In this study, the author is comparing between universalism and targeting(selectivity) in designing social policies aiming at fighting poverty in developing countries. The author is discussing the administrative difficulties and the political economy of targeting. He is also discussing the shift from universalism to selectivity and the consequences of the policy choices on personal incentives especially when it comes to participation in the labor market.
