عقد مشروع حلول للسياسات البديلة يوم الثلاثاء 25 نوفمبر 2025 جلسة استشارية ركزت على التقاطع بين الانتقال العادل والأمن الغذائي في مصر، وذلك ضمن إطار مشروع الجسر الأخضر للانتقال العادل الذي يجمع بين مشروع حلول ومبادرة الإصلاح العربي والمعهد المغربي لتحليل السياسات، والذي يهدف إلى تمكين منظمات المجتمع المدني وتعزيز المشاركة المجتمعية في تشكيل السياسات البيئية والغذائية في المنطقة.

استقطبت الجلسة نخبة من الخبراء من خلفيات بحثية وأكاديمية، إلى جانب ممثلين عن منظمات دولية وجهات حكومية ومنظمات مجتمع مدني تعمل في مجالات الزراعة، الأمن الغذائي، المناخ والتنمية المستدامة. وقد أتاح هذا التنوع نقاشًا متعدد الأبعاد حول التحديات البنيوية التي تواجه منظومة الغذاء في مصر، خصوصًا في ظل محدودية الموارد المائية، والضغوط السكانية المتزايدة، والتقلبات المناخية التي أصبحت تهدد الإنتاج الزراعي ورفاه المجتمعات الريفية.

جاء المحور المركزي للجلسة في عرض النتائج الأولية لورقة السياسات التي يعمل عليها مشروع حلول، والتي تسعى إلى رسم مسارات بديلة لتحقيق الأمن الغذائي ضمن إطار انتقال عادل يأخذ في الاعتبار العدالة الاجتماعية والبيئية. وقد تناول العرض أبرز ملامح التحديات الحالية مثل الاعتماد الكبير على الواردات الغذائية، والفجوات في الحوكمة، وغياب التنسيق بين المؤسسات، وتراجع دور الإرشاد الزراعي، إضافة إلى التكاليف البيئية والمائية لأنماط الإنتاج السائدة. كما ناقش العرض الفرص الناشئة لتعزيز الإنتاج المحلي من خلال تحسين الأصناف الزراعية، وتبني حلول مبتكرة في إدارة المياه، والاستثمار في البحث العلمي والزراعة الذكية مناخيًا.

وقد أدت هذه المداخلات إلى نقاش واسع بين المشاركين حول إعادة تصور منظومة الغذاء في مصر. تطرقت النقاشات إلى جدوى التوسع الزراعي الخارجي، وإمكانات تقليل الفاقد والهدر الغذائي، والأدوار التكاملية للمجتمع المدني والقطاع الخاص والدولة في إدارة موارد الغذاء والمياه. وأثار المشاركون مجموعة من الأسئلة التحليلية المهمة، من بينها كيفية تحقيق توازن بين ضرورات الإنتاج المحلي واستدامة الموارد، وكيف يمكن للسياسات المستقبلية أن تكون أكثر شمولًا وتشاركية، وأقرب إلى احتياجات المزارعين والمجتمعات الريفية.

ستُدمج الرؤى والتوصيات التي خرجت بها الجلسة ضمن النسخة المحدّثة من الورقة التي يعمل عليها مشروع حلول، كما ستُستخدم لتوجيه الجهود المشتركة نحو تعزيز الحوكمة التشاركية، ودعم دور المجتمع المدني، وتطوير سياسات متكاملة لإدارة المياه والغذاء في مصر والمنطقة الأوسع على نحو يضمن العدالة والاستدامة ومرونة المنظومة الغذائية في مواجهة التغير المناخي.

On Tuesday, 25 November 2025, Alternative Policy Solutions (APS) held a consultation session that focused on the intersection between just transition and food security in Egypt, as part of the Just Transition Green Bridge project. This project brings together APS, the Arab Reform Initiative, and the Moroccan Institute for Policy Analysis, and aims to empower civil society organizations and enhance community participation in shaping environmental and food policies in the region.

The session brought together a select group of experts from research and academic backgrounds, alongside representatives of international organizations, government entities, and civil society organizations working in agriculture, food security, climate, and sustainable development. This diversity made it possible to have a discussion on the structural challenges facing Egypt&rsquo;s food system, particularly given limited water resources, mounting demographic pressures, and climate variability that increasingly threaten agricultural production and the wellbeing of rural communities.

The core of the session was the presentation of preliminary findings from the policy paper currently being developed by APS, which seeks to outline alternative pathways to achieve food security within a just transition framework that takes social and environmental justice into account. The presentation highlighted key features of current challenges, such as heavy reliance on food imports, governance gaps, lack of institutional coordination, and the declining role of agricultural extension, in addition to the environmental and water costs of prevailing production patterns. It also discussed emerging opportunities to boost local production by improving crop varieties, adopting innovative water management solutions, and investing in scientific research and climate-smart agriculture.

These inputs opened the door to wide-ranging discussions among participants on reimagining Egypt&rsquo;s food system. The debate touched on the feasibility of agricultural expansion abroad, options for reducing food loss and waste, and the complementary roles of civil society, the private sector, and the state in managing food and water resources. Participants raised several important analytical questions, including how to strike a balance between the imperatives of local production and the sustainability of resources, and how future policies can become more inclusive and participatory, and more closely aligned with the needs of farmers and rural communities.

The insights and recommendations that emerged from the session will be integrated into the updated version of the policy paper under preparation by APS. They will also be used to guide joint efforts to strengthen participatory governance, support the role of civil society, and develop integrated policies for water and food management in Egypt and the wider region, in a way that ensures justice, sustainability, and the resilience of the food system in the face of climate change.
