تمثل سلاسل القيمة - شبكة المراحل والأنشطة التي تمر بها السلعة منذ توفير مدخلاتها وحتى وصولها إلى السوق - العمود الفقري لأي اقتصاد صناعي تنافسي، كما تُعد عنصرًا حاسمًا لاستدامة الاستثمارات. ويؤدي ضعف توطين مدخلات الإنتاج داخل الاقتصاد المحلي إلى زيادة الاعتمادر على الواردات، بما يصاحبه من تقلبات في الأسعار ومخاطر في سلاسل التوريد. ويترتب على ذلك ارتفاع تكاليف التشغيل وتراجع القدرة التنافسية، ودفع بعض المستثمرين إلى إعادة توجيه استثماراتهم نحو اقتصادات تتمتع بدرجة أعلى من التكامل في سلاسل القيمة.&nbsp;
في مصر، يُظهر الواقع الاقتصادي والصناعي أن 83% من الواردات عبارة عن مدخلات إنتاج للصناعة والتصدير، وفق ما صرح به وزير الاستثمار (عزب، سعداوى، 2025)، ما يعني أن جزءًا معتبرًا من الحلقات الوسيطة داخل سلاسل القيمة الصناعية لا يزال يُدار خارج الاقتصاد المحلي.&nbsp;
يبرز هذا التحدي الحاجة إلى إطار استراتيجي لإدارة سلاسل القيمة الصناعية يركز على تحويل الفجوات الإنتاجية إلى فرص استثمارية منظمة، وتعميق التصنيع المحلي. &nbsp;فلم تعد إدارة سلاسل القيمة خيارًا تقنيًا، بل أصبحت أولوية استراتيجية للاقتصاد الصناعي المصري.
أولًا: تعزيز إدارة سلاسل القيمة كأولوية استراتيجية
طرح تعزيز إدارة سلاسل القيمة كأولوية استراتيجية لا ينفصل عن واقع بنيوي قائم داخل المنظومة الصناعية المصرية، إذ تكشف الممارسة العملية عن عدد من الفجوات المؤسسية والإنتاجية التي تحد من تكامل حلقات الإنتاج.
تتجلى هذه الأولوية في القدرة على رصد الفجوات الإنتاجية الحرجة داخل القطاعات الاستراتيجية، مع التركيز على الحلقات القابلة للتوطين والتي يمكن تطويرها محليًا بدلاً من الاعتماد على الواردات. لضمان الفاعلية وتحقيق الأثر الاستراتيجي، ينبغي على الحكومة وضع آليات تنفيذ واضحة تبدأ بتحديد القطاعات الاستراتيجية ذات الأولوية، وهي القطاعات ذات الوزن النسبي المرتفع في الواردات أو المرتبطة بالأمن الصناعي وسلاسل الإمداد الحيوية، وفق معايير تضعها لجنة تنسيقية تضم الجهات المعنية بالصناعة والاستثمار والتخطيط، وإنشاءخريطة ديناميكية للفجوات الإنتاجية داخل هذه القطاعات، تُحدَّث دوريًا، وتُستخدم كمرجع لتوجيه الاستثمارات نحو الحلقات القابلة للتوطين، خاصة تلك ذات الأثر المضاعف على بقية السلسلة.
وتنبع أهمية المشروعات الصغيرة والمتوسطة من كونها تمثل الحلقات الوسيطة والصناعات المغذية داخل سلاسل القيمة، مثل إنتاج المكونات الفرعية ومواد التغليف والخدمات الصناعية المتخصصة، وهي حلقات يمكن دمجها تعاقديًا مع المصانع الكبرى عبر عقود توريد طويلة الأجل وحوافز تفضيلية، بما يضمن استدامة التكامل الإنتاجي.
ويُستكمل هذا الإطار بمواءمة أدوات التمويل والحوافز الصناعية مع أولويات التوطين المحددة، بحيث يُمنح الدعم للمشروعات التي تسهم فعليًا في سد الفجوات الحرجة وإحلال الواردات، مع تطوير منظومة متابعة تقيس درجة التوطين ونمو الصناعات المغذية واستدامة سلاسل الإمداد. ويتضح الأثر التطبيقي لهذا التوجه من خلال قطاع الصناعات الدوائية، بوصفه أحد القطاعات الاستراتيجية كثيفة الاعتماد على سلاسل قيمة معقدة ومتعددة الحلقات (IFPMA. 2023). ففي هذا القطاع، لا يقتصر التحدي على توطين جميع مدخلات الإنتاج، إذ تظل بعض المواد الخام والمستخلصات النباتية مرتبطة بسلاسل توريد خارجية، بل يتمثل التحدي الحقيقي في ضعف توطين الحلقات القابلة للإنتاج المحلي داخل سلسلة القيمة (Elsaied, Yehia, &amp; AbdelGaber, 2025).
وتتيح المنصة الإلكترونية الوطنية المقترحة &mdash; ولا يُقصد بالمنصة هنا كيانًا رقميًا جديدًا بقدر ما يُقصد بها إطارًا وظيفيًا مؤسسيًا لإدارة سلاسل القيمة يُبنى على المبادرات والمنصات القائمة &mdash;&nbsp; رصد هذه الحلقات القابلة للتوطين بدقة، مثل إنتاج المواد الوسيطة، ومواد التغليف، وبعض السواغات الكيميائية. كما تُسهم في تسهيل التعارف والتشبيك بين الموردين المحليين والمصانع الدوائية الكبرى، بما يمهد لإبرام عقود توريد وشراكات إنتاج مستدامة.
كذلك، ينطبق هذا المنطق على قطاعات ذات أولوية نظرًا لأثرها النسبي في الواردات، وتتسم بارتفاع الاعتماد على مدخلات إنتاج مستوردة، ووجود فجوات إنتاجية قابلة للتوطين، مثل الصناعات الهندسية، مكونات الطاقة المتجددة، والكيماويات الوسيطة؛ حيث تمثل فجوات المدخلات أحد أهم معوقات التوسع الصناعي (Gereffi, Humphrey, &amp; Sturgeon, 2005). وفي هذا الإطار، لا تستهدف المنصة الإحلال الكامل للواردات، بل إدارة ذكية لسلاسل القيمة، تقوم على توطين ما يمكن توطينه، بما يعزز موقع مصر ضمن سلاسل القيمة الإقليمية والعالمية في قطاع استراتيجي.
ثانيا: الفجوات البنيوية
رغم تعدد الجهات الحكومية الداعمة للصناعة في مصر، وما أسهمت به من تسهيل للإجراءات، إلى جانب إطلاق مبادرات رقمية مثل &laquo;ابدأ&raquo; ومنصات مصر الصناعية الرقمية وبوابة صُنع في مصر ( (Made in Egypt Gate، لا تزال فجوات هيكلية قائمة ترتبط بتداخل الأدوار المؤسسية، وغياب إطار تنسيقي موحد لإدارة سلاسل القيمة، وضعف دمج الحلقات الإنتاجية الوسيطة في منظومة الصناعة الوطنية، بما يحد من تحقيق التكامل الفعلي بين أطرافها (Global Eco-Industrial Parks Programme &ndash; GEIPP &amp; Ministry of Trade and Industry, Egypt, 2022).
يتمثل أحد أبرز هذه التحديات في تعدد المنصات الرقمية الداعمة للصناعة دون وجود إطار حوكمة موحد ينسق بينها ويحدد بوضوح أدوار كل منها داخل منظومة متكاملة لخدمة المستثمرين والصناعة. فمع غياب جهة تنسيق مركزية أو تكامل واضح في قواعد البيانات والخدمات، تقدم بعض هذه المنصات وظائف متقاربة تتعلق بتسجيل المشروعات، أو عرض الفرص الاستثمارية، أو إصدار التراخيص، وهو ما يظهر عند مقارنة محتوى وخدمات المواقع الإلكترونية لهذه المبادرات (OECD, 2019). ويؤدي ذلك إلى تشتت المعلومات، وتعدد نقاط التعامل بالنسبة للمستثمرين والمصانع، بما يحد من وضوح المسؤوليات المؤسسية. ينعكس هذا التشتت على قدرة المنظومة الصناعية على الاستجابة السريعة للفجوات الإنتاجية، إذ تتوزع بيانات الطلب الصناعي، والفرص الاستثمارية، وقدرات الموردين المحليين عبر منصات مختلفة دون آلية تنسيق فعّالة لربطها وتحويلها إلى فرص استثمارية منظمة، وهو ما يضعف بدوره فعالية أدوات السياسة الصناعية ( Rodrik, 2008).
وعلى مستوى السياسات العامة، يبرز تحدٍمختلف حول مدى اندماج المشروعات الصغيرة والمتوسطة في التوجه الصناعي الكلي للدولة. وتُشير التقارير الدولية إلى أن دعم هذه المشروعات لا يزال يُدار في كثير من الأحيان باعتباره سياسة قطاعية مستقلة، دون ربط كافٍ بأولويات التصنيع والتصدير أو بخطط تعميق سلاسل القيمة، وهو ما يعكس فجوة في التنسيق الاستراتيجي على مستوى الحوكمة الاقتصادية (UNIDO, 2021).
ورغم أن البيانات الرسمية لمبادرة &laquo;ابدأ&raquo; - وهي مبادرة رئاسية انطلقت عام 2022، وتستهدف دعم التصنيع المحلي من خلال جذب الاستثمارات الصناعية، وتوفير فرص إنتاج جديدة، وتعزيز الشراكات بين القطاعين العام والخاص، بهدف تعميق التصنيع وتقليل الاعتماد على الواردات - تُشير إلى تحقيق إنجازات ملموسة، شملت إتاحة 84 فرصة استثمارية، وأكثر من 30 شريكًا محليًا، و20 شريكًا أجنبيًا، وإطلاق 23 صناعة جديدة لأول مرة في مصر (Ebda. n.d). غير أن تحليل هذه النتائج من منظور التكامل المؤسسي والاقتصادي يكشف أن هذا النجاح ظل في معظمه نجاحًا رأسيًا (Vertical Success) &mdash; أي توسعًا في إنشاء مشروعات وصناعات جديدة داخل قطاعات محددة &mdash; ولم يتحول بعد إلى تكامل أفقي مستدام (Horizontal Integration) يتمثل في توسيع شبكة الموردين المحليين والصناعات المغذية المرتبطة بهذه المشروعات عبر سلاسل قيمة متكاملة (UNIDO, 2020). فإطلاق صناعات جديدة لا يعني بالضرورة اكتمال سلاسل قيمة محلية، كما أن جذب الاستثمارات والشركاء لا يضمن توطين مدخلات الإنتاج أو بناء منظومة صناعات مغذية مستدامة.
ويتضاعف أثر هذه الفجوات في ظل التحول الجاري لإقليم قناة السويس إلى منطقة جذب استثماري وصناعي ولوجستي إقليمي (جريدة المصدر، 2025)، حيث تمثل جاهزية سلاسل الإمداد المحلية أحد المحددات الحاسمة لاستدامة هذا الجذب إلى جانب عوامل أخرى تتعلق بالبنية التحتية اللوجستية، وبيئة الأعمال، والحوافز الاستثمارية (OECD, 2023). ثالثًا: آليات التنفيذ وقياس الأثر
يجب أن يُقاس أثر المنصة من خلال مؤشرات واضحة وقابلة للتحقق، تشمل عدد المشروعات المُدمجة في سلاسل القيمة، وحجم الاستثمارات الجديدة، ومعدلات إحلال الواردات، ونمو الصناعات المغذية، وعدد فرص العمل المستحدثة. ويضمن هذا الإطار قدرة المنصة على تحقيق أثر اقتصادي وتنموي ملموس، ويعزز جاذبيتها للتمويل الوطني والدولي، واستدامة تدخلاتها على المدى المتوسط والطويل.
<h3 dir="rtl">خاتمة سياساتية</h3>
لم يعد التحدي الصناعي في مصر يتمثل في إطلاق المبادرات أو المنصات الرقمية، بقدر ما يرتبط بقدرتها على العمل ضمن إطار مؤسسي منسق لإدارة سلاسل القيمة الصناعية بصورة فعّالة ومستدامة. فتعميق التصنيع المحلي لا يتحقق فقط عبر جذب الاستثمارات أو تدشين صناعات جديدة، وإنما من خلال ربط هذه الاستثمارات بسلاسل إمداد محلية قادرة على الاستجابة للفجوات الإنتاجية وتقليل الاعتماد الهيكلي على الواردات.
ومن هذا المنطلق، تمثل إدارة سلاسل القيمة أداة سياسات مركزية لتحويل الفجوات الصناعية إلى فرص استثمارية منظمة، وتعزيز التكامل بين المشروعات الكبرى والمشروعات الصغيرة والمتوسطة، بما يدعم استدامة التشغيل ويعزز المحتوى المحلي. كما يتيح هذا النهج تفكيك التداخل المؤسسي بين المنصات والمبادرات القائمة، عبر تحديد أدوارها التكاملية داخل منظومة واحدة، بما يزيد من كفاءتها دون الانتقاص من إنجازاتها.

Value chains&mdash;the series of activities involved in making a product from the provision of inputs to market delivery&mdash;form the backbone of any competitive industrial economy and are crucial for durable investments. The poor localization of production inputs in the domestic economy leads to an increased reliance on imports, which entails price volatility and supply chain risks. The result is higher operating costs and reduced competitiveness. It may even prompt some investors to redirect their investments toward economies with better value chain integration.
In Egypt, 83% of imports by value are production inputs for industry and export, according to the minister of investment (Azab &amp; Saadawi, 2025), which means that a sizeable portion of the intermediate links in industrial value chains are managed outside the domestic economy. This challenge underscores the need for a strategic framework for managing industrial value chains that focuses on transforming production gaps into organized investment opportunities and intensifying local manufacturing. Value chain management is no longer merely a technical choice, but a strategic priority for the Egyptian industrial economy.
1. Strengthening value chain management as a strategic priority
Enhancing value chain management as a strategic priority cannot be disentangled from the structural realities in the Egyptian industrial system. Practical experience shows several institutional and production gaps that inhibit integrated production linkages.
Priority should be given to identifying critical production gaps in strategic sectors, focusing on links that can be localized and developed domestically instead of relying on imports. To ensure effectiveness and strategic impact, the government should establish clear mechanisms for implementation, starting by identifying key strategic sectors&mdash;those that rely heavily on imports or are linked to industrial security and vital supply chains&mdash;according to criteria set by a coordinating committee that includes stakeholders in industry, investment, and planning. A dynamic map of production gaps in these sectors should be created and regularly updated, to be used as a reference to guide investments toward linkages that can be localized, particularly those with a multiplier effect on the rest of the production chain.&nbsp;
Small and medium enterprises (SMEs) are important here because they represent intermediary links and feeder industries in value chains, involved in activities such as the production of sub-components, packaging materials, and specialized industrial services. They are links that can be joined to major factories through long-term supply contracts and preferential incentives, thus ensuring the sustainability of production integration.
The final leg of this framework is to align financing tools and industrial incentives with specific localization priorities. Support should be given to enterprises that effectively help bridge critical gaps and contribute to import substitution, while developing a monitoring system that measures localization, the growth of feeder industries, and the sustainability of supply chains. The practical impact of this approach can be seen in the pharmaceutical industry, a strategic sector that is heavily reliant on complex value chains with multiple links (Aitkin, 2016). The challenge in this sector does not lie solely in localizing all production inputs, since some raw materials and botanical extracts are inextricably linked to external supply chains. The real challenge is found in the poor localization of links in the value chain that could be produced locally (Elsaied et al., 2025).
A proposed national electronic platform&mdash;the platform is less a new digital entity than an institutional, functional framework for managing value chains based on already existing initiatives and platforms&mdash;would allow for the close monitoring of links that could be viably localized, such as the production of intermediate materials, packaging materials, and inert pharmacological substances. The platform would also facilitate networking and collaboration between local suppliers and major pharmaceutical manufacturers, paving the way for durable supply contracts and production partnerships.
The same logic applies to other sectors identified as priorities because of their heavy reliance on imported production inputs or production gaps that could be plugged locally, such as engineering industries, renewable energy components, and intermediate chemicals. Indeed, input gaps are one of the most significant obstacles to industrial expansion (Gereffi et al., 2005). In this context, the aim of the platform is not full import substitution. Rather, it seeks to foster smart value chain management based on localizing what can be localized, thereby strengthening Egypt&rsquo;s position in regional and global value chains in a strategic sector.
2. Structural gaps
Numerous government entities exist in Egypt with the express purpose of supporting industry, and their efforts, along with digital initiatives such as Ebda (&ldquo;Begin&rdquo;), the Egypt Digital Industrial Platforms, and Made in Egypt Gate, have helped to streamline procedures.&nbsp; Nevertheless, structural gaps persist, largely due to the overlap of institutional roles, the lack of a unified coordination framework for managing value chains, and the poor integration of intermediate production links in the national industrial system, all of which hinders genuine integration between stakeholders (Global Eco-Industrial Parks Programme, 2022).
One crucial challenge is the proliferation of digital platforms supporting industry absent a unified governance framework to coordinate them and clearly define the roles of each within an integrated system serving investors and industry. Without a central coordinating body or clear integration of databases and services, some of these platforms serve similar functions in project registration, the showcasing of investment opportunities, or licensing, as is clear when comparing their website content and services they offer (Organisation for Economic Co-operation and Development, 2019). The result is a fragmented information environment and multiple points of engagement between investors and factories, which muddles the clear delineation of institutional responsibilities. Moreover, since data on industrial demand, investment opportunities, and the capacities of local suppliers is scattered across various platforms, the industrial system cannot quickly respond to production gaps, which in turn undermines the effectiveness of industrial policy tools (Rodrik, 2008).
Another challenge at the level of public policy pertains to the integration of SMEs into the state&rsquo;s overarching industrial posture. International reports indicate that support for these enterprises is still often managed as an independent sectoral policy, unrelated to manufacturing and export priorities or to plans for deepening value chains. This reflects a gap in strategic coordination at the level of economic governance (United Nations Industrial Development Organization, 2021).
The Ebda initiative&mdash;a presidential initiative launched in 2022 with the aim of supporting local manufacturing by attracting industrial investments, providing new production opportunities, and strengthening public-private partnerships to enhance manufacturing and reduce dependence on imports&mdash;is instructive. According to official data, the initiative has brought in more than 30 local and 20 foreign partners to provide 84 investment opportunities and facilitate the launch of 23 entirely new industries in Egypt (Ebda, n.d.). Yet, when these achievements are viewed from the perspective of institutional and economic integration, this success is revealed to be largely vertical in nature, representing the establishment of new enterprises and industries within specific sectors, and has not yet translated into durable horizontal integration, which entails expanding the network of local suppliers and feeder industries for these projects through integrated value chains (UNIDO, 2020). The launch of new industries does not necessarily mean the integration of local value chains, and the attraction of investments and partners does not guarantee the localization of production inputs or the construction of sustainable feeder industries.
The impact of these gaps is magnified by the ongoing transformation of the Suez Canal zone into a regional investment, industrial, and logistics hub (al-Masdar, 2025), where the readiness of local supply chains is just as crucial to sustainability as logistics infrastructure, the business environment, and investment incentives (OECD, 2023).
3. Mechanisms for implementation and impact assessment
The impact of the platform must be measured using clear, verifiable indicators, including the number of enterprises integrated into value chains, the volume of new investments, import substitution rates, the growth of feeder industries, and the number of jobs created. This framework will ensure that the platform has a tangible economic and developmental impact, enhance its attractiveness to national and international funding, and guarantee the sustainability of its interventions in the medium and long term.
<h3 dir="ltr">Policy conclusion</h3>
The industrial challenge in Egypt is no longer simply launching initiatives or digital platforms, but rather their ability to operate in a coordinated institutional framework for the effective and sustainable management of industrial value chains. Local manufacturing cannot be fostered solely by attracting investments or launching new industries. These investments must be linked to local supply chains that can bridge production gaps and reduce the structural dependence on imports.
From this perspective, value chain management is a central policy tool for transforming industrial gaps into organized investment opportunities and for bolstering integration between large projects and SMEs, thereby supporting sustainable operations and boosting local content. This approach also allows for the elimination of institutional overlap between existing platforms and initiatives by defining their complementary roles within a unified system, thereby increasing their efficiency without diminishing their achievements.
