يتعرض الأمن الغذائي في مصر لضغوط متزايدة نتيجة النمو السكاني السريع، والندرة الهيكلية في الموارد المائية، وتغير المناخ، والهشاشة الاقتصادية المستمرة. ومع وجود أكثر من 107 ملايين نسمة وكون نسبة الأراضي الصالحة للزراعة لا تتجاوز 4%، تواجه البلاد ضغطاً دائماً على نظمها الزراعية وتعرضاً متزايداً لتقلبات الأسواق العالمية. كما أدت الاعتمادية الكبيرة على واردات القمح والسلع الأساسية الأخرى &ndash; القادمة من مناطق شديدة الحساسية جيوسياسياً &ndash; إلى تضخيم مخاطر اضطراب الإمدادات وتقلب الأسعار. وفي الوقت نفسه، يفاقم التدهور البيئي، وتراجع جودة التربة، والآثار المركّبة لسد النهضة الإثيوبي الكبير، من تضاؤل القدرة على الحفاظ على إنتاج غذائي محلي مستقر.
ورغم إطلاق الحكومة لعدد من الاستراتيجيات بما في ذلك استراتيجية التنمية الزراعية المستدامة 2030 والخطة القومية للموارد المائية 2037 والخطة التشغيلية الوطنية لنظم الغذاء والتغذية 2025&ndash;2030، ما تزال التجزئة المؤسسية قائمة عبر نظام الأغذية في مصر. فبينما تروّج استراتيجية التنمية الزراعية المستدامة لأهداف طموحة لتحقيق الاكتفاء الذاتي في المحاصيل كثيفة استهلاك المياه مثل الأرز والقمح وقصب السكر، تؤكد الخطة القومية للموارد المائية في الوقت نفسه على كفاءة استخدام المياه، وتنويع المحاصيل، والتكيف مع ندرة المياه الدائمة. يؤدي ذلك إلى تناقض هيكلي: إذ إن التوسع الزراعي لتحقيق الأمن الغذائي غالباً ما يأتي على حساب استنزاف الموارد المائية الشحيحة في المناطق التي تعاني أصلاً من الإجهاد مثل دلتا النيل وصعيد مصر.
يمتد هذا الاختلال إلى ما هو أبعد من الزراعة وإدارة المياه. إذ تعزز التداخلات المؤسسية بين وزارة الزراعة واستصلاح الأراضي، ووزارة الموارد المائية والري، ووزارة التموين والتجارة الداخلية، حالة العزلة في السياسات، مما يؤدي إلى تخطيط غير متسق وتنفيذ مجزأ. علاوة على ذلك، تظل سياسات التكيف مع تغير المناخ ضعيفة الاندماج في أطر التنمية الزراعية، مما يحدّ من قدرة المزارعين على الاستجابة للظروف المناخية والهيدرولوجية المتغيرة. كما أن تبني الممارسات الزراعية المستدامة بشكل غير متسق &mdash; وخاصة بين صغار المزارعين &mdash; يسهم في تدهور التربة، وسوء كفاءة الري، وارتفاع معدلات فقد المياه. في الوقت نفسه، يؤدي ضعف الاستثمار في البنية التحتية لمرحلة ما بعد الحصاد وروابط السوق إلى استمرار الفاقد الكبير من الغذاء على طول سلسلة القيمة. ويتطلب سدّ هذه الفجوات تعزيز التنسيق بين الوزارات ومؤسسات البحث والقطاع الخاص، وفق استراتيجية موحدة توائم بين أهداف الإنتاجية، والقدرة على التكيف المناخي، وحسن إدارة الموارد.
يوفّر إطار الانتقال العادل مساراً لتحقيق التوازن بين أهداف الإنتاجية من جهة، ومتطلبات العدالة الاجتماعية، والاستدامة البيئية، والحكم التشاركي من جهة أخرى. وتؤدي منظمات المجتمع المدني &ndash; بما في ذلك التعاونيات الزراعية والمنظمات غير الحكومية والجمعيات المجتمعية &ndash; دورًا محوريًا في ربط الأطر الوطنية بالاحتياجات المحلية. ويسهم إشراكها في تعزيز الشفافية، وضمان شمول الفئات الضعيفة، وتحسين الرقابة على برامج الدعم الغذائي، وتسريع تبني ممارسات الزراعة الذكية مناخيًا.
وتؤكد التجارب الدولية الحاجة إلى نهج متكامل وتشاركي قائم على العدالة. فقد قدّم برنامج &laquo;صفر جوع&raquo; في البرازيل نموذجًا لكيفية الجمع بين الشراء الحكومي المنظم، ودعم الزراعة الأسرية، وحوكمة الغذاء القائمة على الحقوق في الحد من الجوع وتعزيز الأنظمة الغذائية المحلية. ويبرز النموذج النرويجي في قطاعات المصايد والألبان أهمية الإدارة التعاونية، ونظم الحصص الشفافة، والتنظيم المتوافق مع المناخ في حماية الموارد الطبيعية واستدامة الإنتاج. كما يوضح تطور برنامج دعم مدخلات الإنتاج الزراعي في ملاوي قيمة إشراف المجتمع المدني، وتنويع المحاصيل الذكية مناخيًا، وتوجيه الدعم لصغار المزارعين. وتقدم الأبحاث العالمية حول المياه الافتراضية أدوات عملية لربط التجارة الزراعية بقيود الموارد المائية الوطنية.
يتطلب مسار مصر نحو نظام غذائي عادل ومستدام إصلاحات مرحلية تدمج بين تخطيط الأمن الغذائي، وحوكمة المياه، والعدالة الاجتماعية. على المدى القصير (من عام إلى عامين)، ينبغي للحكومة أن تعمل على تعزيز الحوكمة التشاركية والمساءلة، وتحديث خدمات الإرشاد الزراعي، وتطبيق استراتيجية التجارة والمياه الافتراضية لتحقيق التوازن بين الصادرات والاحتياجات المحلية. خلال فترة تتراوح بين عامين وثلاثة أعوام، تشمل الأولويات تنفيذ الإطار الوطني لتخطيط الأمن الغذائي، وتسريع الابتكار في تقنيات الري الذكي وتوفير المياه، ودمج قطاعي الصيد والاستزراع السمكي ضمن أهداف إنتاج الغذاء، وتوسيع آليات الحماية الاجتماعية وتأمين المزارعين، وتعزيز جهود الحد من الفاقد والهدر الغذائي، وتطوير التعاون الإقليمي في مجال الأمن الغذائي. وعلى المدى الطويل (من ثلاثة إلى خمسة أعوام)، ينبغي التركيز على تحديث إدارة الاحتياطي الاستراتيجي من الحبوب، والاستثمار في بنية تحتية قادرة على الصمود أمام التغير المناخي، وتأمين سلاسل الإمداد المحلية للغذاء والمنتجات الزراعية، وإرساء أسس التكيف المناخي والتخفيف من ندرة المياه لحماية مستقبل الأمن الغذائي في مصر.
إن الإخفاق في اتخاذ إجراءات عاجلة سيزيد من تعرض مصر لصدمة المناخ، ويُضعف الإنتاجية الزراعية، ويُثقل كاهل المالية العامة، ويرفع مستويات الهشاشة الاجتماعية والاقتصادية، خصوصًا بين الأسر الريفية وذوي الدخل المنخفض. وعلى النقيض من ذلك، يقدّم تنفيذ هذه الإصلاحات خارطة طريق متماسكة وعابرة للقطاعات، قادرة على تحويل النظام الغذائي المصري إلى نظام مرن مناخياً، وكفء في استخدام الموارد، وشامل اجتماعيًا، وقادر على تلبية احتياجات السكان خلال العقود القادمة.

Executive Summary
Egypt&rsquo;s food security is increasingly constrained by rapid population growth, structural water scarcity, climate change, and persistent economic vulnerabilities. With more than 107 million people and only 4% arable land, the country faces chronic pressure on its agricultural systems and rising exposure to global market volatility. Heavy dependence on imported wheat and other staples - sourced from geopolitically sensitive regions - has amplified risks of supply disruption and price instability. At the same time, environmental degradation, declining soil quality, and the compounding impacts of the Grand Ethiopian Renaissance Dam (GERD) further narrow the margin for maintaining stable domestic food production.
Although the government has introduced multiple strategies - including the Sustainable Agricultural Development Strategy (SADS 2030), the National Water Resources Plan (NWRP 2037), and the newly launched National Operational Plan for Food and Nutrition Systems (2025&ndash;2030) - policy fragmentation persists across Egypt&rsquo;s food system. While the SADS promotes ambitious self-sufficiency targets for water-intensive crops such as rice, wheat, and sugarcane, the NWRP simultaneously emphasizes water-use efficiency, crop diversification, and adaptation to permanent water scarcity. This creates a structural contradiction: agricultural expansion for food security often comes at the cost of depleting scarce water resources in already stressed regions like the Nile Delta and Upper Egypt.
This misalignment extends beyond agriculture and water management. Institutional overlaps between the Ministry of Agriculture and Land Reclamation (MALR), the Ministry of Water Resources and Irrigation (MWRI), and the Ministry of Supply and Internal Trade (MoSIT) reinforce policy silos, leading to inconsistent planning and fragmented implementation. Moreover, climate adaptation policies remain weakly integrated with agricultural development frameworks, limiting farmers&rsquo; capacity to respond to shifting climatic and hydrological conditions. Furthermore, inconsistent adoption of sustainable agricultural practices&mdash;particularly among smallholders&mdash;further contributes to soil degradation, inefficient irrigation, and high water losses. Meanwhile, inadequate investment in post-harvest infrastructure and market linkages perpetuates substantial food loss across the value chain. Addressing these gaps requires stronger coordination among ministries, research institutions, and private sector actors, guided by a unified strategy that aligns productivity goals with climate resilience and resource stewardship.
A just transition framework offers a pathway to balance productivity goals with equity, environmental sustainability, and participatory governance. Civil society organizations (CSOs)&mdash;including agricultural cooperatives, NGOs, and community associations&mdash;play an essential role in bridging national policy frameworks with local realities. Their engagement enhances transparency, ensures the inclusion of vulnerable communities, improves oversight of subsidies and food assistance programs, and accelerates the adoption of climate-smart agriculture.
International experiences reinforce the need for integrated, participatory, and equity-oriented approaches. Brazil&rsquo;s Fome Zero demonstrates how structured procurement, family farming support, and rights-based food governance can simultaneously reduce hunger and strengthen local food systems. Norway&rsquo;s fisheries and dairy cooperative models illustrate how participatory governance, transparent quota systems, and climate-aligned regulation can sustain production while protecting natural resources. Malawi&rsquo;s evolution of its Farm Input Subsidy Programme (FISP) underscores the value of CSO oversight, climate-smart crop diversification, and targeted support to smallholders. Similarly, global research on virtual water accounting offers actionable tools to align agricultural trade with national water constraints.
Egypt&rsquo;s path toward a just and sustainable food system requires phased reforms that integrate food security planning, water governance, and social justice. In the short term (1&ndash;2 years), the government should strengthen participatory governance and accountability, modernize extension services, and implement a trade and virtual water strategy to balance exports with domestic needs. Within 2&ndash;3 years, priorities include enforcing the national food security planning framework, accelerating smart irrigation and water-saving innovations, integrating fisheries into food production targets, expanding social protection and farmer insurance mechanisms, advancing food loss and waste reduction, and promoting regional food cooperation. Over the longer term (3&ndash;5 years), reforms should focus on modernizing strategic grain reserve management, investing in climate-resilient infrastructure, securing domestic supply chains, and institutionalizing climate adaptation and water scarcity mitigation to safeguard Egypt&rsquo;s food future.
Failure to act will deepen Egypt&rsquo;s exposure to climate shocks, erode agricultural productivity, strain public finances, and heighten socio-economic vulnerabilities&mdash;particularly among rural and low-income households. By contrast, the reforms outlined in this paper offer a coherent, cross-sectoral roadmap for transforming Egypt&rsquo;s food system into one that is climate-resilient, resource-efficient, inclusive, and capable of sustainably feeding its population over the coming decades.
