<p dir="rtl" style="text-align: justify;">أعلنت السفارة الألمانية بالقاهرة الشهر الماضي، عن&nbsp;<a href="https://kairo.diplo.de/eg-ar/aktuelles/-/2604444">توقيع</a>&nbsp;اتفاقية مبادلة ديون مع وزارتي التعاون الدولي والكهرباء والطاقة المتجددة، بالإضافة إلى البنك المركزي المصري، يتم من خلالها إعفاء مصر من سداد ديون بقيمة 54 مليون يورو. وذلك مقابل استخدام مصر للمقابل المحلي لتلك الأموال في تمويل مشروع ربط مزرعتي رياح بطاقة 500 ميجاوات بشبكة نقل الكهرباء، تساهم في&nbsp;<a href="https://www.elbalad.news/5733345">رفع</a>&nbsp;إنتاج مصادر الطاقة الكهربائية المتجددة،&nbsp;<a href="https://www.elbalad.news/5733345">لتصل إلى 42%</a>&nbsp;بحلول 2030. تتزامن تلك الخطوة مع&nbsp;<a href="https://arabic.cnn.com/middle-east/article/2023/06/27/germany-egypt-debts-worth-54-million-euros-experts">دعوة&nbsp;</a>الرئيس عبدالفتاح السيسى الدول والمؤسسات التمويلية الكبرى إلى تبني قرارات تتفادى حدوث أزمات ديون كبرى، من خلال استحداث آليات مستدامة، كالتوسع في مبادلة الديون من أجل الحفاظ على&nbsp; البيئة، وهي التصريحات التي أطلقها خلال مشاركته في قمة ميثاق التمويل العالمي الجديد في باريس في منتصف يونيو.</p>
<h3 dir="rtl"><em><strong>ما</strong></em> هى <em><strong>مبادلة الديون؟</strong></em></h3>
<p dir="rtl" style="text-align: justify;"><a href="https://www.oecd.org/env/outreach/39352290.pdf">بدأ </a>مفهوم مبادلة أو مقايضة الديون في ثمانينيات القرن الماضي نتيجة الأزمة الاقتصادية العالمية في ذلك الوقت، وكانت تشيلي أولى الدول التي استخدمت آلية مبادلة الديون بالأصول/ الأسهم في 1985. تلا ذلك ظهور مبادلة الديون من أجل الطبيعة (سميت بعد ذلك بمبادلة الديون للبيئة)، واستفادت بوليفيا من أول تجربة لتلك الآلية في 1987، تلتها كوستاريكا والإكوادور. ولم تساعد تلك الآلية على مدار التاريخ في تقليل عبء الديون على الدول النامية، لكنها ساهمت في تنفيذ بعض المشروعات التنموية الهامة في الدول التي لجأت إليها.</p>

<h3 dir="rtl"><strong>تاريخ مصر مع مبادلة الديون من أجل التنمية</strong></h3>
<p dir="rtl" style="text-align: justify;"><a href="https://moic.gov.eg/ar/news/671">بدأت</a>&nbsp;مصر في استخدام آلية مبادلة الديون للتنمية منذ 2001 مع إيطاليا، وصلت قيمتها الإجمالية إلى 350 مليون دولار، فى&nbsp;<a href="https://moic.gov.eg/ar/news/671">مجالات&nbsp;</a>الأمن الغذائي والزراعة والمجتمع المدني، ومعالجة مياه الصرف الصحي. وهي الآلية التي نفذت من خلال برنامج مشترك بين البلدين مرَّ بثلاث مراحل،&nbsp;<a href="https://sis.gov.eg/Story/245652/%D8%A7%D9%84%D9%85%D8%B4%D8%A7%D8%B7-%D8%A7%D9%84%D8%AA%D8%B1%D9%88%D9%8A%D8%AC-%D9%84%D8%A2%D9%84%D9%8A%D8%A9-%D9%85%D8%A8%D8%A7%D8%AF%D9%84%D8%A9-%D8%A7%D9%84%D8%AF%D9%8A%D9%88%D9%86-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D8%A9-%D8%A7%D9%84%D8%A5%D9%8A%D8%B7%D8%A7%D9%84%D9%8A%D8%A9-%D8%AE%D9%84%D8%A7%D9%84-%D9%85%D8%A4%D8%AA%D9%85%D8%B1-%D8%A7%D9%84%D9%85%D9%86%D8%A7%D8%AE-COP27?lang=ar">تسعى</a>&nbsp;مصر حاليًّا إلى الاتفاق على إجراءات المرحلة الرابعة منه.</p>
<p dir="rtl" style="text-align: justify;">الاتفاقية مع ألمانيا ليست الأولى من نوعها أيضًا، حيث بدأت برامج مبادلة الديون بين البلدين عام 2011 بالاتفاق على استبدال سداد ديون بقيمة 240 مليون يورو لألمانيا مقابل تمويل مشروعات تنموية في مصر. وانتهت المرحلة الأولى بقيمة 70 مليون يورو بدعم مشروعات خاصة بالتغذية المدرسية وتحسين جودة التعليم وإعادة تأهيل المحطات الكهربائية، بينما تركز المرحلة الثانية القائمة حاليًّا (بقيمة 80 مليون يورو) في دعم مشاريع تعليمية وتنموية ومشاريع الطاقة النظيفة. وكانت وزارة التعاون الدولي قد&nbsp;<a href="https://www.facebook.com/EgyptianCabinet/posts/186221223548306/">أعلنت</a>&nbsp;في يوليو 2021 عن مبادلة ديون بقيمة 41 مليون يورو مع بنك التعمير الألماني لتنفيذ مبادرة التعليم الفني الشامل في مصر.</p>
<p dir="rtl">وإضافة إلى تخفيف عبء الديون، تكتسب تلك البرامج أهمية&nbsp;<a href="https://aawsat.com/%D8%A7%D9%84%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF/4404766-%D9%85%D8%A7%D8%B0%D8%A7-%D9%8A%D8%B9%D9%86%D9%8A-%D8%AA%D9%82%D8%AF%D9%8A%D9%85-%D8%A3%D9%84%D9%85%D8%A7%D9%86%D9%8A%D8%A7-%D8%A5%D8%B9%D9%81%D8%A7%D8%A1%D8%A7%D8%AA-%D9%85%D8%A7%D9%84%D9%8A%D8%A9-%D9%84%D9%85%D8%B5%D8%B1%D8%9F">توفير</a>&nbsp;فرص عمل، ما يساهم في رفع معدلات النمو وزيادة مشاركة القطاع الخاص في الاقتصاد المحلي.</p>
<h3 dir="rtl" style="text-align: justify;"><strong>جدوى برامج مبادلات الديون: هل تساعد المناخ؟</strong></h3>
<p dir="rtl" style="text-align: justify;">قد <a href="https://www.energymonitor.ai/finance/are-debt-for-climate-swaps-finally-taking-off/">تساعد&nbsp;</a>آلية مبادلات الديون على الحد من فجوة التمويل المناخي، وهو الفرق بين الاحتياجات المالية لإدارة آثار التغير المناخي والموارد المتاحة، حيث&nbsp;<a href="https://www.energymonitor.ai/finance/are-debt-for-climate-swaps-finally-taking-off/">في إمكانها&nbsp;</a>توفير 104.5 مليار دولار لسد تلك الفجوة لدى الدول النامية. وكانت الدول المتقدمة قد&nbsp;<a href="https://www.reuters.com/investigates/special-report/climate-change-finance/#:~:text=Developed%20nations%20have%20pledged%20%24100,the%20impacts%20of%20climate%20change.">تعهدت&nbsp;</a>&nbsp;كجزء من&nbsp;<a href="https://www.investopedia.com/terms/p/paris-agreementcop21.asp">اتفاقية باريس</a>&nbsp;للحد من انبعاثات غازات الاحتباس الحراري، بتقديم تمويل سنوي بقيمة 100 مليار دولار إلى نظرائها النامين، الأمر الذي&nbsp;<a href="https://www.energymonitor.ai/finance/the-fight-to-keep-track-of-climate-finance-flows/">فشلت&nbsp;</a>في الوفاء به باستمرار.&nbsp;&nbsp;</p>
<p dir="rtl" style="text-align: justify;">لم تتجاوز إجمالي مبادلات الديون منذ عام 1987 الـ3.7 مليار دولار مع ملاحظة أن المشروعات الموجهة إلى البيئة والمناخ لا تتعدى نصف هذه القيمة، ويظل هذا الرقم شديد البعد عن إجمالي ديون الدول الفقيرة التي&nbsp;<a href="https://www.cgdev.org/blog/debt-climate-swaps-wont-solve-climate-or-debt-crises-can-they-help">تصل الى</a>&nbsp;الـ200 مليار دولار بحسب تقديرات. و<a href="https://www.cgdev.org/blog/debt-climate-swaps-wont-solve-climate-or-debt-crises-can-they-help">ترى&nbsp;</a>بعض التقارير المختصة أن محاولة سد فجوة التمويل المناخي عن طريق مبادلة الديون غير واقعية، لأن مشاريع تلك البرامج عادةً ما تكون صغيرة. بالإضافة إلى ذلك، لا يتعدى إجمالي الانبعاثات البيئية الضارة لـ37 من الدول التي تعاني أزمات ديون نسبة الـ0.5%، ما يعني أن المشاريع البيئية في هذه الدول لن تفعل الكثير للحد من الانبعاثات العالمية، حتى وإن تمكنت من تمويل بعض مشاريع التكيف مع التغير المناخي.</p>

<h3 dir="rtl"><strong>وهل توفر حلًّا حقيقيًّا لأزمة الديون؟</strong></h3>
<p dir="rtl" style="text-align: justify;">قد تقدم تلك الآلية فرصًا لتعظيم الاستفادة من الخبرات الدولية عبر توجيه المشاريع التنموية إلى مجالات <a href="https://arabic.cnn.com/middle-east/article/2023/06/27/germany-egypt-debts-worth-54-million-euros-experts">تحتاج</a>&nbsp;فيها مصر والدول النامية إلى نقل الخبرات والمعرفة. في الوقت نفسه، تواجه برامج مبادلة الديون بعض التحديات التي قد تعيق&nbsp;<a href="https://unescap.org/sites/default/d8files/event-documents/2021-3-15-Debt%20for%20Development%20Swap%2C%20Wan-Ting%20Xiong.pdf">تنفيذها</a>&nbsp;بسبب حدوث أزمات جيوسياسية و/أو اقتصادية لدى أيٍّ من أطراف المبادلة أو محيطهم الإقليمي. ويكمن التحدي الآخر في احتمالات فرض بعض الإملاءات والتدخلات الدولية في خطط التنمية المحلية مقابل مساهمة ضئيلة في تخفيف عبء الديون.</p>

<p style="text-align: justify;">In this week's edition, we take a look at the debt swap programs, Egypt&rsquo;s history with debt-for-development swaps, and the extent to which such programs can help the climate and/or heavily-indebted countries.</p>

<h2><span style="color: rgb(6, 71, 137);"><strong>Egypt&rsquo;s Debt Swaps: Can They Help Avoid a Bigger Debt Crisis?</strong></span></h2>
<p style="text-align: justify;">The German embassy in Cairo announced last month that it had signed a debt swap agreement with the Ministry of International Cooperation, the Ministry of Electricity and Renewable Energy, and the Central Bank of Egypt. Under the terms of the deal, Germany will forgo EUR54 million in Egyptian debt provided Egypt uses the equivalent sum in local currency to finance the project to link two 500-megawatt wind farms to the electrical grid, which will help Egypt achieve its pledge to generate 42% of all electricity from renewable sources by 2030. The move coincides with a statement made by President Abdel Fattah al-Sisi at the summit for a New Global Financing Pact in Paris in mid-June, where he called on states and major financial institutions to take action to avoid critical debt crises by introducing sustainable mechanisms like debt swaps to preserve the environment.</p>
<h3 style="text-align: justify;"><strong>What is a debt swap?</strong></h3>
<p style="text-align: justify;">In simple terms, a debt swap entails the cancellation of some portion of a country&rsquo;s foreign debt in exchange for local investment in a particular project or enterprise. Debt for assets/equity swaps, first used by Chile in 1985, were introduced in response to the international economic crisis of that decade. These were soon followed by debt-for-nature swaps (later called the debt-for-climate swaps), used first in Bolivia in 1987, followed by Costa Rica and Ecuador. While debt swaps have not significantly reduced the debt burden of developing countries, they have contributed to the implementation of important development projects in the countries that have relied on them.</p>

<p style="text-align: justify;">Current debt-for-development swap programs allow foreign debt to be converted into local currency, which is then used to finance development projects agreed on by the debtor and creditor countries in the framework of governance agreements. Lately, international institutions have been more widely promoting debt swaps as a way to avoid major economic crises in countries that are at risk of defaulting on loan service and payments due to successive international crises. They can also be used on projects that encourage the green transition toward a sustainable economy that does not depend on fossil fuels and excessive consumption of natural resources and protect against climate fluctuations. Debt swaps are bilateral agreements between countries and are not used when international institutions are the creditor party.</p>
<h3><strong>Egypt&rsquo;s history with debt-for-development swaps</strong></h3>
<p style="text-align: justify;">Egypt and Italy have maintained a debt-for-development swap program since 2001. So far, a total of USD350 million in debt has been converted into local investments in food security, agriculture, civil society, and wastewater treatment. The program has been implemented over three phases, and Egypt is currently negotiating an agreement for the measures of the fourth phase.</p>
<p style="text-align: justify;">The latest agreement with Germany is also not the first; debt swap programs between the two countries began in 2011 with an agreement to redeem debts of EUR240 million owed to Germany through the financing of development projects in Egypt. The first phase, worth EUR70 million, supported projects for school nutrition, improvement of the quality of education, and the rehabilitation of power plants. The second phase, worth EUR80 million, is currently underway and is geared to support for education, development, and clean energy projects. In July 2021, the Ministry of International Cooperation announced a debt swap of EUR41 million with the German Reconstruction Bank to implement the Comprehensive Technical Education Initiative in Egypt, and Egypt and Germany have had a debt swap governance agreement since 2015.</p>
<p style="text-align: justify;">In addition to debt relief, these programs are important for job creation, which helps boost growth rates and private sector participation in the local economy.</p>
<h3><strong>Debt swap programs: Do they help the climate?</strong></h3>
<p style="text-align: justify;">The debt swap mechanism could help reduce the climate finance gap&mdash;the difference between the financing needed to manage the effects of climate change and available resources&mdash;potentially providing USD104.5 billion to fill the gap in developing countries. As part of the Paris Agreement to reduce greenhouse gas emissions, developed countries pledged USD100 billion in annual funding to developing countries, though they have consistently failed to fulfill their commitment.</p>
<p style="text-align: justify;">Some experts argue that trying to close the climate finance gap with debt swaps is unrealistic because the projects financed by such programs are typically small scale. The value of all debt swaps since 1987 does not exceed USD3.7 billion, while environmental and climate projects financed through swap programs account for only half of that. Meanwhile, the total debt of poor countries amounts to an estimated USD200 billion. Additionally, debtor countries were not largely responsible for environmental damage in the first place: the 37 countries experiencing debt crises are responsible for just 0.5% of global emissions. This means that environmental projects in these nations will do little to reduce global emissions, though they could fund adaptation projects.</p>

<h3><strong>Do debt swaps offer a genuine solution to the debt crisis?</strong></h3>
<p style="text-align: justify;">This mechanism may offer opportunities to make the best use of international expertise by channeling development projects to areas where Egypt and developing countries need the transfer of expertise and knowledge. Nevertheless, debt swap programs face some challenges. Their implementation may be hindered by geopolitical and/or economic crises in either of the swap parties or their regional surroundings. Additionally, there is the possibility of international interference in domestic development plans in return for a trivial contribution to debt relief.</p>
<p style="text-align: justify;">The debt swap program with Germany, for example, accounts for only 0.1% of Egypt&rsquo;s total debt to Germany, which runs to USD2.6 billion. Egypt&rsquo;s external debt reached USD163 billion in the second quarter of 2022/23, recording a five-fold increase over the past decade. With the government affirming Egypt&rsquo;s ability to meet all its external obligations, Egypt will pay USD83.8 billion over the next five years in debt service alone.</p>
