<p dir="rtl" style="text-align: justify;">ألقى التضخم الاقتصادي بظلاله مؤخرًا على مصر مع تثبيت سعر صرف الدولار الأمريكي حاليًّا عند 30 جنيه مصري فضلًا على تداعيات سلسلة التوريد التي ما تزال واضحة، وذلك مقارنة بسعر الصرف الذي بلغ 15 جنيه مصري مقابل الدولار الأمريكي منذ عامين فقط، أي في عام 2021. وأدت الحرب الروسية في أوكرانيا إلى تفاقم الاقتصادات العالمية، وكذلك إلى الضغط على أوروبا من أجل تأمين الطاقة بعيدًا عن الغاز الروسي، وروجت للآثار الثانوية غير المباشرة لمحطات الفحم الألمانية التي أعيد فتحها لأول مرة منذ سنوات (Reuters, 2022). وعلى الرغم مِن تطلُّع العالم إلى طريقة لنزع الكربون من الوقود الأحفوري للوفاء بتعهُّدات اتفاق باريس للمناخ، فإن وضع الشئون الوطنية والعالمية يفرض علينا واقعًا مليئًا بالتحديات للقيام بذلك. ويُعَدُّ انتقال الطاقة في العديد من الدول، سواء كانت متقدمة أو نامية، مصحوبًا بمجموعة من العوامل المترتبة عليه، والتي تشمل الاتفاقيات التجارية والإعانات والتمويل وتوغل التكلفة ونقل التكنولوجيا وقدرات البنية التحتية والموارد البشرية وبناء القدرات وتوافر الموارد الطبيعية أو ندرتها، وبالطبع مشاركة أصحاب المصلحة. وفي حين أن انتقال الطاقة يُعَدُّ أمرًا هامًّا للحد من انبعاثات الكربون لدينا وتحقيق أهداف اتفاق باريس التي تسعى إلى الوصول إلى درجة حرارة 1.5 درجة مئوية، وإنه من الضروري أن يحدث هذا بطريقة عادلة تتضمن احتياجات الأشخاص الأكثر ضعفًا ولا تغفل أحدًا. وبالتالي لا يُعَدُّ انتقال الطاقة وحده كافيًا؛ إذ إن انتقال الطاقة العادل هو ما نحتاج إلى طلبه لضمان استفادة الأفراد والمجموعات والمجتمعات المتصدِّرين لإنتاج الطاقة والصناعات التي تتميز بكثافة انبعاثات الكربون وأزمة المناخ مِن فوائد التحول لاقتصاد الطاقة النظيفة. ويجب القيام بذلك من خلال تنويع مزيج الطاقة بعيدًا عن الوقود الأحفوري، وأيضًا الاستثمار في الطاقات المتجددة مثل طاقة الرياح والطاقة الشمسية، ومن خلال جهود نزع الكربون في القطاعات التي تتميز بانبعاثات عالية مثل النقل والصناعات المعتمدة على التقنيات بما في ذلك السيارات الكهربائية. وتشمل بعضُ الفوائد المباشرة لانتقال الطاقة العادل تحسينَ كفاءة الطاقة وخفض انبعاثات الكربون وفرص جديدة لازدهار الأعمال التجارية المحلية، وبالطبع خلق فرص عمل محلية.&nbsp;</p>
<p dir="rtl" style="text-align: justify;">تتمتع الحكومة في مصر بتأثير كبير على قطاع الطاقة وكيفية انتقالها. وهذا لا ينفي إدراج العديد من الأطراف الفاعلة في القطاع الخاص على وجه الخصوص في تطوير مشاريع الطاقة المتجددة التي تدعم هذا الانتقال من وجهة نظر تِجارية. ومهد تطويرُ المشاريع المتجددة واسعة النطاق في مصر- على سبيل المثال محطة بنبان للطاقة الشمسية في أسوان- الطريقَ أمام إشراك القطاع الخاص في مساعدة الحكومة خلال هذا الانتقال بهدف الاستمرار في القيام بذلك.&nbsp;</p>
<p dir="rtl" style="text-align: justify;">وعلى الرغم من ذلك، لا ينفي كون انتقال الطاقة العادل مصحوبًا بالعديد من التحديات؛ إذ تواجه مصر تحديات اقتصادية، تجبرها على التركيز في المقام الأول على الاستراتيجيات التي تزيد من الإيرادات المباشرة إلى الحد الأقصى. وما يزال يمثل استخراج الغاز الطبيعي وإنتاجه أولوية بسبب الطلب المتزايد عليه من أوروبا بسبب الأزمة الأوكرانية، وكذلك على الصعيد المحلي. ويتم تصدير الغاز الطبيعي الذي تم استخراجه في مصر في الغالب إلى الأسواق الأوروبية، بينما يتم استخدام القليل منه محليًّا. وفي حين أن هناك حاجة للتحول إلى انتقال الطاقة التي تتضاعف بسبب تغير المناخ، يُعَدُّ الدافع الأساسي في الوقت الحالي هو جدواه التِّجارية، وبشكل أقل أهمية الاستدامة البيئية.&nbsp;</p>
<p dir="rtl" style="text-align: justify;">توجد فرص كبيرة للتعاون مع مختلف أصحاب المصلحة وإشراكهم بشكل شامل خلال عملية انتقال الطاقة العادل. ومِن ضمن هذه الفرص العمل مع المراكز البحثية والمؤسسات الأكاديمية، مما يَنتُج عنه معالجة فجوة البيانات وتوفير منبرٍ للدعوة من خلال الأوراق التي تعرض فيها مواقفها للتأثير على استراتيجيات الحكومة. وتكمن فرصة أخرى في الاشتراك مع مجموعات الشباب ومنظمات المجتمع المدني الموجودة في جميع أنحاء الدولة، والتي تفهم بالفعل الحاجة إلى نقل الطاقة مِن خلال أعضائها المنخرطين في الميادين، مما يسمح بالتنفيذ في المناطق الريفية وليس المراكز الحضرية فقط. وتتمثل فرصة أخرى في تسليط الضوء على دراسة الجدوى التي تكون مصحوبًة بالتحويل إلى انتقال الطاقة العادل لدولة مثل مصر خلال هذه الفترة. وتهدف هذه الورقة إلى تقييم الجوانب المختلفة لانتقال الطاقة العادل في مصر وكيف يمكننا المضي قدمًا في هذا المسعى. ويُعَدُّ الهدف الرئيسي من هذه الورقة هو توفير تحليل للأوضاع الحرجة لقطاع الطاقة في مصر، وتسليط الضوء على فجوات السياسات الحالية في مصر.&nbsp;</p>

<p style="text-align: justify;"><span style="color: #f1c40f;"><strong><span style="font-size: 14pt;">Introduction</span></strong></span></p>
<p dir="ltr" style="text-align: justify;">Economic inflation has plagued Egypt recently with the US dollar currently pegging 30 Egyptian pounds with supply chain ramifications that are still being seen. This is in comparison to 15 EGP to the USD only two years ago in 2021. The Russian war in Ukraine has exacerbated global economies as well as placed pressure on Europe for energy security away from Russian gas and propagated a spillover effect of German coal plants being re-opened for the first time in years. (Reuters, 2022) While the world looks towards decarbonization away from fossil fuels to meet the Paris Agreement on Climate Change, the state of national and global affairs forces us with a challenging reality to do so. An energy transition in many countries, both developed and developing alike, come with an ensuing suite of factors including trade agreements, subsidies, financing and cost incursion, technology transfer, infrastructure capabilities, human resources and capacity building, natural resource availability and/or scarcity, and of course stakeholder engagement. While an energy transition is significant to reduce our carbon emissions and meet the Paris Agreement targets of 1.5 degrees C, it is imperative that this happens in a just manner that incorporates the most vulnerable persons needs and leaves no person behind. Thus an energy transition alone is insufficient. A just energy transition is what we need to call for to ensure that individuals, groups and communities at the frontlines of energy production, carbon-intensive industries and the climate crisis receive the benefits of the transformation to a clean energy economy. This needs to be done by diversifying the energy mix away from fossil fuels and investing in renewable energies like wind and solar, and through decarbonization efforts in high emission sectors like transportation and industry with technologies including electric vehicles. Some of the immediate benefits of a just energy transition include improved energy efficiency,&nbsp;lower carbon emissions, new opportunities for local business to thrive, and of course local job creation.</p>
<p dir="ltr" style="text-align: justify;">In Egypt, the government holds substantial influence over the energy sector and how its transition is to take place. This doesn&rsquo;t negate the inclusion of many private sector actors particularly in the development of renewable energy projects that are supporting this transition from a business standpoint. The development of large-scale renewable projects in Egypt, such as the Benban Solar Park in Aswan, have paved the way for the inclusion of the private sector in assisting the government through this transition with aims to continue to do so.&nbsp;</p>
<p dir="ltr" style="text-align: justify;">This, however, doesn&rsquo;t negate that a just energy transition comes with many challenges. Egypt faces economic challenges, which compels it to focus primarily on strategies that maximize immediate revenue. Natural gas extraction and production remains the priority due to the heightened demand from Europe, triggered by the Ukraine crisis, as well as domestically. Natural gas extraction in Egypt is mostly being exported to European markets whereas little is being used domestically. While there is a need to shift to an energy transition compounded by climate change, the primary motive at present is the business case that it provides and less about environmental sustainability.&nbsp;</p>
<p dir="ltr" style="text-align: justify;">There are significant opportunities in working with various stakeholders and having thorough stakeholder engagement throughout the process of a just energy transition. One opportunity could be working with and supporting think tanks and academic institutions, which could address the data gap and provide an advocacy platform through position papers to influence government strategies. Another opportunity lies in engaging with youth groups and CSOs, which exist throughout the country and already understand the need for energy transformation with boots on the ground to allow for implementation in rural areas and not just urban centers. Another opportunity is in highlighting the business case that comes with moving to a just energy transition for a country like Egypt during this time. This paper aims to examine the various facets of a just energy transition in Egypt and how we may be able to move forward in this endeavor. The main objective of this paper is to provide a critical situational analysis of the energy sector in Egypt, and to highlight the exiting policy gaps in Egypt.&nbsp;</p>
<p dir="ltr" style="text-align: justify;">The methods used in this background paper aim to review the literature available on the energy transition and/or energy sector in Egypt, as well as look at the national strategies and policies pertaining to a just transition.&nbsp;</p>
