<a href="https://manshurat.org/content/nql-rdy-wmbny-13-wzr-fy-wst-lqhr-l-sndwq-msr-lsydy-wzl-sf-lnf-lm-nh-kmlk-lldwl">أصدر</a> رئيس الجمهورية عبد الفتاح السيسي منتصف الشهر الماضي قرارًا بإلغاء صفة المنفعة العامة ونقل ملكية 13 مبنى حكوميًّا إلى الصندوق السيادي المصري. وجاء ذلك في أعقاب <a href="https://www.skynewsarabia.com/business/1683506-%D8%AA%D8%AD%D8%A7%D9%84%D9%81-%D8%A7%D9%95%D9%85%D8%A7%D8%B1%D8%A7%D8%AA%D9%8A-%D9%8A%D9%81%D9%88%D8%B2-%D8%A8%D8%AA%D8%B7%D9%88%D9%8A%D8%B1-%D8%A7%D9%94%D8%B1%D8%B6-%D8%A7%D9%84%D8%AD%D8%B2%D8%A8-%D8%A7%D9%84%D9%88%D8%B7%D9%86%D9%8A-%D9%85%D8%B5%D8%B1">فوز</a> تحالف إماراتي بتطوير أرض الحزب الوطني التي نُقلت ملكيتها إلى الصندوق منذ أكثر من 3 سنوات. وتثير هذه الأنباء التساؤل حول دور الصندوق المصري ومدى اتفاقه مع الغرض الأساسي لإنشاء مثل هذه الصناديق.
<h3 dir="rtl">المفهوم الكلاسيكي للصناديق السيادية&nbsp;</h3>
ارتبط ظهور هذه الصناديق في منتصف القرن الماضي بتحقيق <a href="https://www.elibrary.imf.org/display/book/9781589069275/CH001.xml">فوائض</a> سواء من بيع المواد البترولية أو من التبادل التجاري. ونظرًا لضخامة هذه الفوائض تقوم الحكومات بتأسيس صناديق لاستثمارها لمنع التضخم الناتج عن زيادة الطلب لوجود تلك الوفورات، ولتنويع مصادر الدخل وتجميع المدخرات لتستفيد منها عند نفاد مصدر الفوائض. و<a href="https://aps.aucegypt.edu/ar/articles/1354/challenges-exacerbated-by-state-policies-fdi-outflows-and-high-real-estate-prices">يكون</a> الاستثمار في أصول بالداخل والخارج.
وبالنظر إلى الصندوق السيادي المصري نجد أن التعريف السابق لا ينطبق عليه مطلقًا، إذ إن ثروته ليست نتاج فوائض يحققها الاقتصاد، بل هي من الأساس أصول عقارية نُقلت إليه بموجب قرارات رئاسية متعاقبة كما أنه لا يستثمر في أصول أجنبية.

<h3>صناديق سيادية بلا ثروة</h3>
&nbsp;يُعَد الصندوق المصري ضمن<a href="https://www.reuters.com/article/idUSKBN16O20J/"> سلالة</a> جديدة من الصناديق السيادية بدأت تظهر في العشر سنوات الأخيرة في بلاد بلا ثروة أو فوائض، بل يعاني أغلبها من عجز في الميزان التجاري مثل الهند أو مديونيات ضخمة وعجز في ميزان المدفوعات كما هو الحال في دول مثل: تركيا والهند.&nbsp;&nbsp;

<h3 dir="rtl">إشكالات الصندوق السيادي المصري&nbsp;</h3>
لم يصدر الصندوق أي تقرير متكامل عن ميزانيته السنوية منذ إنشائه، واكتفى رئيسه التنفيذي، <a href="https://gate.ahram.org.eg/News/4668002.aspx">باستعراض</a> ما تم إنجازه حتى الآن أمام البرلمان بداية العام الجاري.

وضع <a href="https://www.imf.org/external/pubs/ft/tnm/2010/tnm1009.pdf">صندوق النقد الدولي</a> ضوابط لعمل هذه الصناديق، أهمها: ضرورة الإفصاح عن ميزانيتها المستقلة سنويًّا. وبالنظر <a href="https://www.shorouknews.com/news/view.aspx?cdate=02032019&amp;id=8644fe96-4461-434a-b9fb-b22e1ffec6c0">إلى النظام الأساسي</a> الشارح لقانون الصندوق المصري، نجد أنه فقط "يلتزم بالإفصاح عن البيانات والمعلومات الجوهرية". كما منح النظام مجلس إدارة الصندوق الحق في إصدار الضوابط الخاصة بالإفصاح. وهنا يتجلى مبدأ تضارب المصالح، فكيف تُمنح جهة تدير أصول الدولة الحق في تحديد ما يمكنها الإفصاح عنه أو التكتم عليه؟
يعتمد الصندوق في تكوين محفظته على قرارات رئاسية بإزالة صفة النفع العام عن أصول الدولة وتحويل ملكيتها إلى الصندوق بما يخالف&nbsp;<a href="https://www.presidency.eg/ar/%D9%85%D8%B5%D8%B1/%D8%A7%D9%84%D8%AF%D8%B3%D8%AA%D9%88%D8%B1/">الدستور</a> الذي ينص على ضرورة حماية الممتلكات ذات النفع العام وعدم المساس بها. ولقد منح القانون رئيس الجمهورية سلطات واسعة فيما يخص اختيار الأصول العامة التي يمكن نقلها إلى الصندوق حيث لا تقتصر على الأصول غير المستغلة ولكن المستغلة أيضًا.
<a href="https://gate.ahram.org.eg/News/4668002.aspx">تكرر الحديث</a> عن دور الصندوق السيادي في بيع حصص من الشركات المملوكة للدولة ضمن برنامج الطروحات وهو المفترض أن يكون مُدارًا أساسًا من خلال مجلس الوزراء. وفي بعض الأحيان نجد الرئيس التنفيذي للصندوق يعلن <a href="https://www.asharqbusiness.com/article/48266/%D8%B5%D9%86%D8%AF%D9%88%D9%82-%D9%85%D8%B5%D8%B1-%D8%A7%D9%84%D8%B3%D9%8A%D8%A7%D8%AF%D9%8A-%D9%84%D8%A7-%D8%AD%D8%AF-%D8%A3%D9%82%D8%B5%D9%89-%D9%84%D9%84%D8%AD%D8%B5%D8%B5-%D8%A7%D9%84%D9%85%D8%B2%D9%85%D8%B9-%D8%A8%D9%8A%D8%B9%D9%87%D8%A7-%D9%85%D9%86-%D9%88%D8%B7%D9%86%D9%8A%D8%A9-%D9%88%D8%B5%D8%A7%D9%81%D9%8A/">عن تفاصيل دقيقة </a>تخص طرح شركات لا تقع ضمن محفظة الصندوق الاستثمارية.
يمكن النظر إلى الصندوق السيادي باعتباره امتدادًا لسياسة خلق <a href="https://www.researchgate.net/publication/354440916_Public_Administration_in_Egypt_After_the_Arab_Spring">كيانات بيروقراطية موازية</a>، انتهجتها الحكومات المصرية منذ التسعينيات بهدف تجاوز الروتين، وقد أثبتت التجربة أن هذا التداخل لا يؤدي بالضرورة إلى التعاون بين الكيانات المختلفة بل في كثير من الأحيان يؤدي إلى التضارب بينها، الأمر الذي من شأنه أن <a href="https://onlinelibrary.wiley.com/doi/full/10.1111/j.1467-9299.2011.01941.x">يحول</a> دون بناء القدرات المؤسسية لهذه الكيانات. &nbsp;

<h2>نقل مصر.. لا يخدم الفقير ولا الغني ولا البيئة</h2>
<a href="https://www.facebook.com/photo/?fbid=701595442137515&amp;set=a.113647397598992&amp;locale=ar_AR">أعلن</a> وزير النقل، كامل الوزير، عن بدء وزارته تنفيذ خطة لتوطين صناعة الأتوبيسات في مصر لتوفير أتوبيسات متنوعة بالكهرباء والغاز والديزل. وتهدف الوزارة لرفع جودة الخدمة والتخلص&nbsp; من أزمة تهالك الأتوبيسات وما يصاحب هذا من تلوث للبيئة. ولكن هل يساهم هذا في حل مشاكل قطاع النقل البري في مصر والذي يعاني من قلة عدد أتوبيسات النقل العام -بالنسبة لعدد السكان وتوزيعهم- وعشوائية وسائل النقل الخاص وعدم التزامه بمعايير الحفاظ على البيئة؟

تساهم أتوبيسات النقل العام بنسبة لا تزيد عن 2.2% من إجمالى منظومة النقل التي تسيطر عليها وسائل نقل القطاع الخاص مثل سيارات الأجرة والتوكتوك والميكروباصات، خاصة في المدن والأحياء الجديدة التي لا تمتد إليها خطوط أتوبيسات النقل العام.

وتعاني المنظومة شبه الرسمية للنقل الخاص -ميكروباصات وتوكتوك- من <a href="https://www.gomhuriaonline.com/Gomhuria/930280.html">عدم</a> وجود رقابة حقيقية على خطوط السير أو السائقين، بالإضافة إلى إنشاء مواقف غير مخططة، وعدم وجود تعريفة محددة على الخطوط غير الرئيسية وجميعها مشاكل لم <a href="https://aps.aucegypt.edu/ar/articles/491/policy-paper-towards-transit-centric-new-desert-communities-in-the-greater-cairo-region">تستطِع</a> الحكومة حلها حتى في الأحياء الجديدة.
وفي محاولة لتنظيم النقل الخاص، <a href="https://www.cairo360.com/ar/article/%D8%A7%D9%84%D8%AD%D9%8A%D8%A7%D8%A9-%D9%81%D9%8A-%D9%83%D8%A7%D9%8A%D8%B1%D9%88/%D8%A8%D8%AF%D9%8A%D9%84-%D9%84%D9%84%D9%85%D9%8A%D9%83%D8%B1%D9%88%D8%A8%D8%A7%D8%B5-%D8%B9%D9%84%D9%89-%D8%A7%D9%84%D8%AF%D8%A7%D8%A6%D8%B1%D9%8A-5-%D9%85%D8%B9%D9%84%D9%88%D9%85%D8%A7%D8%AA/">أعلنت</a> الحكومة عن مشروع لمنع الميكروباص من السير على الطريق الدائري وإحلال <a href="https://aps.aucegypt.edu/ar/articles/1337/mega-projects-in-agriculture-and-transport-is-this-what-we-need">الأتوبيس الترددي بدلًا منه</a>، إلا أن أزمة الدولار حالت دون تنفيذه. كما سعت الحكومة إلى تقنين التوك توك (الشريك الأساسي لنقل الركاب في مصر) والذي يقدر <a href="https://www.youm7.com/story/2021/11/18/%D8%B1%D8%A7%D8%A8%D8%B7%D8%A9-%D9%85%D8%A7%D9%84%D9%83%D9%89-%D8%A7%D9%84%D8%AA%D9%83%D8%A7%D8%AA%D9%83-%D9%87%D9%86%D8%A7%D9%83-5-%D9%85%D9%84%D8%A7%D9%8A%D9%8A%D9%86-%D9%88400-%D8%A3%D9%84%D9%81-%D8%AA%D9%88%D9%83-%D8%AA%D9%88%D9%83/5542123">حجمه</a> بنحو 5.4 ملايين مركبة إلا أن المرخص منه حتى الآن لا يتجاوز 220 ألف مركبة ( 4% فقط).
<h3 dir="rtl">ماذا عن البيئة؟&nbsp;</h3>
بالإضافة إلى قلة عددهم، لا تلتزم أتوبيسات النقل العام بالمعايير البيئية رغم مساعي الحكومة لتقليل الانبعاثات؛ فمن 13776 أتوبيسًا هناك 12894 تعمل بالسولار و54 بالبنزين و702 تعمل بالغاز الطبيعي و126 فقط <a href="https://www.worldbank.org/en/news/feature/2023/08/29/electric-buses-will-help-cairo-move-toward-a-greener-future#:~:text=As%20part%20of%20this%20effort,of%20the%20mass%20transit%20system.">تستخدم</a> الكهرباء الأقل اضرارا بالبيئة.
<a href="https://blogs.worldbank.org/arabvoices/reducing-air-pollution-greater-cairo-involves-switching-private-vehicles-improved-public">يحتاج</a> مليونا مصري العلاج سنويًّا نتيجة هواء ملوث من المواصلات، <a href="https://blogs.worldbank.org/ar/arabvoices/reducing-air-pollution-greater-cairo-involves-switching-private-vehicles-improved-public">وأوصى</a> البنك الدولي بالاعتماد بشكل أكبر على وسائل النقل العام بعد تحديثها بدلا من مركبات القطاع الخاص لتخفيف مخاطر التلوث. وجاءت <a href="https://www.worldbank.org/en/news/infographic/2022/10/11/greater-cairo-air-pollution-management-and-climate-change-project">تجربة</a> "Green Bus" وهي أوتوبيسات للنقل الجماعي صديقة للبيئة كجزء من مبادرة دولية لجعل جو القاهرة أفضل، إلا أن عددها ضمن المبادرة لا يزال قليلا مقارنة بإجمالي الأتوبيسات.
أما على مستوى مركبات النقل الخاصة، تم <a href="https://www.gogreenmasr.com/">إطلاق</a> مبادرة Go Green عام 2019، لاستبدال مركبات البنزين بمركبات الغاز الأقل تلويثًا للبيئة. وكان المستفيد الأكبر من المبادرة السيارات الخاصة والتاكسى بإجمالى 18.7 ألف سيارة مقابل 1500 ميكروباص. ويتضح عدم جدية الحكومة فى تجديد أسطول الميكروباص بتلقي مالكى الميكروباصات حوافز مالية ضعيفة لا تتعدى 25% من قيمة المركبة الجديدة بحد أقصي 65 ألف جنيه.
<h3 dir="rtl">نحو منظومة أفضل للنقل:</h3>

<h2 dir="ltr">Egypt&rsquo;s Sovereign Fund: Absence of Budget Surplus and Poor Oversight</h2>
In late January, President Abdel Fattah al-Sisi&nbsp;<a href="https://manshurat.org/content/nql-rdy-wmbny-13-wzr-fy-wst-lqhr-l-sndwq-msr-lsydy-wzl-sf-lnf-lm-nh-kmlk-lldwl">issued</a> a decree revoking the public benefit status of 13 state-owned headquarters of government bodies and transferring its ownership to the Sovereign Fund of Egypt (TSFE). The decree came soon after an Emirati conglomerate <a href="https://www.skynewsarabia.com/business/1683506-%D8%AA%D8%AD%D8%A7%D9%84%D9%81-%D8%A7%D9%95%D9%85%D8%A7%D8%B1%D8%A7%D8%AA%D9%8A-%D9%8A%D9%81%D9%88%D8%B2-%D8%A8%D8%AA%D8%B7%D9%88%D9%8A%D8%B1-%D8%A7%D9%94%D8%B1%D8%B6-%D8%A7%D9%84%D8%AD%D8%B2%D8%A8-%D8%A7%D9%84%D9%88%D8%B7%D9%86%D9%8A-%D9%85%D8%B5%D8%B1">won</a> the tender to develop the land owned by the now-disbanded National Democratic Party, which was transferred to the fund more than three years ago. These decisions raise questions about the role of TSFE and the extent to which it operates in line with the basic purpose of sovereign wealth funds worldwide.
<h3 dir="ltr">Classic sovereign wealth funds</h3>
The appearance of sovereign wealth funds in the mid-20th century was associated with the accumulation of <a href="https://www.elibrary.imf.org/display/book/9781589069275/CH001.xml">surpluses</a> in states&rsquo; budgets either from the sale of petroleum products or trade. Flush with cash, governments established state-owned funds to inject these <a href="https://aps.aucegypt.edu/en/articles/1354/challenges-exacerbated-by-state-policies-fdi-outflows-and-high-real-estate-prices">surpluses</a> into different investments to prevent demand-driven inflation, diversify revenue sources, and build up savings they could rely on when the source of the surpluses runs out. The funds invest in both local and foreign assets.
However, this definition does not apply to TSFE. The wealth in the fund does not come from cash surpluses accumulated through economic activity but is rather from the sale of real estate assets transferred to the fund by successive presidential decrees. Also, the fund does not invest in foreign assets.&nbsp;

<h3 dir="ltr">Sovereign funds without wealth</h3>
TSFE is one of a new <a href="https://www.reuters.com/article/idUSKBN16O20J/">breed</a> of sovereign wealth funds that have begun to emerge in the last ten years in states with neither wealth nor surpluses. Most of these states run a trade deficit (India) or carry massive debts and have a balance of payments deficit (Turkey and India). Such funds are classified as <a href="https://www.un.org/esa/ffd/wp-content/uploads/sites/4/2017/11/Background-Paper_Sovereign-Wealth-Funds_16-Nov.pdf">developmental</a> sovereign funds, aimed primarily at attracting foreign investment.

<h3 dir="ltr">Problems with TSFE</h3>
TSFE has issued no full report on its annual budget since its inception. CEO Ayman Soliman merely presented a <a href="https://gate.ahram.org.eg/News/4668002.aspx">review</a> of achievements in front of the parliament at the beginning of this year.

The <a href="https://www.imf.org/external/pubs/ft/tnm/2010/tnm1009.pdf">International Monetary Fund</a> has set guidelines for the operation of these funds, the most important of which is the need to disclose their independent budgets annually. Looking at the articles of <a href="https://www.shorouknews.com/news/view.aspx?cdate=02032019&amp;id=8644fe96-4461-434a-b9fb-b22e1ffec6c0">incorporation</a> of TSFE that expound on the law governing the fund, we find that it is only &ldquo;obligated to disclose essential data and information.&rdquo; The articles also grant the fund&rsquo;s board of directors the right to issue the guidelines on disclosure. This raises the question of a conflict of interest: how can an entity managing state assets have the right to determine what it can disclose or withhold?
In building its portfolio, TSFE relies on presidential decrees that revoke the &ldquo;public benefit&rdquo; status from state assets and transfer ownership of such assets to the fund. This contravenes the <a href="https://www.presidency.eg/ar/%D9%85%D8%B5%D8%B1/%D8%A7%D9%84%D8%AF%D8%B3%D8%AA%D9%88%D8%B1/">constitution</a>, which provides for the need to protect the utilities with public benefit status and not infringe it. The law gives the Egyptian president broad powers to choose the public assets that can be transferred to the fund, which include both unutilized and utilized assets.
TSFE&rsquo;s role overlaps with various other state bodies, especially when it comes to attracting local and foreign investments, which is largely the purview of the Ministries of Investment and Planning.
It has been <a href="https://gate.ahram.org.eg/News/4668002.aspx">reported</a> that TSFE is involved in selling shares of state-owned companies as part of the privatisation program, which is ostensibly managed by the Cabinet. In some cases, the CEO of the fund has announced <a href="https://www.asharqbusiness.com/article/48266/%D8%B5%D9%86%D8%AF%D9%88%D9%82-%D9%85%D8%B5%D8%B1-%D8%A7%D9%84%D8%B3%D9%8A%D8%A7%D8%AF%D9%8A-%D9%84%D8%A7-%D8%AD%D8%AF-%D8%A3%D9%82%D8%B5%D9%89-%D9%84%D9%84%D8%AD%D8%B5%D8%B5-%D8%A7%D9%84%D9%85%D8%B2%D9%85%D8%B9-%D8%A8%D9%8A%D8%B9%D9%87%D8%A7-%D9%85%D9%86-%D9%88%D8%B7%D9%86%D9%8A%D8%A9-%D9%88%D8%B5%D8%A7%D9%81%D9%8A/">precise</a> details about the offerings of specific companies that are not part of the fund&rsquo;s investment portfolio.
TSFE can be seen as a continuation of an Egyptian government policy pursued since the 1990s&mdash;namely, creating <a href="https://www.researchgate.net/publication/354440916_Public_Administration_in_Egypt_After_the_Arab_Spring">parallel bureaucratic entities</a> with the aim of sidestepping red tape. Experience has shown that this does not necessarily promote cooperation among various entities. On the contrary, it often generates hostility between them, which <a href="https://onlinelibrary.wiley.com/doi/abs/10.1111/j.1467-9299.2011.01941.x">prevents</a> building their institutional capacities.&nbsp;

<h2 dir="ltr">Egypt&rsquo;s Transportation: Serves Neither the Poor, the Rich, Nor the Environment</h2>
Minister of Transport Kamel al-Wazir <a href="https://www.facebook.com/photo/?fbid=701595442137515&amp;set=a.113647397598992&amp;locale=ar_AR">announced</a> that his ministry would begin implementing a plan to localize the manufacture of electric-, gas-, and diesel-powered buses in Egypt. The aim is to improve the quality of service and get rid of dilapidated, polluting buses. But will this help solve the problems of the transportation sector in Egypt? Currently, there are not enough public buses to serve the population, private transportation is arbitrary and unregulated, and modes of transport do not meet environmental standards.

There are several problems with the quasi-official means of private transport (microbuses and tuk-tuks).

There is <a href="https://www.gomhuriaonline.com/Gomhuria/930280.html">no real regulation</a> of routes or drivers, unplanned stops are frequent, and there is no set fare for non-main lines. The government has thus far been unable to <a href="https://aps.aucegypt.edu/ar/articles/491/policy-paper-towards-transit-centric-new-desert-communities-in-the-greater-cairo-region">address</a> these issues even in new neighborhoods.
In an attempt to regulate private transportation, the government <a href="https://www.cairo360.com/ar/article/%D8%A7%D9%84%D8%AD%D9%8A%D8%A7%D8%A9-%D9%81%D9%8A-%D9%83%D8%A7%D9%8A%D8%B1%D9%88/%D8%A8%D8%AF%D9%8A%D9%84-%D9%84%D9%84%D9%85%D9%8A%D9%83%D8%B1%D9%88%D8%A8%D8%A7%D8%B5-%D8%B9%D9%84%D9%89-%D8%A7%D9%84%D8%AF%D8%A7%D8%A6%D8%B1%D9%8A-5-%D9%85%D8%B9%D9%84%D9%88%D9%85%D8%A7%D8%AA/">announced</a> a project that would bar microbuses from the Ring Road and replace them with a <a href="https://aps.aucegypt.edu/en/articles/1337/mega-projects-in-agriculture-and-transport-is-this-what-we-need">rapid bus transit system</a>, but the dollar crisis has prevented implementation. The government has also sought to legalize tuk-tuks, the chief mode of passenger transport in Egypt, with an <a href="https://www.youm7.com/story/2021/11/18/%D8%B1%D8%A7%D8%A8%D8%B7%D8%A9-%D9%85%D8%A7%D9%84%D9%83%D9%89-%D8%A7%D9%84%D8%AA%D9%83%D8%A7%D8%AA%D9%83-%D9%87%D9%86%D8%A7%D9%83-5-%D9%85%D9%84%D8%A7%D9%8A%D9%8A%D9%86-%D9%88400-%D8%A3%D9%84%D9%81-%D8%AA%D9%88%D9%83-%D8%AA%D9%88%D9%83/5542123">estimated 5.4 million</a> vehicles, but thus far only 220,000 vehicles -4% of the total-have been licensed.
<h3 dir="ltr">What about the environment?</h3>
In addition to the small size of the fleet, public buses do not meet environmental standards despite government efforts to reduce emissions. Out of a total of 13,776 buses, 12,894 are powered by diesel, 54 by gasoline, and 702 by natural gas; just 126 of them <a href="https://www.worldbank.org/en/news/feature/2023/08/29/electric-buses-will-help-cairo-move-toward-a-greener-future#:~:text=As%20part%20of%20this%20effort,of%20the%20mass%20transit%20system.">run on</a> electricity, which is less harmful to the environment.
Every year, 2 million Egyptians <a href="https://blogs.worldbank.org/arabvoices/reducing-air-pollution-greater-cairo-involves-switching-private-vehicles-improved-public">require</a> treatment due to transport-related air pollution. The World Bank has <a href="https://blogs.worldbank.org/ar/arabvoices/reducing-air-pollution-greater-cairo-involves-switching-private-vehicles-improved-public">recommended</a> relying more on modernized public transit instead of private vehicles to mitigate the risks of pollution. The so-called <a href="https://www.worldbank.org/en/news/infographic/2022/10/11/greater-cairo-air-pollution-management-and-climate-change-project">Green Bus</a> experiment,&nbsp; environment-friendly mass transit buses, is part of an international initiative to improve Cairo&rsquo;s air, but the number of buses involved in the initiative is still small relative to the total number of buses.
In terms of private transport, the <a href="https://www.gogreenmasr.com/">Go Green</a> initiative was launched in 2019 to replace gasoline-powered vehicles with less polluting vehicles that run on natural gas. Private cars and taxis have benefited most from the initiative, with 18,700 cars making the shift, compared to only 1,500 microbuses. The government is less serious about upgrading microbuses, as demonstrated by the meagre financial incentives it has given to microbus owners: it currently offers to cover no more than 25% of the value of the new vehicle, up to a maximum of EGP65,000.&nbsp;
<h3 dir="ltr">Toward a better transit system:&nbsp;</h3>
<ul>
<li style="text-align: justify;">Increase the number of public transport lines with special attention to ensuring that residents of the provinces and countryside are not denied service.</li>
</ul>

<li dir="ltr" role="presentation">Increase government investment in public transportation and make the abandonment of the private car a government goal.</li>
<li dir="ltr" role="presentation">Shift to electric buses while putting in place the necessary infrastructure.</li>
<li dir="ltr" role="presentation">Work to advance the&nbsp;<a href="https://www.gogreenmasr.com/about">Go Green</a> initiative by reducing conversion fees and building natural gas refuelling stations throughout the country (they currently exist in only nine governorates).</li>
<li dir="ltr" role="presentation">Encourage licensing for vehicles in the informal private transport system, including microbuses and tuk-tuks, by offering incentives like reduced fees and taxes, and ensure security and legal regulation of such vehicles to provide citizens with a safe means of transport.&nbsp;</li>
