<h3 dir="rtl">خفض الإنفاق على التعليم سياسة عامة</h3>
<a href="https://aps.aucegypt.edu/ar/articles/1318/education-for-some-implications-of-government-spending-for-access-to-education">انخفضت</a> مخصصات التعليم من 3.6% عام 2016/2015 إلى 1.9% في موازنة 2024/2023، الأمر الذي أدى إلى تخفيض الأماكن المجانية المتاحة في الجامعات، والتي يزيد الطلب عليها من طلبة المدارس الحكومية الذين <a href="https://emis.gov.eg/Site%20Content/book/2023-2024/main_book2023.html">بلغت</a> نسبتهم 81% من إجمالي الخريجين عام 2023/2022. <a href="https://emis.gov.eg/Site%20Content/book/2023-2024/main_book2023.html">زاد</a> عدد الناجحين في الثانوية العامة بنسبة 23.7% خلال 10 سنوات أخيرة، وارتفعت نسبة طلاب المدارس الحكومية 25.5% خلال نفس الفترة. وتعد هذه الفئة الأكثر احتياجًا إلي التعليم العالي المجاني، ما يجعل من المهم إتاحة أماكن لهم بالجامعات بنسب تقارب الزيادة السنوية في أعدادهم.

<a href="https://jns.journals.ekb.eg/article_206696_9a31baf129afaff919f124a9333c2583.pdf">يقلص</a> هذا النظام أيضًا من فرص الترقي الاجتماعي التي يوفرها التعليم المجاني لأبناء محدودي الدخل. و<a href="https://jsdu.journals.ekb.eg/article_301762_835c26bdd7f29b59b85bd8deeab876d6.pdf">يخلق</a> فصلا طبقيا بين الطلاب في الكلية الواحدة عبر سياسات تفضيلية لدافعي الرسوم مثل توفير الوسائل التعليمية وفرص التدريب والمشاركة في الأنشطة الطلابية لهم وحجبها عن طلاب الأقسام المجانية.
<h3 dir="rtl">سياسات تسليع التعليم وجذب الوافدين</h3>
تعد سياسة الحكومة الاستثمارية في الجامعات الأهلية مظهرا آخر لتراجعها عن دورها في توفير التعليم العالي المجاني. يعد التوسع في الإنفاق الحكومي على إنشاء الجامعات الأهلية فرصة ضائعة للاستثمار في تحسين جودة التعليم العالي المجاني وزيادة قدرتها الاستيعابية. <a href="https://www.idsc.gov.eg/InfoGraph/details/1050">أنفقت</a>&nbsp;الحكومة 39 مليار جنيه في المرحلة الأولى لإنشاء 12 جامعة أهلية من أصل 20، في حين أنها <a href="https://www.idsc.gov.eg/InfoGraph/details/1050">أقامت</a> 6 جامعات حكومية جديدة فقط بين عامي 2010 و2022.
في حين <a href="https://www.idsc.gov.eg/InfoGraph/details/1050">أعلنت</a> الحكومة أن الجامعات الأهلية خففت الضغط على نظيرتها الحكومية واستوعبت نحو 70 ألف طالب، إلا أن هؤلاء الطلاب هم من الأسر القادرة على تحمل المصروفات العالية، وبذلك لا تدعم هذه السياسة إتاحة التعليم للجميع.
ساعدت "الأهلية" أيضًا في <a href="https://www.idsc.gov.eg/InfoGraph/details/1050">خفض</a> نسبة الطلاب الدارسين في الخارج بنحو 70% عام 2023/2022، ولكن الاستثمار في جذب هذه الفئة كان يجب على القطاع الخاص القيام به وليس الحكومي.

<h3 dir="rtl">أهمية التعليم بالنسبة إلى دول الجنوب</h3>
<a href="https://www.chathamhouse.org/sites/default/files/public/Research/Middle%20East/0312egyptedu_background.pdf">يدر</a> الإنفاق الحكومي على التعليم أكبر عائد على الاستثمار، ويؤدي تراجع الحكومة عن إتاحته بشكل مجانى للجميع إلى إقصاء أبناء الطبقات الفقيرة ومتوسطة الدخل وتضييق الفرص المتاحة لهم، الأمر الذي يحرمهم من فرص الترقى الاجتماعى وتحسين مستوى معيشتهم. لذا <a href="https://www.researchgate.net/publication/331021368_HIGHER_EDUCATION_AND_DEVELOPMENT_IN_EGYPT">يجب</a> على الحكومة <a href="https://jsdu.journals.ekb.eg/article_301762_835c26bdd7f29b59b85bd8deeab876d6.pdf">العمل</a> على معالجة مظاهر الإقصاء الاجتماعي داخل الجامعات التي يغذيها نظام التخصصات المميزة الجديد.

This year&rsquo;s results come as government spending on higher education <a href="https://eces.org.eg/wp-content/uploads/2023/08/%D8%B1%D8%A3%D9%8A-%D9%81%D9%89-%D8%AE%D8%A8%D8%B1-%D8%A7%D9%84%D8%B9%D8%AF%D8%AF-%D8%B1%D9%82%D9%85-695-1.pdf">declines</a> and more departments in public colleges and universities require increasingly higher fees for enrollment. These new paid units in public universities amplify class differences between graduates based on income, thus hindering social mobility through education.&nbsp;

<h3 dir="ltr">Cuts to education spending is public policy</h3>
Budget allocations for education <a href="https://aps.aucegypt.edu/en/articles/1318/education-for-some-implications-of-government-spending-for-access-to-education">fell</a> from 3.6% of GDP in 2015/16 to 1.9% in the 2023/24 budget. This comes at a time when the government supply of free public education in universities is shrinking, and demand for it is increasing. Most students who enroll in public universities and institutes graduate from public high schools&mdash;81% in 2022/23&mdash; and mainly depend on free higher education. The total number of students who passed the matriculation exams has <a href="https://emis.gov.eg/Site%20Content/book/2023-2024/main_book2023.html">increased</a> by 23.7% in the last decade, and the segment of matriculating public school students rose by about 25.5% during the same period.

Public universities are expanding academic programs that charge high fees for enrollment in their colleges &ndash; intending to generate income. This policy reflects the government's retreat from <a href="https://www.researchgate.net/publication/331021368_HIGHER_EDUCATION_AND_DEVELOPMENT_IN_EGYPT">supplying</a> free education as a public good. There are now 53 <a href="https://akhbarelyom.com/news/newdetails/4188017/1/-%D8%A7%D9%84%D8%A8%D8%B1%D8%A7%D9%85%D8%AC-%D8%A7%D9%84%D9%85%D9%85%D9%8A%D8%B2%D8%A9-%D8%A8%D9%85%D8%B5%D8%B1%D9%88%D9%81%D8%A7%D8%AA-%D8%AA%D8%BA%D8%B2%D9%88-%D8%A7%D9%84%D8%AC%D8%A7%D9%85%D8%B9%D8%A7%D8%AA-">high-tuition programs</a> at Cairo University, for example, which teach advanced curricula and are unavailable to students enrolled in free-of-charge departments.

These premium fee-based programs and departments in government universities <a href="https://www.researchgate.net/publication/331021368_HIGHER_EDUCATION_AND_DEVELOPMENT_IN_EGYPT">threaten</a> the public function of education and are <a href="https://www.chathamhouse.org/sites/default/files/public/Research/Middle%20East/0312egyptedu_background.pdf">catalysts</a> for social inequalities when only privileged groups can afford enrollment. This system <a href="https://www.researchgate.net/publication/331021368_HIGHER_EDUCATION_AND_DEVELOPMENT_IN_EGYPT">bars</a> low-income students from enrolling in departments prized by the job market and offered only for tuition-paying students. Graduates of tuition-free departments accordingly have a <a href="https://www.researchgate.net/publication/331021368_HIGHER_EDUCATION_AND_DEVELOPMENT_IN_EGYPT">hard time</a> securing jobs. In addition, this system that privileges groups who can pay to access better education erodes the <a href="https://jns.journals.ekb.eg/article_206696_9a31baf129afaff919f124a9333c2583.pdf">upward</a> social mobility promised to low-income groups through education.
<h3>Commodifying education and attracting foreign students</h3>
The government has recently expanded its investment in so-called national universities, which are quasi-public, non-profit, tuition-based institutions. These investments are a lost opportunity that could have been channeled into improving free education and upgrading curricula. In 2022, the government <a href="https://www.idsc.gov.eg/InfoGraph/details/1050">spent</a> EGP39 billion to build 12 out of the 20 planned national universities. In contrast, only six new public universities were <a href="https://www.idsc.gov.eg/InfoGraph/details/1050">founded</a> from 2010 to 2022.
The government <a href="https://www.idsc.gov.eg/InfoGraph/details/1050">claimed</a> these national universities had relieved pressure on their public counterparts by absorbing 70,000 students. Since all these students could pay relatively high tuition fees, the government&rsquo;s investment in these national universities has not contributed to delivering education for all.
National universities have also attracted students who would have otherwise traveled to obtain their degrees abroad. Accordingly, the number of study-abroad students <a href="https://www.idsc.gov.eg/InfoGraph/details/1050">fell</a> by about 70% in 2022/23. However, the private sector should have been responsible for attracting this high-income group of students rather than the government, which must funnel its investments to provide free education for all social classes.
At the same time, the state is <a href="https://matsda2sh.com/details/13134/%D9%84%D8%A7-%D8%B4%D9%8A%D8%A1-%D8%A8%D8%A7%D9%84%D9%85%D8%AC%D8%A7%D9%86-%D8%B1%D8%B3%D9%88%D9%85-%D8%A8%D8%A7%D9%84%D8%AF%D9%88%D9%84%D8%A7%D8%B1-%D9%88%D8%AA%D8%B4%D8%AC%D9%8A%D8%B9-%D9%85%D9%86-%D8%A7%D9%84%D8%B3%D9%8A%D8%B3%D9%8A..--%D9%83%D9%85-%D9%8A%D8%AF%D9%81%D8%B9-%D8%A7%D9%84%D9%85%D9%87%D8%A7%D8%AC%D8%B1%D9%88%D9%86-%D9%84%D9%84%D8%AF%D8%B1%D8%A7%D8%B3%D8%A9-%D9%81%D9%8A-%D9%85%D8%B5%D8%B1%D8%9F">moving ahead</a> with its <a href="https://www.ajnet.me/politics/2022/6/7/%D8%A3%D8%B2%D9%85%D8%A9-%D8%A7%D9%84%D8%B7%D9%84%D8%A7%D8%A8-%D8%A7%D9%84%D9%88%D8%A7%D9%81%D8%AF%D9%8A%D9%86-%D8%A8%D8%AC%D8%A7%D9%85%D8%B9%D8%A7%D8%AA-%D9%85%D8%B5%D8%B1">plan</a> to further commodify education with the launch of its &ldquo;Study in Egypt&rdquo; initiative, aimed at attracting Arab and foreign students. This scheme allows public universities to benefit from the high tuition fees paid in dollars by international students. In 2022, about 82.1% of foreigners studied at Egypt&rsquo;s public universities, <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5104&amp;YearID=10421">up</a> from 32.4% in 2013.

<h3 dir="ltr">Education is critical for the Global South</h3>
The return on <a href="https://www.chathamhouse.org/sites/default/files/public/Research/Middle%20East/0312egyptedu_background.pdf">investment</a> in education is significantly high, and as the government retreats from supplying it as a public good for all, it is eroding this benefit. It also excludes children of low&mdash;and middle-income households from the opportunities promised by education, including social mobility. The government should urgently mitigate policies promoting social exclusion <a href="https://www.researchgate.net/publication/331021368_HIGHER_EDUCATION_AND_DEVELOPMENT_IN_EGYPT">within</a> universities, including the special paid programs within public universities.
Countries of the Global South that lack natural resources, such as Egypt, <a href="https://www.researchgate.net/publication/331021368_HIGHER_EDUCATION_AND_DEVELOPMENT_IN_EGYPT">rely</a> on human capital to achieve development. Higher education is a key driver of political change and <a href="https://aps.aucegypt.edu/ar/articles/1346/stagnation-in-digitalization-and-expats-remittances">achieving</a> developmental goals in the global south. Its importance is further highlighted as the current global economy favors those who hold advanced degrees.&nbsp;
Given the scarcity of highly profitable natural resources, higher education and scientific research are crucial for Egypt&rsquo;s development, <a href="https://www.researchgate.net/publication/331021368_HIGHER_EDUCATION_AND_DEVELOPMENT_IN_EGYPT">just</a> as they were for South East Asia.
