تعتبر العلاقة بين النقل وإمكانية الوصول والإدماج الاجتماعي علاقة بالغة الأهمية. حيث لا يمكن لأحد أن ينكر الآثار الاجتماعية الكبيرة التي يخلفها نظام النقل على الإنصاف والمشاركة في الأنشطة والإدماج الاجتماعي. فقد تم توجيه نظم النقل العام عند ظهورها بشكل أساسي نحو تحقيق أقصى قدر من الإدماج الاجتماعي (Hine, 2003). ومع ذلك، توجد فجوة كبيرة بين البلدان المتقدمة النمو والبلدان النامية فيما يتعلق بقدرتها على معالجة التداخل بين النقل والإدماج الاجتماعي (Kalila, 2019).
ويهدف هذا المقال إلى تسليط بعض الضوء على تأثير نظام النقل المصري على العدالة الاجتماعية، وخصوصاً فيما يتعلق بالفئات المهمشة. ويتم التركيز هنا على نظام النقل البري ولا يشمل ذلك السكك الحديد أو مترو الأنفاق. وتشمل نظم النقل البري خدمات النقل داخل المدن وخدمات النقل بين الأقاليم. وترتكز الأدلة المعروضة هنا على بيانات أولية تم جمعها في مصر. وباختصار، فإن نظام النقل الحالي، الذي يدمج مزيجاً من الوسائل المملوكة للدولة والقطاع الخاص أو تلك التي يتم تشغيلها من قبلهما، غير قادر على توفير إمكانية وصول منصفة للفرص مما يؤدي إلى ظلم اجتماعي شديد. ويمكن القول أن مخطط عقود الجودة يعد الحل السحري لتيسير حلول النقل الشاملة للجميع والمنصفة في مصر.
&nbsp;&nbsp;الأعراض
تطور هيكل نظام النقل العام في مصر على مر السنين. وقد بدأ نموذج احتكار السوق المملوك للدولة في خمسينيات القرن الماضي، حيث عكس انتشار نموذج الاقتصاد الاشتراكي. وعلى الرغم من أنه بدأ كنموذج واعد يقدم إمكانية "مالية" متساوية للحصول على خدمة التنقل، فإن هذا النموذج عانى من العديد من المشاكل منذ نشأته. حيث كانت الخدمة مقتصرة جغرافياً على المراكز الحضرية الكبرى، فيما تم حرمان جميع المجتمعات المهمشة من إمكانية الوصول إلى الخدمة. وعلاوة على ذلك، ونظراً لأن الخدمات المملوكة للدولة هي بطبيعتها محتكرة للسوق، فإن جودة هذه الخدمة تدهورت بشكل سريع.
وقد ظهرت فرص عديدة بالتزامن مع الانتقال إلى اقتصاد السوق المفتوح في أواخر سبعينيات القرن الماضي. حيث بدأت خدمات النقل المملوكة للقطاع الخاص في الظهور والانتشار في العديد من المدن المصرية بدافع الحصول على مكاسب مالية سريعة. وكان هذا النموذج يهدف إلى حد كبير إلى سد الثغرات في الخدمات المملوكة للدولة التي كانت آخذة في التراجع. كما تجدر الملاحظة أن ملكية السيارات كانت آخذة في التصاعد، حيث حلت بدورها محل الحاجة إلى خدمة النقل بالنسبة للطبقتين العليا والمتوسطة على حد سواء. وتطور نظام الخدمة هذا على مر السنين إلى أن أصبح بالشكل الذي نراه اليوم؛ أي خدمة نقل شبه منظمة وذات ملكية مختلطة.&nbsp;
ومع ذلك، ورث هذا النموذج العديد من المشاكل على مر السنين. فمن الناحية المكانية، تركز هذه الخدمة على الطرق التي يرتفع الطلب عليها، كما تفاعلت الخدمة مع متطلبات التنقل، مما حرم العديد من المناطق الجغرافية من الوصول إلى الخدمة. ومن الناحية المالية، قدمت الخدمة أدنى التسعيرات، مقارنة بالسيارات الخاصة وسيارات الأجرة، ولكن وفي المقابل اتسم مستوى الخدمة بالرداءة. كما تراجعت مستويات السلامة والجودة والراحة، لأن الهدف الرئيسي للخدمة هو تحقيق أقصى قدر من الربحية، وعلى وجه الخصوص في المخطط التشغيلي المملوك للقطاع الخاص.
غير إن هناك عوامل خارجية يمكن أن تفسر المسببات الرئيسية للظلم الاجتماعي الناجم عن النقل، وهي تتمثل في ظهور المجتمعات المسورة وبدء خدمات النقل عند الطلب وتعويم العملة. فقد فرضت هذه العوامل الثلاثة قيوداً مكانية ومالية وتشغيلية على خدمات النقل في مصر. حيث منعت جميع المجتمعات المسورة تقريباً دخول خدمات النقل لمنع التعدي على ممتلكات الغير ولتحسين السلامة والأمن "كما يُزعم". في حين استحوذ النقل عند الطلب (على سبيل المثال كريم وأوبر وليفت) على حصة كبيرة من مستخدمي وسائل النقل. وأخيراً، تسبب تعويم العملة في زيادة كبيرة في الأسعار وتلاشي القدرة على تحمل تكاليف الخيارات الأخرى. وأدى ذلك بدوره إلى زيادة الطلب على خدمة النقل باعتبارها الخيار الرئيسي للتنقل بالنسبة لفئة كبيرة من السكان (الطبقة الدنيا والمتوسطة).&nbsp;
ولقد أدت الآثار الترابطية للعوامل الداخلية والخارجية إلى تعريض خدمات النقل المصرية إلى ظروف قاسية نتج عنها ما يلي:&nbsp;

<li aria-level="1">التراجع السريع في جودة الخدمة، مما تسبب في تكوين تصور سلبي لدى المستهلك.&nbsp;</li>
</ul>
وباختصار، يمكن توضيح المشاكل التي تواجهها خدمات النقل الحالية في مصر من منظور الإدماج على النحو الآتي: عدم قيام النقل بدعم المشاركة في الأنشطة، باستثناء الوصول إلى فرص العمل والفرص الاجتماعية والترفيهية؛ وتراجع جودة خدمات النقل بشكل سريع مما يتسبب في ارتفاع حاد في مستويات انعدام الراحة وانعدام الأمن والتصور الدفين بوجود تهميش؛ واقتصار خيارات النقل العالي الجودة (أي النقل عند الطلب) على القلة الميسورة.
المحاولات&nbsp;
وفعلاً، تم القيام بعدة محاولات لمعالجة هذه المسائل. وعلى الرغم من أن الهدف الرئيسي لهذه المحاولات يتمثل في زيادة مستوى الخدمة من خلال توفير المزيد من الخدمات، فإن تزايد الطلب على التنقل يقلص العائد على هذه الاستثمارات.&nbsp;&nbsp;&nbsp;

الحلول المحتملة
عوضاً عن البدء من الصفر، يمكن للمرء ببساطة أن يبحث عن أفضل الممارسات التي ثبتت نجاعتها في السياقات الأخرى. وهناك حل واحد بالتحديد يعتبر مناسب جداً للسياق المصري، ومتسق تماماً مع الإرادة السياسية الحالية الرامية إلى تحسين النقل.&nbsp;
ويتمثل هذا الحل في عقود الجودة التي يمكن اعتبارها الحل السحري لتوفير خدمة نقل شاملة للجميع ومنصفة ويمكن الوصول إليها في مصر. وتجلب عقود الجودة العديد من المزايا. أولاً، تخفف من العبء المالي المطلوب لدعم النقل العالي الجودة. ثانياً، تتيح تحقيق التكامل السلس بين العديد من مشغلي النقل في نفس السياق (المدينة أو الإقليم). ثالثاً، والأهم من ذلك، تتيح إيجاد بيئة تعاقد تنافسية. غير أنه ينبغي تنفيذها عبر جميع مستويات الحكومة (على سبيل المثال على مستوى المدن والمستوى الإقليمي والمستوى الوطني).

The relationship between transportation, accessibility and social inclusion is paramount. No one can argue on the significant social impacts of the transportation system on equity, activity participation and social inclusion. The advent of public transit systems was primarily geared towards maximizing social inclusion (Hine, 2003). That said, there is a considerable gap between developed and developing countries on their capacity to address the intersectionality between transit and social inclusion (Kalila, 2019).&nbsp;
This commentary piece aims to shed some light on the impacts of the Egyptian transit system on social justice, especially for marginalized groups. The focus here is on the road transit system and does not include rail or underground. Road transit systems include city transit and regional-transit services. The evidence presented herein is based on primary data collected in Egypt. In a nutshell, the current transit system, which integrates a mix of state- and privately-owned/operated, is incapable of providing equitable access to opportunities leading to severe social injustice. A Quality Contract scheme is arguably the silver bullet solution to facilitate inclusive, equitable transit solutions in Egypt.&nbsp;
Symptoms
The structure of the public transit system in Egypt evolved over the years. A state-owned market monopoly model was initiated in the 1950s, echoing the spread of the socialist economic model. Although it started as a promising model, providing equal &ldquo;financial&rdquo; access to mobility service, several problems have plagued this model since the start. The service was geographically limited to major metropolitan centers, and all marginalized communities were denied access to the service. Furthermore, given the market monopoly nature of the state-owned service, the quality of the service declined rapidly.&nbsp;
With the transition to an open market economy in the late 1970s, several opportunities emerged. Motivated by swift financial gains, privately-owned transit started to arise and spread in many Egyptian cities. This model, to a great extent, aimed to fill the gaps in the state-owned service, which was further declining. One should also note that car ownership was escalating, which in turn substituted the need for transit service for both the upper and middle class. This service model evolved over the years to what we have today; a semi-structured, mixed-ownership, transit service.&nbsp;
However, the model inherited several problems over the years. Spatially, the service is focused on high-demand corridors, and service provision reacted to travel demands, denying several geographies from accessing the service. Financially, the service provided the lowest fares, compared to private cars and taxis, yet the level of service was equally poor. Safety, quality and comfort levels declined, as the main aim of the service is to maximize the service profitability, especially in the privately-owned operational scheme.
However, the key triggers to transit-induced social injustice could be explained by external factors. Namely, the rise of gated communities, the advent of on-demand transport, and currency floating. These three factors have imposed spatial, financial, and operational constraints on transit services in Egypt. Almost all gated communities disallow access to transit services to prevent trespassing and &ldquo;allegedly&rdquo; enhance safety and security. While, the advent of on-demand transport (e.g., Kareem, Uber and Lyft) acquired a considerable share of transit ridership. Lastly, floating the currency caused a significant price increase and affordability of other options faded. This, in turn, increased the demand for transit service as the main mobility choice for a great share of the population (lower and middle class).&nbsp;
The synergetic impacts of internal and external factors have exposed the Egyptian transit service to severe conditions that have led to the following:

<li aria-level="1">Transit service is not spatially accessible in many places, preventing equitable inclusion in activity participation.&nbsp;</li>
<li aria-level="1">Transit service is considered lower-class travel means; the socioeconomic profile of users is mainly dominated by the lower and middle class.</li>
<li aria-level="1">The quality of service is declining rapidly, causing a negative consumer perception.&nbsp;</li>
</ul>
In a nutshell, the problems of the current Egyptian transit service, from an inclusion perspective, could be articulated as follows. Transit is not supportive of activity participation, excluding access to work, social and leisure opportunities. The quality of the transit service is declining rapidly, causing severe levels of discomfort, insecurity and internalized perception of marginalization. High-quality transit options (on-demand) are restricted to the affluent few.
Attempts&nbsp;
Indeed, several attempts have been made to address these issues. Although the main goal of these attempts is to increase the Level of Service (LoS) through the provision of more services, the increased demand on mobility is diminishing the return on these investments.&nbsp;
That said, several notable interventions should be highlighted. First, the expansion of rail services (e.g., traditional rail, underground and monorail) and regional coaches will accommodate significant shares of ridership. Furthermore, inner-city enhanced-bus (Elmomiaz) services and regional Superjet buses support the provision of more suitable transit services in terms of quality.&nbsp;
However, these attempts are insensitive to inclusion and equity dimensions. Egyptians are still relying on emerging transit modes that facilitate accessibility (e.g., spatial, financial and temporal). A clear ramification of such a demand is the widespread use of auto rickshaws (Tok Tok) and minibuses, especially in less developed neighbourhoods.&nbsp;
As noted earlier, political interventions are geared towards increasing service provision and service modernization. As such, the state is going backward to the 1950s model through awarding exclusive operation rights. In 2021, the &ldquo;Mwaslat-Masr&rdquo; company was awarded exclusive rights to operate in new cities with expansions to regional transit and inter-city buses (Enterprise, 2021). Although this approach might translate to higher service quality, it possesses the same flaws associated with the model tried in the 1950s, which led to a rapid decline in service quality.&nbsp;
Potential solutions
Instead of reinventing the wheel, one could simply look for validated best practices in other contexts. One solution, in particular, is very suitable for the Egyptian context, and it is perfectly aligned with the current political will to enhance transit.
Namely, Quality Contracts could be seen as the silver bullet solution to the provision of inclusive, equitable and accessible transit service in Egypt. Quality Contract brings several advantages. First, it mitigates the financial burden required to support high-quality transit. Second, it enables seamless integration of multiple transit operators in the same context (city or region). Third, and most importantly, it enables a competitive contracting environment. However, it must be implemented across all levels of government (e.g., cities, regional, and national).&nbsp;
Quality contracts start with the responsible level of government identifying the required level of service for operation. This is often referred to as Service Quality Standards. Then several service providers (companies) bid on operating the service (or partial operation) for a given time period, which is typically 3-5 years. The responsible level of government is required to provide service subsidies and monitor the quality of the provided service. A quality contract could be explained as:
&ldquo;A scheme under which the authority or authorities determine what local services should be provided in the area to which the scheme relates, the standards to which they should be provided and any additional facilities or services which should be provided in that area.&rdquo; (House of Commons, n.d.).&nbsp;
They are effectively exclusive franchising schemes and no other operators may function in the Quality Contract area. Quality contracts address several competing objectives associated with transit provision:

<li aria-level="1">It facilitates an open-market competition for service provision, which in turn decreases the cost of the service,</li>
<li aria-level="1">It empowers all levels of government to issue their desired service quality standards,</li>
<li aria-level="1">It prevents unregulated service provision,</li>
<li aria-level="1">It facilitates seamless integration between different service types (e.g., regional and city),</li>
<li aria-level="1">It enables all levels of government to estimate the required service subsidies in their annual budget.</li>
</ul>
However, a Quality Contract Scheme requires a delicate balance between the number of firms/companies and the contract area/geography assigned to each company. This argument is known as the &ldquo;Transaction Cost Theory&rdquo; by North (1990). Simply, the Transaction Cost Theory is defined as the costs of running a system of companies. As such, decision-makers must determine the strategies for companies&rsquo; allocation by balancing the cost of contracting and the internal efficiency and the external benefits of the system (Hensher, 2003).&nbsp;
In conclusion, this commentary piece offers some indications on the need to provide inclusive and equitable transit service in Egypt. An optimistic approach is adopted herein, where a potential solution (Quality Contract) is offered, which is aligned with the current political will and interventions. Undeniably, the urgency of the issue at hand warrants more detailed analysis.
