تواجه الدول النامية والمتقدمة علي حد سواء تحديًا كبيرًا لتطوير أنظمة قادرة على إدارة المخلفات الصلبة. تاريخيًا، اقتصر الهدف من إدارة المخلفات على حماية الصحة العامة ومنع انتشار الأمراض، خاصةً بعد انتشار الكوليرا في أوروبا وأمريكا الشمالية في أوائل القرن التاسع عشر، الأمر الذي كان محركًا رئيسيًا للاستثمارات العامة في البنية التحتية للمخلفات. لكن في الآونة الأخيرة، لم يعد التعامل مع إدارة المخلفات مقتصرًا على اعتبارها خدمة عامة، فأصبح هنالك اتجاهًا إلى تحقيق أقصى استفادة من &nbsp;أنواع المخلفات المختلفة للحفاظ على الموارد، وبالتالي المساهمة في تقوية الاقتصاد المحلي.
لذلك، أصبحت مفاهيم مثل "الاقتصاد الدائري"، و"استرداد الموارد"، و"التحويل إلى الطاقة"، و"صفر مخلفات"، دارجة في جميع الخطابات المتعلقة بإدارة المخلفات، واستراتيجيات الدول المتقدمة والدول النامية في التعامل معها.
<h3 style="text-align: justify;">الاستثمار في خدمة عامة للجميع</h3>
تمثل إدارة المخلفات الصلبة تحديًا صعبًا على كافة الأصعدة، ذلك لتنوع مصادر المخلفات مثل:(المخلفات البلدية، المخلفات الصناعية، مخلفات البناء والهدم، مخلفات الرعاية الصحية&hellip; إلخ)، بالإضافة إلى كثرة الخطوات اللازمة لجمع المخلفات ونقلها ومعالجتها وإعادة تدويرها والتخلص النهائي منها.
تختلف إدارة المخلفات عن إدارة مرافق أخرى مثل مياه الشرب والصرف الصحي والغاز والكهرباء، فالمراحل المختلفة لإدارة هذه المرافق تتصل بعضها البعض عن طريق شبكات من الأنابيب أو الكابلات أو الأسلاك، وهو الأمر غير المتحقق بالنسبة لإدارة المخلفات، التي لا تمتلك عناصر مماثلة للربط بين مراحلها، لذلك تحتاج إلى ترتيبات لوجستية لتعويض ذلك. كما أن العناصر المادية لإدارة المخلفات الصلبة لا تعمل بمعزل عن غيرها، ولكن يجب أن تُؤخذ في الاعتبار جنبًا إلى جنب مع العوامل الاجتماعية والسلوكية، بالإضافة إلى البنية المؤسسية الصحيحة.
بشكل عام، تعد المخلفات البلدية الناتجة عن الاستهلاك السكني والتجاري محور اهتمام الرأي العام. ومقارنةً بالأنواع الأخرى، فإدارة هذه المخلفات تعتبر خدمة عامة تتحمل الحكومة مسؤولية تقديمها بنفسها، أو عن طريق إسنادها إلى جهات خاصة دون أي تمييز أو استثناء لفئة من المجتمع.
لكن المخلفات البلدية تحتاج إلى استثمارات واسعة في معدات جمع المخلفات وتأسيس البنية التحتية اللازمة لنقلها ومعالجتها والتخلص منها. وبمجرد الانتهاء من إنشاء هذه البنية، تظهر الحاجة إلى تغطية تكاليف التشغيل، التي تكون غالبًا أعلى من تكاليف الاستثمار، ما يجعل إدارة هذه المخلفات خدمة مرتفعة التكلفة تمثل عبئًا على الميزانيات الحكومية. وعليه، فإن الدول التي تعمل الآن على توليد قيمة مضافة من قطاع إدارة المخلفات وتبني نماذج للاقتصاد الدائري لم تحقق هذا الإنجاز بين عشية وضحاها، بل إنها شهدت تقدمًا تدريجيًا -على مدار عقود- في الاستثمارات الموجهة لهذا القطاع.
وعلى الرغم من هذا التقدم، لا تزال هذه الدول تواجه تحديات في تغيير سلوك المواطن، خاصة فيما يتعلق بأنماط الاستهلاك والإنتاج غير المستدامة. وبالنظر إلى مصر، فقد عانت إدارة المخلفات من نقص الاستثمارات العامة مقارنة بالمرافق الأخرى، مثل خدمات الصرف الصحي والكهرباء.
في السنة المالية 2018/2019 خصصت الحكومة استثمارات بقيمة 133 مليار جنيه في قطاع الكهرباء (Ministry of Planning, 2018)، بينما خصصت الحكومة أقل من 4 مليارات جنيه لإدارة المخلفات الصلبة، تشمل مخصصات التشغيل (Ministry of Finance, 2018).
يقدر البنك الدولي أن تكلفة خدمات إدارة المخلفات الصلبة في الدول ذات الدخل المنخفض -وهي تشمل جمع المخلفات ونقلها وإتمام معالجتها الأساسية- لا تقل عن 35 دولارًا أمريكيًا لكل طن من المخلفات (World Bank, 2018). في مصر، يُوَلَّد حوالي 24 مليون طن من المخلفات البلدية سنويًا (EEAA, 2016)، مما يعني أن الإنفاق القومي يقل عن 10 دولارات أمريكية لكل طن من المخلفات، أي أقل من ثلث ما يجب إنفاقه. وقد أدى هذا النقص في الاستثمار إلى نظم ضعيفة لإدارة المخلفات، لا تحمي الصحة العامة، ولا تسمح باستخلاص القيمة من المخلفات على نحو كاف.
<h3 style="text-align: justify;">دعوة لسياسات فعالة ومنصفة</h3>
لم تتطور صناعة إعادة التدوير في أوروبا بشكل تلقائي، بل كانت نتيجة مباشرة لتبني مزيج مناسب من السياسات واللوائح القانونية التي أسهمت في خلق الحوافز المناسبة لإعادة التدوير.
على سبيل المثال، كان تبني سياسة لزيادة تكلفة الدفن الصحي علي المشغلين أثر مهم في جعل إعادة التدوير أكثر تنافسية من خيار الدفن الصحي، و ذلك من خلال، فرض ضريبة على دفن المخلفات وكذلك حظر دفن المخلفات العضوية غير المعالجة، ما أدى إلى تشجيع الاستثمار في إعادة التدوير. وتجدر الإشارة هنا إلى أن ذلك لم يكن ممكنًا إلا بعد تطوير البنية الأساسية واعتبار حماية الصحة العامة أولوية، ثم السعي بعد ذلك للاستفادة من القيمة الاقتصادية للمخلفات.
أما الأداة السياسية الثانية فكانت تبني نهج المسؤولية الممتدة للمنتج (extended producer responsibility)، و التي بمقتضاها أصبح المنتجون مسؤولين عن دورة حياة منتجاتهم، بما في ذلك مرحلة ما بعد الاستهلاك. وتتطلب هذه الأداة التزام المنتجين بوضع أنظمة لجمع عدد من انواع المخلفات مفصولة من المنبع مثل البلاستيك والألمينيوم والزجاج والكرتون، وكذلك تقديم دعم لصناعات إعادة التدوير، وتعتبر فكرة فصل المخلفات من المنبع ضرورية لإدارة عمليات إعادة التدوير بكفاءة، لأن خلط المخلفات يؤدي إلى تلوثها وصعوبة إعادة تدويرها.
وعليه، تساهم الاستثمارات في تحقيق أقصى قدر من الاستفادة من موارد المخلفات والتوجه نحو الاقتصاد الدائري. ولذلك، يحتاج صانعو السياسة إلى التفكير مليًا في كيفية تمويل هذه الأنظمة، خاصة وهم يسعون لتمويل أنظمة أخرى مبسطة لإدارة المخلفات دون إعادة التدوير. وحتى إذا أمكن تغطية النفقات الرأسمالية من ميزانيات الدولة أو من المساعدات الخارجية في حالة الدول النامية، فسوف تظل هناك حاجة إلى تحمل التكاليف التشغيلية على مدى عدة سنوات.
المبدأ الذي يُطبَّق غالبًا في الدول المتقدمة هو "المُلوِّث يدفع"، وهذا يعني أن أولئك الذين ينتجون المخلفات يجب عليهم دفع تكاليف جمعها ومعالجتها والتخلص منها. و غالبًا ما تُخطط هذه الأنظمة وتُصَمَّم على أساس استرداد التكاليف بالكامل من خلال رسوم الخدمة المفروضة علي الوحدات السكنية والتجارية. كما تُصمَّم أنظمة الرسوم لثني المواطنين عن إنتاج المزيد من المخلفات، وبذلك تزيد الرسوم كلما زادت كمية المخلفات (pay as you throw) عوضًا عن تثبيتها.
ومع ذلك، لا ينبغي أن نتوقع استرداد التكاليف بالكامل من خلال فرض رسوم على المواطنين في الدول منخفضة الدخل. يجب أن تكون إدارة المخلفات خدمة عامة مقدَّمة للجميع، ولذلك من المفترض أن تكون هناك تدابير أخرى لمساعدة ودعم أولئك الذين لا يستطيعون دفع التكلفة الكاملة للخدمة من خلال فرض رسوم أعلى على الفئات الأكثر قدرة والتي عادة تنتج كمية أكبر من المخلفات.
<h3 style="text-align: justify;">الارتباط بين قيمة الموارد والتكلفة والمعايير</h3>
يركز الخطاب العام في مصر على بعديْن من أبعاد إدارة المخلفات، وهما بُعد الخدمة العامة، وبُعد استرداد القيمة من المخلفات، ويُصوران كأنهما في حالة تضارب. فعلى سبيل المثال، تستخدم وسائل الإعلام وبعض صانعي القرار عبارات جذابة، على شاكلة: المخلفات تمثل "فرصة" أو "منجمَ ذهب"، بطريقة تشوه الواقع وتُزيِّف الإمكانية الحقيقية لتغطية تكاليف أنظمة إدارة المخلفات بالكامل، من خلال استهداف معدلات أعلى من إعادة التدوير وتعزيز مشاركة القطاع الخاص.
في حين أن إشراك القطاع الخاص في إدارة المخلفات الصلبة قد يكون أكثر كفاءة، لكن هذا لا يعني أن العبء المالي الكلي قد تحول من القطاع العام إلى القطاع الخاص، لكن ذلك سيحول عملية إدارة المخلفات الصلبة من خدمة حكومية إلى مشروع ربحي، وسيعفي الحكومة من عبء إدارة هذه المشكلة. قد يتمثل حينها دور القطاع الخاص في تغطية رأس المال الأولي، ولكن القطاع العام سوف يسدد هذه التكاليف للقطاع الخاص على مدى عمر المشروع، وبالإضافة إلى ذلك، سوف يحتاج إلى الاستثمار في مراقبة عمليات القطاع الخاص وتنظيمها.
إن نموذج التسديد الذي يُستخدم في جميع أنحاء العالم، بما في ذلك دول المنطقة العربية مثل تونس والمغرب والأردن وعمان والإمارات العربية المتحدة، هو نموذج "رسوم البوابة"، الذي تدفع فيه الدولة للشركات المشغلة لمرافق المعالجة والتخلص من المخلفات رسومًا مقابل كل طن من المخلفات المُستَلَمة عند مرافق معالجة المخلفات أو مدافن المخلفات، ويدخل في تحديد الرسم قيمة المواد القابلة للتدوير التي قد يستفيد منها المشغل.
وتتمثل إحدى النقاط المهمة، التي غابت عن النقاش الدائر في مصر حول تكاليف أنظمة المخلفات، في الارتباط المباشر بين المعايير العالية والتكاليف. ويرجع ذلك إلى حقيقة أن المعايير البيئية والتنظيمية العليا تتطلب تكاليف أعلى، والعكس صحيح. فقد يؤدي العمل بمعايير منخفضة وبدون لوائح مناسبة، في بعض الحالات، إلى تحويل عمليات معالجة المخلفات إلى أعمال مربحة، وتقديم انطباع خاطئ بأن الربح من بيع مواد قابلة لإعادة التدوير أو استعادة الطاقة يمكن أن يعوض تكاليف إدارة المخلفات بشكل صحيح. ومع ذلك، فإن هذه الأرباح قصيرة الأجل، تأتي بتكلفة أعلى بكثير بالنسبة إلى صحة ورفاهية السكان الذين يعانون في كثير من الأحيان من تلوث المياه الجوفية، والهواء، وغير ذلك من المشكلات البيئية.
وعليه، ومع بدء رحلة مصر الطويلة لإصلاح قطاع المخلفات الصلبة، أصبح من المهم التفكير في مفهومين لإدارة المخلفات: إدارة المخلفات كخدمة عامة أو كفرصة تجارية. وفي واقع الأمر، لا يتعارض، بالضرورة، هذان النموذجان لإدارة المخلفات الصلبة، بل يعتمد كل منهما على الآخر. ولذلك، يعد تشريع المزيج الصحيح من السياسات واللوائح، والاستثمار في البنية التحتية، من الشروط الأساسية لحماية الصحة العامة واستخراج قيمة مضافة من إدارة المخلفات.

Solid waste management represents a huge challenge facing governments in both developing and developed countries. Historically, waste management has been viewed as a public service necessary to protect public health and prevent the spread of diseases.&nbsp;
In Europe and North America, the spread of cholera in the early 19th century was the main driver for public investments in waste infrastructure. While public health protection is certainly still the main goal for providing adequate waste services,&nbsp;in recent decades, however, a paradigm shift has occurred placing more emphasis on the maximization of value within waste streams, the preservation of resources, and the contribution of the sector to the economy.
Concepts such as &ldquo;Circular Economy,&rdquo;&nbsp;&ldquo;Resource Recovery,&rdquo; &ldquo;Waste to Energy,&rdquo; and &ldquo;Zero Waste&rdquo; are now ubiquitous in waste management discourses and waste strategies of both developed and developing countries
<h3 style="text-align: justify;">Investing in a public service for all </h3>
Regardless of what prism we view solid waste management through, it remains a complex and challenging sector. This complexity stems from the variability and types of waste sources (municipal waste, industrial waste, construction and demolition waste, health care waste, among others), as well as the diversity of steps from collection, transportation, treatment, recycling, and final disposal.
When compared to other utilities such as water, gas, or electricity where connections between the various steps are often facilitated through pipes, cables, and wires, the various steps of waste management are physically disconnected; thus, necessitating that logistical arrangements are in place to connect these steps. &nbsp;Additionally, the physical elements of solid waste management do not work in isolation, but must rather take into account social and behavioral aspects as well as a properly functioning institutional set-up.
Municipal waste, mainly waste generated from households and commercial enterprises, is often the focus of public attention. In comparison to other types, municipal waste management is considered a public service. The government bares the responsibility of universally providing it by itself or through private actors without any exclusion.
Requiring extensive investments in collection equipment and building the necessary infrastructure for transportation, treatment, and disposal, municipal waste is considered a costly service. Once the infrastructure is in place, operational costs, which are often higher than investment costs, will also need to be covered. From this perspective, waste management will always put a strain on government budgets.
Countries which are now maximizing the value within waste and adopting circular economy models have not achieved this feat overnight and have gone through a gradual progression with significant investments in their waste sectors over decades.
Nonetheless, developed countries still face severe challenges with altering citizen behavior, specifically with regard to consumption and production patterns. Despite this realization, waste management in Egypt has suffered from lack of public investments when compared to other utilities such as waste water and electricity.
In 2018/2019 alone, Egypt allocated 133 billion EGP in investments in the electricity sector (Ministry of Planning, 2018) while less than 4 billion were allocated for solid waste management (Ministry of Finance, 2018), including both investments and operations.
The World Bank estimates that in low income countries, SWM services covering basic collection, transport, treatment, and disposal cost at a minimum 35 USD per ton of waste and often much more (World Bank, 2018). In Egypt, around 24 million tons of municipal waste are generated annually (EEAA, 2016), meaning that national spending is less than 10 USD per ton of waste or less than a third of what at minimum should be spent. This lack of investment has resulted in poor waste management systems that do not serve the purpose of protecting public health, nor do they allow for adequate extraction of value.
<h3 style="text-align: justify;">The role of effective and equitable policies </h3>
The recycling industry in Europe did not evolve organically, but was a direct result of the adoption of an appropriate mix of policies and regulations; hence, creating the right incentives for recycling.
For example, one of the first policy instruments introduced was to increase the cost of landfilling, which made recycling more competitive in comparison to cheaper options of waste disposal. The adoption of a landfill tax and a subsequent ban on landfilling of biodegradable waste encouraged investments in recycling. This, however, was only feasible once the basic infrastructure was developed and public health protection was largely addressed as a priority through setting-up adequate collection systems and disposal infrastructure.
The second policy instrument was the adoption of extended producer responsibility (EPR) schemes. EPR is an environmental policy through which producers become responsible for the life cycle of their products, including the post-consumption phase. This responsibility entails financing the separate collection systems of waste and often subsidizing the recycling industry.
Separate collection is a necessary prerequisite since waste that is mixed at the source is contaminated, which reduces the value of the recyclable material.Based on this, the implementation of EPR schemes for various types of waste such as glass, aluminum, paper, and cardboard was the main springboard for achieving higher recycling targets.
Accordingly, to be able to maximize the value of resources within waste, investments in capital infrastructure and operations need to be made. Policy makers need to think carefully about how these costs would be financed, especially since they are already struggling to finance costs of more basic waste systems without recycling. In the case of developing countries, if capital expenditures could be covered from state budgets or overseas development assistance, operational costs would still need to be sustained over a long number of years.
The principle often applied in developed countries is the &ldquo;polluter pays&rdquo;, meaning that those who produce waste should pay for the costs of collection, treatment, and disposal of this waste. Systems are often planned and designed based on full cost recovery from fees charged to households and other generators of waste. Fee systems are also often designed to discourage citizens from producing more waste, as citizens are often charged per volume or weight of waste produced and not a flat fee (pay as you throw).
However, it should not be expected that full cost recovery in low income countries can be achieved through user charges alone. Given that municipal waste management should be a public service provided to all, other measures should be in place to assist and support those who cannot afford to pay the full cost of the service. &nbsp;For equity consideration, cross subsidization could be utilized so that those who can afford, and who often produce more waste, are charged more. &nbsp;&nbsp;
<h3 style="text-align: justify;">Waste value, costs and management standards</h3>
In Egypt, however, public discourse often portrays the two dimensions of waste management in juxtaposition to each other. Waste as an &ldquo;opportunity&rdquo; and &ldquo;waste is gold&rdquo; are catch phrases often used by the media and sometimes policy and decision makers in a way that distorts reality and implies that costs of waste management systems can be fully covered through simply targeting more recycling and enhanced engagement of the private sector. The rationale is that this would miraculously transform waste management from a public service into a business opportunity and relief the government from bearing&nbsp;the burden. While engaging the private sector in solid waste management can indeed result in more efficient systems, it does not mean that the total financial burden is shifted from the public to the private sector. The private sector can cover upfront capital costs, but the public sector would need to pay back the private sector over the lifetime of the project and would more importantly need to invest in monitoring and regulating the private sector operations. The model for repayments often used worldwide, including countries in the Arab region such as Tunisia, Morocco, Jordan, Oman, and UAE, is the model of the &ldquo;gate fees,&rdquo; where the private sector is paid a fee per tonnage of waste received at waste treatment facilities or landfills. From a financial perspective, the benefit to the government would be repaying the costs through instalments instead of paying capital costs upfront.
One important point often missed during discussions in Egypt over the costs of waste systems is the direct correlation between higher standards and costs--given that higher environmental and regulatory standards would require higher costs, and vice versa. Operating at low standards and without adequate regulations can in some cases turn waste treatment operations into a profitable business opportunity and portray the wrong impression that the profit from selling recyclable material or energy recovery can offset the costs of managing waste properly. Nevertheless, these short-term profits come at a much higher cost to the health and wellbeing of the people, who often suffer from polluted groundwater, air pollution, and other environmental problems. &nbsp;
As Egypt embarks on a long journey to reform its solid waste sector, it is extremely important to reflect on the two paradigms of waste management: waste as a public service and waste as a business opportunity. These two approaches to solid waste management are not necessarily mutually exclusive, but, as a matter of fact interdependent. Having the right mix of policies, regulations, and investment in infrastructure are prerequisites for both the protection of public health and extraction of the value within waste.
