تواجه مصر أزمة مياه غير مسبوقة بسبب الزيادة السكانية في البلاد والصراع الإقليمي على الموارد المائية والتغير المناخي (Elasfar, 2023). كما تعاني البلاد من عجز مائي يبلغ حوالي سبعة مليارات متر مكعب سنويًا وقد تنضب المياه بحلول عام 2025، وذلك وفقا لتقارير الأمم المتحدة (UNICEF, 2021) ، حيث من المتوقع أن يبلغ عدد سكان مصر حوالي 110 مليون نسمة (Ferrari et al., 2015). 
وبينما يشكل نهر النيل حاليًا الجزء الأكبر من الموارد المائية لمصر، إلا أن البلاد لا يمكنها الاعتماد عليه إلى الأبد. وقد بدأ ارتفاع مستوى سطح البحر وتسرب مياه البحر - بسبب تأثيرات التغير المناخي - في استنزاف إمدادات النيل من المياه العذبة، كما ازداد معدل تبخر المياه السطحية بسبب درجات الحرارة الشديدة وعدم انتظام هطول الأمطار (Hamzawy et al., 2023). بالإضافة إلى ذلك، فإن النزاع الدائر حول سد النهضة الإثيوبي الكبير (GERD) على نهر النيل، وما يترتب على ذلك من تداعيات على العلاقات الدبلوماسية بين مصر وإثيوبيا والسودان، يزيد من المخاوف من تأثير السد على تدفق مياه النهر إلى مصر في اتجاه المصب (Mbaku, 2020). ونظرًا لهذه التطورات، أصبح الحصول على المياه أحد أهم القضايا الملحة لكل من القطاعين العام والخاص في مصر.

Introduction
Egypt is facing an unprecedented water crisis due to the country&rsquo;s rapid population growth, a regional fight for water resources, and climate change (Elasfar, 2023). According to the United Nations, the country is experiencing a water deficit of approximately seven billion cubic meters per year and could run out of water by 2025 (UNICEF, 2021) when Egypt is expected to reach a population of approximately 110 million (Ferrari et al., 2015).&nbsp;
Although the Nile River currently provides the vast majority of Egypt&rsquo;s water resources, the country cannot depend on the river forever. Due to the effects of climate change, sea level rise and seawater intrusion have begun to exhaust the Nile&rsquo;s supply of freshwater, and surface water evaporation has increased due to extreme temperatures and irregular precipitation (Hamzawy et al., 2023). Additionally, the ongoing dispute over the Grand Ethiopian Renaissance Dam (GERD) on the Nile, and the implication this has for diplomatic relations across Egypt, Ethiopia and Sudan, augment fears that the dam will impact the Nile&rsquo;s downstream water flow to Egypt (Mbaku, 2020). Given these developments, water accessibility has become one of most pressing issues for both the public and private sector in Egypt.&nbsp;
Failure to address the looming water crisis could have devastating effects across Egypt&rsquo;s economy &ndash; particularly for vulnerable groups like women, people in poor and rural communities, and agricultural workers who depend on water for their livelihoods. Given what is at stake, water justice must be a key feature of Egypt&rsquo;s strategy to address water scarcity. Accordingly, this paper will explore the discourse on water justice and the just transition as it pertains to water governance, analyze the Egyptian government&rsquo;s policies as they relate to water access and justice, and break down the main stakeholders in the sector.&nbsp;
