لا <a href="https://www.hrw.org/ar/news/2023/08/08/egypt-electricity-cutbacks-threaten-rights">تطبق</a> الحكومة المصرية سياسة تخفيف الأحمال بشكل عادل وتتحمل بعض المناطق العبء الأكبر من التقنين. <a href="https://manassa.news/stories/18187?fbclid=IwZXh0bgNhZW0CMTEAAR0gpG5pI5N_YdP7KivwTQCeHhr0TaEtj9S6f4du0oMf5fCHGnXYdRVc7-k_aem_Fag8Mos8qsKMODYHCyvV3A">أظهرت</a> استطلاعات الرأي والتقارير الصحفية والحقوقية انقطاع الكهرباء لأكثر من 10 ساعات في صعيد مصر خلال اليوم الواحد.
ولم تكشف الحكومة المصرية عن أي خطط لوقف تخفيف الأحمال غير <a href="https://www.alarabiya.net/aswaq/economy/2024/06/25/%D8%B1%D8%A6%D9%8A%D8%B3-%D9%88%D8%B2%D8%B1%D8%A7%D8%A1-%D9%85%D8%B5%D8%B1-%D9%8A%D9%83%D8%B4%D9%81-%D8%A3%D8%B3%D8%A8%D8%A7%D8%A8-%D8%A7%D9%86%D9%82%D8%B7%D8%A7%D8%B9-%D8%A7%D9%84%D9%83%D9%87%D8%B1%D8%A8%D8%A7%D8%A1-%D9%88%D8%B6%D8%B9%D9%81-%D8%A7%D9%85%D8%AF%D8%A7%D8%AF%D8%A7%D8%AA-%D8%A7%D9%84%D8%B7%D8%A7%D9%82%D8%A9">استيراد</a> مزيد من الغاز الطبيعي. لا يُخرج هذا الحل قصير الأجل البلاد من أزمة الطاقة، وسوف تستمر الحكومة في <a href="https://aps.aucegypt.edu/en/articles/1386/we-pay-despite-electricity-cuts-and-miscalculated-taxes">رفع</a> أسعار الكهرباء، و قد تضطر لغلق محطات التوليد وتقنين الاستهلاك في كل مرة تنخفض فيها إمدادات الغاز الطبيعي.

تحتاج الحكومة إلى إنشاء لجنة وطنية لأزمة الطاقة على الفور اتباعًا لنموذج جنوب إفريقيا، يكون من شأنها التنسيق بين الهيئات الحكومية وضمان التنفيذ الكامل لخطة عمل طارئة. يجب أن تضع خطة العمل المصادر المتجددة في قلب استراتيجية توليد الطاقة على المدى الطويل. على المدى القصير، يجب أن تتضمن الخطة رؤية واضحة لتنفيذ عملية خفض الأحمال بشكل عادل وآمن حتى التعليق، من خلال معلومات واضحة وجدولة دقيقة وتناوب عادل لفترات قطع التيار الكهربائي بين أقاليم ومناطق الجمهورية كافة.

<h2 dir="ltr">Electricity Crisis: Shed the Load by Harnessing the Sun</h2>
The government has recently <a href="https://english.ahram.org.eg/News/526009.aspx">increased</a> the frequency and duration of power cuts as the heatwave intensified and consumption peaked. Egypt's current power outage crisis <a href="https://aps.aucegypt.edu/en/articles/1153/egyptian-natural-gas-sizable-investments-uncertain-returns">resulted</a> from a short-sighted government policy that <a href="https://aps.aucegypt.edu/en/articles/1153/egyptian-natural-gas-sizable-investments-uncertain-returns">depleted</a> its natural gas reserves. The lack of strategic planning that created the energy crisis remains evident in how the government mismanaged its current load-shedding policy. Compared to South Africa, which resorted to load-shedding to <a href="https://www.eskom.co.za/loadshedding-remains-suspended-due-to-sustained-generation-performance/">mitigate</a> its electricity crisis, Egypt does not have a concrete action <a href="https://www.stateofthenation.gov.za/assets/downloads/Update_on_energy_action_plan_AUG23.pdf">plan</a> to enforce it fairly and eventually suspend it by lowering demand for traditional power sources.
<h3 dir="ltr">Economic cost of load shedding</h3>
The Egyptian president <a href="https://english.ahram.org.eg/NewsContent/3/12/509374/Business/Economy/Egypt-to-save--bln-annually-from-power-cuts-ElSisi.aspx">said</a> the country would save $3.5 billion annually from power cuts, but the cabinet spokesperson later <a href="https://english.ahram.org.eg/NewsContent/1/2/526000/Egypt/Society/Prolonged-power-cuts-despite-scorching-heat-leave-.aspx">stated</a> that load-shedding saves Egypt $1 billion per year.The government just <a href="https://www.bnnbloomberg.ca/egypt-plans-1-2-billion-of-energy-imports-to-end-power-cuts-1.2089247">announced</a> its crisis-management plan to import $1.2 billion worth of extra fossil fuel energy sources at a high price to end the scheduled power cuts, which cast doubt on the fiscal benefits of the load-shedding policy.

There has yet to be aggregate quantifiable data on the economic cost of rolling power outages in Egypt. Still, information from other countries in the global south that have experienced a similar crisis highlights its toll.
<a href="https://www.sciencedirect.com/science/article/abs/pii/S0140988313000406">Estimates</a> on a sample of 39 African countries show that a 1% increase in outages reduced long-run GDP per capita by 2.86% from 1997 to 2007. From 2007 to 2019, the economic impact of load shedding in South Africa was approximately $2.3 billion, roughly <a href="http://cms.novaeconomics.co.za/wp-content/uploads/2023/01/ESSA_The-economic-cost-of-load-shedding_edit2.pdf">equivalent</a> to the effects of the 2008/9 financial crisis on their GDP growth. Nevertheless, the mitigation measures employed by South Africa eventually <a href="https://dailyinvestor.com/energy/55254/the-four-men-who-stopped-load-shedding-in-south-africa/">succeeded</a> in suspending load shedding for long periods.&nbsp;

<h3 dir="ltr">Load-shedding best practices</h3>
<a href="https://www.nersa.org.za/wp-content/uploads/2023/08/Draft-NRS-048-9Edition-3-Code.pdf">South Africa</a> employed <a href="https://www.eskom.co.za/distribution/customer-service/outages/municipal-loadshedding-schedules/">scheduled</a> and <a href="https://www.capetown.gov.za/Family%20and%20home/Residential-utility-services/Residential-electricity-services/Load-shedding-and-outages">rotational</a> load-shedding, which mitigated the economic and human costs in the lead-up to its suspension. Their precise advance scheduling gave consumers control over their days and weeks and minimized economic costs and general inconvenience. South Africa&rsquo;s 23 <a href="https://www.capetown.gov.za/Loadshedding1/loadshedding/Load_Shedding_All_Areas_Schedule_and_Map.pdf">regions</a> received the same duration of power outages to ensure equitable rotation.
In addition to the fair execution of load-shedding, South Africa had a strategic <a href="https://www.trade.gov/market-intelligence/south-africa-energy-action-plan-and-roadmap-end-load-shedding">plan</a> with concrete deliverables to end the power cuts by widening the investment and consumption of renewables, particularly solar.&nbsp;

The <a href="https://www.stateofthenation.gov.za/assets/downloads/Update_on_energy_action_plan_AUG23.pdf">amount</a> of rooftop solar installed by businesses and households across South Africa has more than doubled in the year since the Energy Action Plan was announced. <a href="https://www.stateofthenation.gov.za/assets/downloads/Update_on_energy_action_plan_AUG23.pdf">New</a> tax incentives and innovative financing mechanisms helped drive a boom in rooftop solar panels, significantly reducing the impact of load shedding and demand for traditional power sources.&nbsp;
South Africa&rsquo;s action plan led to removing a licensing threshold for electricity generation projects from renewables and expedited approvals,&nbsp;<a href="https://www.thepresidency.gov.za/node/7410">boosting</a> private investment. <a href="https://www.stateofthenation.gov.za/assets/downloads/Update_on_energy_action_plan_AUG23.pdf">Over</a> 100 projects worth 10,000 Megawatts of new capacity are now underway. South Africa eased the restrictions and fast-tracked the process for energy producers to sell the electricity they generate to the national grid, thus creating a workable model for alternative energy companies. Consequently, the <a href="https://www.gov.za/news/media-statements/mec-mireille-wenger-fdi-renewable-energy-western-cape-28-jul-2022">country</a> has witnessed unprecedented Foreign Direct Investment (FDI) flows into renewable energy due to the favorable environment created by the government intervention measures.
<h3 dir="ltr">Egypt: Lack of planning, &lsquo;oil and gas curse&rsquo;</h3>
In contrast to South Africa&rsquo;s equitable rotation, the Egyptian government's released schedules include large time slots where the blackout can occur&mdash;<a href="https://english.ahram.org.eg/NewsContent/1/64/526000/Egypt/Politics-/Prolonged-power-cuts-despite-scorching-heat-leave-.aspx">anytime</a> from 2 PM to 9 PM&mdash;with some areas experiencing blackouts longer than three hours.
In Egypt, certain areas <a href="https://www.hrw.org/news/2023/08/08/egypt-electricity-cutbacks-threaten-rights">bear</a> the burden of load shedding more heavily than others; media-led polls and investigations have <a href="https://manassa.news/stories/18187?fbclid=IwZXh0bgNhZW0CMTEAAR0gpG5pI5N_YdP7KivwTQCeHhr0TaEtj9S6f4du0oMf5fCHGnXYdRVc7-k_aem_Fag8Mos8qsKMODYHCyvV3A">shown</a> that places in Upper Egypt have experienced load shedding for over 10 hours daily.
The Egyptian government has not revealed any plans to suspend load shedding but to <a href="https://www.reuters.com/world/africa/egypt-needs-import-118-billion-fuel-end-power-cuts-pm-says-2024-06-25/">import</a> more natural gas. This short-term fix traps the country in an energy-crisis loop, where the government would continue to&nbsp;<a href="https://aps.aucegypt.edu/en/articles/1386/we-pay-despite-electricity-cuts-and-miscalculated-taxes">hike</a> electricity prices, and might have to resort to shutting down power plants and expand load shedding every time the natural gas supply plunges.&nbsp;

Lowering demand on traditional sources by <a href="https://aps.aucegypt.edu/en/articles/1352/a-mismatch-of-policies-and-statements-renewable-energy-and-exports-to-africa">boosting</a> FDI in renewables is the way out of Egypt's energy crisis and suspension of load shedding. While Egypt has an untapped potential for <a href="https://www.trade.gov/country-commercial-guides/egypt-electricity-and-renewable-energy#:~:text=Egypt%20enjoys%20excellent%20wind%20along,to%20the%20renewable%20energy%20mix.">wind</a> and other renewable resources, the government barely utilizes the country&rsquo;s extraordinary solar potential. The government&rsquo;s 2030 vision <a href="https://www.sciencedirect.com/science/article/pii/S2352484722012446">aims</a> for a ten-fold increase in solar power generation, yet its current energy mix is still very far from this goal.&nbsp;

Egypt is a <a href="https://www.trade.gov/country-commercial-guides/egypt-electricity-and-renewable-energy">sunbelt</a> country with abundant direct solar radiation that can <a href="https://www.sciencedirect.com/science/article/pii/S2352484722012446">exceed</a> its electricity production if exploited. It also has abundant primary <a href="https://idsc.gov.eg/upload/DocumentLibrary/AttachmentA/9042/4.pdf">components</a>, such as white sand, containing the raw silicone used for solar energy cells. Yet, FDI in this sector is <a href="https://idsc.gov.eg/upload/DocumentLibrary/AttachmentA/9042/4.pdf">lagging</a> as the government was <a href="https://www.sis.gov.eg/Story/193331/World-Bank-announces-%24700-mln-development-financing-for-Egypt?lang=en-us#:~:text=It%20also%20aims%20to%20facilitate,complementary%20financing%20from%20development%20partners.">late</a> in promoting Egypt&rsquo;s solar energy potential in global forums and <a href="https://aps.aucegypt.edu/en/articles/1153/egyptian-natural-gas-sizable-investments-uncertain-returns">focused</a> instead on presenting itself as a natural gas hub.&nbsp;

<h3 dir="ltr">Energy action plan now</h3>
Following South Africa&rsquo;s model, the government needs to immediately establish a national energy crisis committee to ensure the full implementation of an emergency action plan that places renewables at the center of Egypt&rsquo;s strategy in the long term. In the short term, the plan must include a vision of executing load-shedding fairly and safely until suspension through clear information, accurate scheduling, and equitable rotations by region.
The government should facilitate the integration of alternative energy projects into the national grid. The government&rsquo;s <a href="http://www.nrea.gov.eg/Content/reports/Annual%20Report%202023%20Ar.pdf">vague</a> regulatory framework and <a href="https://www.amcham.org.eg/publications/business-monthly/issues/261/September-2017/3638/egypt-pulls-the-plug-on-the-feed-in-tariff">lack of clarity</a> around the grid integration process and fee structure obstruct Egypt's <a href="https://www.sis.gov.eg/Story/192313/Egypt-Targets-42%25-Renewable-Energy-Share-By-2035-Petroleum-Min?lang=en-us">plan</a> to generate 42% of its energy through renewables by 2035.
The government must de-risk investment in alternative energy by employing better <a href="https://wiredspace.wits.ac.za/server/api/core/bitstreams/4bc2849c-4acf-4be0-978b-486340218aaf/content">practices</a> that reduce red tape and provide tax incentives for small businesses and residential and commercial properties to use renewable power. The government should also encourage local manufacturing of renewable energy inputs through low-interest loans and other credit facilities.
The government should finally <a href="https://mada38.appspot.com/www.madamasr.com/en/2014/09/29/feature/economy/feed-in-tariff-a-small-step-in-the-right-direction/">spur</a> consumer demand for renewables to incentivize investors; the current electricity crisis <a href="https://www.agora-parl.org/resources/library/re-energizing-maharashtra-assessment-renewable-energy-policies-challenges-and">presents</a> a golden opportunity.
