تتناول هذه الدراسة تطور مفهوم الحماية الاجتماعية في سياق الدول النامية وكيف أصبحت المساعدة الاجتماعية هي العنصر الأبرز في إطار الحماية الاجتماعية في تلك البلدان مع غياب التركيز على العنصرين الآخرين: التأمينات الاجتماعية والقوانين المنظمة لسوق العمل. توضح الدراسة أن ذلك التركيز على المساعدة الاجتماعية كعنصر أساسي في إطار الحماية الاجتماعية نابع بالأساس من الانتشار الواسع للارسمية في حالة البلدان النامية حيث أن القوانين المنظمة لسوق العمل إما ضعيفة أو منعدمة الوجود. تحاول الدراسة كذلك وضع تعريفات لبعض المصطلحات مثل الحماية الاجتماعية، المساعدة الاجتماعية، الفقر والهشاشة.

The study is discussing the emergence of social protection in developing countries and how it ended up to focus mainly on social assistance and not on the two other dimensions of social protection: social insurance and labor market regulations. Such focus on social assistance as the main pillar of social protection in developing countries is stemming from the widespread informality in the economies in the developing context where labor market regulations are either absent or weak. The study tries to provide definitions to a number of concepts such as social protection, social assistance, poverty and vulnerability.
