<a href="https://www.almasryalyoum.com/news/details/3110952">طلب</a> الرئيس عبدالفتاح السيسي في احتفالية "قادرون باختلاف" <a href="https://aps.aucegypt.edu/ar/articles/1368/lack-of-transparency-and-protein">تخصيص</a> 10 مليارات جنيه من أموال صفقة "رأس الحكمة" لصالح صندوق ذوي الإعاقة،&nbsp;وهو ما وافق رئيس الوزراء عليه فورًا. ولم تكن هذه هي المرة الأولى التي تم <a href="https://www.simplilearn.com/feasibility-study-article#:~:text=A%20feasibility%20study%20is%20a%20preliminary%20exploration%20of%20a%20proposed,%2C%20legal%2C%20and%20environmental%20considerations.">تخصيص</a> الأموال فيها على الهواء مباشرة أو تعديل الزمن اللازم لإتمامِ مشروعٍ ما دون تخطيط بناء على تصريحات مباشرة &nbsp;لرئيس الجمهورية.

<a href="https://www.masrawy.com/news/news_egypt/details/2018/12/9/1476348/%D8%A7%D9%84%D8%B3%D9%8A%D8%B3%D9%8A-%D9%84%D9%88-%D9%85%D8%B4%D9%8A%D9%86%D8%A7-%D8%A8%D8%AF%D8%B1%D8%A7%D8%B3%D8%A7%D8%AA-%D8%A7%D9%84%D8%AC%D8%AF%D9%88%D9%89-%D9%83%D9%86%D8%A7-%D8%AD%D9%82%D9%82%D9%86%D8%A7-25-%D9%85%D9%86-%D8%A7%D9%84%D8%A5%D9%86%D8%AC%D8%A7%D8%B2%D8%A7%D8%AA-">قال</a> الرئيس السيسي في 2018 إن الالتزام بإجراء دراسات جدوى لمشاريع الدولة كان سيبطئ تنفيذها بنسبة 75%. وأعلن السيسي في 2022 <a href="https://www.shorouknews.com/news/view.aspx?cdate=25102022&amp;id=684fd18e-bb08-4cac-a92f-a59959403413">فشل</a> مدينة الأثاث بدمياط، التي تكلفت 3.6 مليار جنيه لعدم "وجود<a href="https://www.sis.gov.eg/Story/246865/%D9%85%D8%AF%D9%8A%D9%86%D8%A9-%D8%AF%D9%85%D9%8A%D8%A7%D8%B7-%D9%84%D9%84%D8%A3%D8%AB%D8%A7%D8%AB?lang=ar"> دراسات</a> للبعد الاجتماعي". ويعتمد صنع القرار الصحيح في مجال التنمية على الدراسات المسبقة، و<a href="https://www.bia.gov/service/starting-business/feasibility-studies-important">يفضِّل</a> المستثمرون مراجعة دراسات الجدوى لحساب المخاطر والعوائد الاستثمارية وتوقعات التكلفة والأرباح لأي مشروعٍ مقترح قبل ضخ الأموال اللازمة له.

المطلب الرئاسي بضغط عدد سنوات مشروع حفر قناة السويس عام 2015 من 3 سنوات إلى سنة واحدة، أدى إلى زيادة تكلفة الحفر من 2.5 مليار دولار إلى 3.8 مليار دولار. و<a href="https://www.ajnet.me/ebusiness/2018/8/9/%D8%AA%D9%81%D8%B1%D9%8A%D8%B9%D8%A9-%D9%82%D9%86%D8%A7%D8%A9-%D8%A7%D9%84%D8%B3%D9%88%D9%8A%D8%B3-%D8%A8%D8%B0%D9%83%D8%B1%D8%A7%D9%87%D8%A7-%D8%A7%D9%84%D8%AB%D8%A7%D9%84%D8%AB%D8%A9">اعترف</a> محافظ البنك المركزي السابق هشام رامز بأن السبب في أزمة الدولار عام 2016 هو الإنفاق على مشروع قناة السويس الجديدة. وبلغ إجمالي التكلفة 8 مليارات دولار، ولم <a href="https://www.iemed.org/publication/the-economic-impacts-of-the-new-suez-canal/#:~:text=It%20is%20also%20expected%20that,into%20an%20international%20logistics%20centre.">تحقق</a> القناة زيادة في الإيرادات لأربع سنوات تلت افتتاح "التفريعة". بل وطلبت هيئة القناة في 2018 توفير 400 مليون دولار كقرض للإنفاق على مشروعاتها.&nbsp;

وتبين أرقام الاستثمارات العامة المنفَّذة في عدة قطاعات افتقادها دراسة الجدوى التي توجهها إلى القطاعات الأهم. تنحاز الحكومة، على سبيل المثال، إلى الاستثمار في قطاعيِ التشييد والبناء والعقارات وهي سلع غير قابلة للتصدير. و<a href="https://www.cbe.org.eg/ar/economic-research/economic-reports/monthly-statistical-bulletin">بلغ</a> حجم الاستثمارات في القطاعين 40 مليار جنيه في 2022/2023 طبقًا لحسابات "عدسة" مقارنة بـ23 مليار جنيه تم استثمارها في قطاع الاتصالات الذي <a href="https://fintechgate.net/2023/07/01/%D9%85%D8%A7%D8%B0%D8%A7-%D8%AD%D9%82%D9%82-%D9%82%D8%B7%D8%A7%D8%B9-%D8%A7%D9%84%D8%A7%D8%AA%D8%B5%D8%A7%D9%84%D8%A7%D8%AA-%D9%88%D8%AA%D9%83%D9%86%D9%88%D9%84%D9%88%D8%AC%D9%8A%D8%A7-%D8%A7%D9%84/">نمت</a> فيه الصادرات الرقمية لتصل إلى 4.9 مليار دولار في 2021-2022 مرتفعًا عن السنة السابقة بـ400 مليون دولار.

<h2 dir="rtl">سياسات حكومية لا تشجع على تنظيم الأسرة&nbsp;</h2>

وتعد سياسات الحكومة لمواجهة الزيادة السكانية غير فعالة. كما أن بعض الحوافز المالية للأسر الفقيرة منخفضة القيمة، بل تشجع على كثرة <a href="https://aps.aucegypt.edu/ar/articles/1008/denied-pregnancies-and-the-monetary-incentive-program">الإنجاب</a> في ضوء أن عمالة الأطفال تعد أحد أهم مصادر الدخل للأسر الفقيرة.
<h3 dir="rtl">حوافز مالية غير مجدية&nbsp;</h3>
بموجب برنامج الحوافز المالية الذي <a href="https://aawsat.com/home/article/4212106/%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D8%A9-%D8%AA%D9%8F%D8%AC%D8%A7%D8%A8%D9%87-%D8%A7%D9%84%D8%B2%D9%8A%D8%A7%D8%AF%D8%A9-%D8%A7%D9%84%D8%B3%D9%83%D8%A7%D9%86%D9%8A%D8%A9-%D8%A8%D9%80%C2%AB%D8%AD%D9%88%D8%A7%D9%81%D8%B2-%D9%85%D8%A7%D9%84%D9%8A%D8%A9%C2%BB">أقرته</a> الحكومة في 2023، تحصل كل سيدة تكتفي بطفلين فقط، على حافز مالي سنوي قدره ألف جنيه، تدخره الحكومة لها حتى بلوغها سن الـ45. وهذا المبلغ غير قابل للزيادة، فلم تأخذ الحكومة في الاعتبار معدلات التضخم وتخفيضات الجنيه.
ويظهر ضَعف قيمة الحافز بمقارنته بخط الفقر <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5109&amp;YearID=23629">القومي</a> -وهو الحد الأدنى من الدخل الكافي لأسرة من أربعة أفراد للوفاء باحتياجاتها الأساسية- والذي يبلغ 3218 جنيهًا شهريًّا، بأسعار 2019/2020. <a href="https://aps.aucegypt.edu/ar/events/110/open-panel-discussion-at-aps-on-poverty-figures-in-egypt-an-inflation-driven-increase">وتوقعت</a> دراسةٌ ارتفاع قيمة خط الفقر إلى 5912 جنيهًا في 2023 في غياب الأرقام الرسمية المعلنة.
أما برنامج تكافل وكرامة، فقد <a href="https://www.undp.org/ar/egypt/publications/tqryr-altnmyt-albshryt-fy-msr-2021?cq_ck=1630334436224">حدد</a> مبلغًا شهريًّا للأسر وفقًا للمرحلة التعليمية التي يدرس فيها الأطفال بحد أقصى طفلين. وتحديد عدد الأطفال يعد <a href="https://aps.aucegypt.edu/ar/articles/1008/denied-pregnancies-and-the-monetary-incentive-program">سياسة عقابية</a> للأسر الفقيرة كبيرة الحجم، ما يعمِّق الفقر ويصعِّب مكافحته. ولا يكفي معاش "تكافل" لتلبية الاحتياجات الأساسية لأسرة مكونة من 4 أفراد، طبقًا لأرقام خط الفقر الرسمية. ويزيد المعاش 15% سنويًّا، إلا أنه وفقًا لمعدلات التضخم العالية - <a href="https://www.reuters.com/world/middle-east/egypts-annual-urban-inflation-jumps-357-february-2024-03-10/">وصلت</a> إلى 35.7% في فبراير 2024 - تظل قيمته ضئيلة.

وتحتل محافظات الوجه القبلي 7 مراكز ضمن أعلى 10 محافظات في معدل الإنجاب. وتشترك المحافظات السبع في كونها الأكثر فقرا على مستوى الجمهورية مع <a href="https://egypt.unfpa.org/ar/publications/%D8%A7%D9%84%D8%A5%D8%B3%D8%AA%D8%B1%D8%A7%D8%AA%D9%8A%D8%AC%D9%8A%D8%A9-%D8%A7%D9%84%D9%88%D8%B7%D9%86%D9%8A%D8%A9-%D9%84%D9%84%D8%B3%D9%83%D8%A7%D9%86-%D9%88%D8%A7%D9%84%D8%AA%D9%86%D9%85%D9%8A%D8%A9">ارتفاع</a> نسب الأمية والبطالة بها خاصة في الريف. وبرغم أن 26% من السكان <a href="https://www.capmas.gov.eg/Pages/StaticPages.aspx?page_id=7183">يعيشون</a> فى ريف الوجه القبلى، إلا أن نسبة الفقراء به تصل لنحو 43%.

<h3 dir="rtl">عمالة الأطفال نتيجة طبيعية لقلة حافز تنظيم الأسرة&nbsp;</h3>
تزيد ضآلة الحوافز المالية غير الفعالة من حجم عمالة الأطفال (5-17 سنة). وتدفع بهم إلى سوق عمل غير آمنة وخطرة. <a href="https://egypt.unfpa.org/ar/publications/%D8%A7%D9%84%D8%A5%D8%B3%D8%AA%D8%B1%D8%A7%D8%AA%D9%8A%D8%AC%D9%8A%D8%A9-%D8%A7%D9%84%D9%88%D8%B7%D9%86%D9%8A%D8%A9-%D9%84%D9%84%D8%B3%D9%83%D8%A7%D9%86-%D9%88%D8%A7%D9%84%D8%AA%D9%86%D9%85%D9%8A%D8%A9">تشير</a> الإحصاءات إلى أن نسبة عمالة الأطفال الذين تتراوح أعمارهم بين 5 و17 عاما بلغـت فى مصر 5% <a href="https://www.unicef.org/egypt/media/10761/file/Child#:~:text=The%20latest%20national%20estimates%20from,exposed%20to%20hazardous%20work%20environments.">بإجمالى</a> 900 ألف طفل، وكانت نسبة عمالة الأطفال في الريف أعلى منها فـي الحضر (6.1% مقابل 2.9% على التوالي) وبلغت أعلى قيمة لها فـي ريف الوجه القبلي حيث وصلت إلى حوالي 8%.
<h3 dir="rtl">حل المشكلة ليس بانتهاك حرية أصحابها&nbsp;</h3>

وتبعا للتجارب الدولية فمن الأفضل التصدي للعوائق الهيكلية لتنظيم الأسرة بدلا من تقديم حوافز مالية ضئيلة لمن يلتزم بإنجاب طفلين أو حرمان غير الملتزمين ميزات مادية بما في ذلك، معالجة مشكلة الفقر وتوفير فرص عمل ذات جودة،&nbsp;وتحليل نتائج حملات تنظيم الأسرة التي أسفرت عن انخفاض معدل الخصوبة على مدار السنوات وتضمين تلك الممارسات في كل الحملات.

During the recent Differently-Abled event, President Abdel Fattah al-Sisi <a href="https://www.almasryalyoum.com/news/details/3110952">asked</a> that EGP10 billion of the investments resulting from the Ras al-Hikma deal <a href="https://aps.aucegypt.edu/en/articles/1368/lack-of-transparency-and-protein">go to</a> the Persons with Disability&nbsp;Fund &mdash;a request immediately approved by the prime minister. This is not the first time&nbsp;funds are <a href="https://www.simplilearn.com/feasibility-study-article#:~:text=A%20feasibility%20study%20is%20a%20preliminary%20exploration%20of%20a%20proposed,%2C%20legal%2C%20and%20environmental%20considerations.">allocated</a> on live television or a project deadline is changed on the spot based on Presidential directives and without a clear implementation plan or any&nbsp;feasibility study.
<h3 dir="ltr">Are feasibility studies important?</h3>
President al-Sisi <a href="https://www.masrawy.com/news/news_egypt/details/2018/12/9/1476348/%D8%A7%D9%84%D8%B3%D9%8A%D8%B3%D9%8A-%D9%84%D9%88-%D9%85%D8%B4%D9%8A%D9%86%D8%A7-%D8%A8%D8%AF%D8%B1%D8%A7%D8%B3%D8%A7%D8%AA-%D8%A7%D9%84%D8%AC%D8%AF%D9%88%D9%89-%D9%83%D9%86%D8%A7-%D8%AD%D9%82%D9%82%D9%86%D8%A7-25-%D9%85%D9%86-%D8%A7%D9%84%D8%A5%D9%86%D8%AC%D8%A7%D8%B2%D8%A7%D8%AA-">said</a> in 2018 that conducting feasibility studies for state projects would have slowed their implementation by 75%. In 2022, he declared that the Damietta Furniture City project, which cost EGP3.6 billion, was a <a href="https://www.shorouknews.com/news/view.aspx?cdate=25102022&amp;id=684fd18e-bb08-4cac-a92f-a59959403413">failure</a> due to the lack &ldquo;of <a href="https://www.sis.gov.eg/Story/246865/%D9%85%D8%AF%D9%8A%D9%86%D8%A9-%D8%AF%D9%85%D9%8A%D8%A7%D8%B7-%D9%84%D9%84%D8%A3%D8%AB%D8%A7%D8%AB?lang=ar">studies</a> of the social dimension&rdquo; of the project. In developmental projects, sound decision-making depends on advanced studies. Investors generally <a href="https://www.bia.gov/service/starting-business/feasibility-studies-important">review</a> feasibility studies to calculate risk, return on investment, and the anticipated costs and benefits of any project proposal before injecting funds.&nbsp;

The president&rsquo;s demand in 2015 to <a href="https://fanack.com/egypt/economy-of-egypt/the-economic-benefits-of-the-new-suez-canal/">reduce</a> the timeframe for the Suez Canal extension from three years to one increased the cost of digging from USD2.5 billion to USD 3.8 billion. Former governor of the Central Bank, Hisham Ramez, <a href="https://www.ajnet.me/ebusiness/2018/8/9/%D8%AA%D9%81%D8%B1%D9%8A%D8%B9%D8%A9-%D9%82%D9%86%D8%A7%D8%A9-%D8%A7%D9%84%D8%B3%D9%88%D9%8A%D8%B3-%D8%A8%D8%B0%D9%83%D8%B1%D8%A7%D9%87%D8%A7-%D8%A7%D9%84%D8%AB%D8%A7%D9%84%D8%AB%D8%A9">admitted</a> that the dollar crisis of 2016 could be chalked up to spending on the new Suez Canal project, whose total cost came to USD 8 billion.

The canal <a href="https://www.iemed.org/publication/the-economic-impacts-of-the-new-suez-canal/#:~:text=It%20is%20also%20expected%20that,into%20an%20international%20logistics%20centre.">did not see</a> an increase in revenues in the four years following the opening of the new extension, and in 2018, the Suez Canal Authority even asked for a loan of USD 400 million to fund its projects.
Data on public investments in several sectors show that no feasibility study was conducted to channel investment into the most important sectors. The government favors investment in construction and real estate, which are non-exportable goods. Some EGP40 billion <a href="https://www.cbe.org.eg/ar/economic-research/economic-reports/monthly-statistical-bulletin">was invested</a> in these two sectors in 2022/23, according to Adasa&rsquo;s calculations, compared to EGP23 billion in the telecommunications sector. However, digital exports <a href="https://fintechgate.net/2023/07/01/%D9%85%D8%A7%D8%B0%D8%A7-%D8%AD%D9%82%D9%82-%D9%82%D8%B7%D8%A7%D8%B9-%D8%A7%D9%84%D8%A7%D8%AA%D8%B5%D8%A7%D9%84%D8%A7%D8%AA-%D9%88%D8%AA%D9%83%D9%86%D9%88%D9%84%D9%88%D8%AC%D9%8A%D8%A7-%D8%A7%D9%84/">reached</a> USD 4.9 billion in 2021/22, up USD 400 million from the previous year.
The Egyptian government has also <a href="https://www.skynewsarabia.com/business/1658034-%D8%A7%D9%84%D8%B3%D9%8A%D8%B3%D9%8A-%D8%A7%D9%94%D9%86%D9%81%D9%82%D9%86%D8%A7-10-%D8%AA%D8%B1%D9%8A%D9%84%D9%8A%D9%88%D9%86%D8%A7%D8%AA-%D8%AC%D9%86%D9%8A%D9%87-%D9%85%D8%B4%D8%A7%D8%B1%D9%8A%D8%B9-%D8%A7%D9%84%D8%A8%D9%86%D9%8A%D8%A9-%D8%A7%D9%84%D8%AA%D8%AD%D8%AA%D9%8A%D8%A9">spent</a> USD300 billion on infrastructure projects over ten years (roads, bridges, and railways). From 2014 to 2024, railways <a href="https://manshurat.org/node/11216">brought in</a> revenues of roughly USD2 billion, according to Adasa&rsquo;s calculations, based on an exchange rate of EGP30.9/USD1; using an exchange rate of EGP50/USD1, revenues totaled USD1.3 billion.&nbsp;

<h2 dir="ltr">Government Policies Do Not Encourage Family Planning</h2>
The Egyptian population <a href="https://www.youm7.com/story/2024/2/8/%D8%AC%D9%87%D8%A7%D8%B2-%D8%A7%D9%84%D8%A5%D8%AD%D8%B5%D8%A7%D8%A1-%D8%B9%D8%AF%D8%AF-%D8%B3%D9%83%D8%A7%D9%86-%D9%85%D8%B5%D8%B1-%D8%A8%D8%A7%D9%84%D8%AF%D8%A7%D8%AE%D9%84-%D9%8A%D8%B3%D8%AC%D9%84-106-%D9%85%D9%84%D8%A7%D9%8A%D9%8A%D9%86-%D9%86%D8%B3%D9%85%D8%A9/6473324#:~:text=%D8%A3%D8%B9%D9%84%D9%86%20%D8%A7%D9%84%D8%AC%D9%87%D8%A7%D8%B2%20%D8%A7%D9%84%D9%85%D8%B1%D9%83%D8%B2%D9%8A%20%D9%84%D9%84%D8%AA%D8%B9%D8%A8%D8%A6%D8%A9%20%D8%A7%D9%84%D8%B9%D8%A7%D9%85%D8%A9,%D8%A7%D9%84%D9%85%D9%88%D8%A7%D9%81%D9%82%208%2F2%2F2024.">increased</a> to 106 million in February, up 1 million in 250 days. This comes as President Abdel Fattah al-Sisi has repeatedly criticized overpopulation and its grave impact on Egypt&rsquo;s limited resources.
Government policies to cope with population increases are considered ineffective, and the modest financial incentives offered to reduce the birth rate even encourage childbearing given the fact that for poor families child labor is one of the main sources of income.&nbsp;
<h3 dir="ltr">Ineffective financial incentives</h3>
Under a program <a href="https://aawsat.com/home/article/4212106/%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D8%A9-%D8%AA%D9%8F%D8%AC%D8%A7%D8%A8%D9%87-%D8%A7%D9%84%D8%B2%D9%8A%D8%A7%D8%AF%D8%A9-%D8%A7%D9%84%D8%B3%D9%83%D8%A7%D9%86%D9%8A%D8%A9-%D8%A8%D9%80%C2%AB%D8%AD%D9%88%D8%A7%D9%81%D8%B2-%D9%85%D8%A7%D9%84%D9%8A%D8%A9%C2%BB">approved</a> by the government in 2023, each woman who has no more than two children is given EGP1,000 annually. The financial incentive is not paid directly to women, but is rather set aside for them by the government until they reach the age of 45. The government did not account for inflation and the devaluation of the pound, so the sum is fixed at EGP1,000.
The paltry value of the incentive is made clear by looking at the <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5109&amp;YearID=23629">national poverty line</a>. Defined as the minimum income needed by a family of four to meet basic needs, it was set at EGP3,218 per month&mdash;and this is calculated at 2019/20 prices. A study <a href="https://aps.aucegypt.edu/en/events/110/open-panel-discussion-at-aps-on-poverty-figures-in-egypt-an-inflation-driven-increase">projected</a> that the poverty line would increase to EGP5,912 in 2023.
Additionally, the Takaful and Karama programs give families a <a href="https://www.undp.org/egypt/publications/egypt-human-development-report-2021">monthly support </a>based on their children&rsquo;s current educational level, up to a maximum of two children. Capping the number of children punishes large-sized poor families, which deepens poverty and makes it difficult to combat. Moreover, the Takaful pension is not enough to meet the basic needs of a family of four, based on the official poverty line. While the pension increases by 15% every year, <a href="https://www.reuters.com/world/middle-east/egypts-annual-urban-inflation-jumps-357-february-2024-03-10/">inflation</a> reached 35.7% in February 2024.

Seven Upper Egypt governorates are among the 10 with the highest fertility rates nationwide.These governorates are the poorest across Egypt with high rates of illiteracy and unemployment, especially in the countryside. While 26% of the population lives in the countryside of Upper Egypt, the percentage of poor people in it reaches about 43%.&nbsp;

<h3 dir="ltr">Child labor a natural income of low financial incentives</h3>
Ineffective financial incentives serve to increase the scope of child labor (working children aged 5&ndash;17) and push children into an insecure, dangerous job market. <a href="https://www.unicef.org/egypt/media/10761/file/Child#:~:text=The%20latest%20national%20estimates%20from,exposed%20to%20hazardous%20work%20environments.">According to UNICEF</a>, some 900,000 Egyptian children work in a hazardous work environment. The child labor force stands at about 1.4 million children, or 4.9% of all children.
Child labor is on the rise in Upper Egypt governorates, especially in rural areas, in tandem with increases in poverty and school attrition rates.
Switching to monetary incentives as a solution to overpopulation is a <a href="https://aps.aucegypt.edu/en/articles/1008/denied-pregnancies-and-the-monetary-incentive-program">violation</a> of Egyptians&rsquo; reproductive rights, which <a href="https://www.unescwa.org/ar/sd-glossary/%D8%A7%D9%84%D8%AD%D9%82%D9%88%D9%82-%D8%A7%D9%84%D8%A5%D9%86%D8%AC%D8%A7%D8%A8%D9%8A%D8%A9-%D9%88%D8%A7%D9%84%D8%B5%D8%AD%D8%A9-%D8%A7%D9%84%D8%AC%D9%86%D8%B3%D9%8A%D8%A9-%D9%88%D8%A7%D9%84%D8%A5%D9%86%D8%AC%D8%A7%D8%A8%D9%8A%D8%A9#:~:text=%D8%AA%D8%B4%D9%85%D9%84%20%D8%A7%D9%84%D8%AD%D9%82%D9%88%D9%82%20%D8%A7%D9%84%D8%A5%D9%86%D8%AC%D8%A7%D8%A8%D9%8A%D8%A9%20%D8%AD%D9%82%D9%88%D9%82%20%D8%AC%D9%85%D9%8A%D8%B9,%D8%AE%D8%A7%D9%84%D9%8A%D8%A9%20%D9%85%D9%86%20%D8%A7%D9%84%D8%AA%D9%85%D9%8A%D9%8A%D8%B2%20%D9%88%D8%A7%D9%84%D8%A5%D9%83%D8%B1%D8%A7%D9%87%20%D9%88%D8%A7%D9%84%D8%B9%D9%86%D9%81.">provides for</a> the freedom of individuals to determine the number of children and the spacing between and timing of births.
In countries where family planning methods have actually worked, research indicates that the government must address structural barriers that hinder the accessibility of the different methods, including poverty and unemployment. It is also important to replicate and learn from successful campaigns that effectively reduced fertility rates.&nbsp;
