يلعب كل من التعليم ومبدأ الإنصاف بين الجنسين دورًا رئيسيًا في تحقيق الاستراتيجية الوطنية لمصر 2030. ويحرص محور "التعليم والتدريب"، ضمن هذه الاستراتيجية، على "إتاحة التعليـم والتدريـب للجميــع بجــودة عاليــة دون تمييز، وفي إطــار نظــام مؤسسي كــفء وعــادل ومستدام ومـرن" (الاستراتيجية الوطنية لمصر: رؤية 2030). ولكن من أجل الوصول إلى مستوى تعليمي عالي الجودة وتنمية بشرية مستدامة، يفترض معالجة قضايا السياسات العامة العديدة وإتاحة حلول بديلة لها. ومن أهم تلك القضايا انتشار ممارسات مختلفة من العنف ضد المرأة (VAW)، والتي لها علاقة واضحة بتفاوت نسب التعليم بين الذكور والإناث في بعض أنحاء الدولة. ولهذا السبب، يركز هذا التعليق تحديدًا على الصلة بين أشكال العنف ضد المرأة، مثل زواج القاصرات وختان الإناث، وحق المرأة في التمتع بجودة عالية من التعليم. ويشمل هذا المقال تحليلًا نظريًا موجزًا ​​يؤكد تأثير المعتقدات الاجتماعية المتأصلة في أعماق المجتمع، التي تُقبل على أنها "حقائق اجتماعية"، في استمرارية الظلم وعدم الإنصاف بين الجنسين في مصر.&nbsp;
<h3 style="text-align: justify;">أهمية الترابط بين السياسات العامة: دروس مستفادة </h3>
تشمل أهداف التنمية المستدامة المفترض تحقيقها بحلول عام 2030 استراتيجيات رئيسية للقضاء على الفقر وعدم المساواة بين الجنسين، مع ضمان تحقيق مستوى جيد من التعليم والصحة في ظل مدن مستدامة. والأهداف المختصة بموضوع هذا المقال هي: الهدف الرابع المتعلق بجودة التعليم، والهدف الخامس الذي يتطرق إلى المساواة بين الجنسين، و أخيرًا الهدف العاشر الذي يتناول تقليل عدم المساواة. وعلى الرغم من الاختلافات المنهجية في تطبيق كل من هذه الأهداف، فإن محاولة تحقيق بعضها يساعد على تحقيق كلها. عطفًا على ذلك، تؤكد هذه المقالة أهمية الحفاظ على منهجية ترابطية بين قضايا التعليم والتمكين الجنسي في مصر، من أجل تحقيق نمو اجتماعي واقتصادي مستدام.
<h3 style="text-align: justify;">تأثير ممارسات العنف ضد المرأة على فرص التعليم</h3>
ارتفاع معدلات الأمية بين الإناث له علاقة مباشرة بتعرضهن لأشكال مختلفة من العنف. ووفقًا لمعهد اليونسكو للإحصاء، فإن 13% من إجمالي عدد السكان المصريين (15 عامًا فأكبر) في 2017 أميّون، 35٪ من تلك النسبة من الذكور، و 65٪ من الإناث؛ مما يدل على أن نسبة الإناث غير المتعلمات هي ضعف نسبة الذكور تقريبًا. علاوة على ذلك، فإن 58% من إجمالي عدد السكان الأميين بين الفئة العمرية 15-24 سنة من الإناث، مقارنة بـ 42٪ من الذكور (يونسكو، 2017). وبغض النظر عن اختلاف مسببات هذا التباين (اعتمادًا على العوامل الجغرافية والاجتماعية والمالية)، فإن وجود هذه الفجوة في معدلات الأمية بين الإناث والذكور في مصر يلفت الانتباه إلى الظروف التي تساهم في استمرارها. ولكن أحد أهم هذه المسببات هو إنفاذ ممارسة أشكال مختلفة من العنف ضد المرأة.
يعد العنف ضد المرأة (VAW) أحد أسباب الظلم القائم على النوع في مصر. ونظرًا لتعرض الفتيات والنساء لأكبر نسب من أشكال العنف البدني والنفسي والاجتماعي المختلفة، فإن الفجوات بين الجنسين ستستمر في التوسع والتعمق في المجتمع. وتشمل الأشكال الشائعة من العنف ضد المرأة في مصر ختان الإناث وزواج القاصرات. ففي العديد من القرى والمدن الصغيرة، يتم ختان الفتيات بشكل شائع في سن المرحلة الإعدادية (وأحيانًا الابتدائية). واستنادًا إلى أحدث تقرير صادر عن المسح الديموغرافي والصحي لمصر، وهو منشور في عام 2015، فإن "87٪ من النساء المتزوجات اللواتي تتراوح أعمارهن بين 15 و49 سنة قد خضعن لتشويه أعضائهن التناسلية الأنثوية".
وعلى الرغم من تجريمها قانونًا، واستنكارها اجتماعيًا وحظرها دينيًا بسبب أضرارها الجسدية وعواقبها المميتة، فإن ختان الإناث من أكثر قضايا السياسة العامة إشكالاً في مصر. ووفقًا للبيانات التي تم جمعها عن طريق المسح الديموغرافي والصحي لعام 2015، فإن "النساء غير المتعلمات هن الأكثر عرضة للختان (98٪) بينما لوحظ أدنى معدل للختان بين النساء في الشريحة العليا من الثروة (70٪)" (DHS ، 2015). ولهذا السبب، تعتبر المدارس وسيطًا أساسيًا لحملات التوعية والفحوصات أو الاستشارات الطبية مع موظفي الدعم الطبي أو النفسي أو الاجتماعي أثناء تنفيذ المشاريع التنموية ضد ختان الإناث.&nbsp;
وبناءً عليه، تلعب المرافق التعليمية دورًا رئيسيًا في التوعية ونشر المعلومات المهمة من أجل التوعية بأشكال العنف ضد المرأة، بالإضافة إلى توفير الخدمات الداعمة للقضاء عليها. فعند التعرف على العواقب الصحية والاجتماعية والنفسية المترتبة على هذه الممارسات، تتوقف الكثير من العائلات عن فرضها على بناتهن.
وعلى سبيل المثال فإن زواج القاصرات، المعرّف دوليًا بالزواج قبل سن 18 عامًا، هو شكل من أشكال العنف الذي يحرم الفتيات من حقهن في التعليم والمشاركة الاقتصادية في الكثير من الحالات. وفقًا لتقرير المجلس الوطني للأمومة والطفولة الأول عن سياسة القضاء على زواج القاصرات، فإن: "حوالي 1 من كل 20 فتاة (4٪) بين سن 15 و 17 سنة، و 1 من كل 10 (11٪) مراهقات بين 15- 19 سنة متزوجة أو كانت متزوجة من قبل. وتوجد اختلافات كبيرة بين المناطق الريفية والحضرية". (المجلس القومي للطفولة والأمومة، 2018). وكما هو متعارف، فإن الزواج المبكر والإنجاب يرتبطان بمسؤوليات مالية وجسدية ونفسية كبيرة، غالبًا ما تمنع الأم الشابة من مواصلة تعليمها أو مهنتها أو حتى الحفاظ على حياة اجتماعية صحية. ولكن هذا النوع من الممارسات العنيفة ضد المرأة له العديد من الأسباب الجذرية التي تمكنه من البقاء في مجتمعاتنا حتى اليوم.
ويمكن لنظريتي إميل دوركهايم وبيير بورديو شرح أسباب قبول المجتمع لمثل هذه الأشكال من العنف ضد المرأة وتهميشها في القطاعات الاجتماعية والاقتصادية. فكما يجادل إيميل دوركهايم، تنتج الأنظمة الاستغلالية "حقائق اجتماعية"، وهي معتقدات اجتماعية تتحول إلى قواعد تُعتمد كقوانين ملزمة. يتم أولاً دس هذه الحقائق الاجتماعية داخل المجتمع كأفكار جديدة يتم تبنيها سريعًا عن طريق وسائل مباشرة أو غير مباشرة، من أجل تحويلها إلى تقاليد ملزمة ومقبولة.
يعد ختان الإناث أو زواج القاصرات أمثلة واضحة على "الحقائق الاجتماعية" التي تم إنتاجها وتقبلها كفرائض من قبل العديد من المصريين. بغض النظر عن اختلاف أسباب إنفاذ هذه الجرائم ضد المرأة والفتيات، لكن جميع الأسباب (سواء كانت ثقافية أو دينية أو جنسية) تفتقر إلى أدلة صحيحة أو منطقية تبرر استمراريتها. مثل دوركهايم، يسلط بورديو الضوء على الطبيعة الثنائية لكل فرد في المجتمع بسبب تأثر كيانه الشخصي بكيان المجتمع، من خلال تقبل العادات والمعتقدات والتقاليد المتجذرة داخله. ويرجع ذلك إلى أن كيان الفرد، وفق شروط بورديو، يتشكل من خلال تجارب حياته داخل بيئة المجتمع. ومن ثم، باستخدام نظرية دوركهايم للحقائق الاجتماعية ونظرية بورديو عن كيان الفرد والمجتمع، نرى أن أشكال العنف ضد المرأة، المذكورة سابقًا، أصبحت تقاليد متوارثة ومقبولة بشكل كبير في المجتمعات الممارسة لها.
وعلى الرغم من معارضة المجتمع المدني والمؤسسات الحكومية وغير الحكومية لها، فإن التقاليد المبنية على التمييز بين الجنسين ستبقى حتى يحدث تغيير جذري يهدف لإعادة هيكلة المجتمع بأكمله. وللوصول إلى تلك المرحلة من الإدراك المجتمعي، يجب الاعتراف أولاً بالعوامل الداخلية والخارجية التي تؤثر على معتقدات الفرد وقيمه الثقافية قبل محاولة حل أي معضلة مجتمعية. وهذا ينطوي على تغيير المعتقدات المتوارثة القائمة على التفرقة بين الكفاءة المهنية للرجل والمرأة وتحديد أدوارهم ومسؤولياتهم بشكل غير منصف.
<h3 style="text-align: justify;">التعليم من أجل التمكين</h3>
ومع ذلك، يظل التعليم أداة للتمكين ومفتاح للنمو والازدهار المستدام. وبناءً عليه، من المفترض استخدامه كأداة للتغلب على "الحقائق الاجتماعية" المهيمنة على اختيارات بعض العائلات. من خلال التعليم، يدرك المواطنون حقوقهم، ويقدرون على استكشاف فرص التعلم المختلفة، وقوانين بلادهم، بالإضافة إلى التمكن من اتخاذ قراراتهم بأنفسهم. في حين أن التعليم يعد حقًا أساسيًا ومفيدًا للجميع، فإن "تعليم الفتيات بشكل خاص له تأثير مضاعف". كما هو موضح في تقرير اليونيسف بعنوان نظرة عامة على التعليم، فإن "الفتيات المتعلمات أكثر ميلاً للزواج في سن أكبر، ولديهن عدد أقل من الأطفال، وسيكون للأطفال فرص أفضل للمعيشة، وإيجاد سبل التغذية والتعليم في المستقبل. ومقارنةً بنظيراتهن فإن النساء المتعلمات أكثر إنتاجية في المنزل، ويتلقين أجورًا أفضل في العمل، بالإضافة إلى قدرتهنّ على المشاركة في صنع القرارات الاجتماعية والاقتصادية والسياسية". وبذلك، ستُقدِّر الأم المتعلمة أهمية التعليم، مما يضمن حصول أطفالها على الشكل الصحيح من التعليم الجيد والضروري لنموهم بشكل صحي.
<h3 style="text-align: justify;">الختام</h3>
إصلاح التعليم والإنصاف بين الذكر والأنثى هما وجهان لعملة واحدة، تؤكد على مبادئ العدالة الاجتماعية والاندماج الاجتماعي، والقضاء على الأمية بين جميع الأجناس وطبقات المجتمع. لكي تحقق مصر الأهداف والنتائج المحددة في رؤيتها الوطنية 2030، من المفترض استخدام منهجية ترابطية تدمج بين استراتيجيات وأهداف القطاعات المختلفة. ومن خلال السعي على القضاء على جميع أشكال العنف ضد المرأة، بالإضافة إلى محو الأمية، والتمييز بين الجنسين، نأمل في تحقيق العدالة الاجتماعية في مصر بنجاح.

Education and gender justice play key roles in achieving Egypt&rsquo;s National Vision 2030. Acting as an integral pillar to reaching sustainable development, balanced growth and social justice, the National Strategy&rsquo;s &lsquo;Education and Training&rsquo; pillar emphasizes the need for &ldquo;a high quality education and training system available to all without discrimination, within an efficient, just, sustainable, and flexible institutional framework&rdquo; (National Strategy of Egypt: Vision 2030). In order to achieve high quality education and human development, several policy issues must be addressed and resolved. Among such issues is the persistency of commonly practiced forms of Violence Against Women (VAW) and gender disparities in education. For that reason, this commentary specifically focuses on the link between forms of violence against women, such as child marriage and female circumcision, and women&rsquo;s right to enjoy quality education. The article outlines a brief theoretical analysis emphasizing the impact of deeply-ingrained social beliefs and &lsquo;social facts&rsquo; on the persistence of gender injustices and inequalities in Egypt.
<h3 style="text-align: justify;">Importance of interconnections</h3>
The Sustainable Development Goals, to be met by 2030, include key strategies to end poverty and gender inequality, while also ensuring the achievement of quality education, good health, and sustainable cities. Most important and relevant for this discussion are Goals: 4.) Quality Education, 5.) Gender Equality, and 10.) Reduced Inequality. Despite addressing different sectors and global issues, the success in achieving one of these goals positively influences and aids the achievement of others. Following this perspective, this article stresses the importance of maintaining interconnections between the fields of education and gender empowerment in Egypt, in order to achieve sustainable socioeconomic growth as targeted by the National Vision 2030.
<h3 style="text-align: left;">The impact of violence against women on gender disparities in education</h3>
The correlation between high female illiteracy rates and the subjection of girls to forms of gender-based violence is an important one. According to UNESCO&rsquo;s Institute for Statistics, the overall total illiterate population (15 years and older) constituted 13% of the total Egyptian population in 2017, out of which 35% were male and 65% were female. Thus, it is evident that the overall percentage of females who have not received any form of education is almost double that of males. Moreover, out of the total illiterate population between the 15-24 age-group (6% of the total population), 42% were male and 58% were female (UIS UNESCO, 2017). The reasons behind such disparity will definitely vary, depending on geographical, social and financial factors. However, the presence of this gap between female and male literacy rates in Egypt draws our attention towards the conditions enabling its persistence. One of these conditions, relevant for this article, is the enforcement of various forms of gender-based violence against young girls and women.
Violence Against Women (VAW) is a leading cause of gender injustices in Egypt. As significant percentages of young girls and women face various forms of physical, psychological, and social violence, gender-gaps are widened and deepened in society. Common forms of VAW in Egypt include: female circumcision and child marriages. Female circumcision is commonly and brutally enforced on young girls in many communities in Egypt. Based on the most recent report by Egypt&rsquo;s Demographic and Health Survey, published in 2015, &ldquo;87% of the married women aged 15-49 have undergone FGM.&rdquo; Although legally criminalized, socially denounced and religiously prohibited for its physical harm and fatal consequences, female circumcision is one of Egypt&rsquo;s most problematic policy issues. According to the data collected by the 2015 DHS survey, &ldquo;women with no education are the most likely to have been circumcised (98% percent) while the lowest circumcision rate is observed among women in the highest wealth quintile (70% percent) (DHS, 2015,). For that reason, schools are considered an integral medium for awareness campaigns, health screenings and brief consultations with medical or psychosocial support staff during national or NGO-led anti-circumcision projects. It has become evident that education facilities play a key role in disseminating the necessary information about forms of gender-based violence and support services integral for their eradication. Being literate, educated and aware of the health, social and sexual consequences caused by such forms of VAW, many families have deterred away from subjecting their daughters to harmful, painful and life-threatening practices such as female circumcision or child marriage.
Child marriage, internationally defined as marriage before the age of 18, is a form of violence that deprives young girls from their right to education and economic participation in many cases. As indicated in the National Council for Childhood and Motherhood&rsquo;s first Policy for Action report on ending child marriage, &ldquo;nearly 1 in every 20 girls (4%) between age 15 to 17 years and 1 in every 10 (11%) adolescent girls 15-19 years are either currently married or were married before, with large differences between rural and urban residence&rdquo; (National Council for Childhood and Motherhood, 2018). As commonly known, early marriage and childbearing are associated with exhaustive financial, physical and psychological responsibilities, that often prevent a young mother from continuing her education, pursuing a career or even maintaining a healthy social life. Such common forms of violent practices against women and girls in Egypt have several root causes and factors enabling their persistence until today. The theories of Emile Durkheim and Piere Bourdieu can offer an understanding of the social acceptance of such forms of violence against women and their marginalization in the socioeconomic sectors. As Emile Durkheim argues, exploitative systems produce &lsquo;social facts,&rsquo; which are beliefs transformed into norms and adopted as binding laws within a society.
Social facts are first introduced into a society as new ideas that are quickly adopted by state structures, through direct or indirect means, in order to transform them into accepted binding traditions.
Female circumcision or child marriage are clear examples of &lsquo;social facts&rsquo; produced and staunchly validated by many.. The reasoning behind the enforcement of the practice varies across cities and practitioners; however, all reasons (whether cultural, religious or sexual) lack solid and objective evidence justifying the continuation of such forms of violence against women. Like Durkheim, Bourdieu&rsquo;s discussion of habitus--ingrained habits, beliefs and traditions--highlights the duality of nature characterizing members of a specific society. This is because individual persona or habitus, in Bourdieu&rsquo;s terms, is shaped by lived experiences within the larger class habitus. &nbsp;Hence, by using Durkheim&rsquo;s theory of social facts and Bourdieu&rsquo;s theory of individual and class habitus, we can theorize that popular forms of violence against women have become deeply-seated and accepted social facts within practicing Egyptian communities. Despite individual and group opposition to such forms of gender inequality, discriminatory traditions will persist until transformative change takes place with an objective to revolutionize how the entire society functions at its basic level. Individuals must first acknowledge their own habitus and the outside factors affecting their beliefs and cultural values prior to attempting to solve any social problem. This involves changing pre-existing divisions of labor, perceptions of gender roles and how female and male bodies are subjected to unequal treatments.
<h3 style="text-align: justify;">Education for empowerment</h3>
In order to combat the rise and inheritance of artificially-constructed &lsquo;social facts,&rsquo; education must be utilized as a tool of empowerment and a key to sustainable growth and prosperity. Through education, citizens are aware of their rights, capable to explore various learning opportunities, conscious of their larger circles, informed of their state&rsquo;s laws, and able to make their own decisions. While education is integral and beneficial for all, &ldquo;educating girls, in particular, has a &lsquo;multiplier effect.&rsquo; As indicated by UNICEF&rsquo;s Education Overview, &ldquo;educated girls are more likely to marry later and have fewer children, who in turn will be more likely to survive and to be better nourished and educated. Educated women are more productive at home and better paid in the workplace, and more able to participate in social, economic and political decision-making.&rdquo; Additionally, an educated mother will value the power of her education; thus, ensuring that her children also receive the right form of quality education crucial for their growth and character-formation.
<h3 style="text-align: justify;">Conclusion</h3>
In conclusion, education reform and gender equity are two sides of the same coin&mdash;one that emphasizes social justice, social inclusion and zero illiteracy among all genders and sectors of society. In order for Egypt to achieve the goals and outcomes outlined in its National Vision 2030, a methodology interconnecting the strategies and tools of interventions among various sectors must be utilized. By working on eradicating all forms of violence against women while simultaneously combating illiteracy, female underemployment and gender-discrimination, progress towards social justice could be achieved.
