Recent <a href="https://www.swissaid.ch/en/media/united-arab-emirates-more-than-ever-a-hub-for-conflict-gold/">reports</a> that detail how the United Arab Emirates (UAE) profits from the illicit gold trade in Africa appear to capture only a fraction of the country&rsquo;s footprint on the continent. Beyond gold, the UAE has established an economic presence across Africa and expanded its foreign direct investment portfolio to include a number of strategic sectors.&nbsp;

<h3 dir="ltr">A new investor profile&nbsp;</h3>
The UAE&rsquo;s investments in Africa have <a href="https://www.tni.org/en/article/the-emerging-sub-imperial-role-of-the-united-arab-emirates-in-africa">grown</a> over the last few decades, reaching a total of <a href="https://www.wam.ae/en/article/bmez9sb-us110-billion-uae-investments-africa-position">USD 110 billion</a> between 2019 and 2023. The Gulf country is today the <a href="https://www.weforum.org/stories/2024/04/africa-gcc-gulf-economy-partnership-emerging/">fourth</a> largest investor in the continent.&nbsp;
Emirati investors in Africa are overwhelmingly state-linked actors, ranging from sovereign wealth funds (SWFs) and state‑owned enterprises to conglomerates closely tied to ruling families. <a href="https://www.tni.org/en/article/the-emerging-sub-imperial-role-of-the-united-arab-emirates-in-africa#:~:text=Along%20with%20these,Zone%20World%20FZE.">Players</a> such as Dubai Ports World (fully <a href="https://matrixbcg.com/blogs/owners/dpworld">owned</a> by the Dubai government) and Abu Dhabi Ports Group (<a href="https://www.adx.ae/main-market/company-profile/shareholder-and-board?symbols=ADPORTS&amp;secCode=ADPORTS">majority-owned</a> by the Abu Dhabi SWF) invest across numerous African countries in logistics and ports. In addition, both <a href="https://scholarlypublications.universiteitleiden.nl/access/item:3494246/view">Al Dahra</a>, owned by the brother of the crown prince of Abu Dhabi, and Jenaan, a large agribusiness operating under long-term Abu Dhabi government contracts to import livestock feed, channel state-aligned capital into large-scale food-security projects. These state-linked corporations operate through <a href="https://landmatrix.org/investor/42439/network-graph/">networks</a> of subsidiaries, making the scale and structure of their African investments difficult to track.&nbsp;
<h3 dir="ltr">Where UAE capital flows</h3>
The main sectoral destination for UAE capital flows to Africa is renewable energy. Between 2019 and 2023, more than <a href="https://www.wam.ae/en/article/bmez9sb-us110-billion-uae-investments-africa-position">USD 70 billion</a> of the total USD 110 billion in announced commitments were directed toward green and renewable energy projects. This surge reflects the UAE&rsquo;s post-pandemic concerns about the future of oil economies. The UAE adopted a <a href="https://ecfr.eu/publication/beyond-competition-how-europe-can-harness-the-uaes-energy-ambitions-in-africa/">dual approach</a>, resisting the rapid phasing out of fossil fuels while increasing investment in renewables through a few major firms. One of these firms, Masdar, has three <a href="https://masdar.ae/en/our-company/our-shareholders">shareholders</a>: Abu Dhabi National Oil Company, the Abu Dhabi National Energy Company (TAQA), and Mubadala Investment Company, all of which are state-owned. <a href="https://weareinfinitypower.com/en/Founding-Companies">Infinity Power</a>, founded by the same three companies that own Masdar, acquired Lekela, which runs multiple wind farms, making it the continent&rsquo;s <a href="https://www.theafricareport.com/340296/500-business-champions-is-lekelas-takeover-of-infinite-power-a-game-changer/">largest</a> renewables producer. Masdar&rsquo;s <a href="https://masdar.ae/en/news/newsroom/masdar-advances-10gw-africa-growth-plan">10GW project</a> across six sub-Saharan countries (Angola, Uganda, Congo, Kenya, Mozambique, and Zambia) and Infinity Power&rsquo;s acquisition demonstrate Emirati consolidation of regional energy value chains.

At the same time, the UAE has moved into African mining, particularly in critical <a href="https://www.ispionline.it/en/publication/minerals-also-for-defence-unlocking-the-emirati-mining-rush-181525#:~:text=In%202023%2C%20the%20Abu%20Dhabi,not%20being%20specified%20in%20the">minerals</a> essential for electric vehicle batteries, renewable energy infrastructure, and advanced manufacturing. Emirati mining ventures <a href="https://www.tni.org/en/article/the-emerging-sub-imperial-role-of-the-united-arab-emirates-in-africa#:~:text=In%20recent%20years%2C%20the%20UAE%20has%20become%20increasingly%20active%20in%20securing%20mining%20deals%20across%20various%20African%20countries%2C%20particularly%20in%20Angola%2C%20DRC%2C%20Zambia%20and%20Zimbabwe.%20These%20investments%20have%20focused%20on%20critical%20minerals%20such%20as%20cobalt%2C%20copper%2C%20graphite%2C%20lithium%20and%20nickel.">expanded</a> across Angola, the Democratic Republic of Congo (DRC), Zambia, and Zimbabwe, targeting resources such as cobalt, copper, graphite, lithium, and nickel.&nbsp;

Although the UAE is the <a href="https://swissaid.kinsta.cloud/wp-content/uploads/2024/05/swissaid-on-the-trail-of-african-gold-web-ok.pdf">most popular destination</a> for African gold, discrepancies between export figures and UAE import data suggest that 66.5% of the Gulf nation&rsquo;s African gold imports in 2022 were smuggled.

Ports and maritime logistics form another pillar of UAE investments in Africa. Two <a href="https://www.tni.org/en/article/the-emerging-sub-imperial-role-of-the-united-arab-emirates-in-africa#:~:text=The%20two%20major%20players%20in%20this%20strategy%20are%20AD%20Ports%20Group%2C%20whose%20majority%20shareholder%20is%20the%20Abu%20Dhabi%20Developmental%20Holding%20Company%20(ADQ)%2C%20a%20sovereign%20wealth%20fund%20(SWF)%2C%20and%20DP%20World%2C%20which%20is%20fully%20owned%20by%20the%20Dubai%20government%20through%20its%20parent%20company%2C%20Port%20and%20Free%20Zone%20World%20FZE.">state-owned</a> Emirati entities&mdash;DP World and Abu Dhabi Ports Group&mdash;are managing or constructing a network of coastal African ports across at least 13 countries and operating more than 70 logistics hubs across the continent. Port concessions provide the UAE with <a href="https://www.mitsui.com/mgssi/en/report/detail/__icsFiles/afieldfile/2025/03/09/2501_e_mashino_e.pdf">control</a> over critical nodes in global trade corridors connecting Asia, Africa, and Europe. The Red Sea remains a vital corridor, carrying about <a href="https://www.itf-oecd.org/sites/default/files/repositories/red-sea-crisis-impacts-global-shipping.pdf">14%</a> of global maritime trade, 30% of global containerised trade, and serving as a <a href="https://www.unescwa.org/sites/default/files/event/materials/10-%20Economic%20impact%20of%20the%20Red%20Sea%20crisis%20on%20the%20Arab%20region%202400595E.pdf">critical</a> route for Gulf exporters like the UAE in their trade with Europe.

Management of these transport routes supports the UAE&rsquo;s aim to&nbsp;<a href="https://scholarlypublications.universiteitleiden.nl/access/item:3494246/view">control</a> the entire food supply chain. The UAE relies on imports for roughly <a href="https://www.marketresearch.com/Ken-Research-v3771/UAE-Food-Outlook-40699762/#:~:text=The%20UAE%20imports%20approximately%2090%%20of%20its%20food%20requirements%2C%20a%20challenge%20exacerbated%20by%20global%20supply%20chain%20disruptions%20in%202024.%20">90% of its food</a>, leaving the country highly vulnerable to supply disruptions, which are amplified by global crises like the COVID-19 pandemic and the Russian invasion of Ukraine. Emirati sovereign wealth funds have acquired or are in the process of leasing nearly <a href="https://g3partners.co/the-uae-as-a-catalyst-for-agricultural-transformation-in-mena-and-africa/#:~:text=I-,t%20currently%20farms%20nearly%201%20million%20hectares%20on%20the%20continent,-%2C%20with">one million hectares</a> of farmland across Africa. These investments mainly target Egypt, Kenya, Madagascar, Ethiopia, Uganda, and Sudan. While currently the continent is not a major supplier of food to the UAE, these investments are one pathway to avoid any possible future supply chain disruptions.
<h3 dir="ltr">Africa&rsquo;s resources under the UAE&rsquo;s strategic expansion</h3>
The UAE&rsquo;s expanding footprint in Africa reflects a strategic pursuit of influence, resources, and economic leverage. From ports and logistics hubs to renewable energy, mining, and farmland, Emirati investments span critical sectors that shape trade, energy, and food systems. While African governments gain capital in this exchange, the opaque structures of Emirati investments, the country&rsquo;s extractive practices, and the risks of dependency raise long-term concern.
