رفعت الحكومة المصرية <a href="https://english.ahram.org.eg/NewsParis/518987.aspx">أسعار الفائدة الاسمية مرارًا</a> في <a href="https://carnegieendowment.org/sada/2023/04/sisis-futile-struggle-with-inflation?lang=en">محاولة لكبح جماح التضخم</a>، وذلك في أعقاب التخفيضات المتتالية لقيمة الجنيه المصري، وتُعرف هذه السياسة باسم "استهداف التضخم"، حيث يُفترض أن رفع أسعار الفائدة يمتص السيولة الزائدة، ما يبطئ الطلب والإنفاق المفرط، ويخفف في النهاية من الضغوط التضخمية بسبب انخفاض السيولة أو المعروض النقدي. إلا أن هذه النتائج لم تكن واقع الحال في مصر، إذ تنخفض أسعار الفائدة أحيانًا عن معدل التضخم. في نوفمبر 2024، عندما بلغ معدل التضخم العام 25.54%، كانت نسبة سعر الفائدة 17.4% فقط.

في مصر، <a href="https://www.piie.com/publications/policy-briefs/2024/egypts-2023-24-economic-crisis-will-time-be-different">يُعد التضخم شديد الحساسية لتقلبات سعر الصرف</a> أكثر من تأثره بأسعار الفائدة، وهذه ليست ظاهرة فريدة، فكما يوضح الدكتور مدحت نافع -عضو اللجنة المعنية بالاقتصاد الكلي في المجموعة الاستشارية الدائمة لرئيس الوزراء- فإن "التضخم يستجيب لتغيرات أسعار الفائدة بشكل دقيق وسريع فقط في الاقتصادات ذات المرونة العالية". علاوة على ذلك، وبسبب المخاوف المتزايدة من التضخم، لا تزال أسعار الفائدة المرتفعة غير جذابة للمدخرين المحتملين، حيث توفر عوائد حقيقية منخفضة أو حتى سلبية مقارنة بارتفاع أسعار العقارات أو الذهب.&nbsp;

تضر أسعار الفائدة المقرضين المحتملين أكثر مما تكبح التضخم، وذلك في ظل غياب الأدوات المالية والأصول المالية المتعددة التي يمكنها استيعاب السيولة المتزايدة، وهذا هو الوضع الحالي في مصر. فعلى الرغم من رفع أسعار الفائدة، <a href="https://mped.gov.eg/DynamicPage?id=94&amp;%D8%AA%D9%82%D8%B1%D9%8A%D8%B1-%D9%85%D8%AA%D8%A7%D8%A8%D8%B9%D8%A9-%D8%A7%D9%84%D8%A7%D8%AF%D8%A7%D8%A1-%D8%A7%D9%84%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF%D9%8A-%D9%88%D8%A7%D9%84%D8%A7%D8%AC%D8%AA%D9%85%D8%A7%D8%B9%D9%8A">انخفض معدل الادخار</a> في السنوات الأخيرة، من 12.2% في السنة المالية 2019/2018 إلى 10.6% في السنة المالية 2023/2022.

أدى <a href="https://books.google.com.eg/books?hl=en&amp;lr=&amp;id=OlAXBQAAQBAJ&amp;oi=fnd&amp;pg=PA69&amp;dq=%22Interest+Rate%22+%22Egypt%22+%22Investment%22+&amp;ots=Ez81e6hLQh&amp;sig=BQSgFZLPciVQ5V61DM5XDQi-Obw&amp;redir_esc=y#v=onepage&amp;q&amp;f=false">تقنين الائتمان</a>، إلى جانب السياسة النقدية -القائمة من الأساس على أسعار الفائدة المرتفعة- إلى تثبيط الاستثمار الخاص في مصر، ويتجلى تحدي جذب الاستثمار في الانخفاض المستمر في نسبة القروض الموجهة إلى القطاع الخاص من إجمالي القروض، التي انخفضت من 70.6% في عام 2016 إلى 45.8% بحلول مايو 2024.

ينبغي لمصر الابتعاد عن الاعتماد المفرط على السياسة النقدية كأداة رئيسية لمعالجة التضخم، وقد <a href="https://www.imf.org/external/pubs/ft/fandd/basics/72-inflation-targeting.htm">شكك خبراء</a>، من بينهم صندوق النقد الدولي في فعالية هذا النهج. فعمليًّا، حققت مصر نجاحًا محدودًا في استهداف التضخم، ما ينبغي أن يدفع صانعي القرار إلى معالجة نقاط الضعف الاقتصادية الكلية التي تؤدي إلى التضخم، ومن ثم إعطاء الأولوية لنهج أكثر مرونة في أسعار الفائدة، فهذا من شأنه المساعدة في تخفيف العبء على المستثمرين ويساعد في توجيه المدخرات بعيدًا عن الاستثمارات غير الإنتاجية، مثل: الذهب والعقارات، ويوجهها نحو الاستثمارات الإنتاجية.

<h3 dir="ltr">Egypt&rsquo;s interest rates chasing inflation</h3>
The Egyptian government has consistently <a href="https://english.ahram.org.eg/NewsParis/518987.aspx">raised nominal interest rates</a> in an <a href="https://carnegieendowment.org/sada/2023/04/sisis-futile-struggle-with-inflation?lang=en">effort to combat inflation</a> following successive devaluations of the Egyptian pound. Such inflation targeting should theoretically absorb excess liquidity, thereby slowing down demand and spending, and ultimately easing inflationary pressures because there is less money circulating. But this has not been the case in Egypt, where interest rates have at times lagged behind inflation. In November 2024, when headline inflation stood at 25.54%, the interest rate was 17.4%.&nbsp;

In Egypt, <a href="https://www.piie.com/publications/policy-briefs/2024/egypts-2023-24-economic-crisis-will-time-be-different">inflation is highly sensitive to foreign exchange rate fluctuations</a> rather than interest rates. This is not uncommon. As Dr. Medhat Nafei, a member of the prime minister's permanent advisory committee on macroeconomics, explains, &ldquo;Only in extremely elastic economies does inflation respond to changes in interest rates, accurately and quickly.&rdquo; Moreover, given heightened fears of inflation, higher interest rates are still not attractive to potential savers because they offer low or even negative real returns, in contrast to investments in real estate or gold.&nbsp;

In the absence of multiple financial securities and assets that can absorb increased liquidity, high interest rates harm potential lenders more than they curb inflation. Egypt is an illustrative case: despite rising interest rates, in recent years the <a href="https://mped.gov.eg/DynamicPage?id=94&amp;%D8%AA%D9%82%D8%B1%D9%8A%D8%B1-%D9%85%D8%AA%D8%A7%D8%A8%D8%B9%D8%A9-%D8%A7%D9%84%D8%A7%D8%AF%D8%A7%D8%A1-%D8%A7%D9%84%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF%D9%8A-%D9%88%D8%A7%D9%84%D8%A7%D8%AC%D8%AA%D9%85%D8%A7%D8%B9%D9%8A">savings rate has declined</a>, falling from 12.2% in FY2018/2019 to 10.6% in FY2022/2023.

<h3 dir="ltr">Inflation crisis hinders investment</h3>
<a href="https://books.google.com.eg/books?hl=en&amp;lr=&amp;id=OlAXBQAAQBAJ&amp;oi=fnd&amp;pg=PA69&amp;dq=%22Interest+Rate%22+%22Egypt%22+%22Investment%22+&amp;ots=Ez81e6hLQh&amp;sig=BQSgFZLPciVQ5V61DM5XDQi-Obw&amp;redir_esc=y#v=onepage&amp;q&amp;f=false">Credit rationing</a>, compounded by a monetary policy heavily reliant on elevated interest rates, has discouraged private investment in Egypt. The challenge in attracting investment is reflected in the consistent decline in loans to the private sector, which plummeted from 70.6% of total credit extended in 2016 to 45.8% by May 2024.&nbsp;

In the long term, a 1% increase in private credit results in a 0.17% <a href="https://citeseerx.ist.psu.edu/document?repid=rep1&amp;type=pdf&amp;doi=412a3a8b97afab5fcfc8dff983bd783395af1b9e">increase</a> in Egypt&rsquo;s GDP per capita growth. Yet, borrowing costs, which reflect inflationary pressures and exchange rate fluctuations, often surpass the expected return on investment, <a href="https://books.google.com.eg/books?hl=en&amp;lr=&amp;id=OlAXBQAAQBAJ&amp;oi=fnd&amp;pg=PA69&amp;dq=%22Interest+Rate%22+%22Egypt%22+%22Investment%22+&amp;ots=Ez81e6hLQh&amp;sig=BQSgFZLPciVQ5V61DM5XDQi-Obw&amp;redir_esc=y#v=onepage&amp;q&amp;f=false">deterring</a> businesses from taking loans to finance productive ventures and thus making investment &ldquo;nearly impossible,&rdquo; according to Dr. Nafei.
<h3 dir="ltr">Revamping Egypt's monetary policy</h3>
Egypt needs to move away from its over-dependence on monetary policy as the primary vehicle to address inflation. Experts, including the International Monetary Fund, have recently <a href="https://www.imf.org/external/pubs/ft/fandd/basics/72-inflation-targeting.htm">questioned the fruitfulness</a> of this approach. In practice, Egypt has had limited success with inflation targeting, which should prompt decision-makers to address the macroeconomic factors driving inflation and to prioritize a more flexible approach to interest rates. This would help alleviate the burden on investors and channel savings away from non-productive investments, specifically gold and real estate, and into more productive enterprises.
