<h2>الغاز الطبيعي المصري: استثمارات واسعة وعوائد غير مضمونة</h2>
انخفضت عائدات صادرات مصر من النفط والغاز إلى أكثر من 50% على أساس سنوي في الأشهر الأربعة الأولى من 2023 بعد هبوط أسعار الغاز الطبيعي عالميًّا إلى النصف. ويأتي الإعلان عن انخفاض الإيرادات بعد شهرين من تصريحات وزير البترول طارق الملا في فبراير - أن وزارة البترول تستهدف بلوغ صادرات الغاز الطبيعي في العام الحالي 7.5 مليون طن بقيمة 8.4 مليار دولار وزيادة بنسبة 40% في تصدير الغاز المسال. كما كانت تستهدف زيادة استثمارات الشركاء الأجانب خلال العام الحالي إلى ما يزيد على 10 مليارات دولار بعد ارتفاع الطلب على الغاز وبلوغه أسعارًا قياسية في 2022 على خلفية حرب روسيا على أوكرانيا.&nbsp;
وبينما تسبب تراجع صادرات الغاز في اتساع عجز الميزان التجاري لمصر على أساس سنوي بنسبة 23.8%، فقد صرَّح الملا أن مصر لم تصدر أية كميات من الغاز الطبيعي المسال في يونيو 2023 تلبيةً للطلب المحلي المرتفع خلال موسم الصيف، في الوقت الذي تستهدف&nbsp; استئناف تصديره بحلول أكتوبر المقبل.&nbsp;
ويثير تذبذب سوق الغاز المصرية أسئلة على خلفية الاستثمارات العريضة التي خصصتها الحكومة خلال السنوات الثماني الأخيرة في تنمية حقول الغاز سعيًا إلى كسب الحصة الأكبر من عوائد الغاز العالمية وتعزيز احتياطاتها من العملة الصعبة. حيث ارتفع معدل نمو إنتاج الغاز الطبيعي من -11% في عام 2015 إلى 25% في 2021 باستثمارات بلغت حوالي 27.4 مليار دولار عبر 30 مشروعًا مختلفًا، وبلغت استثمارات الحكومة المصرية وحدها 126 مليار جنيه خلال آخر 10 سنوات. ولكن تراجع الإنتاج وارتفاع الاستهلاك المحلي، إلى جانب تأرجح معدلات الطلب عالميًّا، أضعفا من طموح مصر أن تصبح موردًا رئيسيًّا للغاز الطبيعي المسال إلى الأسواق الكبرى، وهو ما سعت إلى تحقيقه منذ بداية الألفيَّات.
<h3>2022: عوائد غير مسبوقة&nbsp;&nbsp; </h3>
أتاحت الحرب الروسية على أوكرانيا خلال 2022 فرصة جيدة لمصر لزيادة صادراتها من الغاز الطبيعي المسال (LNG)، وإمداد الدول التي كانت تحصل على 40% من احتياجاتها من موسكو.

وتفضل معظم الأسواق الأوروبية (الوجهة الرئيسية للصادرات حاليًّا) الغاز الطبيعي المسال كبديل من الغاز عبر خطوط الأنابيب، بما يساعدها على تنويع مزيجها من الموردين وتخزين الغاز الفائض، وبالتالي التحوط ضد أي انقطاع محتمل قد يحدث بسبب النزاعات السياسية أو الاقتصادية مع الموردين.&nbsp;
<h3 dir="rtl">الإنتاج والاستهلاك: هل من فائض؟</h3>
يتزامن انخفاض عوائد التصدير مع تراجع الإنتاج المحلي من الغاز للشهر الثامن على التوالي.&nbsp; وبحسب الخبراء، تنحصر أسباب انخفاض الإنتاج مؤخرًا في التالي:

<li style="text-align: justify;">النضوب الطبيعي لاحتياطات الحقول المصرية الناضجة، مع تباطؤ وتيرة الاكتشافات الجديدة.</li>
<li style="text-align: justify;">مشاكل تسرب المياه في حقل غاز ظهر الرئيسي نتيجة التعجل في استخراج الغاز، التي أدت إلى انخفاض إنتاج الحقل بنسبة 11% مقارنةً بالعامين الماضيين، ما قد يؤدى إلى انخفاض إجمالي إنتاج مصر من الغاز بنسبة 4% خلال 2023، بعكس توقعات سابقة بنموه بنسبة 1% لنفس العام. بينما نفت الحكومة بشكل رسمي في 24 يوليو 2023 وجود مشاكل تقنية في حقل ظهر، رغم إعلان وزارة البترول تراجع إنتاجيته في الفترة الماضية.</li>

شهدت الشهور الأخيرة ارتفاع الطلب المحلي على الغاز الطبيعي بسبب كثافة استهلاك الكهرباء خلال موسم الصيف، بلغت ذروتها في الأزمة التي شهدتها البلاد خلال الأسبوعين الماضيين والتي انعكست على انقطاعات متكررة للتيار الكهربائي نتيجة نقص إمدادات الغاز الطبيعي اللازم لتشغيل محطات الطاقة، حيث يسجل الطلب المحلي على الغاز زيادة سنوية بنسبة 8%.
ورغم تأكيد وزير الكهرباء في مارس 2023 الماضي بأن "زمن تخفيف الأحمال لن يتكرر فى مصر"، أعلن رئيس الوزراء مصطفى مدبولى في 27&nbsp; يوليو عن خطة حكومية للتعامل مع نقص الوقود اللازم لتشغيل محطات الكهرباء، تضمنت لجوء الدولة الى استيراد ما قيمته 250 إلى 300 مليون دولار من المازوت اللازم لتشغيلها، مع استمرار إجراءات تخفيف الأحمال. كما خفّضت مصر إمدادات الغاز الطبيعي بنحو 20% لعدد من مصانع الأسمدة العاملة في البلاد بدءاً من آخر أسبوع في يوليو 2023.

وبينما نفى مدبولى أن الدولة تفضل تصدير الغاز الطبيعي بدلًا من توفيره للاستهلاك المحلي مؤكدًا توفره بنفس الكميات، قدم مركز الأبحاث العالمي للطاقة Ember قراءة مختلفة لواقع الغاز المصرى في مارس الماضى، مشيرا إلى انخفاض كميات الغاز الطبيعي المستخدم لتوليد الطاقة منذ 2017، وصلت إلى 73.7% من إجمالي مصادر الطاقة في 2022، مقارنةً بـ 83.38% في 2021.&nbsp;
كما أوضح رئيس الوزراء أن تصدير الغاز&nbsp; يتوقف بشكل كامل خلال أشهر الصيف وفقًا لخطة الدولة لاعتبارات زيادة الاستهلاك المحلي. بينما تظهر بيانات البنك المركزي أن مصر استمرت في تصدير الغاز خلال أشهر الصيف طوال الأعوام الماضية، محققة نحو 2.86 مليار دولار عوائد تصدير الغاز المسال خلال أشهر "يوليو &ndash; أغسطس- سبتمبر" ما بين عامي 2019 - 2022.
بدأت الحكومة في تنفيذ الخطة الأولى من تقليص استهلاك الكهرباء محليًّا في صيف 2022.

<h3>تصدير الغاز منذ عهد مبارك</h3>
دخلت مصر سوق تصدير الغاز الطبيعي في أوائل عام 2000 بعد سلسلة من الاكتشافات الهيدروكربونية البحرية. واستثمرت بكثافة في بنية خطوط الأنابيب العابرة للحدود الوطنية ومحطات الغاز الطبيعي المسال في ظل نظام حسني مبارك آنذاك. وهي الاستثمارات التي جاءت بعقود تصدير مثيرة للجدل بسبب التسعير غير العادل الذي كبَّد مصر خسائر فاقت الـ 10 مليار دولار حينها، بحسب المختصين. بدأت مصر في تصدير الغاز في 2003 عبر خط أنابيب الغاز العربي إلى الأردن ثم إسرائيل، كما صدَّرت&nbsp; أول شحنة لها من الغاز الطبيعي المسال في 2004 إلى إسبانيا.
وتحت ضغط الاستهلاك المحلي المتزايد&nbsp; للغاز وانخفاض الإنتاج المحلي منه منذ 2006، تحولت مصر إلى دولة مستوردة للغاز في عام 2015. لكنها عادت وحققت اكتفاء ذاتى من إنتاج الغاز الطبيعي بحلول&nbsp; 2018، لتستأنف التصدير مرة أخرى، خاصة بعد اكتشاف حقل ظهر في شرق البحر المتوسط الذي تم تشغيله في ديسمبر 2017، وينتج 40% من إجمالي إنتاج مصر من الغاز يوميًّا.&nbsp;
ظلت إسرائيل تعتمد على الغاز المصري لتلبية ما يصل إلى 40% من احتياجاتها بين عامي 2008 و2011، قبل أن تنهي مصر هذا الاتفاق من جانب واحد بعد ثورة 2011. ودفع هذا القرار - إضافة إلى الاعتداءات المتكررة على خط أنابيب الغاز بين البلدين - إسرائيل إلى رفع دعوى قضائية ضد مصر أمام محاكم التحكيم الدولية لتراجعها عن الالتزام بعقود التصدير. وفي محاولة لتسوية النزاع وإسقاط عقوبات التحكيم، وافقت مصر على صفقة جديدة لاستيراد الغاز من إسرائيل لمدة 15 عامًا بدءًا من 2020، بعد أن اكتشفت إسرائيل احتياطيات كبيرة في حقلي ليفياثان وتمار فى البحر المتوسط. وتعتمد مصر على واردات الغاز الإسرائيلية -التي تصل مصر عبر نفس الأنابيب التي كانت تضخ منها الغاز إلى إسرائيل- لتسييلها وإرسالها إلى أوروبا، في مقابل تحصيل رسوم على مرور الغاز الإسرائيلي بالشبكة القومية للغاز الطبيعي. وصدرت إسرائيل إلى مصر غازًا بحجم 5.81 مليار متر مكعب في 2022، مسجلة ارتفاعًا بنسبة 37% عن 2021.

<h3>مركز إقليمي للغاز الطبيعي المسال؟</h3>
تنوعت جهود مصر عبر السنوات الأخيرة للتحول إلى مركز إقليمي في منطقة الشرق الأوسط لإنتاج وتصدير الغاز الطبيعي، شملت:
إبرام اتفاقيات لتصدير أو استيراد وتسييل الغاز الطبيعي مع بلادٍ، مثل: الأردن أو إسرائيل وقبرص وضخها إلى الأسواق العالمية، خاصة أوروبا. وذلك بعد إعادة تشغيل مصنع دمياط لإنتــاج الغــاز الطبيعــي المســال في فبرايــر 2021 بعد توقف ثماني سنوات. وتمثل كل من محطتي دمياط وإدكو ميزة تنافسية لمصر بين دول شرق المتوسط في تعزيز صادرات الغاز الطبيعي المصري والأجنبي عن طريق تسييله وشحنه.

المشاركة في تأسيس منتدى غاز شرق المتوسط في 2019، والذي يضم كلًّا من الأردن وإسرائيل واليونان وقبرص وإيطاليا وفلسطين ومصر، ويرى مؤسسوه أنه يهدف إلى إنشاء سوق إقليمية للغاز وترشيد تكلفة البنية التحتية وتقديم أسعار تنافسية. وتحت مظلة المنتدى، وقَّعت مصر وإسرائيل والاتحاد الأوروبي في يونيو 2022 مذكرة تفاهم لزيادة صادرات الغاز الإسرائيلي إلى الاتحاد الأوروبي بعد تسييله في مصر، لمدة ثلاث سنوات قابلة للتجديد، على أن يدعم الاتحاد الأوروبي مصر بـ 100 مليون يورو للتغلب على التداعيات السلبية التي ألحقتها الحرب الروسية الأوكرانية على الاقتصاد المصري. وفي أغلب الاتفاقات مع اسرائيل، لا يتم التحديد المسبق للكميات التي سيتم تصديرها من إسرائيل إلى محطات الإسالة المصرية أو كمية الغاز التي سيتم إعادة تصديرها من مصر أو قد يتم تغييرها، رغبة في عدم الالتزام بكميات معينة لاعتبارات تتعلق باحتياجات البلاد المحلية، وإمكانية التعثر في استخراج الغاز.
<h3>آفاق مستقبلية</h3>
قد يشير الانخفاض الأخير في صادرات مصر من الغاز الطبيعي وزيادة الطلب المحلي - إلى نهاية ما يقرب من عامين ذهبيين استفادت خلالهما البلاد التي تعاني ضائقة مالية من أسعار الغاز الطبيعي المسال القياسية في السوق العالمية، إلا أن الحكومة المصرية لا تزال تراهن على صعودها إلى مركز محوري في سوق الغاز العالمية كمصدر لغاز محلي أو أجنبي، بالعمل على جبهتين متوازيتين:&nbsp;
تحفيز المزيد من عمليات التنقيب والإنتاج بالشراكة مع شركات الطاقة الأجنبية، رغم عدم استقرار الوضع الاقتصادي، الذي قد يؤثر على عوامل جذب هذا النوع من الاستثمار الأجنبي. ويتوقع وزير البترول طارق الملا أن تشهد مصر استثمارات تقدر بـ 1.8 مليار دولار خلال العامين القادمين في برنامج طموح ومكثف لحفر 35 بئرًا جديدة، ينتج عنهم 40% زيادة في صادرات الغاز المسال. في حال نجاحه، سيساهم هذا الحل فى تجنيب مصر العودة مرة أخرى إلى الاستيراد لتلبية الاحتياج المحلي.
زيادة رفع الطاقة الاستيعابية لمحطتي الإسالة -إدكو ودمياط بشرق الدلتا- اللتين تعملان بثلثي طاقتهما، لتوسيع قدراتهما على إسالة وإعادة تصدير أكبر كمية من الغاز المحلي الفائض و/أو المستورد من جيران مصر الإقليميين. وهو السياق الذي أعلنت خلاله وزارة البترول العامَ الماضي أن مصر تحتاج إلى استثمارات جديدة في تطوير البنية التحتية للمحطات الحالية للسماح لها بزيادة إنتاج الغاز المسال. ويساهم هذا المسار في التعويل على إيرادات عمليات الإسالة والشحن من الموانئ المصرية للغاز الإقليمي،&nbsp; حال تفاقم الاستهلاك المحلي و/أو انعدام الفائض.

In this week's special edition, we examine the role of Egyptian natural gas in the recent electricity crisis, the history of exporting LNG, and Egypt's efforts to become a regional gas and energy hub over the years.

<h2>Egyptian Natural Gas: Sizable Investments, Uncertain Returns</h2>
Revenues from Egypt&rsquo;s oil and gas exports fell by more than half year-on-year in the first four months of 2023 following a 50% drop in the price of natural gas on the global market. The announcement of the dip in revenue comes after Petroleum Minister Tarek Al-Molla said in February that the Ministry of Petroleum aimed to export 7.5 million tons of natural gas this year for returns of USD8.4 billion and increase liquefied natural gas (LNG) exports by 40%. He added that Egypt wanted to boost the investments of foreign partners this year to more than USD10 billion after rising global demand for gas led to record prices in 2022 against the backdrop of Russia&rsquo;s war on Ukraine.
As a result of the decline in gas exports, Egypt&rsquo;s trade deficit increased 23.8% compared to last year. Earlier this month, al-Molla said that Egypt exported no LNG in June 2023 to enable it to meet high domestic demand during the summer season, but it plans to resume exports by October.
The volatility of the Egyptian gas market calls into question Egypt&rsquo;s extensive investments in the development of its gas fields over the past eight years, as it strives to win a greater share of global gas revenues and shore up its foreign currency reserves. The growth rate of natural gas production rose from -11% in 2015 to 25% in 2021 with investments of about USD27.4 billion across 30 different projects. The Egyptian government alone has invested LE126 billion in gas projects over the last 10 years. But falling production and rising domestic consumption, coupled with fluctuating global demand, have put a damper on Egypt&rsquo;s ambition to become a chief supplier of LNG to major markets, something it has aimed for since the early 2000s.
<h3>2022: Unprecedented returns</h3>
The Russian invasion of Ukraine in 2022 gave Egypt the opportunity to increase LNG exports to countries that previously had 40% of their gas needs met by Moscow.

Most European markets, currently the main destination for exports, prefer LNG to pipeline gas, which allows them to diversify their suppliers and store surplus gas, thus hedging against any potential disruptions that may arise due to political or economic disputes with suppliers.
<h3>Production and consumption: Is there a surplus?</h3>
The decline in export revenues coincides with a decline in domestic gas production for the eighth consecutive month. According to experts, there are two main reasons for the recent fall-off in production:
The natural depletion of reserves in mature Egyptian gas fields, combined with the slower pace of new discoveries.
Water infiltration problems in the main Zohr gas field as a result of accelerated gas extraction. Production in the field fell by 11% over the past two years, which could mean a 4% decline in Egypt&rsquo;s total gas production in 2023, contrary to the anticipated 1% growth. On July 24, 2023, the government officially denied the existence of technical problems in the Zohr field, despite an announcement from the Ministry of Petroleum that the field&rsquo;s productivity had declined recently.

Egypt entered the natural gas export market in the early 2000s after a series of offshore hydrocarbon discoveries, investing heavily in transnational pipelines and LNG terminals under the Hosni Mubarak regime. These investments came with export contracts that were controversial due to unfair pricing, which cost Egypt more than USD10 billion at the time, according to experts. In 2003, Egypt began exporting gas to Jordan and Israel through the Arab Gas Pipeline, and its first shipment of LNG was exported to Spain in 2004.
<h3>An electricity or gas crisis?</h3>
At the same time, past months have seen domestic demand for natural gas rise steadily due to increased electricity consumption during the summer. Domestic demand is growing by 8% annually, which could eat into the country&rsquo;s gas surplus. In the past weeks, the crisis has been reflected in frequent blackouts due to a shortage of the natural gas necessary to operate power plants. Although in March 2023, the minister of electricity asserted that the days of controlled blackouts in Egypt were over, Prime Minister Mostafa Madbouli announced on July 27th a government plan lasting till the end of August (at least), which includes ongoing cuts and outages due to fuel shortages. The plan included several other measures.

While Madbouly denied that the state prefers to export natural gas instead of providing it for domestic consumption, and that gas is available in the same quantities, Ember -a global energy think tank- provided a different reading in March 2023, noting that the quantities of natural gas used to generate power have declined since 2017, dropping to 73.7% of total energy sources in 2022, compared to 83.38% in 2021.
The Prime Minister also asserted that the government completely halts gas exports during summer months due to increasing domestic consumption. Data by the Central Bank of Egypt however shows that Egypt continued to export gas during summer months over the past years, generating about USD2.86 billion in LNG export revenues during the months of "July-August-September" between 2019-2022.&nbsp;
The state began implementing the first phase of its plan to rationalize electricity consumption in the summer of 2022.

<h3>Gas exports since the Mubarak era</h3>

These investments came with export contracts that were controversial due to unfair pricing, which cost Egypt more than USD10 billion at the time, according to experts. In 2003, Egypt began exporting gas to Jordan and Israel through the Arab Gas Pipeline, and its first shipment of LNG was exported to Spain in 2004.
Under the pressure of rising domestic gas consumption and declining domestic production after 2006, Egypt became a gas-importing country in 2015, achieved self-sufficiency in natural gas by 2018, and resumed exports - especially after the discovery of the Zohr field in the eastern Mediterranean. Since coming online in December 2017, Zohr produces 40% of Egypt&rsquo;s total gas production per day.
Israel depended on Egyptian gas for up to 40% of its needs from 2008 to 2011, before Egypt unilaterally terminated its agreement with Israel after the 2011 revolution. This decision, in addition to the repeated attacks on the gas pipeline between the two countries, prompted Israel to sue Egypt in international arbitration courts for failing to meet the terms of its export contracts. In an effort to settle the dispute and avoid court-levied penalties, Egypt agreed to a new deal to import gas from Israel for 15 years starting in 2020, after Israel discovered large reserves in the Leviathan and Tamar fields in the Mediterranean. Egypt now imports Israeli gas &mdash;coming in through the same pipelines that used to pump gas to Israel&mdash;and then liquefies it and sends it on to Europe, taking a fee for the passage of Israeli gas through the national natural gas network. Israel exported 5.81 billion cubic meters of gas to Egypt in 2022, up 37% from 2021.

<h3>A regional LNG hub?</h3>
Egypt&rsquo;s has expended great effort in recent years in its drive to become a regional Middle East center for the production and export of natural gas, including:&nbsp;
Egypt has concluded agreements for the export or import, liquefaction, and re-export of natural gas with Jordan, Israel, and Cyprus, steadily pumping LNG to global markets, especially Europe, following the resumption of operations at the Damietta LNG plant in February 2021 after an eight-year hiatus. As the only LNG facilities in the region, the Damietta and Idku terminals give Egypt a competitive advantage among eastern Mediterranean countries.

In 2019, Egypt was a founding member of the Eastern Mediterranean Gas Forum. Made up of Jordan, Israel, Greece, Cyprus, Italy, Palestine and Egypt, the organization aims to establish a regional gas market, rationalize the cost of infrastructure, and offer competitive prices. Under the aegis of the forum, in June 2022 Egypt, Israel, and the EU signed a memorandum of understanding to increase Israeli gas exports to the EU after liquefaction in Egypt, for a period of three years (renewable); in exchange, the EU will give Egypt EUR100 million to help it cope with the adverse impacts of the Russian-Ukrainian war on the Egyptian economy. Most agreements with Israel do not specify in advance the quantities of gas to be exported by Israel for liquefaction in Egypt or the amount of gas to be re-exported by Egypt, to allow for changes based on the country&rsquo;s local needs or potential problems in gas extraction.
<h3>Future prospects</h3>
The recent decline in Egypt&rsquo;s natural gas exports coupled with increased domestic demand may signal the end of nearly two golden years during which the cash-strapped country benefited from record LNG prices on the global market. But the Egyptian government is still betting on its rise to a pivotal position in the global gas market as a source of domestic or foreign gas, working on two parallel fronts:
Promoting more exploration and production in partnership with foreign energy companies, although the unstable economic situation may affect the attractiveness of this type of foreign investment. Petroleum Minister Tarek Al-Molla expects Egypt to see investments of USD1.8 billion over the next two years in an ambitious program to drill 35 new wells that would result in a 40% bump in LNG exports. If successful, the initiative will mean that Egypt will not need to resume gas imports to meet local needs.
Increasing the capacity of the Idku and Damietta LNG terminals in the eastern Delta&mdash;currently operating at two-thirds of their capacity&mdash;to allow the export of the most gas possible, whether surplus domestic gas or gas imported from Egypt&rsquo;s neighbors. In this context, the Ministry of Petroleum announced last year that Egypt needs new investments to develop the infrastructure of existing terminals in order to increase LNG production. If local consumption increases or the gas surplus evaporates, Egypt could still earn revenue from the liquefaction and shipping of regional gas from Egyptian ports.
