في رد فعل على الحرب الإسرائيلية على غزة، <a href="http://tinyurl.com/5n7thmum">تشن</a> -منذ نوفمبر- جماعة الحوثي اليمنية هجمات على السفن المارة عبر البحر الأحمر، التي تتعامل مع إسرائيل، ما أثر بالسلب في حركة الملاحة في قناة السويس.&nbsp;

ومن المتوقع أن يكون الاقتصاد المصري من أكثر المتضررين من تباطؤ حركة الملاحة البحرية في باب المندب حيث تعتبر القناة أحد أهم مصادر الدخل الأجنبي في وقت يعاني فيه الاقتصاد من شح الدولار.
<a href="https://www.cbe.org.eg/ar/economic-research/economic-reports/monthly-statistical-bulletin">ووفقًا</a> لبيانات البنك المركزي المصري، وصل إيراد قناة السويس في العام المالي 2023/2022 إلى 8.75 مليارات دولار، وهو أعلى إيراد تحققه القناة في تاريخها.

ولم يصدر حتى نهاية ديسمبر بيان عن هيئة القناة حول قيمة الخسائر، ولكن <a href="https://www.suezcanal.gov.eg/Arabic/MediaCenter/News/Pages/navigation17-12-2023.aspx">ذكر</a> رئيسها أنه منذ بدء عمليات استهداف السفن في باب المندب في 19 نوفمبر وحتى 17 ديسمبر 2023، عبرت 2128 سفينة في قناة السويس، بينما حولت 55 سفينة فقط مسارها، وهي نسبة لا تتجاوز 2.5%.

ولكن جاءت هذه التصريحات قبل إعلان عدد من شركات الشحن الرجوع عن قرارها باستئناف الملاحة في القناة في ضوء تعهد&nbsp;التحالف <a href="https://www.state.gov/countering-houthi-maritime-attacks/">البحري</a>&nbsp;بقيادة الولايات المتحدة بالقيام بدوريات في البحر الأحمر لتأمين حركة المرور، وذلك بعد أن شنت جماعة الحوثي هجمات على إحدى سفن شركة ميرسك التي تعد ثانية أكبر شركات الشحن في العالم، وتدخلت مروحيات تابعة للبحرية الأمريكية للرد، ما أسفر عن غرق ثلاثة قوارب تابعة للحوثيين وقتل 10 مسلحين. ومن المتوقع أن يترتب على هذا عزوف عدد أكبر من الشركات عن العبور في القناة.
ولقياس حجم الخسائر المتوقعة لو توقفت الملاحة بشكل كامل بسبب الحوثيين، نعود إلى حادث "<a href="https://www.wired.co.uk/article/ever-given-global-supply-chain">إيفر جيفن</a>" في 2021 الذي أسفر عن تعطل حركة العبور في القناة ستة أيام، و<a href="https://www.france24.com/ar/%D8%A7%D9%84%D8%B4%D8%B1%D9%82-%D8%A7%D9%84%D8%A3%D9%88%D8%B3%D8%B7/20210707-%D9%85%D8%B5%D8%B1-%D8%AA%D8%B9%D8%AA%D8%B2%D9%85-%D8%A7%D9%84%D8%A5%D9%81%D8%B1%D8%A7%D8%AC-%D8%B9%D9%86-%D8%B3%D9%81%D9%8A%D9%86%D8%A9-%D8%A5%D9%8A%D9%81%D8%B1-%D8%BA%D9%8A%D9%81%D9%86-%D9%85%D9%82%D8%A7%D8%A8%D9%84-%D8%AA%D8%B9%D9%88%D9%8A%D8%B6%D8%A7%D8%AA-%D8%A8%D8%B9%D8%AF-%D8%B9%D8%AF%D8%A9-%D8%A3%D8%B4%D9%87%D8%B1%D8%B9%D9%84%D9%89-%D8%A5%D8%BA%D9%84%D8%A7%D9%82%D9%87%D8%A7-%D9%82%D9%86%D8%A7%D8%A9-%D8%A7%D9%84%D8%B3%D9%88%D9%8A%D8%B3">قدرت</a> خسائر القناة وقتها ما بين 12 إلى 15 مليون دولار في اليوم الواحد.
<h3 dir="rtl">ضحايا محتملون.. شركات الشحن واقتصاديات المنطقة&nbsp;</h3>
&nbsp;<a href="https://www.france24.com/en/middle-east/20231215-missiles-fired-from-houthi-territory-in-yemen-target-red-sea-cargo-ships">أدت</a> الهجمات الحوثية المتكررة إلى عزوف عدد من أكبر شركات شحن البضائع العالمية ومنها: "ميرسك" الدنماركية، وشركة "هاباج-لويد الألمانية (يسيطران على 15% و7% على التوالي من سوق نقل الحاويات عالميًّا)، وشركة لبريتش بتروليم البريطانية "بي بي" - عن المرور عبر البحر الأحمر وإرسال سفنهم حول إفريقيا ورأس الرجاء الصالح.

و<a href="https://www.spglobal.com/commodityinsights/en/market-insights/latest-news/shipping/121523-global-trade-at-risk-as-shippers-shun-red-sea-over-houthis-attacks">أظهرت</a> بيانات أن وكلاء الشحن يضيفون رسومًا لتغطية مخاطر الحرب الإضافية المقدرة بحوالي 100 دولار لكل طن من الحمولات الجافة والسائلة، ما <a href="https://www.vox.com/world-politics/24010092/houthis-red-sea-shipping-yemen-israel-gaza">يعني</a> زيادة رسوم مخاطر الحرب على شركات الشحن الدولية من 0.07% من قيمة السفينة في أول ديسمبر إلى 0.5% بنهاية نفس الشهر. كما شهدت تكلفة شحن الحاويات من شمال آسيا إلى المملكة المتحدة ارتفاعات قياسية في ديسمبر مقارنة بأسعار 2023.&nbsp;
وبينما تستبعد التقديرات <a href="https://www.wsj.com/livecoverage/stock-market-today-dow-jones-12-19-2023/card/red-sea-disruptions-aren-t-expected-to-have-a-big-effect-on-oil-prices-goldman-sachs-fW0RaRftlWdALtOP7AgP">تأثر</a> أسعار النفط بشكل كبير بتراجع&nbsp; التجارة عبر البحر الأحمر -بعد انخفاض أسعاره نتيجة انخفاض الطلب الصيني- ارتفعت أسعار الغاز في أوروبا بعد إعلان "بي بي" وقف رحلاتها عبر قناة السويس بـ7٪.
ومن المتوقع أن <a href="https://www.washingtoninstitute.org/policy-analysis/houthi-ship-attacks-are-affecting-red-sea-trade-routes">تتأثر</a> اقتصادات المنطقة خصوصًا وأن دولًا مثل العراق ومصر استفادت من تعافي الطلب الأوروبي والأمريكي على مصادر الطاقة&nbsp; بعد كوفيد-19 وزيادة حجم النفط المنقول عبر خط سوميد وقناة السويس.&nbsp;
كما ستفاقم هذه المشكلة من أزمة سلاسل الغذاء العالمية <a href="https://apnews.com/article/red-sea-yemen-houthis-attack-ships-f67d941c260528ac40315ecab4c34ca3">ليزيد</a> الضغط على تجارة المواد الغذائية، مثل: زيوت الطعام والحبوب، ما سيرفع من أسعارها.&nbsp;

<h2 dir="rtl">التمويل العقاري.. بين مطرقة الفائدة المرتفعة وسندان سياسات التقشف&nbsp;</h2>
<a href="https://fra.gov.eg/wp-content/uploads/2023/11/Monthly-Data-%D9%90August-2023-New.pdf">كشفت</a> الهيئة العامة للرقابة المالية عن انخفاض ملحوظ في عقود التمويل العقاري في 2023، حيث بلغت قيمتها 5.4 مليار جنيه من يناير حتى أغسطس مقارنة بـ8.7 مليار جنيه خلال نفس الفترة في عام 2022، وقد أرجعت الهيئة هذا التراجع إلى الارتفاع المستمر في أسعار الفائدة، وهو ما يمثل أهم التحديات التي تواجه عملية التمويل أو الرهن العقاري في مصر في هذه الآونة.&nbsp;

<li dir="rtl" style="text-align: justify;"><a href="https://www.elwatannews.com/news/details/5783899">ارتفاع&nbsp;</a>معدلات التضخم وأسعار الفائدة مما يزيد من عبء دعم سعر الفائدة الذي تطرحه هذه المبادرات.</li>

<h2 dir="ltr" style="text-align: justify;">The Suez Canal and Disruptions in Bab al-Mandab: Declining Revenues and Shifting to Alternate Routes?</h2>
Since November, the Yemeni Houthi group has responded to the Israeli war on Gaza by <a href="http://tinyurl.com/5n7thmum">launching</a> attacks on ships passing through the Red Sea especially those having links with Israel, which has negatively affected shipping traffic through the Suez Canal.

The slowdown in maritime traffic through Bab al Mandab is expected to hit the Egyptian economy particularly hard. The Suez Canal is one of the country&rsquo;s most important sources of hard currency, at a time when the economy is already suffering from a dollar crunch.&nbsp;
<a href="https://www.cbe.org.eg/ar/economic-research/economic-reports/monthly-statistical-bulletin">According to</a> the Central Bank of Egypt, the Suez Canal brought in USD8.75 billion in revenue in fiscal year 2022/23, the highest ever in the canal&rsquo;s history.

As of the end of December, the Suez Canal Authority had issued no statement about the value of the losses incurred, but the chair of the authority <a href="https://www.almasryalyoum.com/news/details/3055786">said</a> that from November 19, when ships passing through Bab al-Mandab began to be targeted, to December 17, the number of ships transited through the Suez Canal were 2,128; meanwhile, only 55 ships changed course, less than 2% of the total.

But these statements were made before several shipping companies reversed their decision to resume navigation in the canal following a pledge by a <a href="https://www.state.gov/countering-houthi-maritime-attacks/">US-led coalition</a> to patrol the Red Sea to secure shipping lanes. The reversal came after the Houthis launched attacks on a ship owned by Maersk, the second-largest shipping firm in the world, and US Navy helicopters intervened in response, resulting in the sinking of three Houthi boats and the killing of 10 militants. The incident is expected to deter more companies from passing through the Suez Canal.
To estimate the magnitude of the losses expected if maritime traffic was brought to a complete halt by the Houthis, we can refer to the case of the <a href="https://www.wired.co.uk/article/ever-given-global-supply-chain">Ever Given</a>. When that container ship ran aground in 2021, it blocked traffic in the canal for six days, at an <a href="https://www.france24.com/ar/%D8%A7%D9%84%D8%B4%D8%B1%D9%82-%D8%A7%D9%84%D8%A3%D9%88%D8%B3%D8%B7/20210707-%D9%85%D8%B5%D8%B1-%D8%AA%D8%B9%D8%AA%D8%B2%D9%85-%D8%A7%D9%84%D8%A5%D9%81%D8%B1%D8%A7%D8%AC-%D8%B9%D9%86-%D8%B3%D9%81%D9%8A%D9%86%D8%A9-%D8%A5%D9%8A%D9%81%D8%B1-%D8%BA%D9%8A%D9%81%D9%86-%D9%85%D9%82%D8%A7%D8%A8%D9%84-%D8%AA%D8%B9%D9%88%D9%8A%D8%B6%D8%A7%D8%AA-%D8%A8%D8%B9%D8%AF-%D8%B9%D8%AF%D8%A9-%D8%A3%D8%B4%D9%87%D8%B1%D8%B9%D9%84%D9%89-%D8%A5%D8%BA%D9%84%D8%A7%D9%82%D9%87%D8%A7-%D9%82%D9%86%D8%A7%D8%A9-%D8%A7%D9%84%D8%B3%D9%88%D9%8A%D8%B3">estimated</a> loss of USD12&ndash;15 million per day.
<h3>Potential victims: Shipping firms and regional economies</h3>
Repeated Houthi attacks have made several of the world&rsquo;s largest cargo shipping companies <a href="https://www.france24.com/en/middle-east/20231215-missiles-fired-from-houthi-territory-in-yemen-target-red-sea-cargo-ships">reluctant</a> to ply the Red Sea route. Denmark&rsquo;s Maersk and Germany&rsquo;s Hapag-Lloyd&mdash;which control 15% and 7% respectively of the global container transport market&mdash;along with Britain&rsquo;s BP, have diverted their ships south, sending them around the Cape of Good Hope.

Shipping agents&nbsp; are <a href="https://www.spglobal.com/commodityinsights/en/market-insights/latest-news/shipping/121523-global-trade-at-risk-as-shippers-shun-red-sea-over-houthis-attacks">adding fees</a> to cover the additional risks of war, estimated at USD100 per ton of dry and liquid cargo, data showed. <a href="https://www.vox.com/world-politics/24010092/houthis-red-sea-shipping-yemen-israel-gaza">In turn</a>, wartime insurance premiums for international shipping firms jumped from 0.07% of the value of the ship at the beginning of December to 0.5% by the end of the same month. The cost of shipping containers from North Asia to the UK also hit record highs in December compared to 2023 prices.
While oil prices are unlikely to be significantly <a href="https://www.wsj.com/livecoverage/stock-market-today-dow-jones-12-19-2023/card/red-sea-disruptions-aren-t-expected-to-have-a-big-effect-on-oil-prices-goldman-sachs-fW0RaRftlWdALtOP7AgP">affected</a> by the decline in trade through the Red Sea&mdash;prices have already fallen due to the decline in Chinese demand&mdash;gas prices in Europe rose 7% after BP announced it was halting its traffic through the Suez Canal.
The economies of the region are expected to be <a href="https://www.washingtoninstitute.org/policy-analysis/houthi-ship-attacks-are-affecting-red-sea-trade-routes">impacted</a>, especially those of Iraq and Egypt, which have benefited from the recovery in European and American demand for energy sources after Covid-19 and the increase in the volume of oil transported through the Sumed pipeline and the Suez Canal.
The problem will also exacerbate the crisis of global food chains, <a href="https://apnews.com/article/red-sea-yemen-houthis-attack-ships-f67d941c260528ac40315ecab4c34ca3">increasing pressure</a> on the trade of foodstuffs like edible oils and grains, which will in turn push up prices.

<h2 style="text-align: justify;">Mortgage Financing: Between the Hammer of High Interest and the Anvil of Austerity</h2>
The Egyptian Financial Supervisory Authority (FSA) <a href="https://fra.gov.eg/wp-content/uploads/2023/11/Monthly-Data-%D9%90August-2023-New.pdf">revealed</a> that mortgage contracts declined in 2023, down to EGP 5.4 billion from January to August compared to EGP 8.7 billion during the same period of 2022. The FSA attributed the decline to ever climbing interest rates, which is the most important challenge facing mortgage financing in Egypt at the present time.

Although the mortgage finance law was enacted more than <a href="https://manshurat.org/node/247#:~:text=%D9%82%D8%A7%D9%86%D9%88%D9%86%20%D8%A7%D9%84%D8%AA%D9%85%D9%88%D9%8A%D9%84%20%D8%A7%D9%84%D8%B9%D9%82%D8%A7%D8%B1%D9%8A%20%D8%B1%D9%82%D9%85%20148%20%D9%84%D8%B3%D9%86%D8%A9%202001%20%7C%20%D9%85%D9%86%D8%B4%D9%88%D8%B1%D8%A7%D8%AA%20%D9%82%D8%A7%D9%86%D9%88%D9%86%D9%8A%D8%A9">20 years ago</a>, the value of mortgages today <a href="https://www.statista.com/statistics/1068829/mortgage-to-gdp-rate-africa-by-country/">represents</a> less than 1% of GDP, which is a modest figure even compared to other countries in the region where mortgage markets are still taking shape.

Since 2014, successive governments have tried to adapt the mortgage financing model in order to provide housing for low- and middle-income people, initiating several programs that offer low-interest financing through the Central Bank.

These initiatives faced several challenges:

<li style="text-align: justify;">A reliance on new construction, rather than marketing the&nbsp;<a href="https://jp.reuters.com/article/idUSKBN1FH0NN/#:~:text=">estimated 13 million</a> vacant units on the market according to journalist Ahmed Feteha.</li>
<li style="text-align: justify;">The scarcity of units meeting the conditions of the initiative in terms of price, size, and registration (only <a href="https://manassa.news/stories/8942">about 5%</a> of real estate in Egypt is registered with the property office). </li>
<li style="text-align: justify;"><a href="https://www.elwatannews.com/news/details/5783899">High</a> inflation and high interest rates, which make it more onerous for these initiatives to offer interest-rate subsidies.</li>
<li style="text-align: justify;">Many of these initiatives are expected to falter due to the growing government deficit and the widening financing gap. This was evident in November 2022 when a <a href="https://www.alborsaanews.com/2022/11/20/1599786">decision</a> was made to suspend any low-interest financing initiatives and to <a href="https://arabic.cnn.com/business/article/2022/11/23/egyptian-government-financing-experts">move</a> all existing initiatives from under the Central Bank to the Ministry of Finance.</li>

<h3>What is the way out?</h3>
The government should stop encouraging the <a href="https://marsadomran.info/2017/11/1334/">commercialization</a> of housing and treating land as an opportunity for <a href="https://aps.aucegypt.edu/en/articles/1324/property-taxes-tax-justice-lost-in-the-maze-of-property-cataloguing">financial profit</a>. It must require real estate developers to <a href="https://aps.aucegypt.edu/en/articles/610/background-paper-urban-development-and-housing-policies-in-egypt-between-the-right-to-adequate-housing-and-social-inequality">build</a> housing suitable for different income categories and devise innovative means to reduce the cost of social housing. The government should also reformulate the real estate transaction tax to prevent property speculation and provide other safe investment outlets for citizens instead of real estate.
