ملخص تنفيذي
يعـد اسـتخدام مصـر للطاقـة الشمسـية محـدودًا للغايـة إذا مـا أخذنــا بعيــن الاعتبــار إمكانــات البــلاد الهائلــة في توليــد الطاقــة المتجددة. ولايـزال توليـد الكهرباء مــن مـوارد الطاقة الشمسية فـي مزيـج الكهربـاء في مصر &nbsp;غيـر ممثـل تمثيـلاً كافيا، بحسـب التقاريـر الرسـمية الصـادرة عـن وزارة الكهربـاء. وتعتبـر هذه المسألة جدية حيـث تواجـه مصـر تحديـات علـى صعيـد الحفــاظ علــى إمــدادات آمنــة للطاقــة لتلبيــة الطلــب المتزايــد علــى الكهربــاء، الــذي بلــغ معــدل زيــادة 5% فــي اســتهلاك الطاقة سنويًا. ويتمثــل العائــق الرئيســي أمــام نمــو اســتخدام الطاقــة الشمســية فــي مصــر فــي الوقــت الحاضــر فــي غيــاب التمويـل، حيـث أن السياسـات التـي تـم إقرارهـا حتى الآن لـم تكــن موفقــة فــي جــذب اهتمــام المســتثمرين. وبالتالــي هنـاك حاجـة لزيـادة الحوافـز الماليـة للاسـتثمار فـي مشـروعات الطاقــة الشمســية.
يقترح هذا الموجز التصدي لتحديات التمويل في قطاع الطاقة في مصر من خلال فرض ضريبة على الصناعات التي تستهلك الطاقة بكثافة. بتعبير آخر، ستنشأ ضريبة الكربون على أساس المبدأ القائل: "المُلوِث، يدفع". ومن ثم فإن من شأن فرض هذه الضريبة أن يوجد تدفقًا سنويًا للأموال التي يمكن إعادة توجيهها لتمويل الاستثمار في الطاقة الشمسية. بينما يقلص بفاعلية الدعم الحكومي غير الفعال وغير المنصف الذي تتلقاه هذه الصناعات. ويُقترح تحديد الضريبة في مراحل التنفيذ الأولية بمبلغ يتراوح بين 5 و10 دولارات لكل طن من مكافئ ثاني أوكسيد الكربون tCO2e.

This policy paper was prepared by Alternative Policy Solutions' research team, including Heba Korashi, senior researcher at APS and previously a lecturer assistant in economics at the German University in Cairo, where she did her MSc in Management Technology. The research was led by Dr. Samer Atallah, head of the research unit at APS and associate professor of economics at the American University of Cairo. The preparation of the paper involved expansive consultation sessions, including one-on-one meetings and workshops with several experts and officials.

Executive Summary
Egypt&rsquo;s use of solar energy is unusually limited given the country&rsquo;s vast potential for renewable energy generation.&nbsp;Electricity generation from solar sources remains underrepresented in the Egyptian electricity mix, as shown by&nbsp;the Ministry of Electricity&rsquo;s official reports. This is a serious issue, as Egypt faces challenges in maintaining a secure energy supply to meet rising demand for electricity,&nbsp;amounting to an average 5% increase in power&nbsp; consumption annually. The major constraint on the growth of solar&nbsp;energy in Egypt at present is the lack of financing, as policies enacted so far have been unsuccessful in attracting&nbsp;investors&rsquo; interest. There is therefore a need to increase financial incentives for investment in solar energy projects.&nbsp;This brief proposes addresses the financing challenges in&nbsp;Egypt&rsquo;s energy sector through a carbon tax on energy-intensive industries. In other words,&nbsp; the carbon tax would&nbsp;emanate from the &ldquo;polluter pays&rdquo; principle. This tax would&nbsp;then create an annual flow of funds that could be redirected to finance investment in solar energy, while also effectively reducing the inefficient and unjust subsidies that&nbsp;these industries receive. During the initial phases of implementation, the tax would be set at a rate of between $5&nbsp;and $10 per ton of carbon dioxide equivalent (tCO2e).
