<h3 dir="ltr">What is hot money? And what makes it hot?</h3>
Hot <a href="https://www.equirus.com/glossary/hot-money">money</a> is a kind of foreign investment&mdash;just not necessarily the <a href="https://books.google.com.eg/books?hl=en&amp;lr=&amp;id=z9C5bA5xN84C&amp;oi=fnd&amp;pg=PR5&amp;dq=what+is+hot+money&amp;ots=SsaQ8WezgA&amp;sig=2mFSMPTNbnLasbcR6sCx8Z35Skw&amp;redir_esc=y#v=onepage&amp;q=what%20is%20hot%20money&amp;f=false">good kind</a>&mdash;in stocks, bonds, and bank deposits. It is hot because it attracts speculators seeking quick returns on high interest rates, with possible <a href="https://www.researchgate.net/publication/227352700_Hot_Money_and_Serial_Financial_Crises">adverse</a> effects on the economy in the long run.&nbsp;
<h3 dir="ltr">Why would countries allow this kind of speculative investment?</h3>
Hot money injects immediate liquidity into the market in the form of foreign currency. The high interest rate also increases demand for the asset, which in turn drives up its value. In Egypt&rsquo;s case, it also allows the local currency to <a href="https://enterpriseam.com/egypt/issues/hot-money-inflows-boost-egp/">appreciate</a> and helps the government bridge gaps caused by its budget deficit.

<h3 dir="ltr">What makes hot money possibly dangerous?</h3>
Because <a href="https://www.idsc.gov.eg/Article/details/10372">speculators</a> are not in it for the long term, they will exit the market as quickly as they entered if another country offers higher interest rates, or in the event of regional or domestic instability. They also invest in financial instruments that are easy to buy and sell, enabling them to make a rapid exit.&nbsp;

The exit often triggers a chain reaction in the country that has been dumped. The sudden outflow can trigger local currency devaluations, as demand for foreign currency outstrips the supply. When the value of the local currency decreases, so does its purchasing power, which means prices and inflation will go up. This is particularly true of countries with a high import bill like Egypt.
Hot money can also have negative knock-on effects. Governments are incentivized to keep their interest rates &ldquo;attractive&rdquo;&mdash;meaning high&mdash;in order to hold speculators&rsquo; interest, which discourages private sector investment. And since hot money is not channeled into the country&rsquo;s productive sectors, it does not generate sustainable economic growth.&nbsp;

<h3 dir="ltr">Where does Egypt stand in all this?</h3>
In Egypt, hot money usually targets government <a href="https://www.spiko.io/blog/an-introduction-to-treasury-bills">treasury bills</a>, essentially buying up government debt. Even though the government levies a 20% withholding tax on profits from these instruments, some investors are exempt or eligible for reduced rates under bilateral agreements.&nbsp;
Egypt is in a better position today than at the beginning of the US-Israeli war on Iran. First, the actual military conflict was short-lived. The shaky ceasefire has <a href="https://enterpriseam.com/egypt/issues/hot-money-starts-flowing-back-into-the-country/">allowed</a> for the gradual return of hot money and slowed down outflows. As of late March 2026, non-resident investments in local-currency government securities totaled <a href="https://www.spglobal.com/ratings/en/regulatory/article/-/view/type/HTML/id/3544106">USD 27.1 billion</a>.&nbsp;
Additionally, Egypt&rsquo;s fiscal standing is stronger. In early 2026, Egypt was less in need of foreign currency than, for example, in 2022, during the Ukraine war <a href="https://www.spglobal.com/ratings/en/regulatory/article/-/view/type/HTML/id/3544106">thanks to</a> an increase in foreign direct investment, tourism, and remittances from Egyptian expats. Egypt&rsquo;s adoption of a flexible exchange rate may also have stemmed a spiral in black-market speculation, unlike in 2022, when the US dollar reached a high of <a href="https://english.ahram.org.eg/News/516932.aspx">EGP 72</a>.&nbsp;

Even so, Egypt remains vulnerable, since two of its other main sources of foreign currency (tourism and remittances) are highly volatile. Instead of continuing to rely on hot money for temporary <a href="https://www.imf.org/en/publications/cr/issues/2026/03/26/arab-republic-of-egypt-fifth-and-sixth-reviews-under-the-extended-arrangement-under-the-574987">relief</a>, the Egyptian government needs to pursue long-term remedies by attracting more investments in productive sectors and developing its sustainable sources of foreign currency.&nbsp;
