<h2>السياحة في مصر: ارتفاع تاريخى، ولكن...</h2>
سجلت أعداد السائحين الذين استقبلتهم مصر في النصف الأول من العام الحالي 7 ملايين شخص، وهو الرقم الأعلى في تاريخ البلاد خلال هذه الفترة، محققة ارتفاعًا بنسبة 43% في أعداد الزوار في النصف الأول من 2023، مقارنة بنفس الفترة في 2022، حسب وزير السياحة أحمد عيسى.
تضع مصر خطة تستهدف بها استقبال 30 مليون سائح بحلول 2028، ومضاعفة إيرادات السياحة إلى 30 مليار دولار سنويًّا، بعد أن حققت نحو 12.2 مليار دولار العام الماضى. وبلغ أعلى معدل سياحي وصلت إليه مصر 14 مليون سائح في موسم 2010/2009. ورغم الارتفاعات الحديثة في أعداد السياحة الوافدة، تظل نسبة حجم استثمارات هذا القطاع في مصر أقل من 1% من حجم السياحة العالمية البالغة 2 تريليون دولار.
وكانت وزارة السياحة والآثار قد استحدثت تأشيرة سياحية متعددة لدخول مصر، صالحة لمدة 5 سنوات بقيمة 700 دولار أمريكي، بينما لا تتخطى تأشيرات الاتحاد الأوروبي 100 دولار، والولايات المتحدة 160 دولارًا، والإمارات حوالي 170 دولارًا.
<h3>الأهمية الإستراتيجية لقطاع السياحة</h3>

ويعتبر المختصون قطاع السياحة محركًا للاقتصاد، من ناحية اشتباكه مع العديد من القطاعات والأنشطة الاقتصادية الأخرى، تقدر بنحو 70 صناعة مغذية للسياحة، تشمل قطاعات: الضيافة والطيران والنقل والخدمات المالية والأغذية والتشييد والبناء والتجارة، والحرف اليدوية.

وفقًا لمؤشر تنمية السياحة والسفر (Tourism and Travel Development Index) لعام 2021، الذي ينشره المنتدى الاقتصادي العالمي، احتلت مصر المرتبة 51 عالميًّا، والخامسة في منطقة الشرق الأوسط وشمال إفريقيا.
<h3>لماذا لا ينهض قطاع السياحة؟</h3>
يواجه قطاع السياحة في مصر عديدًا من التحديات قصيرة وطويلة الأجل تشمل:

ساهمت الأحداث السياسية في البلاد من 2011 إلى 2013، إضافة إلى حادث سقوط الطائرة الروسية ومقتل السياح المكسيكيين (بالخطأ) في 2015 إلى تراجع حركة السياحة، ارتفعت خلالها معدلات البطالة وهجرة العمالة الماهرة إلى الخليج أو إلى وظائف أكثر استقرارًا. إضافة الى ذلك، تسببت محدودية فرص التدريب الجيد للمضيفين والمرشدين السياحيين في خلق فجوة مستمرة بين العرض والطلب، الأمر الذي يؤثر سلبًا في مستوى الخدمة بالقطاع.

تهيمن الحكومات في المنطقة العربية على إستراتيجيات قطاع السياحة وعملياته، وفقًا لدراسةٍ للبنك الدولي. كما تتعدد وتتشابك الجهات الرقابية والإشرافية والقوانين التي لم يتم تحديثها منذ الستينيات. ومن شأن اختيار كوادر إدارية محترفة وزيادة الاستثمار في السياحة أمام القطاع الخاص والمجتمع الأهلي وتشجيع المنافسة أن يؤدي إلى تحسين الخدمات في هذا القطاع. ويمثل الأردن نموذجًا جيدًا لإفساح الحكومة الطريق أمام القطاع الخاص، بعد أن تم تكليف الجمعية الملكية للحفاظ على الطبيعة بوضع إستراتيجية لإدارة المحميات البيئية، ما لبثت حتى حققت نجاحًا وروابط قوية بالمجتمع المحلي.

ويقترح المختصون تحويل الوحدات السكنية والعقارية المغلقة وغير المستغلة على سواحل البحرين المتوسط والأحمر إلى غرف فندقية سياحية، بالإضافة إلى زيادة الطاقة الاستيعابية للطيران الداخلي والخارجي.
<h3>مصر للطيران </h3>
خرجت شركة مصر للطيران، أقدم شركة طيران في الشرق الأوسط وثاني أكبر ناقل جوي في إفريقيا، المملوكة للدولة من التصنيف العالمى لأفضل 100 شركة طيران حول العالم.

احتلت مصر للطيران المركز الـ95 في عام 2022. وكانت مصر للطيران قد أعلنت عن تكبدها خسائر وصلت إلى 30 مليار جنيه (من 2020 إلى 2022) بسبب أزمة كورونا والحرب الروسية وزيادة أسعار الوقود وتخفيض سعر الصرف، إذ إن 90% من مصروفات الشركة بالدولار، بينما تشكل إيراداتها الدولارية 70% فقط. في المقابل يرى برلمانيون أن هذه العوامل (التي أدت إلى خسائر) ليست مقصورة على مصر للطيران وأنها شملت&nbsp; أيضًا شركات الطيران العربية والإفريقية، التي أحرزت تقدمًا في نفس المدة.
ويُرجِع مسؤولون وخبراء، الخسائر الكبيرة لمصر للطيران إلى عدة أسباب: أولها أزمة ارتفاع نسبة العمالة بها التى تقدر بـ35 ألفًا، في ظل وجود ترهل وظيفي وتضخم في الأجور وغياب معايير إدارية تشجع التنافسية. إضافة إلى الديون المتصاعدة بسبب تراكم الخسائر (حصلت الشركة على قروض بإجمالي 8 مليار جنيه خلال 2020 و2021 فقط). وتمثل المكاتب الخارجية للشركة -التي تبلغ 73 مكتبًا- عبئًا إضافيًّا في تكاليف التأجير والتشغيل بالعملة الصعبة، مع غياب المعايير المهنية الموحدة في التعامل مع وكلاء السفر في الخارج، ما أدى إلى تراكم التجارب السيئة مع تلك المكاتب. كما أن سياسة التسعير الحالية تُضعف تنافسيتها، بعد أن ارتفعت أسعار تذاكر مصر للطيران الدولية عن مثيلاتها ومن يتقدمها في التصنيف.
يعتبر الطيران هو العمود الفقري لصناعة السياحة ونموها في أي بلد. وبحسب الخبراء تحتاج مصر للطيران إلى إعادة هيكلة فنية وإدارية لمواكبة التطورات العالمية ومعالجة القصور في الخدمات وضعف التسويق وقلة عدد الطائرات وتحسين مستوى المطارات. وتشير الدراسات إلى أن تخفيض الحواجز التنظيمية والعملية التي تمنع شركات الطيران غير المملوكة للدولة من العمل في السوق، من شأنه أن يعزز المشاركة ويزيد الكفاءة والتنافسية ويخفض الأسعار، بحيث ينعكس بشكل مباشر على زيادة أعداد السياحة الوافدة ومساهمتها في الناتج المحلي.
<h3 style="text-align: justify;">فرص مصر لتحقيق عوائد سياحية أكثر استدامة</h3>
تتفق الدراسات المختصة على حاجة مصر إلى تطوير منتجاتها السياحية عن طريق:

<li style="font-weight: bold;">الدمج وتنويع الأسواق:</li>

إنعاش المبادرات الداعية إلى دمج السياحة الشاطئية والترفيهية -التي تمثل 76% من إجمالي السياحة في مصر- مع السياحة الثقافية لتجنب الاعتماد على نوع واحد. إضافة إلى ضرورة تنوع الأسواق التي تستهدفها السياحة المصرية سواء من حيث البلاد الوافدة (كالترويج في أسواق جديدة، مثل: الهند والصين وأمريكا اللاتينية)، أو نوع السياحة المقصودة. كذلك دراسة اقتراح بعض الخبراء لاستثمار الثروة العقارية المهجورة في الساحل الشمالى-الغربي لاستهداف مواطني أوروبا للإقامة طويلة المدى خلال فصل الشتاء و استغلال الفنادق الجديدة التي أقيمت هناك، مع الحاجة إلى تأهيل المنطقة لخدمة هذا النوع من السياحة خارج موسم الصيف.

تأتي في مقدمتها السياحة البيئية المستدامة القائمة على الطبيعة، كالمحميات التي تغطي نحو 15% من مساحة مصر، والواحات الصحراوية، والتي تفيد المجتمعات المحلية بشكل كبير لإشراكهم في تصميم البرامج السياحية وإدارتها، ويطلق عليها أحيانًا "السياحة المجتمعية" ويمكن لهذا النوع من السياحة أن يساهم بشكل كبير في خلق الوظائف والفرص للمجتمعات النائية والمهمشة، كالنماذج التي بدأت تنتشر في الفيوم وسيوة وسيناء. لا تزال صناعة السياحة البيئية في مهدها رغم تنوع مصر الطبيعي ومحمياتها ذائعة الصيت عالميًّا، بسبب معارضة محتكري قطاع السياحة التقليديين انتشار تلك النماذج للحفاظ على عوائدهم المضمونة، والتعليمات الأمنية واشتراط التصاريح المعقدة التي تحد من حرية الحركة للسائح.

كما سيتطلب الاحتياج إلى التنويع والمنافسة الإقليمية، تحسين البنية التحتية للإنترنت وسرعاته، والذي يعتبرها الكثير من المسافرين شرطًا مهمًا في اختيار وجهتهم السياحية. يبلغ متوسط سرعة الإنترنت في مصر 27 ميجابايت/ثانية، بالمقارنة مع منافسيها الإقليميين الذين يوفرون سرعة تبلغ 68 ميجابايت/ثانية.

<h2>Tourism in Egypt: Historical Increase, But...</h2>
Some 7 million tourists visited Egypt in the first six months of 2023, a historical record for this time of year, up 43% in the same period in 2022, according to Tourism Minister Ahmed Issa.
Egypt is formulating a plan to bring in 30 million tourists by 2028 and double tourism revenues to USD30 billion a year, having earned about USD12.2 billion last year. The 2009/10 season remains Egypt&rsquo;s best ever, when 14 million people visited the country. Despite recent increases in tourist numbers, however, investment in the sector comes to less than 1% of the USD2 trillion in global tourism.
The Ministry of Tourism and Antiquities has introduced a multi-entry tourist visa valid for five years at a cost of USD700. By way of comparison, visas to enter the European Union, the US, and the UAE cost USD100, USD160, and USD170 respectively.
<h3>Strategic importance of the tourism sector</h3>

Experts consider the tourism sector to be an economic engine because it is enmeshed with so many other sectors and economic activities. There are an estimated 70 feeder industries for tourism, including hospitality, aviation, transport, financial services, food, construction, commerce, and handicrafts.

According to the Tourism and Travel Development Index, published by the World Economic Forum, Egypt ranked 51st globally, and 5th in the Middle East and North Africa region.
<h3 style="text-align: justify;">Why isn&rsquo;t the tourism sector thriving?</h3>
The tourism sector in Egypt faces several short- and long-term challenges, including:&nbsp;

<li style="text-align: justify;">Sensitivity of the tourism sector to global and domestic crises:</li>

<li style="text-align: justify;">Lack of skilled labor: Political events in the country from 2011 to 2013, as well the downing of the Russian plane and the accidental killing of Mexican tourists in 2015, contributed to a decline in tourism, as a result of which unemployment rose and skilled workers migrated to the Gulf or to more stable jobs. In addition, limited opportunities for quality training for hospitality workers and tour guides have given rise to a persistent gap between supply and demand, which has a negative impact on the quality of service in the sector.</li>
<li style="text-align: justify;">Administrative bureaucracy: Governments in the Arab region dominate tourism sector strategies and operations, according to a World Bank study. There are numerous overlapping and duplicative supervisory and oversight bodies and laws, many of them not updated since the 1960s. Appointing professional administrative staff, opening tourism to the private sector and civil society, and encouraging competition would all improve services in the sector. Jordan offers a good example of how the government can clear the way for the private sector: the government tasked the Royal Society for the Conservation of Nature with developing a strategy for the management of environmental protectorates, which has proven successful and forged strong links with the local community.</li>

<h3>EgyptAir</h3>
EgyptAir, the Middle East&rsquo;s oldest airline and Africa&rsquo;s second-largest carrier, dropped out of the ranking of the top 100 airlines globally.

EgyptAir has announced losses of up to EGP30 billion from 2020 to 2022 due to the Covid-19 pandemic, the Russian war, higher fuel prices, and the devaluation of the pound (90% of the company&rsquo;s expenses are in dollars, while only 70% of its revenues are). Parliamentarians point out that these crises have affected other Arab and African airlines as well, but they have nevertheless made progress in the same period.
Officials and experts attribute EgyptAir&rsquo;s major losses to several factors, the first being its bloated labor force, estimated at 35,000, coupled with wage inflation and the lack of administrative standards that encourage competitiveness. The company also has mounting debts due to cumulative losses: it racked up loans of EGP8 billion in 2020 and 2021 alone. The company&rsquo;s 73 overseas offices represent an additional burden in rental and operating costs that must be paid in hard currency, while the lack of uniform professional standards in dealing with overseas travel agents has led to many bad experiences with these offices. The current pricing policy is also weakening its competitiveness, as EgyptAir&rsquo;s international ticket prices are higher than those of its peers.
Aviation is the backbone of the tourism industry and crucial to its growth in any country. According to experts, EgyptAir needs a technical and administrative restructuring to keep pace with global developments, address inefficiencies in services, poor marketing, and the paucity of aircraft, and improve the level of airports. Studies show that reducing the regulatory and practical barriers that prevent non-state-owned airlines from operating in the market will enhance participation, increase efficiency and competitiveness, and reduce prices. In turn, these improvements will be directly reflected in an increase in tourist numbers and their contribution to GDP.
<h3>Opportunities for more sustainable tourism revenues</h3>
Informed studies agree that Egypt should develop its tourism products through:&nbsp;
<ul>
<li style="text-align: justify;">Market integration and diversification: Revive initiatives to integrate beach and leisure tourism&mdash;which accounts for 76% of all tourism in Egypt&mdash;with cultural tourism, to avoid dependence on one type; diversify the markets targeted by Egyptian tourism, both the countries from which tourists come (for example, advertising in new markets such as India, China, and Latin America), and the type of tourist destination; and study expert proposals to utilize empty real estate stock on the northwest coast to market to Europeans for long-term residence during the winter and exploit the new hotels established there, while outfitting the region to serve this type of tourism outside the summer season.</li>
<li style="text-align: justify;">The development of new types of tourism: Most obviously, nature-based sustainable ecotourism, such as nature reserves, which cover about 15% of Egypt&rsquo;s landmass, and desert oases, where local communities can benefit greatly from being involved in the design and management of tourism programs. This type of tourism, sometimes called &ldquo;community tourism,&rdquo; can contribute significantly to the creation of jobs and opportunities for remote and marginalized communities, as seen where this model has begun making inroads in Fayyoum, Siwa, and Sinai. The ecotourism industry is still in its infancy despite Egypt&rsquo;s natural diversity and its world-renowned protectorates due to opposition from the traditional tourism monopolies who are concerned about maintaining their conventional profits, as well as due to strict security directives and the requirement for complicated permits.</li>

Diversification and regional competition will require Egypt to improve internet infrastructure and speeds as well, since many travelers consider internet access and speed an important condition while choosing their touristic destinations. The average internet speed in Egypt is 27 megabytes per second, compared to speeds of up to 68 MB/s among regional competitors.
