<p dir="rtl" style="text-align: justify;">زاد مؤخرا <a href="https://index.aqarmap.com/">الطلب</a> على العقارات <a href="https://aps.aucegypt.edu/ar/articles/1344/how-are-savings-rates-increasing-amid-inflation">كمخزن</a> للقيمة في ضوء ارتفاع معدلات التضخم وتشهد أسعار العقارات قفزات ملحوظة <a href="https://www.globalpropertyguide.com/middle-east/egypt/price-history">وصلت</a> في شهر أكتوبر 2023 إلى 100% على أساس سنوي وهي نسبة مرشحة للزيادة خلال العام الجاري.&nbsp;</p>

<h3 dir="rtl"><strong>%50 من السكان لا يستطيعون شراء منزل</strong></h3>
<p dir="rtl" style="text-align: justify;">وفقاً للحكومة المصرية هناك <a href="https://akhbarelyom.com/news/NewDetails/3460515/1/%D9%88%D8%B2%D9%8A%D8%B1-%D8%A7%D9%84%D8%A5%D8%B3%D9%83%D8%A7%D9%86--%D9%86%D8%AD%D8%AA%D8%A7%D8%AC-%D8%A5%D9%84%D9%89-600-%D8%A3%D9%84%D9%81-%D9%88%D8%AD%D8%AF%D8%A9-%D8%B3%D9%86%D9%88%D9%8A%D9%8B%D8%A7-%D9%84%D9%85%D9%88%D8%A7%D8%AC%D9%87%D8%A9-%D8%A7%D9%84%D9%86%D9%85%D9%88-%D8%A7%D9%84%D8%B3%D9%83%D8%A7%D9%86%D9%8A">حاجة</a> لبناء ما بين 500 إلى 600 ألف وحدة سكنية سنوياً لمواكبة معدلات الزيادة السكانية المقدرة ما بين 2 إلى 2.5 مليون نسمة سنوياً، في حين أن حصيلة ما <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5104&amp;YearID=23415">يوفره</a> القطاعان الحكومي والخاص الرسمي لا يزال دون 250 ألف وحدة.</p>
<p dir="rtl" style="text-align: justify;">كما <a href="https://10tooba.org/bedi/ar/%d8%a7%d9%84%d9%82%d8%af%d8%b1%d8%a9/">أشارت</a> بعض الدراسات إلى أن متوسط الإيجارات وأسعار المنازل تجاوزت ما يمكن أن تتحمله دخول حوالي 54٪ من المصريين. وتضطر 59,4٪ من الأسر إلى دفع أكثر من ربع دخلها الشهري لاستئجار منزل متوسط السعر (800 جنيه) في حين أن (49,2٪) من الأسر صنفت على أنها غير قادرة على شراء المساكن متوسطة السعر والتي تقدر بـ 225,000 جنيه، حيث تقارب سبعة أضعاف دخلهم السنوي.</p>
<h3 dir="rtl"><strong>العاصمة الإدارية.. خلاصة تسليع السكن</strong></h3>
<p dir="rtl" style="text-align: justify;">تدفع سياسات الدولة نحو تسليع العقارات من خلال السعي الدائم لطرح الأراضي المملوكة للدولة بأعلى سعر للمستثمرين، مما يؤدي إلى المضاربة في سعر الأراضي والارتفاع المستمر في قيمة العقار.</p>

<p dir="rtl" style="text-align: justify;">بالتوازي مع سياسة المضاربة على الأراضي، تستمر الدولة في مشروعات الإسكان الاجتماعي والتي لا تزال غير قادرة على تحقيق أهدافها المعلنة من <a href="https://aps.aucegypt.edu/ar/articles/610/background-paper-urban-development-and-housing-policies-in-egypt-between-the-right-to-adequate-housing-and-social-inequality">توفير</a> السكن لغالبية المصريين، وكثير من الوحدات السكنية تظل شاغرة إما لأن أسعارها لا تتناسب مع مستويات الدخل للفئات المستهدفة، أو لغياب وجود بنية تحتية توفر الأمن والمواصلات، أو لصعوبة شروط الحصول على هذا السكن المدعم. فقد تم <a href="https://www.10tooba.org/en/?p=295">بناء</a> نصف مليون وحدة سكنية ضمن برنامج الإسكان الاجتماعي بين عامي 2012 و2018، ولم يتم تسليم سوى أقل من نصف هذا العدد (190 ألف وحدة) ورغم ذلك لا تزال الحكومة مستمرة في بناء المزيد من الوحدات.</p>

<p dir="ltr" style="text-align: justify;">While some companies opt to exit the country completely, others go for a partial exit, seeking to partner with another entity that can provide dollars and thus enable them to continue operations. This <a href="https://fortunearabia.com/%D8%B8%D8%A7%D9%87%D8%B1%D8%A9-%D8%A7%D9%86%D8%B3%D8%AD%D8%A7%D8%A8-%D8%A7%D9%84%D8%B4%D8%B1%D9%83%D8%A7%D8%AA-%D8%A7%D9%84%D9%86%D8%A7%D8%B4%D8%A6%D8%A9-%D9%85%D9%86-%D9%85%D8%B5%D8%B1">was the case</a> with various startups that operated briefly in Egypt before moving their headquarters to Riyadh and Abu Dhabi.&nbsp;</p>
<p dir="ltr" style="text-align: justify;">Such exit incidents are expected to continue as long as the dollar scarcity problem persists and <a href="https://english.ahram.org.eg/NewsContentP/3/513553/Business/Higher-debt-service-bill-to-widen-Egypt%E2%80%99s-budget-d.aspx">with</a> the expectations that up to 60% of the state dollar revenues this year will go to debt service, meaning that there will be insufficient dollars to cover investors' demands. Market exits like this both negatively affect the country&rsquo;s investment appeal as well as increase unemployment.</p>

<h3 dir="ltr"><strong>International moves decreasing&nbsp; Egypt&rsquo;s investment appeal&nbsp;</strong></h3>
<p dir="ltr" style="text-align: justify;">The government&rsquo;s future plans to increase investments contradict the flee of foreign investors from the market and the downgrades in the country&rsquo;s credit rating and outlook. Egypt was recently excluded from JP Morgan&rsquo;s index for emerging markets government bonds index just two years after it was <a href="https://www.bbc.com/arabic/business-60316414">reinstated</a> on the heels of three years of negotiations. This coincided with Moody&rsquo;s <a href="https://www.moodys.com/researchandratings/region/africa/egypt/0420DA">downgrading</a>&nbsp; Egypt&rsquo;s credit outlook from stable to negative. Similarly, in 2023, MSCI&rsquo;s equity indexes applied &ldquo;special treatment&rdquo; to its listed Egyptian securities.&nbsp;</p>

Ensuring the ease of transferring funds and easiness of <a href="https://blogs.worldbank.org/psd/easy-business-exit-important-easy-business-entry">exiting</a> the market at any time are factors that serve to attract investment, but we also need to keep investors in the country as long as possible, as investment provides jobs, hard currency, and the reputation that Egypt needs in international markets. The government must therefore develop a plan to resolve investors&rsquo; problems, which should include the following:</p>

<h2 dir="ltr"><span style="color: rgb(6, 71, 137);"><strong>How the State Contributes to Rising Real Estate Prices in Egypt</strong></span></h2>
<p dir="ltr" style="text-align: justify;"><a href="https://index.aqarmap.com/">Demand</a> for property increased markedly in 2023, as Egyptians searched for a stable <a href="https://aps.aucegypt.edu/en/articles/1344/how-are-savings-rates-increasing-amid-inflation">store</a> of value amid rising inflation. Real estate prices have soared as a result, <a href="https://www.globalpropertyguide.com/middle-east/egypt/price-history">reaching</a> a year-on-year increase of 100% in October 2023, and they are expected to keep climbing in the current year.</p>

<p dir="ltr" style="text-align: justify;">This reality reflects the contradictions in housing and real estate development policies in a country where the majority of the population faces a severe housing crisis.</p>
<h3 dir="ltr"><strong>Half the population cannot afford to buy a home</strong></h3>
<p dir="ltr" style="text-align: justify;">According to the Egyptian government, 500,000&ndash;600,000 new housing units are <a href="https://akhbarelyom.com/news/NewDetails/3460515/1/%D9%88%D8%B2%D9%8A%D8%B1-%D8%A7%D9%84%D8%A5%D8%B3%D9%83%D8%A7%D9%86--%D9%86%D8%AD%D8%AA%D8%A7%D8%AC-%D8%A5%D9%84%D9%89-600-%D8%A3%D9%84%D9%81-%D9%88%D8%AD%D8%AF%D8%A9-%D8%B3%D9%86%D9%88%D9%8A%D9%8B%D8%A7-%D9%84%D9%85%D9%88%D8%A7%D8%AC%D9%87%D8%A9-%D8%A7%D9%84%D9%86%D9%85%D9%88-%D8%A7%D9%84%D8%B3%D9%83%D8%A7%D9%86%D9%8A">needed</a> every year to keep pace with annual population growth, estimated at 2&ndash;2.5 million people. Meanwhile, the public and private sectors combined <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5104&amp;YearID=23415">build</a> less than 250,000 new units each year.</p>
<p dir="ltr" style="text-align: justify;">Research <a href="https://10tooba.org/bedi/en/affordability/">indicates</a> that average rents and home prices are beyond the means of some 54% of Egyptians. About 59.4% of families pay more than a quarter of their monthly household income to rent an average-priced home (EGP800), while 49.2% of households are unable to buy a median-priced unit (EGP225,000), which is nearly seven times their annual income.</p>
<h3 dir="ltr"><strong>The New Administrative Capital: The Commercialization of Housing</strong></h3>
<p dir="ltr" style="text-align: justify;">State policies are encouraging the commercialization of real estate. The government is involved in speculating on state lands and selling them at the highest price to investors and is thus continually pushing up property values.</p>

<p dir="ltr" style="text-align: justify;">The New Administrative Capital (NAC) is the best illustration of this policy in recent years, as evidenced by the sizeable difference in price per meter for residential units there compared to other areas of Cairo. As part of value creation, the state has <a href="https://aawsat.com/home/article/1712361/%D9%85%D8%B5%D8%B1-%D9%82%D8%B1%D8%B6-%D8%B5%D9%8A%D9%86%D9%8A-%D9%84%D8%AA%D9%86%D9%81%D9%8A%D8%B0-%D8%A3%D8%A8%D8%B1%D8%A7%D8%AC-%D8%A7%D9%84%D8%B9%D8%A7%D8%B5%D9%85%D8%A9-%D8%A7%D9%84%D8%AC%D8%AF%D9%8A%D8%AF%D8%A9-%D9%8A%D8%AB%D9%8A%D8%B1-%D8%A7%D9%84%D8%AC%D8%AF%D9%84">borrowed</a> tens of billions of pounds to expand infrastructure, the transportation network, and services for the NAC, said economic researcher Mohammed Gad.</p>

<p style="text-align: justify;">All this expenditure has been coupled with a massive media blitz promoting NAC as the new face of Egyptian civilization.</p>
<h3 dir="ltr"><strong>Social housing: Distant and expensive</strong></h3>
<p dir="ltr" style="text-align: justify;">In parallel with its land speculation policy, the state continues to build social housing projects, but these are still unable to achieve their declared aim of <a href="https://aps.aucegypt.edu/en/articles/610/background-paper-urban-development-and-housing-policies-in-egypt-between-the-right-to-adequate-housing-and-social-inequality">providing housing</a> for the majority of Egyptians. Many of the units stand vacant, either because their prices are not commensurate with the income of the target groups, because of the lack of infrastructure for security and transportation, or because of the strict conditions for eligibility for subsidized housing. Half a million housing units <a href="https://www.10tooba.org/en/?p=295">were built</a> under the social housing program between 2012 and 2018, and less than half of them (190,000 units) have been delivered to recipients. Even so, the government continues to build more units.</p>
<p dir="ltr" style="text-align: justify;">To sell part of this housing stock, the government has <a href="https://english.ahram.org.eg/NewsContent/3/12/504194/Business/Economy/Egypt-allows-foreigners-to-buy-real-estate-without.aspx">offered</a> units to Egyptian expatriate workers. Recently it has begun <a href="https://www.facebook.com/ONtv/videos/1723292441513899/">discussing</a> the possibility of offering government housing units built for middle-income Egyptians to foreigners as part of the property export initiative, which seeks to bring in more hard currency. At the same time, however, initiatives like these contribute to the further commercialization of housing.</p>
