<h2><span style="color: rgb(6, 71, 137);"><strong>قناة السويس بين الواقع والطموح</strong></span></h2>
<p style="text-align: justify;">حققت قناة السويس المصرية إيرادات قياسية في العام المالي (2023/2022) المنتهي في يونيو، بوصولها إلى 9.4 مليار دولار، بارتفاع بلغ 35% عن العام المالي الماضي. وتأتى هذه الأرباح على خلفية اهتمام حكومي بالقناة لتعظيم إيراداتها، شمل مشاريع توسعة، واقتراحات بتغيير قانون هيئة قناة السويس وإنشاء صندوق يضم أملاكها، وتأسيس شركة قابضة تهيمن على الشركات والأصول لديها. ويبقى مشروع قناة السويس الجديدة الذي افتتح منذ ثمانية أعوام هو الأهم، واستهدفت به الحكومة رفع إيرادات القناة إلى 13.5 مليار دولار بحلول 2023، وهو ما لم يتحقق بعد. ووعد رئيس هيئة قناة السويس حينها، الفريق مهاب مميش، بأن يحقق مشروع تنمية قناة السويس -الذى يتضمن القناة الجديدة- إيرادات تبلغ 100 مليار دولار سنويًّا.</p>
<h3><strong>قناة السويس الجديدة</strong></h3>
<p style="text-align: justify;">افتتح مشروع "قناة السويس الجديدة" في 8 أغسطس 2015، وهو تفريعة موازية للقناة بطول 35كم تكلفت 8.2 مليار دولار، واستهدفت الحد من المدة التي تقضيها السفن للعبور من 18 إلى 11 ساعة لتعزيز طاقة استيعاب القناة. لكن ضعف حركة التجارة الدولية وانخفاض أسعار النفط في هذه الفترة انعكس على إيرادات القناة، قبل أن ترتفع بعد ذلك لتحقق إجمالي 32.4 مليار دولار من 2016 حتى 2020، بحسب تقارير حكومية.</p>
<p style="text-align: justify;">ولتمويل المشروع، جمعت الحكومة من المصريين نحو 64 مليار جنيه في شكل شهادات استثمار، كلفت الميزانية العامة للدولة 7.6 مليار جنيه سنويًّا لمدة 5 سنوات، كعائد لأصحاب الشهادات. كذلك اقترضت هيئة القناة نحو 850 مليون دولار من البنوك المصرية لتمويل باقي أعمال البنية التحتية.&nbsp;</p>
<h3><strong>إيرادات قناة السويس ومصروفاتها عبر السنوات</strong></h3>

<p style="text-align: justify;">يوضح الرسم ارتفاع إيرادات قناة السويس خلال السنوات المالية الأخيرة، لكن بمقارنتها بالمصروفات التي تتضمن الأجور والضرائب ونفقات أخرى، فإن نسبة التكلفة إلى الدخل/المردود في تزايد. تحدد تلك النسبة مدى ربحية مشروع معين وكفاءة إدارته: فكلما انخفضت النسبة، كان المشروع أكثر ربحية، والعكس صحيح. ويشير ارتفاع النسبة إلى أن تكاليف المشروع ترتفع بمعدل أعلى من دخله، وهو ما عكسته موازنات قناة السويس على مدار الـ20 سنة الأخيرة. إذ ارتفعت نسبة التكلفة إلى الدخل لتصل إلى 52.2% في العام المالي (2021/2020) بعد أن سجلت 16.3% فقط قبلها بعشرين عامًا (العام المالي: 2002/2001). ولم تحقق قناة السويس الجديدة تغييرات في نسبة التكلفة إلى الربح كما كانت تأمل الحكومة.</p>
<p style="text-align: justify;">أعلن رئيس هيئة قناة السويس أسامة ربيع في 21 يونيو 2023 عن قرب الانتهاء من تطوير القطاع الجنوبي للقناة، وهو مشروع جديد بدأت الهيئة في تنفيذه منذ عامين بإضافة 10 كم توسعة وتعميق للقناة، موضحًا أن&nbsp; جدواه الاقتصادية "لن تتضح الآن"، وستكلف تلك التوسعات والامتدادات الهيئة 3 مليار جنيه.</p>
<h3><strong>مؤثرات خارجية</strong></h3>
<p style="text-align: justify;">ترى الحكومة أن الإيرادات القياسية الأخيرة للقناة تحققت بفضل تبني سياسات تسعيرية وتسويقية مرنة جذبت خطوطًا ملاحية جديدة، إضافة إلى أرباح قناة السويس الجديدة. ويرى المختصون أن أسباب العوائد المتزايدة ترجع إلى تطور ثلاثة عوامل رئيسية دائمة تؤثر على إيرادات القناة سلبًا وإيجابًا.</p>

<h3><strong>أصول قناة السويس</strong></h3>
<p style="text-align: justify;">أقر البرلمان المصري بشكل مبدئي في ديسمبر 2022 تعديلات في قانون هيئة قناة السويس (رقم 30 لسنة 1975)، يسمح بإنشاء "صندوق" لتنمية مواردها عبر أنشطة اقتصادية واستثمارية، من بينها: "بيع وتأجير واستغلال الأصول الثابتة والمنقولة والانتفاع بها". ومنح التعديل هيئة القناة حق القيام بالأنشطة الاقتصادية والاستثمارية، ومنها مساهمة الصندوق بمفرده أو مع الغير في تأسيس الشركات، أو زيادة رؤوس أموالها، والاستثمار في الأوراق المالية. وهو القرار الذي أثار جدلًا ومخاوف لدى البعض من احتمالات فتح الباب أمام بيع حصص من القناة للمستثمرين الأجانب، وحرمان الموازنة العامة من فوائض القناة كمورد رئيسي، مخالفًا مبدأ وحدة الموازنة العامة للدولة. أكد حينها رئيس هيئة قناة السويس أن إنشاء الصندوق لن يؤثر في الدخل الذي يذهب إلى خزينة الدولة من أرباح الممر الملاحي، مضيفًا أن جزءًا من الفائض هو الذي سيذهب إلى الصندوق، نافيًا فكرة البيع للأجانب. لم يصدر بهذا القانون تشريع حتى الآن.</p>
<p style="text-align: justify;">وفي 7 يونيو 2023، أعلنت الحكومة عن إنشاء شركة "قناة السويس القابضة للصناعات والخدمات البحرية والاستثمار"، للاستثمار في أصول الهيئة وتنمية مواردها. وضمت الشركة الجديدة فور إعلان تأسيسها، شركتين: "القناة لرباط وأنوار السفن"، و"البورسعيدية" للأعمال الهندسية والبحرية. تسيطر الشركتان على أكثر من 90% من أرباح الشركات التابعة للهيئة. تمتلك الهيئة 8 شركات، تتكبد بعضها خسائر كبيرة، بينما تحقق شركة الرباط سنويًّا أرباحًا دولارية. وأعلنت هيئة القناة في نفس الشهر عن نيتها طرح 20% من الشركة في البورصة المصرية.&nbsp;</p>
<h3><strong>فرص تنمية موارد قناة السويس</strong></h3>

<p style="text-align: justify;">وتتفق التقارير المتخصصة على أن إيرادات القناة الحالية لا تعبر بحق عن قيمتها الاقتصادية، التي يجب أن تتجاوز الفرص الاستثمارية المتاحة والتي تقتصر حتى الآن على جهود حكومية في توسعة القناة ونقل ملكية أصولها إلى شركات وصناديق خاصة. تتعدد التوصيات التي يمكن أن تحقق لقناة السويس إيرادات مستدامة تضيف قيمة اقتصادية أكبر إلى الدخل القومي، وتساعد على توطين صناعات مختلفة وتوفر فرص عمل واسعة. وتشمل أهم التوصيات:</p>
<p style="text-align: justify;">العمل على إنشاء منطقة صناعية ولوجستية حول القناة ترتكز على الصادرات، وتجنب الاعتماد فقط على معدلات مرور السفن والرسوم المفروضة عليها.&nbsp;</p>
<p style="text-align: justify;">التركيز على تطوير خدمات السفن العابرة للقناة من خلال إنشاء أحواض إصلاح وصيانة وخدمات في مدينتي بورسعيد والسويس، أسوة بتجربة سنغافورة التي تمتلك أكبر أحواض إصلاح سفن في العالم. إضافة إلى ضرورة تطوير المناطق التجارية الحرة بالمدن المحيطة بالقناة. وتظهر البيانات أن الكثير من السفن العابرة للقناة تتجه أولًا إلى "جبل علي" في الإمارات للحصول على خدماتها المختلفة قبل المرور بمصر، بسبب ندرة الخدمات الصناعية واللوجستية بها. تحقق موانئ دبي 15 مليار دولار سنويًّا فقط من الخدمات المقدمة للناقلات، بينما تحقق موانئ سنغافورة 35 مليار دولار سنويًّا.&nbsp;</p>
<p style="text-align: justify;">التعجيل بتنفيذ تدابير النزاهة والشفافية فيما يتعلق بإجراءات المرور والشحن بالقناة. وكانت هيئة قناة السويس قد وقعت مذكرة تفاهم مع الشبكة البحرية لمكافحة الفساد (MACN) في ديسمبر 2022، وأعلنت قيامها بالتحقيق في مخالفات مبلغ عنها. ستحتاج هيئة القناة أن تبذل جهودًا أكبر في هذا الاتجاه، مع وجود مشاريع منافسة تستعد على المدى المتوسط والبعيد للمزاحمة الاقتصادية للقناة، مثل: قناة بنما وطريق رأس الرجاء الصالح وخط سيبيريا، وغيرها من المشاريع القديمة التي يتم إحياؤها برًّا وبحرًا أو الطرق الحديثة التي يتم التحضير لها.</p>

The profits come against the backdrop of concerted government action to maximize canal revenues, including expansion projects, proposals to amend the law governing the Suez Canal Authority (SCA) and establish a fund for the authority&rsquo;s assets, and the establishment of a holding company for the authority&rsquo;s subsidiary companies and assets. The &ldquo;New Suez Canal,&rdquo; which opened eight years ago, was the most significant effort, which the government&nbsp;<a href="https://almalnews.com/%D8%A7%D9%84%D9%85%D8%B1%D9%83%D8%B2%D9%89-%D9%8A%D8%AA%D8%B7%D9%84%D8%B9-%D8%A8%D8%B4%D8%BA%D9%81-%D9%84%D8%B9%D8%A7%D8%A6%D8%AF-%D8%A7%D9%84%D9%85%D9%85%D8%B1-%D8%A7%D9%84%D9%85%D9%84%D8%A7%D8%AD/">projected</a>&nbsp;would increase Suez Canal revenues to USD13.5 billion by 2023, although this target has not yet been met. The head of the SCA at the time of the project, Lieutenant General Mohab Mamish,&nbsp;<a href="https://www.almasryalyoum.com/news/details/753990">vowed</a>&nbsp;that the Suez Canal development project, which included the new canal, would ultimately generate revenues of USD100 billion annually.</p>
<h3 dir="ltr"><strong>The New Suez Canal</strong></h3>

The aim of the new channel was to reduce the time ships spent in transit from 18 to 11 hours, thereby boosting canal capacity. But declining global trade and falling oil prices at that time put a dent in canal revenues before they again&nbsp;<a href="https://www.independentarabia.com/node/205626/%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF/%D8%A3%D8%AE%D8%A8%D8%A7%D8%B1-%D9%88%D8%AA%D9%82%D8%A7%D8%B1%D9%8A%D8%B1-%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF%D9%8A%D8%A9/metrics/aggregate">ticked up</a>&nbsp;to a combined total of USD32.4 billion from 2016 to 2020, according to government reports.</p>
<p dir="ltr" style="text-align: justify;">To finance the new channel, the government <a href="https://www.bbc.com/arabic/business/2014/09/140921_suez_canal_investments">raised</a>&nbsp;EGP64 billion from Egyptians in the form of investment certificates, which cost the state budget&nbsp;<a href="https://www.reuters.com/article/egypt-banks-mn3-idARAKCN1V90YY">EGP7.6 billion</a>&nbsp;annually for five years in interest payments to certificate holders. The SCA&nbsp;<a href="https://arabic.rt.com/business/942505-%D9%82%D9%86%D8%A7%D8%A9-%D8%A7%D9%84%D8%B3%D9%88%D9%8A%D8%B3-%D9%82%D8%B1%D8%B6-%D9%85%D8%B5%D8%B1/">borrowed</a>&nbsp;some&nbsp;<a href="https://almalnews.com/%D8%A7%D9%84%D9%85%D8%B1%D9%83%D8%B2%D9%89-%D9%8A%D8%AA%D8%B7%D9%84%D8%B9-%D8%A8%D8%B4%D8%BA%D9%81-%D9%84%D8%B9%D8%A7%D8%A6%D8%AF-%D8%A7%D9%84%D9%85%D9%85%D8%B1-%D8%A7%D9%84%D9%85%D9%84%D8%A7%D8%AD/">USD850 million</a>&nbsp;from Egyptian banks to finance the rest of the infrastructure work.</p>
<h3 dir="ltr"><strong>Suez Canal revenues and expenditures</strong></h3>

<p style="text-align: justify;">The figure shows that Suez Canal revenues have increased in recent years, but so have <a href="https://docs.google.com/viewerng/viewer?url=https://manshurat.org/sites/default/files/118_19.pdf">expenditures</a> (wages, taxes, and other expenses), meaning the cost-to-income/yield ratio is increasing. That ratio shows the profitability of a particular project and the efficiency of its management: the lower the ratio, the more profitable the project will be, and vice versa. In this case, the ratio is high, indicating that costs are rising more quickly than income, as reflected in the budgets of the SCA over the past 20 years. The cost-to-income ratio rose to 52.2% in FY2020/21 from just 16.3% two decades earlier (FY2001/02). Thus far, the New Suez Canal has not changed the cost-to-income ratio as the government had hoped.</p>
<p style="text-align: justify;">On June 21, 2023, SCA head Osama Rabie <a href="https://www.asharqbusiness.com/article/51505/%D8%A5%D9%8A%D8%B1%D8%A7%D8%AF%D8%A7%D8%AA-%D9%82%D9%8A%D8%A7%D8%B3%D9%8A%D8%A9-%D9%84%D9%82%D9%86%D8%A7%D8%A9-%D8%A7%D9%84%D8%B3%D9%88%D9%8A%D8%B3-%D8%AA%D8%B5%D9%84-%D8%A5%D9%84%D9%89-94-%D9%85%D9%84%D9%8A%D8%A7%D8%B1-%D8%AF%D9%88%D9%84%D8%A7%D8%B1-%D9%81%D9%8A-%D8%B9%D8%A7%D9%85/">announced</a> the imminent completion of the development of the southern section of the canal, a project begun two years ago to deepen the canal and <a href="https://www.reuters.com/world/middle-east/suez-canal-expansion-increase-two-way-section-by-10km-2022-02-15/">extend</a> it by 10 km, saying that the economic feasibility of the project &ldquo;will not be clear at the present time.&rdquo; These expansions <a href="https://manassa.news/stories/7371?fbclid=IwAR23vhkhj4QX-8OeesaI64TRh0twhTK207N_KjNk7WMj0SO2KNoKUgVkm50">will cost</a> the SCA EGP3 billion.</p>
<h3><strong>External impacts</strong></h3>
<p style="text-align: justify;">The government&nbsp;<a href="https://www.asharqbusiness.com/article/51505/%D8%A5%D9%8A%D8%B1%D8%A7%D8%AF%D8%A7%D8%AA-%D9%82%D9%8A%D8%A7%D8%B3%D9%8A%D8%A9-%D9%84%D9%82%D9%86%D8%A7%D8%A9-%D8%A7%D9%84%D8%B3%D9%88%D9%8A%D8%B3-%D8%AA%D8%B5%D9%84-%D8%A5%D9%84%D9%89-94-%D9%85%D9%84%D9%8A%D8%A7%D8%B1-%D8%AF%D9%88%D9%84%D8%A7%D8%B1-%D9%81%D9%8A-%D8%B9%D8%A7%D9%85/">chalks up</a> the recent record canal revenues to the adoption of flexible pricing and marketing policies that attracted new shipping lines, in addition to the New Suez Canal. Experts, on the other hand, <a href="https://www.alaraby.co.uk/economy/%D9%82%D9%86%D8%A7%D8%A9-%D8%A7%D9%84%D8%B3%D9%88%D9%8A%D8%B3-%D8%AA%D8%AD%D9%82%D9%82-%D8%A3%D8%B9%D9%84%D9%89-%D8%A5%D9%8A%D8%B1%D8%A7%D8%AF%D8%A7%D8%AA-%D9%81%D9%8A-%D8%AA%D8%A7%D8%B1%D9%8A%D8%AE%D9%87%D8%A7">say</a> that the increased returns can be attributed to the same <a href="https://jsec.journals.ekb.eg/article_40142_8d5fc47fafd902b4dbc3f3decb242fdc.pdf">three factors</a> that have always broadly determined the canal revenues, whether negatively or positively.</p>

<h3><strong>SCA assets</strong></h3>
<p style="text-align: justify;">In December 2022, the Egyptian parliament&nbsp;<a href="https://www.youm7.com/story/2022/12/19/%D9%85%D8%AC%D9%84%D8%B3-%D8%A7%D9%84%D9%86%D9%88%D8%A7%D8%A8-%D9%8A%D9%82%D8%B1-%D8%AA%D8%B9%D8%AF%D9%8A%D9%84%D8%A7-%D8%AA%D8%B4%D8%B1%D9%8A%D8%B9%D9%8A%D8%A7-%D9%8A%D9%82%D8%B6%D9%89-%D8%A8%D8%A5%D9%86%D8%B4%D8%A7%D8%A1-%D8%B5%D9%86%D8%AF%D9%88%D9%82-%D9%82%D9%86%D8%A7%D8%A9-%D8%A7%D9%84%D8%B3%D9%88%D9%8A%D8%B3/6015733">approved in principle</a> amendments to Law 30/1975 on the Suez Canal Authority that would allow the establishment of a fund to develop SCA resources through economic and investment activities, including &ldquo;selling, renting, exploiting, and benefiting from fixed and movable assets.&rdquo; The amendments give the SCA the right to carry out economic and investment activities, including establishing companies (alone or with other parties), increasing its capital, and investing in securities. The decision has <a href="https://arabic.cnn.com/business/article/2022/12/20/egypt-suez-canal-bill">sparked controversy</a> and fears among some who see it as opening the door to selling shares in the canal to foreign investors and depriving the public budget of SCA surpluses as a major resource, contrary to the principle of the unity of the state budget. At the time, the head of the SCA <a href="https://www.bbc.com/arabic/trending-64054572">said</a> that the establishment of the fund would not affect the revenue flowing to the state treasury from the shipping lane, while adding that part of the surplus would go to the fund. No legislation has been enacted to date.</p>
<p style="text-align: justify;">On June 7, 2023, the government <a href="https://www.cnbcarabia.com/110763/2023/6/7/%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D8%A9-%D8%AA%D9%88%D8%A7%D9%81%D9%82-%D8%B9%D9%84%D9%89-%D8%A5%D9%86%D8%B4%D8%A7%D8%A1-%D8%B4%D8%B1%D9%83%D8%A9-%D9%82%D8%A7%D8%A8%D8%B6%D8%A9-%D9%84%D9%82%D9%86%D8%A7%D8%A9-%D8%A7%D9%84%D8%B3%D9%88%D9%8A%D8%B3">announced</a> the establishment of the Suez Canal Holding Company for Maritime Industries and Services and Investment, which will invest in SCA assets and develop its resources. Immediately after the announcement, the new holding company <a href="https://www.cairo24.com/1811508">acquired</a> two firms: Canal Ship Mooring and Lighting and Port-Saidiya Engineering and Maritime Works. These two companies <a href="https://www.facebook.com/SaheehMasr/posts/798459464977874">bring in</a> more than 90% of the profits of the SCA&rsquo;s eight <a href="https://assafirarabi.com/ar/49736/2022/12/29/%d8%ae%d8%b5%d8%ae%d8%b5%d8%a9-%d9%82%d9%86%d8%a7%d8%a9-%d8%a7%d9%84%d8%b3%d9%88%d9%8a%d8%b3-%d9%85%d8%b3%d9%85%d8%a7%d8%b1-%d8%a3%d8%ae%d9%8a%d8%b1-%d9%81%d9%8a-%d9%86%d8%b9%d9%88%d8%b4-%d9%85/">subsidiary firms</a>. While some of the subsidiaries <a href="https://manassa.news/stories/7371?fbclid=IwAR23vhkhj4QX-8OeesaI64TRh0twhTK207N_KjNk7WMj0SO2KNoKUgVkm50">incur</a> significant losses, Canal Ship Mooring <a href="https://amwalalghad.com/2023/02/09/%D8%AA%D8%B9%D8%B1%D9%81-%D8%B9%D9%84%D9%89-%D8%B4%D8%B1%D9%83%D8%A9-%D8%A7%D9%84%D9%82%D9%86%D8%A7%D8%A9-%D9%84%D9%84%D8%B1%D8%A8%D8%A7%D8%B7-%D8%A7%D9%84%D9%85%D9%82%D8%B1%D8%B1-%D8%B7/">turns</a> an annual profit in dollars. Also last month, the SCA declared its intention to offer a <a href="https://gate.ahram.org.eg/News/4338286.aspx">20% stake</a> in the company on the Egyptian stock exchange.</p>
<h3><strong>Opportunities to develop Suez Canal resources</strong></h3>
<p>&nbsp;<img style="display: block; margin-left: auto; margin-right: auto;" src="https://api-aps.aucegypt.edu/uploads/tinymce/1692261927image389b2506-18f4-1e10-e740-9d4ae7731aba.png" alt="" width="483" height="382"></p>
<p style="text-align: justify;">Reports by experts&nbsp;<a href="https://masr360.net/%d9%85%d9%84%d9%81-%d8%ae%d8%a7%d8%b5-%d8%b5%d9%86%d8%af%d9%88%d9%82-%d9%82%d9%86%d8%a7%d8%a9-%d8%a7%d9%84%d8%b3%d9%88%d9%8a%d8%b3/">agree</a>&nbsp;that current revenue levels do not reflect the true economic value of the canal, arguing that more should be done to exploit the potential of the canal beyond the current limited government efforts to expand it and transfer ownership of its assets to private companies and funds. In order to bring in sustainable revenues that add greater economic value to the national income, help to localize various industries, and provide extensive jobs, experts recommend:</p>
<ol dir="ltr">
<li style="text-align: justify;"><a href="https://eces.org.eg/wp-content/uploads/2023/04/VOC-Ar-4-30-3-2020.pdf">Establishing</a>&nbsp;an export-based industrial and logistical zone around the canal, to avoid a sole reliance on shipping traffic and transit fees.</li>
<li style="text-align: justify;">Focusing on the&nbsp;<a href="https://www.aljazeera.net/politics/2023/2/4/%D9%81%D9%8A-%D8%B8%D9%84-%D8%A7%D9%84%D8%A3%D8%B2%D9%85%D8%A9-%D8%A7%D9%84%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF%D9%8A%D8%A9-%D9%88%D8%B4%D8%A7%D8%A6%D8%B9%D8%A7%D8%AA">development</a>&nbsp;of services for ships transiting through the canal by establishing repair, maintenance, and service docks in Port Said and Suez, similar to Singapore, which has the largest ship repair docks in the world. Free trade zones should also be developed in the canal cities. Data&nbsp;<a href="https://www.aljazeera.net/news/2017/11/25/%D8%A7%D9%84%D8%A7%D8%B3%D8%AA%D8%AD%D9%88%D8%A7%D8%B0-%D8%A7%D9%84%D8%A5%D9%85%D8%A7%D8%B1%D8%A7%D8%AA%D9%8A-%D9%88%D9%85%D8%B3%D8%AA%D9%82%D8%A8%D9%84-%D9%82%D9%86%D8%A7%D8%A9">shows</a>&nbsp;that many ships passing through the canal first go to Jebel Ali in the UAE to obtain various services, due to the scarcity of industrial and logistical services in Egypt. Dubai Ports earns just USD15 billion a year in services for tankers, while Singapore Ports brings in USD35 billion a year.</li>
<li style="text-align: justify;">Accelerating the implementation of integrity and transparency measures in canal transit and shipping procedures. Already in December 2022, the SCA&nbsp;<a href="https://macn.dk/the-suez-canal-authority-sca-and-macn-have-signed-a-memorandum-of-understanding-to-provide-a-framework-for-cooperation/">signed</a>&nbsp;a memorandum of understanding with the Maritime Anti-Corruption Network and&nbsp;<a href="https://www.nepia.com/circulars/suez-canal-authority-confirms-its-tough-stance-on-bribery-corruption-and-facilitation-payments/">announced</a>&nbsp;that it would investigate reported irregularities. The SCA will need to redouble its efforts on this front, especially in light of medium- and long-term projects that could&nbsp;<a href="https://masr360.net/%d9%85%d9%84%d9%81-%d8%ae%d8%a7%d8%b5-%d8%b5%d9%86%d8%af%d9%88%d9%82-%d9%82%d9%86%d8%a7%d8%a9-%d8%a7%d9%84%d8%b3%d9%88%d9%8a%d8%b3/">compete</a>&nbsp;with the Suez Canal, among them the Panama Canal, the Cape of Good Hope route, the Siberian Line, and other recently&nbsp;<a href="https://www.alaraby.co.uk/economy/%D9%82%D9%86%D8%A7%D8%A9-%D8%A7%D9%84%D8%B3%D9%88%D9%8A%D8%B3-%D8%A7%D9%84%D8%AE%D8%B7%D8%B1-%D9%8A%D8%AA%D8%AC%D8%AF%D8%AF">revived</a>&nbsp;projects for land and sea routes, as well as plans for new routes now under preparation.</li>
