ركزت هذه الورقة علي تأثير السياسة المالية &nbsp;النقدية علي معدل النمو في مصر من عام ١٩٩١ الي ٢٠١٣&nbsp;والتي تعتمد علي الإيرادات العامة والنفقات والائتمان المطروح والممنوح للقطاع الخاص كعوامل مستقلة للتغيير في النموذج. تتكون الدراسة من ثلاثة فصول&nbsp;يشمل الفصل الاول إطار نظري تعريفي عن السياسة المالية والنقدية ومكونات ودور كل منهما، متناولاً النظريات الاقتصادية&nbsp;والنمو الاقتصادي. وبتضمن الفصل الثاني دراسة لتطور هيكل السياسة المالية والنقدية في مصر خلال فترة الدراسة، بينما يبحث الفصل الأخير في الاختبارات القياسية اللازمة لدراسة تأثير كلاً من مكونات السياسة المالية والنقدية محل الدراسة وعلاقة كل منهم بالنمو الاقتصادي المتمثل في الناتج المحلي الإجمالي في كل من الأجل القصير والأجل الطويل.

This paper dismantles the government&rsquo;s discourse around floating the Egyptian pound against the dollar. Significantly, the paper refutes the three main arguments given by the government to the Egyptian public to obtain their support. The first argument states that the dollar crisis was caused by the lack of dollar reserves due to the revolution. The second argument puts forth that the dollar crisis will end immediately after the flotation. The third and final argument holds that there is no alternative to floating the currency. The author refutes these arguments by countering that the economy was hit by the shortage of dollars due to the transferring of large amounts of money out of the country, both legally and illegally. Also, the author claims that floating will not lead to the stability of the money, but instead such a decision by the government will lead to greater economic plight. Finally, the paper offers solutions to fighting the flight of investments abroad.
