بدأت الحكومة المصرية تطبيق المنهج الياباني ضمن منظومة التعليم منذ عام 2016، عقب زيارة الرئيس عبد الفتاح السيسي إلى اليابان <a href="https://english.ahram.org.eg/NewsContentP/50/541499/AlAhram-Weekly/Egyptian-schools-turning-Japanese.aspx">وإعجابه</a> بأداء الطلاب هناك. وشهدت تلك الفترة توقيع <a href="https://openjicareport.jica.go.jp/pdf/1000046443.pdf">اتفاقية </a>مبدئية مشتركة بين الجانبين لإدراج نظام "توكاتسو" في المدارس الحكومية المصرية، قبل تعديلها لاحقًا لمنح الأولوية لإنشاء مدارس مصرية يابانية جديدة (EJS). ويبلغ عدد هذه المدارس حاليًا <a href="https://english.ahram.org.eg/NewsContent/1/2/559632/Egypt/Society/Egypt-to-open-applications-for-Egyptian-Japanese-s.aspx">79</a> مدرسة، فيما تصل الرسوم السنوية للعام الدراسي المُقبل إلى حوالي <a href="https://www.almasryalyoum.com/news/details/4168263">20,600 جنيه مصري</a>، وهي تكلفة تقارب مصروفات المدارس الخاصة، ما يجعلها غير ملائمة لشريحة واسعة من أولياء الأمور.

Egypt&rsquo;s Ministry of Education <a href="https://cairoscene.com/News/Egypt-Will-Have-500-Japanese-Schools-by-2030">announced</a> that they are seeking to ramp up engagement with the Japanese schooling system in a bid to improve the country&rsquo;s educational outcomes. But what are these Japanese schools, and what is their track record to date? More importantly, how can they impact the education system in Egypt? Adasa learns more.

<h3 dir="ltr">What does the Japanese model offer?</h3>
At the core of the Japanese curriculum is <a href="https://www.researchgate.net/publication/390981909_Tokkatsu_Reality_Significance_and_Challenges_in_Global_Contexts">Tokkatsu</a>, a compulsory program that integrates soft skills into existing learning environments. It focuses on the <a href="https://www.p.u-tokyo.ac.jp/~tsunelab/tokkatsu/">development</a> of a child&rsquo;s non-cognitive skills by fostering autonomy, positive social attitudes, independence, and the development of human relationships, which ultimately helps them perform better in school and become more rounded individuals. This is done through activities designed for the specific needs of students and their local communities. In addition to not being a one-size fits all, these activities <a href="https://www.worldscientific.com/doi/pdf/10.1142/9789813232679_0001?srsltid=AfmBOorAMWneUFqm5_2hVFZYSACdyrGw8oJtsnYkoFiNbHBjxavnyDRT">evolve</a> over time to meet new challenges.&nbsp;
While extremely beneficial in Japan, the Egyptian education system needs structural reforms beyond the integration of this system in a few schools.

<h3 dir="ltr">What kind of Japanese models or schools does Egypt have to date?</h3>
The Japanese way of learning was introduced to Egypt&rsquo;s education system as early as 2016 following President Abdel-Fattah El-Sisi&rsquo;s visit to Japan, where he was <a href="https://english.ahram.org.eg/NewsContentP/50/541499/AlAhram-Weekly/Egyptian-schools-turning-Japanese.aspx">impressed</a> by its students. The initial <a href="https://openjicareport.jica.go.jp/pdf/1000046443.pdf">agreement</a> between the two sides included the introduction of Tokkatsu into existing public schools, but was later amended to prioritize the establishment of new Egyptian-Japanese Schools (EJS). There are currently <a href="https://english.ahram.org.eg/NewsContent/1/2/559632/Egypt/Society/Egypt-to-open-applications-for-Egyptian-Japanese-s.aspx">79</a> EJS with annual fees of around <a href="https://www.almasryalyoum.com/news/details/4168263">EGP 20,600 </a>for the upcoming academic year. These fees are comparable to tuition in Egypt&rsquo;s private schools, making them unaffordable for most parents.
In the future, in addition to establishing new EJS, the Ministry of Education says it is keen to introduce the Tokkatsu curriculum to more public schools. This would entail weekly 45-minute sessions <a href="https://moe.gov.eg/en/what-s-on/news/japanese-parliament/">dedicated</a> to activities <a href="https://egyptianstreets.com/2025/12/06/egypt-uses-japanese-schools-to-reimagine-education/">like</a> classroom cleanups and group chores, discussions to teach hygiene, responsibility, and peer cooperation, and rotating leadership <a href="https://www.eduport.mext.go.jp/epsite/wp-content/uploads/2024/03/research-note_tsukuba_20251030.pdf">experiences</a> for students, where they practice leading greetings at the start of class, distributing papers, or erasing whiteboards.&nbsp;
Evaluations of EJS in Egypt indicate that they faced several challenges at the outset, including inadequate teacher <a href="https://openjicareport.jica.go.jp/pdf/12291217.pdf">training</a>. Parents were also <a href="https://pdfs.semanticscholar.org/cf38/5ee3e0fc8c78399cd0737af0e8b576f6f8c2.pdf">reluctant</a> to volunteer or directly involve themselves in school activities, an essential part of the Japanese model, and opposed some of the activities, like students cleaning their own schools or serving themselves food.&nbsp;
<h3 dir="ltr">Can these schools address Egypt&rsquo;s problem of educational quality?</h3>
Egypt&rsquo;s educational quality is affected by several factors, key among them being low public spending. The introduction of more Japanese schools will not address the shortage of teachers, their poor training, and problematic curricula that <a href="https://www.globalpartnership.org/node/document/download?file=document/file/2023-09-egypt-education-sector-analysis-2021_0.pdf">focus</a> on rote memorization and teaching to the test. It will simply create a parallel system that benefits a narrow set of students, leaving the majority without access to quality education and unable to compete with their peers worldwide.

Moreover, Japanese curricula arose out of a very different set of needs and priorities. Unlike their Egyptian peers, Japanese students had been performing well on international tests, but the <a href="https://link.springer.com/chapter/10.1007/978-981-13-8343-4_8">system</a> was revised to enrich students&rsquo; holistic experience, giving them tools to adapt to a changing world. The ultimate goal, therefore, was not to improve academic performance and learning, but to enhance the quality of the students&rsquo; lives.&nbsp;

It is difficult to imagine Tokkatsu programs being rolled out in overcrowded classrooms staffed by underpaid teachers who are not trained to connect with their students.&nbsp;

The newly established schools will also remain out of reach for families that cannot afford to pay, contradicting the equity philosophy ingrained in the Japanese system.
