt&rsquo;s wage structure confirms that a large share of earnings inequality is explained not by productivity or effort, but by parents&rsquo; education levels and geographic origins, while disparities in asset ownership&mdash;often shaped by the same birth circumstances&mdash;are even more rigid and persistent.&nbsp;

<h3 dir="ltr">What are the most effective ways of combatting poverty?</h3>
Moving forward, Egypt&rsquo;s fight against poverty requires a focus on access to free quality education. Education remains a powerful pathway out of poverty; it<a href="https://amory-gethin.fr/files/pdf/Gethin2024.pdf"> benefits low-income earners more than</a> wealthy groups. For instance, during India&rsquo;s mass expansion of public schooling in the late 1990s and early 2000s through the District Primary Education Program, a one-year increase in schooling raised wages by 12% overall but 21% for the bottom income quintile.&nbsp;

However, quality education is not simply about years of schooling or enrollment rates. <a href="https://www.right-to-education.org/sites/right-to-education.org/files/resource-attachments/UNICEF_Defining_Quality_Education_2000.PDF">Quality education</a> requires safe, healthy, gender-sensitive learning environments with adequate facilities and resources, alongside curricula and materials that enable learners to acquire basic skills. In Egypt, the quality of education <a href="https://aps.aucegypt.edu/en/articles/472/policy-paper-expensive-classrooms-poor-learning-the-imperatives-of-reforming-school-construction-in-egypt">varies widely</a>. Learning conditions also remain <a href="https://aps.aucegypt.edu/en/articles/471/background-paper-improving-the-quality-of-primary-education-in-egypt-between-hopes-and-reality">highly unequal</a> in Egypt, with disparities in classroom density, student-teacher ratio, and share of qualified teachers being far more evident in rural and poorer governorates, reinforcing unequal outcomes. In 2024, there was a shortage of nearly <a href="https://www.hrw.org/news/2025/01/27/egypt-declining-funding-undermines-education">250,000 classrooms</a>, and public schools often operated with 43 to 55 students per class. Some cases may even reach 200 students per class. The education system also faced an acute deficit of around 469,000 teachers.&nbsp;
Free, quality education is essential for Egypt&rsquo;s sustainable poverty reduction. To break persistent poverty cycles, the government must expand access to quality schooling, particularly in underserved rural and urban areas. By investing in quality education, Egypt will not only improve individual incomes but also drive broader economic growth and equitable development.
