تعد إتاحة الطاقة من أهم العوامل المؤثرة في نجاح أية استراتيجية إنمائية مستدامة، فلن تتمكن الدولة من تحقيق المساواة بين طبقات المجتمع، وكذلك محاربة الفقر، إذا لم تتوفر لها مصادر طاقة كافية وحديثة ونظيفة.
وقد أشارت دراسات حديثة عديدة إلى وجود علاقة قوية بين تطوير قطاع مشروعات الطاقة المتجددة وخفض معدلات الفقر، خاصة مع تأسيس مشروعات الطاقة المتجددة في المناطق الريفية، وهو ما يخلق فرصَ عمل؛ وبالتالي يُوَلِّد دخلاً. لهذه الأسباب، استحوذ قطاع الطاقة المتجددة على اهتمام وافر، على المستوى العالمي وفي مصر أيضًا.
أكّد على ذلك التوجه، الهدفُ السابع من الأهداف الإنمائية المستدامة (SDGs)، الذي يسعى إلى "ضمان حصول الجميع على خدمات الطاقة الحديثة الموثوقة والمستدامة، بتكلفة ميسورة". (الأمم المتحدة). وتؤدي إتاحة الطاقة الحديثة إلى تحسين مستويات المعيشة وزيادة إنتاجية العديد من القطاعات، كما تساهم في تقليل الوقت المخصص لتجميع الكتلة الحيوية (خاصة من جانب النساء والأطفال)؛ مما يساعد في رفع مستويات تعليم الأطفال وتمكين المرأة.
تتناول الأجزاء التالية من المقال، الوضع الحالي لقطاع الطاقة المتجددة في مصر، وكذلك خططه المستقبلية، بالإضافة إلى تطور معدلات الفقر عبر المحافظات المصرية. كما يلي ذلك فقرة عن أهم السياسات المقترحة للربط بين الجهود المبذولة في سبيل تنمية قطاع الطاقة المتجددة، والجهود الرامية إلى خفض معدلات الفقر.
<h3 style="text-align: justify;">قطاع الطاقة المتجددة في مصر</h3>
تتركز أهم قطاعات الاقتصاد المصري في كلٍ من الخدمات، والصناعة، والزراعة، التي تستحوذ، بالترتيب، على 55%، و33% و12% من إجمالي الناتج المحلي الإجماليTrading Economics) ، 2017). ويمثل معدل النمو السكاني المتسارع واحدًا من أهم التحديات التي تواجه قطاع البنية التحتية والخدمات، خاصة قطاع الطاقة.
ففي عام 2015، بلغت نسبة السكان القابعين تحت خط الفقر حوالي 28% من إجمالي السكان، في حين بلغت نسبتهم 60% من إجمالي السكان في محافظات الصعيد World Bank)2016٬)، بينما بلغ معدل البطالة 12% في منتصف عام 2016 (وهو ما يمثل حوالي 26% من إجمالي المصريين الذين تبلغ أعمارهم من 15 إلى 29 عامًا)؛ وبذلك ارتفع معدل البطالة بنسبة 9% مقارنةً بمعدله عام 2011 (CAPMAS، 2017).
منذ عام 2010، عانت مصر من العديد من الانقطاعات الكهربائية المتتالية، مما يكشف عن اختلال التوازن بين كفتي العرض والطلب على الخدمات الكهربائية، وبالتالي وضعت الحكومة المصرية قطاع الطاقة على رأس أولوياتها التنموية، آخذةً في اعتبارها العوامل والمعايير البيئية المحلية والعالمية، بهدف الترويج لاستهلاك وإنتاج الطاقة الجديدة والمتجددة &nbsp;.(Egypt Vision 2030, 2016)
وطبقًا لاستراتيجية مصر للطاقة المستدامة، فإن المستهدف والمتوقع أيضًا أن تبلغ نسبة إنتاج قطاع الطاقة المتجددة إلى إجمالي إنتاج الطاقة 20% بحلول عام 2022، وحوالي 42% بحلول عام 2034/2035.
بلغت نسبة إنتاج الطاقة المتجددة إلى إجمالي إنتاج الطاقة 2% فقط خلال عام 2016/2017، ذلك وفقًا لأحدث تقارير وزارة الكهرباء، مما يتطلب مزيدًا من الجهود لتحقيق النسب المستهدفة مع حلول عام 2022. وتوضح الفقرات التالية مدى تطور قطاعي الطاقة الشمسية وطاقة الرياح في مصر، وكذلك أهميتهما.
<h3 style="text-align: justify;">طاقة الرياح</h3>
تتمتع مصر، خاصة ساحل خليج السويس، بمتوسط سرعة رياح يبلغ 10 أمتار/للثانية. كما تعد مصر واحدة من 38 دولة تمتلك أطلسًا وطنيًا للرياح، وهو ما يشير إلى مزايا كامنة وواعدة لقطاع طاقة الرياح. وتخطط الحكومة المصرية لتحميل حوالي 12% من الطاقة المولدة (8.6 جيجاوات) بحلول عام 2022 على هذا القطاع، فقد اكتُشِفَت مناطق تحتوي على طاقة رياح كامنة في شرق نهر النيل وغربه؛ في محافظتيْ المنيا وبني سويف، إضافة إلى مدينة الخارجة في محافظة الواحات.(Ministry of Electricity Annual Report, 2016)
<h3 style="text-align: justify;">الطاقة الشمسية</h3>
وطبقًا لأطلس الطاقة الشمسية في مصر، فهي تعد أحد الأحزمة الشمسية، بالإضافة إلى وجود إشعاع يُقدَّر بحوالي 2000 الى 3000 كم/م2 /في العام. ويُقَدَّر الإشعاع الشمسي، في المتوسط، بحوالي 9-11 ساعة يوميًا، بامتداد المحافظات المصرية من الشمال إلى الجنوب؛ مما يدل على مقدار الطاقة الكامنة في هذا القطاع.
<h3 style="text-align: justify;">تطور معدلات الفقر في مصر</h3>
تقدم تكنولوجيا الطاقة المتجددة بديلًا نظيفًا، يمكن الاعتماد عليه في توفير الطاقة، ولذلك يساعد الاستثمار في بنيتها التحتية وخدماتها المحلية على خلق قيمة مضافة محلية، وذلك عبر خلق فرص للعمل والتنمية الاقتصادية المحلية IRENA)2017٫). ويرتبط خلق فرص العمل في قطاعات الطاقة المتجددة بمراحل الإنتاج، وتجميع الأنظمة الصغيرة، وبناء مصانع للشبكات، وتأسيس الأنظمة الصغيرة، وكذلك في مجالات: المبيعات والتوزيع والعمليات والصيانة.
وبناءً على ذلك، أصدرت الحكومة المصرية اَلية لتشجيع إنتاج الكهرباء من المصادر المتجددة. وسوف تبادر شركة إنتاج الكهرباء والشركات الموزعة إلى شراء الكهرباء التي يولِّدها المنتجون (بما في ذلك القطاع المنزلي) بأسعار معلنة مسبقًا، وهو ما سيساعد في جذب الاستثمار عبر اتفاقيات شراء طويلة الأجل، تمتد إلى 20 عامًا بالنسبة لاتفاقيات قطاع طاقة الرياح، و25 عامًا بالنسبة لاتفاقيات الطاقة الشمسية.
وقدَّرت الوكالة الدولية للطاقة المتجددة أن حوالي 9.8 ملايين شخص على مستوى العالم، قد وُظِّفوا في قطاع الطاقة المتجددة، في عام 2016 (IRENA، 2017). كما قدّرت الوكالة أن تُوَفَّر حوالي 24 مليون فرصة عمل، وأن يتضاعف حجم الأعمال المرتبطة بقطاع الطاقة المتجددة مع حلول عام 2030 (IRENA، 2016). وتُطوِّر الوكالة الدولية للطاقة المتجددة، منذ عام 2012، منهجيات العمل التي يُحْسَب على أساسها فرص العمل التي خُلِقَتْ في قطاع الطاقة المتجددة على المستوى المحلي.
وفي تقريرها الصادر عن عام 2016، قدرت الوكالة أن حوالي 3.5 ملايين فرصة عمل قد خُلِقَتْ في الصين، وكذلك 918 ألف فرصة عمل في البرازيل، و760 ألف في الولايات المتحدة الأمريكية، و388 ألف في اليابان، و355 ألف في ألمانيا (المصدر: الوكالة الدولية للطاقة المتجددة، 2016). أما بنجلاديش، فقد أسست ما يقرب من 4.5 ملايين وحدة طاقة شمسية صغيرة، كما قدَّرت الوكالة توفير ما يقرب من 170 ألف فرصة عمل خُلِق معظمها في قطاع الإنتاج (IRENA 2016).
ويتشابه الأمر في الهند، حيث وُظِّفَ ما يقرب من 103 آلاف عامل في قطاع الطاقة الشمسية، موَزَّعين ما بين 31 ألف عامل في مجال الطاقة المرتبطة بالشبكة، و72 ألف عامل خارج الشبكة، بالإضافة إلى 48 ألف عامل آخرين يعملون في قطاع طاقة الرياح (IRENA، 2016).
أما في مصر، فقد بدأ العمل على إقامة أنظمة ضوئية مرتبطة بالشبكة في منتصف عام 2014، كما بدأ العمل في تنفيذ مبادرتين لإقامة المسطحات الضوئية على أسطح المباني الحكومية؛ مما أنتج 3 ميجاوات من المسطحات الضوئية، رُبِطتْ بالشبكة العامة للكهرباء.
وقدمت مبادرة دولة الإمارات العربية المتحدة لإدخال الكهرباء إلى المناطق الريفية حلولًا في مجال الطاقة الشمسية، فأُدْخِلَت الطاقة الكهربائية إلى 264 قرية غير متصلة بالشبكة. وطبقًا لتلك المبادرة، فقد أُسِّس 6942 نظامًا قائمًا بذاته، بإجمالي 2 ميجاوات، بالإضافة إلى 8 أنظمة مركزية، بإجمالي 30 ميجاوات، وبذلك أضيئت الشوارع، وكذلك العديد من أنظمة الديزل-الضوئية المُهجَّنة. وأدَّى ذلك كله إلى زيادة حجم الطاقة المولدة بنحو 10 ميجاوات ضمن المرحلة الأولى من برنامج التغذية-التعريفة. ويتضمن هذا البرنامج تمويلًا مقدمًا من هيئات مانحة عديدة، مثل البنك الأوروبي للبناء والتشييد. وقد ضُخَّ حوالي ملياريْ دولار أمريكي، ويُتَوَقَّع أن يصبح هذا البرنامج من أهم مصادر الاستثمار الأجنبي المباشر.
<h3 style="text-align: justify;">السياسات المقترحة</h3>
على مستوى السياسات، يوصَى بأن تعزز الحكومةُ المصرية النظمَ المنزلية والصغيرة (مثل الأنظمة الكهروضوئية على أسطح المنازل)، خاصة في محافظات صعيد مصر الريفية (مثل أسيوط وسوهاج)، وكذلك المناطق ذات الإمكانات العالية في الحصول على الطاقة المتجددة، وهو ما يتطلب تعديل الأطر القانونية لتشجيع هذه التطبيقات. والأهم من ذلك، ينبغي تشجيع الشراكات بين القطاعين العام والخاص، وتشجيع تقديم المساعدات المالية المدعومة للأسر.
أيضًا يُوصَى بتشجيع تركيب أنظمة الطاقة الشمسية المنزلية الصغيرة، والتأكيد على ربطها بتحقيق مستويات معيشة أفضل، من خلال توفير فرص العمل؛ وبالتالي توليد الدخل. وحتى يتسنى القيام بذلك، يُنصح بأن تُشَجَّع وزارة الاستثمار والتعاون الدولي على العمل والتنسيق مع الجهات المانحة التي يمكن أن تموِّل تطوير مشروعات قطاع الطاقة المتجددة، كما يُنصَح بتشجيع الحكومة المصرية على دعم استيراد المعدات اللازمة لتأسيس أنظمة الاستخدام المنزلي.
ومن المهم أيضًا أن تُقدَّم مزايا تنافسية للمحافظات التي تتمتع بإنتاج الطاقة المتجددة، مثل الإعفاءات الضريبية، من أجل تشجيع جهودها في تعزيز الإنتاج المنزلي والصغير للطاقة المتجددة. كما تُقدَّم حاليًا حوافز وميزات لمشروعات الرياح المُرَكبة في الغردقة (الزعفرانة وخليج الزيت)، على سبيل المثال، وكذلك لمشروعات إنتاج الطاقة الشمسية في أسوان (مشروع بنبان). وتتضمن الحوافز تسهيل تنفيذ المشروعات، وتقديم الأموال المدعومة (مع تخفيض أسعار الفائدة).
أما فيما يتعلق ببناء القدرات، فيوصي بتركيزورش بتدريب العمال على تنفيذ وصيانة أنظمة الطاقة المتجددة صغيرة الحجم. ويمكن ذلك بالتعاون مع الدول الرائدة مثل الهند والصين، التي تعد من أكبر الدول التي تستثمر في الطاقة المتجددة، فقد بلغ إجمالي استثماراتها في الطاقة المتجددة 26٪ من إجمالي استثمارات الطاقة المتجددة العالمية في عام 2015، بزيادة قدرها 7% فقط عن عام 2004. وبالمثل، أطلقت الهند مبادرة ضخمة للطاقة النظيفة، فقد أُعلِن في عام 2014 عن أهداف طموحة لتوليد 160 جيجاوات من طاقة الرياح والطاقة الشمسية بحلول عام 2022، بزيادة قدرها 400% عن الأهداف السابقة.

Energy is a key component of any sustainable development strategy. Without adequate, modern, and clean energy services, a nation cannot significantly reduce poverty and inequality rates between different segments of the population.
Several studies have highlighted the relation between developing the renewable energy sector and poverty reduction, specifically with regard to implementing renewable energy projects in rural areas; hence, creating more opportunities for work.
For this reason, energy production generated from renewable resources has recently gained attention both worldwide and within Egypt as well. This trend is highlighted by Sustainable Development Goal 7, which targets &ldquo;Ensuring access to affordable, reliable, sustainable and modern energy for all&rdquo; (United Nations). The supply of modern energy facilitates the improvement of human living conditions and the productivity of various sectors. It also contributes to reducing the time spent (primarily by women and children) collecting biomass; hence, increasing the availability of opportunities for children&rsquo;s education and female empowerment.
The upcoming sections will first shed light on the current status and future plans of renewable energy production in Egypt, while reflecting on the evolution of poverty in Egyptian governorates. Furthermore, a brief section will follow with recommended policy actions that could bridge the gap between efforts exerted in the renewable energy sector and poverty reduction.
<h3 style="text-align: justify;">The renewable energy sector in Egypt</h3>
Egypt&rsquo;s economic activity is concentrated in the services, industrial and agricultural sectors, with respective contributions of 55%, 33% and 12% to gross domestic product (GDP) (Trading Economics, 2017). The country&rsquo;s fast-growing population is putting a strain on existing infrastructure and services, especially with regard to access to energy consumption.
In 2015, 28% of the total population lived below the national poverty line, with an even higher rate of 60% recorded in Upper Egypt (World Bank, 2016). Furthermore, the unemployment rate reached 12% in mid-2016 (comprised mainly of 26% of Egyptians aged between 15 and 29 years), which was an increase from the 9% unemployment rate prior to 2011 (CAPMAS, 2017).
Since 2010, Egypt has suffered from electricity block-outs indicating a non-equilibrium in the demand and supply of electricity. This forced the Government of Egypt (GoE) to prioritize the energy sector in its development agenda, by taking into account national and global environmental considerations, standards, and aims while promoting renewable energy production and consumption (Egypt Vision 2030, 2016).
According to Egypt&rsquo;s Sustainable Energy Strategy, renewable energy is expected to account for almost 20% of total energy produced by 2022 and 42% in 2034/35 (Ministry of Electricity). As per the Ministry&rsquo;s latest report, renewable energy production accounted for almost two percent of energy produced during 2016/2017; indicating that more effort needs to be exerted to reach the targeted percentage by 2022. The following sub-sections provide more information on the importance of wind and solar energy to developing the renewable energy sector in Egypt.
<h3 style="text-align: justify;">Wind energy</h3>
Egypt enjoys excellent wind along the Suez Gulf with an average wind speed of 10.5 m/sec, and is one of 38 countries in the world with a published National Wind Atlas, indicating high potential and promising wind energy production. The GoE is planning to provide 12% of generated electricity (6.8 GW) through wind energy by 2022, as new regions have been discovered east and west of the Nile river in Beni Suef and Minya governorates, in addition to El Kharga Oasis in the New Valley Governorate (Ministry of Electricity Annual Report, 2016).
<h3 style="text-align: justify;">Solar energy</h3>
Moreover, Egypt&rsquo;s Solar Atlas indicates the country is considered a &ldquo;sun belt&rdquo; with 2,000 to 3,000 kWh/m2/year of direct solar radiation. On average, the sun shines 9-11 hours a day from North to South throughout the year, with few cloudy days; thus, reflecting high potential in generating solar energy across the governorates.
<h3 style="text-align: justify;">Evolution of poverty in Egypt</h3>
Poverty in Egypt steadily increased over the past decade, reaching 27.8% in 2016 in comparison to 25% in 2010 (CAPMAS). &nbsp;Moreover, the country&rsquo;s gross national income (GNI) decreased from USD 3,410 in 2016 to USD 3,010 in 2017 (World Bank), marking an 11.7% reduction in only one year. Consequently, poverty rates have inclined due to the economic drawbacks that took place after the 2011 revolution, which were accompanied by energy production shortages.
In 2015, the highest poverty levels were marked in Upper Egypt&rsquo;s governorates, particularly in Assiut (66%), Sohag (65.7%), Qena (57%), Minya (56%), Aswan (48%), Beni Suef (43%) and Luxor (41%). The aforementioned governorates, although ranked among the poorest in Egypt, possess great potential in producing both solar and wind energy.
<h3 style="text-align: justify;">Renewable energy for poverty alleviation in poor areas</h3>
Given renewable energy technologies provide a secure and reliable alternative, investment in local infrastructure and services can create significant local added value through job creation and the promotion of local economic growth (IRENA, 2017). Job creation along the renewable energy supply chain would include employment in manufacturing, assembly of small-scale systems, construction of on- and off grid plants, installation of small-scale systems, sales and distribution, and operations and maintenance (O&amp;M).
Accordingly, the GoE has issued a mechanism to encourage electricity generation from renewable resources. The Egyptian Electricity Transmission Company (EETC) and distributed electricity companies shall buy generated electricity from producers (including households) with a preannounced price--a scheme that should attract investments through long term power purchase agreements, with 20 year agreements for wind energy and 25 years for solar energy.
Furthermore, the International Renewable Energy Agency estimated that 9.8 million people were globally employed in the renewable energy sector in 2016 (IRENA, 2017). It also estimated that doubling the share of renewables in the global energy mix would result in the creation of more than 24 million jobs by 2030 (IRENA, 2016).
Since 2012, IRENA has been developing methodologies to estimate job creation in the renewable energy sector at the national level. In its 2016 annual review, it estimated that employment in the sector reached 3.5 million in China, 918,000 in Brazil, 760,000 in the United States, 388,000 in Japan, and 355,000 in Germany (IRENA, 2016).
In Bangladesh, for example, where an estimated 4.5 million solar home systems have been installed, the workforce for stand-alone solar systems reached 127,000 jobs, mostly in manufacturing (IRENA, 2016).
Similarly, India&rsquo;s solar industry employs an estimated 103,000 people, including 31,000 in grid-connected and 72,000 in off-grid applications, in addition to another 48,000 working in the wind sector (IRENA, 2016).
In Egypt, however, the installation of on-grid distributed photovoltaic (PV) systems began in mid-2014. Two government initiatives were introduced for rooftop PV systems on public buildings, resulting in about 3 MW of PV systems installed and connected to the distribution network. Moreover, the UAE-funded Rural Electrification Initiative introduced solar energy solutions to electrify 264 rural villages disconnected from the national electricity grid and lacking reliable energy access.
Accordingly, it installed: 6942 stand-alone systems totaling two MW, eight centralized systems totaling 30 MW, as well as street lighting and several hybrid PV-diesel systems. This resulted in an increase of about 10 MW after the adoption of the first phase of the Feed-in-Tariff (FIT) program, which includes projects financed by other institutions, such as the European Bank for Reconstruction and Development. Catalyzing a total inflow of USD 2 billion, the program is expected to become one of the largest foreign direct investments (FDIs) in years.
<h3 style="text-align: justify;">Recommended policies</h3>
On the policy level, it is recommended that the GoE boosts household and small-scale systems (such as rooftop PV systems) in rural Upper Egyptian governorates (such as Assyuit and Sohag) and areas with high potential for garnering renewable energy. Nonetheless, this requires adjusting the legal frameworks to encourage such implementations. More importantly, private-public partnerships (PPP) and the provision of subsidized financial assistance to households should be encouraged.
More importantly, encouraging the installation of small-scale solar home systems by emphasizing their linkages to better living standards through job creation and income generation is highly recommended. To do this, the Ministry of Investment and International Cooperation&rsquo;s identification and cooperation with donors actively funding developing projects in the renewable energy sector is highly advised.
The GoE is also encouraged to subsidize imported equipment necessary to install systems for household use. It is important to provide governorates enjoying competitive advantages in renewable energy sources with tax breaks in order to encourage their efforts in boosting household and small-scale production of renewable energy.
There are currently incentives given to wind projects installed in Hurghada (Zafarana and Gulf of El Zayt) and to solar energy production in Aswan (Benban). Incentives took the form of facilitating implementing the projects and provision of subsidized funds (with lowered interest rates).
With regard to capacity building, it is recommended to focus labor training sessions on the implementation and maintenance of renewable energy small scale systems. This could be implemented in cooperation with pioneer countries such as India and China. China is one of the top countries investing in renewable energy, where total investments in renewable energy accounted for 26% of total global renewable energy investments in 2015, an increase from only seven percent in 2004. Similarly, India launched a massive initiative for clean energy in 2014, announcing ambitious targets to generate 160 gigawatts (GW) of wind and solar power by 2022, a 400 percent increase from previous targets.
