تُعدُّ الضرائب، لغير المتخصصين في الاقتصاد، التزامًا ماليًّا نواجهُهُ جميعًا في معاملاتنا اليومية، لكننا نتورَّعُ أن نخوضَ في عالمها الذي يبدو معقَّدًا. ورغم ذلك، تؤثِّرُ الضرائب على معيشتنا تأثيرًا مباشرًا، وعلى آفاق الرفاهِ الاقتصادي والاجتماعي. وهي في نهاية الأمر المصدرُ الأساسي للإيرادات في معظم البلدان؛ ومن ثَم فهي تُشكِّل الموارد المستخدمة للإنفاق على الموازنة والإنفاق الاجتماعي. ولعل خير مثال على ذلك ما حدث مؤخرًا في مصر منذ تبنّي ضريبة القيمة المضافة (VAT)، وهو ما يشير إلى الأهمية البالغة للضرائب فيما يخص رفاهيتنا وآفاق العدالة الاجتماعية في مجتمعاتنا.
ولا تزال ضريبة القيمة المضافة، من بين أخواتها، نوعًا مثيرًا للجدل منذ طرحها في فرنسا في الخمسينيات. فمن جهة، يمكن لهذه الضريبة أن تكون مصدرًا مستدامًا للدخل في أي دولة، دون أن تتحدى هياكلها الإدارية، أو قدرتها على تحديد وعائها الضريبي وتنظيمه. ومن جهة أخرى، لضريبة القيمة المضافة عواقبُ مهمة على طبيعة الدولة، ونوع الاقتصاد الذي تتبنَّاه، وعلى فرص تحقيق العدالة الاجتماعية والإنصاف. وباعتبارها ضريبة مفروضة على استهلاك أفراد الشعب، لها عواقب خطيرة على توزيع الأعباء المالية عليهم، ولا سيما في السياقات التي تشهد زيادة عدم المساواة، مثل الحالة المصرية.
<h3 dir="rtl">التحديات الإدارية لفرض الضرائب&nbsp;</h3>
يمكن أن يكون فرض الضرائب وإدارتها أمرًا معقدًا، وخاصة في الدول التي فيها قطاع غير رسمي كبير. فإذا كان أكثر من نصف السكان من العمال غير مسجلين، وملايين النساء يعملن دون أجر، وآلاف المتاجر والأكشاك تقل عن عتبة التسجيل الضريبي، فكيف يمكن للحكومة أن تفرض ضريبة على الدخل؟ بالإضافة لذلك، ورغم التحدي المتمثِّل في الطابع غير الرسمي، فإن هناك تحدِّيًا كبيرًا يواجه البلدان في تحصيل ضرائب الدخل على الشركات من الشركات متعددة الجنسيات. فإذا ما نقلت الشركاتُ أرباحَها عبر ما أصبح يُعرَف الآن باسم "تآكُل الوعاء الضريبي وتحويل الأرباح" (BEPS)، ثم أبلغت البلدانَ التي تخضع فيها للسلطات الضريبية أن أرباحها صفر، فمَن إذًا سيدفع الضرائب؟!
وتلقي الحالة المصرية الضوء على أوجه القصور الرئيسية لتدني كفاءة إدارة الضرائب على الدخل وتحديد المواطنين والمعاملات الخاضعيْن للضريبة، ممّا له بالغُ الأثرِ في تحقيق هدف كل دولة من حيث "توسعة القاعدة الضريبية" (أي توسعة قاعدة الأفراد والشركات والمعاملات التي ترصدها الحكومةُ وتَفرِض عليها الضرائب). في واقع الأمر، تشير خريطة الإيرادات في مصر إلى هذا القصور الفادح: فحتى يومنا هذا، لا تزال نسبة الضرائب إلى الناتج المحلي الإجمالي في مصر متخلفة عن الدول الأخرى ذات الاقتصادات المماثلة، بمعدل 13٪ في السنة المالية 2016/2017.
وبالإضافة إلى انخفاض معدل جباية الضرائب، يُعدُّ ضَعْفُ القدرة على تحصيل ضرائب الدخل أمرًا لافتًا. فخلال السنة المالية 2017/2018، شكَّلت ضرائبُ الدخل الفردي حوالي 10٪ من مجموع الضرائب المُحصَّلة، وكذلك شكَّلت ضرائبُ دخول الشركات نسبة مماثلة. ومع هذا كله، استمرت الضرائب على قناة السويس والبنك المركزي المصري وهيئة البترول في تكوين حوالي 15٪ من إجمالي الإيرادات الضريبية في العام نفسه.
إن الاعتماد المستمر على الإيجارات، وعلى الشركات المملوكة للدولة، يسلط الضوء على انخفاض معدلات ضرائب الدخل على الأفراد والشركات. كما يشير أيضًا إلى أن هناك تحدِّيًا كبيرًا في تحديد الوعاء الضريبي وتوسعته، في ضوء التهرب الضريبي الذي تمارسه الشركات، أو القطاع الكبير غير الرسمي، الذي يستوعب جميع أنواع الصفقات والمعاملات والخدمات.
<h3 dir="rtl">للضرائب مَنطقُها الخاص</h3>
ومع ذلك، فإن أهمية فرض الضرائب لا تنبع من حجم الموارد المعبَّأة فحسب، بل من مصدر الإيرادات المحصلة أيضًا. بعبارة أخرى، فإن مكونات السياسة الاقتصادية والمالية الضريبية لها علاقة بالأساس الطبقي للسياسة الضريبية، وآثارها المرتبطة بالتوزيع والاستهلاك والثروة. فقرار تحديد الأشخاص والمعاملات الخاضعيْن للضريبة يعكس أولويات اقتصادية واجتماعية.
فعلى سبيل المثال، يمكن أن ينجم عن فرض ضرائب على الإنتاج والدخل والأرباح الرأسمالية، (خاصة إذا كانت تدريجية) آثارٌ على إعادة التوزيع. فالدخول تخضع للضريبة وفقًا لأحجامها النسبية، وتُستخدم الإيرادات الضريبية للإنفاق العام والإنفاق الاجتماعي. ومن ناحية أخرى، يُنذِر فَرْض الضرائب على الاستهلاك بسياسة تنظر إلى أنشطة الاستهلاك اليومية وأنماطه (كشراء الطعام والأثاث، وتناول الطعام في المطاعم، أو استخدام خدمات النقل والاتصالات) على أنها نشاطات خاضعة للضريبة. لذا، عندما تُفرَض الضريبة على دخول الأفراد، ثم تُفرَض عليهم مرة أخرى عند إنفاق هذه الدخول، فإنهم يتحملون أعباء أكبر، ويشهدون انخفاضًا في قدرتهم الشرائية.
ومع ذلك، فإن السياسات الضريبية تظل أدوات استراتيجية لإدارة الاقتصاد وتنمية المجتمع. وفي الوقت الذي تتجه فيه بعض الدول إلى تخفيض الضرائب على أنشطة معينة لتشجيع الاستثمار في قطاعات ما، يذهب بعضها الآخر إلى فرض الضرائب على الاستيراد لحماية إنتاجها المحلي. وفي حالة مصر، تُعفَى بعض الصادرات من الضرائب لتشجيع وجود توازن تجاري أفضل. ولتعزيز المساواة والعدالة الاجتماعية، تستطيع الدول أيضًا إعفاء العُمال ذوي الدخول المنخفضة من ضرائب الدخل، لحمايتهم من السقوط في براثن الفقر، أو ببساطة تطبيق ضرائب الدخل السلبية في هيئة مدفوعات نقدية للذين تقل أجورهم عن الحد الأدنى للأجور.
<h3 dir="rtl">خنْق الفقراء بالضرائب</h3>
نستطيع أن ننظر إلى ضريبة القيمة المضافة على أنها تحدُّ من الاستهلاك لا الإنتاج، ومن ثَم فهي لا تؤثر على الإنتاجية، بل تؤثر على الاستهلاك ومعروض السلع المتداولة، وهذا بدوره يمكن أن يحفِّز الناس على الادخار، لأن الدخول في نهاية المطاف إما أن تُنفَق (على الاستهلاك)، وإما أن تُدَّخر. وبناء عليه، فإن ضريبة القيمة المضافة مفيدة إذا طُبِّقَت على السلع الكمالية أو غير الضرورية فقط، مما يشجع على الادخار، عوضًا عن الاستهلاك غير الصحي أو غير الضروري. ومع ذلك، هل يمكن أن تكون زيادةُ ضرائب الاستهلاك خيارًا استراتيجيًّا في إطار اقتصاد يعجز الجزء الأكبر من مواطنيه عن الحصول على الحد الأدنى من احتياجاتهم الأساسية، أو الادخار؟
في مثل هذا الاقتصاد، ينفق الفقراءُ نسبة أكبر من دخولهم على الاستهلاك، دون أن يتمكنوا بالضرورة من تلبية احتياجاتهم الأساسية، وهو ما يعني أنهم سوف يستهلكون أكثر إذا كان لديهم دخل كافٍ لذلك. وعلى الرغم من غياب بيانات رسمية عن المدخرات ودخول الأسر وإنفاقها، فإن الدراسات تشير إلى أن نسبة كبيرة من دخول ذوي الدخول المنخفضة تذهب لشراء الأغذية والرعاية الصحية والسكن وغيرها من الاحتياجات الأساسية. لذلك، سيكون الفقراء دومًا هم أكثر المتأثرين بفرض الضرائب على الاستهلاك، مقارنةً بالأغنياء، الذين يشكِّل استهلاكهم نسبة صغيرة من دخولهم.
بعبارة أخرى، تتسبب الطبيعة التنازلية للضرائب على الاستهلاك في جعل الفقراء يدفعون الجزء الأكبر من الضرائب نيابةً عن الأغنياء. وفي الحالة المصرية، أظهرت دراسة حديثة أن المعدل الفعلي لضريبة القيمة المضافة لأفقر 10٪ من السكان (الذين يخصصون 6.4٪ من دخولهم لدفع ضريبة القيمة المضافة) يُمثل ضِعْف المعدل لأغنى 10٪ (الذي يعادل 3.3٪) (دياب، 2016).
وقد أدَّى تحول مصر إلى ضريبة القيمة المضافة إلى رفع متوسط معدل الضريبة من 10٪ (ضريبة المبيعات العامة) إلى 13٪ ثم إلى 14٪، خلال سنة انتقالية واحدة. ويصعب عزل التأثيرات التضخمية لتطبيق ضريبة القيمة المضافة عن التحرير المتزامن لأسعار الصرف، وما تلاه من تضخُّم. في الواقع، أشار المحلِّلون إلى وجود تأثيرٍ لارتفاع معدلات التضخم بنسبة 3٪ لمرة واحدة فقط، وهو ما بدا تهوينًا في ظل معدل التضخم الذي بلغ 30٪ خلال العام 2016/2017 (بحسب الجهار المركزي للتعبئة العامة والإحصاء).
أيضًا، تتضمن ضريبة القيمة المضافة الحالية، البالغة 14٪، جدول إعفاءاتٍ للمواد الغذائية الأساسية، كما أن معدلاتها أقل على سِلع وخدمات استهلاكية معينة. ومع ذلك، فإن الطبيعة التنازلية لفرض ضرائب على الاستهلاك، في سياق تتزايد فيه الفجوات بين أصحاب الدخول العليا وأصحاب الدخول الدنيا، سوف تتسبب دائمًا في نقل عبء تمويل موازنة الدولة إلى الفقراء والطبقات الدنيا من المواطنين.
<h3 dir="rtl">ختام</h3>
منذ تبنِّي قانون ضريبة القيمة المضافة الجديد في السنوات الأخيرة، قفزت ضرائب الاستهلاك (الضرائب على السلع والخدمات) من كونها تُشكِّل 40% من إجمالي الإيرادات الضريبية في 2016/2017، إلى أن أصبحت 48% في 2017/2018. وفي المقابل، شهدت حصة كلٍّ من ضرائب الدخل على الأفراد والشركات انخفاضًا من 12٪ إلى 10٪ من إجمالي الإيرادات الضريبية خلال المدة نفسها. وتُعدُّ ضريبة القيمة المضافة (VAT) مصدرًا سهلاً ومستقرًّا لإدرار الدخل.
نظريًّا، نستطيع أن نتصور أن عجز الموازنة غير المحتمل، إذا استمر على هذا المنوال في السنوات القادمة، فإن تعديل قانون ضريبة القيمة المضافة يمكن أن يرفع معدل الضريبة إلى 15٪ أو 18٪، وهو ما يؤدي إلى موجة تضخمية كبرى أخرى، وانكماش اقتصادي في مصر. وفي حين أن الضرائب هي الشكل الأكثر استدامةً وسياديةً لتوليد الإيرادات، فإن الاعتماد على الاستهلاك الضريبي يفوق مصادر أخرى محتملة للإيرادات الضريبية، إذ يمكنه تحسين آثار توزيع الثروة. ويمكن أن يؤدي رفع كفاءة الطريقة التي يتم بها فرض ضرائب الشركات وضرائب الملكية إلى توفير مصادر مستدامة للدخل، تساهم في:
1) إعادة تحويل العبء الاقتصادي إلى أصحاب الدخول العليا
2) تحسين الالتزام بضريبة الدخل بين الفئات المهنية المختلفة
3) فرض ضرائب على الأرباح الرأسمالية حتى تساهم في توليد الدخل
4) وأخيرًا، تشجيع إعادة التوزيع العادل للثروة وللأعباء المالية

Taxes strike the ears of non-economists as a fiscal obligation we all come across in everyday transactions, but do not dare delve into its seemingly complex universe. Taxation, however, lies at the core of our livelihoods, and the prospects for economic and social welfare. After all, taxes are the main source of revenue for most countries, and thus, make up the pool of resources used for budgetary and social spending. Perhaps the recent introduction of the <a href="https://www.investopedia.com/terms/v/valueaddedtax.asp">Value-Added Tax (VAT)</a> in Egypt is a case in point, indicating &nbsp;the critical importance and relevance that taxes hold to our welfare and the prospects of social justice in our society.
The VAT has been a contentious type of taxation since its introduction in the 1950s in France. On the one hand, it can be a sustainable source of revenue for a state, without challenging its administrative structures or its capacity to identify and regulate its tax base. On the other hand, a VAT&nbsp;has important consequences on the nature of the state, the type of economy it hosts, and the prospects of realizing social justice and equitability. As a consumption tax, the VAT has critical consequences on the distribution of fiscal burdens on any population, particularly in contexts witnessing increasing inequalities like the Egyptian case.
Administrative challenges to taxation &nbsp;
Taxes can be complicated to administer, particularly in countries with a large informal sector. If more than half of the population are unregistered workers, millions of women are unpaid laborers, and thousands of shops and kiosks are below the registration threshold, how can governments tax incomes? In addition to the challenge of informality, there is a major challenge facing countries in collecting corporate income taxes from transnational corporations. If corporations shift their profits around in a practice known as <a href="http://www.oecd.org/tax/beps/">Base-Erosion and Profit-Shifting (BEPS</a>,) and register zero profits in taxing jurisdictions, who will be paying taxes?
The Egyptian case highlights the major shortcomings of low-capacity in administering income taxes and identifying populations and transactions, which are critical to the realization of every country&rsquo;s goal of &lsquo;widening the tax base&rsquo; (i.e. widening the base of individuals, corporations and transactions that are monitored and taxed by the government). In fact, Egypt&rsquo;s revenue map points to this major inadequacy; to this day, Egypt&rsquo;s tax-to-GDP ratio continues to fall behind other countries with similar economies, with a rate of 13% in the 2016/2017 fiscal year. In addition to the low rate of tax collection, the weak capacity in collecting income taxes is striking. In the 2017/2018 fiscal year, individual income taxes made up about 10% of all taxes collected, and corporate income taxes made up a similar percentage. Moreover, taxes on the Suez Canal, the Central Bank of Egypt and the Petroleum Authority continued to make up about 15% of total tax revenue in the same year. The constant dependence on rent and state-owned enterprises highlights the low rates of personal and corporate income taxes. Additionally, it &nbsp;points to a major challenge in identifying and widening the tax base, in light of tax evasion practices by corporations or the large informal economy that hosts all types of trades, transactions, and services.
Taxes have a logic of their own
The importance of taxation, however, rises not merely from the quantity of resources mobilized, but rather from the source of the revenue collected. In other words, the economic and fiscal policy components of taxation have to do with the class-base of the taxation policy and its distributional, consumption and wealth effects. The decision of who to tax and what transactions to tax reflects economic and social priorities. For example, taxing production, income, and capital gains, especially in progressive manners, can have re-distributional effects. Incomes are taxed according to their relative sizes, and the tax revenue is used for public and social spending. Taxing consumption, on the other hand, signals a policy that views everyday activities and consuming patterns (buying food, furniture, eating in restaurants, or using transportation and communication services) as taxable activities. In turn, when individuals are taxed on their incomes, and then again taxed as they spend it, they incur higher burdens and witness a decrease in their purchasing power.
That being said, tax policies are strategic tools for running an economy and developing a society While some states cut taxes on specific activities to encourage investments in particular sectors, others&nbsp;tax imports to protect local production. In Egypt&rsquo;s case, some exports are exempted from taxation in order to encourage a healthier trade balance. To promote equality and social justice, states could also exempt low-income workers from income taxes to protect them from falling into poverty, or simply apply negative income taxes as cash payments to those below the minimum wage.
Taxing the everyday of the poor
One way to view the value-added tax is that it discourages consumption rather than production. Consequently, it does not distort productivity, but rather distorts consumption and the supply of traded goods. That in turn could encourage savings, since incomes are ultimately either spent (consumption) or saved. Accordingly, a VAT would be beneficial if applied solely to luxury or non-essential goods. It would encourage savings, instead of unhealthy or unnecessary consumption. Nonetheless, in an economy where the &nbsp;&nbsp;bulk of the population is &lsquo;under-consuming&rsquo; and unable to save, would increasing consumption taxes be a strategic choice? In such an economy, the poor spend a larger portion of their income on consumption without necessarily meeting their basic needs; thus, they would consume even more if they had the sufficient income to do so. Despite the lack of official data on savings, household income, and expenditure, surveys indicate that a larger portion of the low-income earners&rsquo; income goes to buying food, healthcare, housing and other basic needs. Therefore, the poor will always be more affected by consumption taxes, more so than the rich, whose consumption take up a small percentage of their income. In other words, the regressive nature of consumption taxes means that the poor pay more towards tax than the rich. In the Egyptian case, a recent study showed that the effective average VAT rate for the poorest 10% of the population (6.4% of their income paid towards VAT) is twice as much as that for the richest 10% (3.3%) (Diab, 2016).
Egypt&rsquo;s shift to the VAT raised the average tax-rate from 10% (general sales tax) to 13% and then to 14% in one transitional year. It is hard to isolate the inflationary effects of the application of the VAT from the coinciding liberalization of exchange rates and its ensuing inflation.&nbsp; In fact, analysts referred to a one-time effect of a 3% increase in inflation rates, which seems to have been an understatement considering the 30% inflation rate witnessed throughout 2016/2017 (CAPMAS). Egypt&rsquo;s current 14% VAT has a table of exemptions for basic food items and has lower rates on particular consumer goods and services; nevertheless, the regressive nature of taxing consumption in a context where the gaps between the top and bottom income earners are steadily widening, will always mean that the burden of financing the state budget will shift to the poor and the lower strata of the population.
Conclusion 
Since the introduction of the new Value-Added Tax law in recent years, consumption taxes (taxes on goods and services) have jumped from making up 40% of total tax revenue in 2016/2017, to 48% in 2017/2018. In turn, the share of both personal and corporate income taxes has witnessed a drop from 12% to 10% of total tax revenue within the same time period. The VAT provides an easy and stable source of revenue generation. Hypothetically, if the budget deficit continues to be unbearable in the coming years, an amendment to the VAT legislation can raise the tax rate to 15% or 18%, resulting in another major inflation and economic contraction in Egypt. While taxation is the most sustainable and sovereign form of revenue mobilization, the dependence on taxing consumption eclipses other possible sources of tax revenue with a potential of improving wealth distributional effects. For starters, raising the efficiency of the administration of corporate taxes and property taxes can provide sustainable sources of income that: 1) shift the burden back to the top-income earners, 2) improve income tax compliance among professionals, 3) finally levy the capital gains so it contributes to both revenue generation, and 4) encourage the equitable redistribution of wealth and fiscal burdens.&nbsp;&nbsp;
