في لقاء مفتوح بعنوان &laquo;معضلة الاستثمار في مصر&raquo;، استضاف مركز حلول للسياسات البديلة التابع للجامعة الأمريكية بالقاهرة دكتور زياد بهاء الدين، وزير التعاون الدولي السابق، ونائب رئيس مجلس الوزراء السابق للتنمية الاقتصادية، ورئيس سابق لهيئتي الرقابة المالية، والاستثمار والمناطق الحرة، واعتمد دكتور بهاء الدين في حديثه على تحليل الأساليب المختلفة لتقييم الاستثمارات، بالإضافة إلى توضيح محددات المناخ الاستثماري وعلاقتها ببعضها البعض، ليرسم صورة كلية تمكن الحضور من فهم تحليله لمشهد الاستثمار في مصر.

معايير تقييم الاستثمارات الأجنبية
تناول بهاء الدين في اللقاء الطرق المختلفة لجذب الاستثمار الأجنبي، وشدد على أهمية الاعتماد على معايير نوعية لتقييم الاستثمارات الأجنبية المتدفقة إلى الدول، بدلًا من الاهتمام بالمعايير الكمية فقط، فالتركيز على زيادة حجم الاستثمار الأجنبي قد يدفع الدول التي تستهدفه إلى تقديم تنازلات شديدة تضر الاقتصاد على المدى البعيد حتى وإن ولّدت سيولة مالية مؤقتة، على عكس الاعتماد على المعايير النوعية للتقييم، والتأكد من أن الاستثمارات المتدفقة ستُعلي من القيمة المضافة للدولة، ما يجبر الحكومات على انتهاج سياسات مختلفة، تخدم المواطنين والمستثمرين.
وأوضح دكتور زياد بهاء الدين أن التنازلات التي تقدمها الدول لجذب الاستثمارات الأجنبية قد تصل إلى خفض معايير الحفاظ على البيئة، وتسهيل عمالة الأطفال، والتسابق إلى منح المستثمرين إعفاءات ضريبية بلا حساب، وإيضاحًا لموقفه من هذه التنازلات قال:
&laquo; قضيت وقتًا كبيرًا من عملي في الحكومة وخارجها مطالبًا بالتوقف تمامًا عن منح إعفاءات ضريبية كوسيلة لجذب الاستثمار &raquo;
مؤكدًا أن اعتبار الإعفاءات الضريبية هي الأداة الأساسية لجذب الاستثمارات يؤدي إلى ضياع موارد الدولة.
وأشار بهاء الدين أن المسئولين ينشغلون بحجم الاستثمار دون النظر إلى طبيعته، وهو الشيء الذي قد يؤدي إلى عدم انعكاس أرقام الاستثمار في مصر على حياة المواطن، لأنها ليست بالضرورة استثمارات في قطاعات انتاجية تولد فرص عمل وتزيد الطاقة الإنتاجية للبلد.
مناهج وأدوات الإصلاح الاقتصادي
تحدث دكتور زياد بهاء الدين عن معضلة الاستثمار في مصر، وهي تحسن المؤشرات الكلية الناتجة عن سياسات يرى أنها سليمة، مع عدم مواكبة ذلك بتحسن في المؤشرات الهيكلية الداخلية التي هي حياة الناس واستفادتهم اليومية.
ويتضح ذلك في حديثه عن محددات مناخ الاستثمار، وتقسيمها إلى أربعة محددات: اقتصادية، وسياسية، وقانونية، ومؤسسية. وأوضح أن المناخ المؤسسي الذي يرسم علاقة مؤسسات الدولة الرئيسية بكيفية إدارة الاقتصاد، هو المحدد الذي ينال أقل اهتمام عند مناقشة قضية الاستثمار في مصر، على الرغم من أنه المسؤول عن تطبيق الإصلاحات القانونية التي تعتمد عليها الدول العربية لتحقيق طفرة في المناخ الاستثماري.
وضرب مثالًا بفترة ما قبل الثورة، تحديدًا بين عامي 2004 و2008، حين حققت مصر أكبر معدل نمو اقتصادي، وشهدت أكبر جذب للاستثمار الأجنبي، لكن لم يواكب هذا التحسن نمو مؤسسي أو سياسي بما يكفي ليحقق أفضل استفادة منه، ولم تشهد هذه الفترة سياسات اجتماعية تؤدي إلى توزيع ثمار النمو بشكل عادل.
ورغم دفاعه عن الإجراءات السياسية المتخذة في ما وصفه بالموجة الأولى من الإصلاح الاقتصادي، بين عامي 2014 و2016، ألا أنه أقر بصعوبة المعيشة في مصر حاليًا، التي لا تقاس فقط بمقدار التضخم، وإنما يضاف إليها انخفاض جودة الخدمات العامة المتاحة، ما ضاعف العبء على المواطنين.
لذلك يرى دكتور بهاء الدين أن مصر يجب عليها أن تلحق بموجة ثانية من الإصلاحات الاقتصادية، تستهدف إطلاق طاقات الاستثمار، وتتوسع في برامج الحماية الاجتماعية، أو ألا تفعل فتكون قد دفعت ثمن الإصلاح الاقتصادي دون أن تستفيد به.
وأوضح دكتور زياد بهاء الدين أن الموجة الثانية تختلف عن الأولى، لأنها تحتاج إلى إصلاح الأدوات التنفيذية (إصلاح المناخ المؤسسي)، بدلًا من الاعتماد فقط على الإرادة السياسية، وتحتاج أيضًا إلى توسيع قاعدة اتخاذ القرار، وتحديد دور الدولة في النشاط الاقتصادي، وتحقيق شفافية مصحوبة برقابة، بجانب التوسع في الشراكات مع القطاع الخاص والنقابات والمجتمع المدني.

Alternative Policy Solutions (APS) held an open talk under the name &ldquo;Egypt&rsquo;s Investment Dilemma&rdquo; hosting Dr. Ziad Bahaa-Eldin,&nbsp;the Managing Partner of Bahaa-Eldin Law firm, the former Minister of International Cooperation, and the former Deputy Prime Minister for Economic Development.
In his discussion, Bahaa-Eldin analyzed the different approaches by which investments are assessed. He also addressed the different determinants of the investment climate in Egypt, as well as explaining the intercorrelation between those determinants.

Foreign Investment Evaluation Metrics
While addressing the different approaches of attracting foreign investments, Dr. Ziad emphasized on the importance of using qualitative metrics to evaluate the flux of foreign investments, instead of only paying attention to the quantitative metrics.
He argued that focusing on the overall &ldquo;size&rdquo; of foreign investments, will just lead countries to relinquish potential benefits to attract these investments. &ldquo;This will damage the economy on the long term, even if it generated temporary cash&rdquo; said Bahaa-Eldin.
On the contrary, using qualitative metrics will benefit investors as well as citizens, because it forces the governments to take alternative policies to only attract investments that will be of an added value to the country.
He added &ldquo;I have spent most of my time, when I was working for the government and after that, demanding to cease using tax breaks for attracting foreign investments&rdquo;, as it wastes national resources.
Economic Reform Tools and Methodology
According to Bahaa-Eldin&rsquo;s analysis, Egypt&rsquo;s investment dilemma is the improvements achieved in the overall economic indicators, based on solid policies, without real effects on the daily life of citizens. This is due to the fact that the internal structural indicators were not a target of these improvements as well.
According to Dr. Ziad, the four determinants of the investment climate can be categorized to: economic, political, legal, and institutional. He explained that, the institutional determinant is the one who defines the relationship between the institutions of the state, and the economy.
The institutional determinant is responsible for implementing the legal reforms, that are heavily used by the Arab countries to attract foreign investment, yet it is not discussed as much, when people address the dilemma of investment in Egypt.
Bahaa-Eldin has been defending the policies used in achieving what he named &ldquo;the first wave of the economic reforms&rdquo;. Yet, he admitted that the burden on the citizens has been doubled, not just because of the inflation, but also due to the deterioration of the public services provided by the government.
He stressed on the necessity of launching the &ldquo;second wave of the economic reforms&rdquo; that targets the liberation of investment capacities, as well as the creation of social insurance programs. &ldquo;Otherwise, Egypt would pay the expenses of the economic reforms, without gaining its benefits&rdquo; said Dr. Ziad Bahaa-Eldin.
