<p style="text-align: justify;">عُقد اللقاء في الجامعة الأمريكية بالقاهرة في ميدان التحرير، وضم اللقاء السيدة كارول شوشاني شرفان، مديرة المركز العربي لسياسات تغير المناخ وقائدة مجموعة التغير المناخي واستدامة الموارد الطبيعية بلجنة الإسكوا (UN-ESCWA)، ود. يوسف بروزين ممثل الشرق الأوسط وشمال أفريقيا في المعهد الدولي لإدارة المياه (IWMI). وأدارت المناقشة السيدة هبة صالح، مراسلة القاهرة وشمال أفريقيا لصحيفة الفايننشال تايمز.</p>

<p style="text-align: justify;">وللبناء على هذا البيان، شجع الدكتور بروزين اتباع نهج شامل وقوي في سياسة المياه، والذي يعترف في النهاية بدور قطاع المياه في مجال المناخ. وأضاف أنه على نطاق أوسع، واستجابةً للغياب الحالي للسياسات المتماسكة؛ هناك حاجة إلى تسوية فعالة للنزاعات وإصلاح السياسات من أجل "إدارة الطلب على المياه مع تلبية الاحتياجات المجتمعية " مع الأخذ في الاعتبار&nbsp; مظاهر انعدام الأمن المعيشي والهجرة. بالإضافة ، سلط الضوء على الحاجة إلى بذل المزيد من الجهود في الإدارة التعاونية للمياه؛ وهذا يعني أن تدير المؤسسات المناسبة موارد المياه الشحيحة بشكل تعاوني على المستويين الوطني والعابر للحدود.</p>
<p style="text-align: justify;">على الصعيد الوطني، أوصى الدكتور بروزين الدول باللجوء إلى مفهوم "المياه الافتراضية" عند تصدير المحاصيل، للاستفادة بشكل أفضل من المياه المستوردة (التي تمثل 8٪ من المياه في مصر). بالإضافة إلى ذلك، اقترح الدكتور بروزين نموذج "الزراعة المحافظة على الموارد" (CA)، آخذًا على سبيل المثال المغرب، البلد الذي حافظ على مليون هكتار من خطر التآكل، من خلال معالجة القضايا الإدارية المتعلقة بالخبرة والتكنولوجيا. كما ينبغي معالجة نقص الغذاء، عن طريق الحد من النفايات التي يمكن أن تطعم إجمالي 25.7 مليون شخص: 16 مليون في مصر و 9.7 مليون في المغرب. أما على المستوى الإقليمي، فهناك حاجة إلى التركيز على إدارة المياه الزراعية، بهدف مراقبة المياه على نطاق واسع، واكتشاف النقاط الساخنة، وزيادة كفاءة المياه، وأخيراً الترويج للمياه غير التقليدية كحل إداري متعلق بالسياسات في منطقة الشرق الأوسط وشمال إفريقيا.</p>
<p style="text-align: justify;">وفيما يتعلق بتحسين التكنولوجيا، شدد الدكتور بروزين على دور علم الوراثة في زيادة التنوع البيولوجي، وخلق محاصيل مقاومة للإجهاد، والتي تؤدي لخلق المرونة في مواجهة تأثير المناخ. فعلى سبيل المثال، شهدت محاصيل الأرز والقمح في المغرب تحسنًا كبيرًا بعد التعاون مع المراكز العلمية المتخصصة في التحسين الوراثي والتنوع البيولوجي. وأضاف أن التكنولوجيا المبتكرة واستجابات السوق والمؤسسات كثيرة، ومع ذلك، فإن النقص في نقل هذه التقنيات داخل المنطقة لا يزال يمثل تحديًا.</p>

<p style="text-align: justify;">واتفق المتحدثون&nbsp; على أن التعاون عبر الحدود، والاستثمارات الضرورية، وتلبية الاحتياجات الأساسية للمجتمعات هي مجالات ذات أولوية يجب على حكومات منطقة الشرق الأوسط وشمال إفريقيا التركيز عليها، على المديين&nbsp; القصير والطويل، عند النظر في المخاطر والعمل التعاوني في المستقبل.</p>

<p style="text-align: justify;">Alternative Policy Solutions (APS) hosted a panel on October 20, 2022, entitled &lsquo;How to Move Beyond Water Stress in the Arab World?'.</p>
<p style="text-align: justify;">Held at The American University in Cairo (AUC) Tahrir Campus, the panel featured Ms. Carol Chouchani Cherfana, Director of the Arab Center for Climate Change Policies and Cluster Leader for Climate Change and Nature Resources Sustainability (UN-ESCWA), and Dr. Youssef Brouziyne, MENA Representative of the International Water Management Institute (IWMI). The discussion was moderated by Ms. Heba Saleh, Cairo and North Africa Correspondent of the Financial Times.</p>

<p style="text-align: justify;">Ms. Chouchani kicked off the discussion by stating&nbsp; that as of 2022, we have reached the middle of the International Decade for Action on Water for Sustainable Development. She added that discussions during Cairo Water Week (CWW), which just ended, aimed to put water at the heart of climate action, as this year&rsquo;s slogan stated. She emphasized that the MENA region is amongst the most water stressed in the world. Further, she highlighted that the region&rsquo;s high dependency on transboundary groundwater, and the risks and tensions of runoffs, require special attention and cooperative efforts. Ms. Chouchani mentioned Egypt&acute;s Toshka,&nbsp; where there is a groundwater storage anomaly as an example of an alarming situation given its non-renewability. In this context, Ms. Chouchani underlined the importance of &lsquo;making the invisible visible&rsquo; and the necessity of thinking of &lsquo;the invisible when thinking of water stress.&rsquo;</p>
<p style="text-align: justify;">In light of the increase in temperatures in&nbsp; the region by&nbsp; 0.8 degrees Celsius already, Ms. Chouchani warned that by the end of the century the region could face an accelerated rise surpassing 2 degrees Celsius. New, innovative approaches are thus needed. Moreover, she highlighted the need to focus on how communities can cope with such changes, beyond the biophysical aspects; including by focusing on women as they represent the majority of the agricultural populations. As Ms. Carol eloquently stated &lsquo;adaptive capacities of societies are part of the resilience equation&rsquo;.</p>
<p style="text-align: justify;">Ms. Chouchani then continued to point out challenges faced and potential ways to address them, including the need for an integrated water resources management. She stressed the need for improved communication between the Global North and Global South to coordinate international climate finance (of which only 6% is dedicated to water) and to improve adaptation (currently standing at 7% of water-related climate action). Finally, she underlined that open-access information systems, such as those offered by the UN-ESCWA, need to be profited from when cooperating across the region and within proposed regional knowledge hubs.&nbsp;</p>
<p style="text-align: justify;">On his part, Dr. Brouziyne highlighted the existence of systemic risks in the already fragile MENA region that are directly related to the ways in which people and institutions respond to risks, uncertainties and vulnerability. To this end, he highlighted the important role of future policies to help ameliorate the situation and enhance capacities, all in relation to the Sustainable Development Goals (SDGs). &lsquo;The MENA region requires paradigm shifts and novel transitions centered around management, policy and technical innovations&rsquo;, Dr. Brouziyne shared with the audience.</p>
<p style="text-align: justify;">To build on this statement, Dr. Brouziyne encouraged a strong holistic approach in water policy, which ultimately acknowledges the role of the water realm within the climate sector. On a larger scale, and in response to the current absence of coherent policies, effective dispute resolution and policy reform is needed to &lsquo;manage water demand while meeting social needs&rsquo; and considering livelihood insecurity and migration, he added. Furthermore, he highlighted the need for more efforts in managing cooperative water governance; calling at the appropriate institutions to cooperatively manage scarce water resources at both the national and transboundary level.&nbsp;</p>
<p style="text-align: justify;">At the national level, Dr. Brouziyne recommended that states should resort to&nbsp; the &ldquo;virtual water&rdquo; concept when exporting crops, to better utilize imported water (which represents 8% of Egypt&rsquo;s water). In addition, Dr. Brouziyne proposed the Conservation Agriculture (CA) paradigm, taking the example of Morocco, a country that has preserved 1 million hectares from erosion, by addressing managerial issues of expertise and technology. Food loss should also be addressed, given that managing waste reduction could feed a total of 25.7 million people: 16 million in Egypt and 9.7 million in Morocco. At the regional level, he focused on agricultural water management, where actions should focus monitoring water on the large scale, detecting hotspots, increasing water efficiency, and finally promoting non- conventional water as a managerial and policy solution in the MENA region.&nbsp;</p>
<p style="text-align: justify;">In terms of technology improvement, Dr. Brouziyne underlined the role of genetics in increasing biodiversity, creating stress-resilient crops and ultimately creating resilience in the face of climate impact.&nbsp; For example, Morocco&rsquo;s rice and wheat crops have seen significant improvement,&nbsp; after collaboration with scientific centers specializing in genetic improvement and biodiversity. Innovative technology, market and institutional responses are many, however, the lag in transferring those technologies within the region remains a challenge, he added.</p>
<p style="text-align: justify;">Dr. Brouziyne ended his presentation by highlighting the urgent necessity to mitigate impacts of climate change. Also, he stressed that transformations are needed for land, food and water systems, not in silos, but in intersections. To&nbsp; approach these issues proactively, there exists abundant opportunities for resilient actions, he added.&nbsp;</p>
<p style="text-align: justify;">The panelists agreed that transboundary cooperation, necessary investments, and meeting communities&rsquo; basic needs are priority areas that MENA governments should focus on, in the short and long terms,&nbsp; when considering risks and future collaborative action.</p>
