يجب مراجعة الحد الأدنى للأجور بانتظام مراعيةً لمعدلات التضخم، ليكون له تأثير إيجابي في الوضع الاقتصادي لأصحاب الأجور.
<h3 dir="rtl" style="text-align: justify;">الشمولية... من يشملهم الحد الأدنى للأجور؟</h3>
لا يستفيد معظم المصريين من زيادات الحد الأدنى للأجور، خاصة أولئك الذين يقعون خارج نطاق العاملين بأجر في القوى العاملة الرسمية. وهذا يشمل: الأطفال، الطلاب، المتقاعدين، أصحاب الأعمال الصغيرة، ومقدمي الرعاية المنزلية. في عام 2023، كان <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5104&amp;YearID=23620">29.6%</a> فقط من السكان في سن تسمح لهم بالمشاركة في سوق العمل، وكان هناك ما يقدر بـ 28.9 مليون فرد يحصِّلون أجورًا.&nbsp;

In this week's issue, we explore whether Egypt&rsquo;s minimum wage ensures a decent living and who benefits from the increase.

Egypt&rsquo;s National Council of Wages <a href="https://english.ahram.org.eg/News/540106.aspx">set</a> the private sector minimum wage at EGP 7,000, effective March 1, 2025. This is the seventh wage increase in three years, yet it will not adequately address declining living standards as some <a href="https://english.ahram.org.eg/News/540285.aspx">officials hope</a>. While important, the increased minimum wage is not tied to inflation and is only applicable to 10.6 million people, or a little less than 10% of the total population.
<h3 dir="ltr" style="text-align: justify;">Sufficiency: Does the minimum wage ensure a decent life?</h3>
The new minimum wage in Egypt falls short of what is needed for a decent standard of living. Minimum wage is the lowest amount employers can legally pay workers, while <a href="https://ec.europa.eu/commission/presscorner/detail/en/qanda_22_5722">adequate minimum income</a> represents the amount needed to ensure a dignified life. In 2024, the <a href="https://static1.squarespace.com/static/63e128dff6c16159094155ea/t/672b47d7d3d3db3a0ce2541a/1730889688355/Urban+Egypt+LW+Reference+Value_2024+-FINAL.pdf">Anker Living Wage Reference Value</a> for urban Egypt stood at EGP 12,448 per month. The new minimum wage, at EGP 7,000, remains well below this threshold, leaving wage-earners struggling to meet basic needs. Despite multiple increases over the past years, the new minimum wage is leaving workers worse off than they were a decade ago.

Rising inflation continues to erode wages, reducing real purchasing power. Annual inflation reached <a href="https://www.cbe.org.eg/en/economic-research/statistics/inflation-rates">23.95%</a> in early 2025, coming down from an all-time high of <a href="https://www.cbe.org.eg/en/economic-research/statistics/inflation-rates/historical-data">38%</a> in September 2023, which drove up essential expenses like <a href="https://aps.aucegypt.edu/en/articles/1351/wages-and-food-inflation-are-government-policies-exacerbating-or-mitigating-the-crisis">food</a>, housing, and transportation. The Consumer Price Index (CPI), which tracks price changes over time for a select number of goods, rose from <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5107&amp;YearID=23352">105.6</a> in January 2020 to <a href="https://www.capmas.gov.eg/Pages/IndicatorsPage.aspx?Ind_id=5696">243.5</a> in January 2025. In contrast, Egypt&rsquo;s CPI from 2011 to 2016 increased only from <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5107&amp;YearID=23352">111</a> to <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5107&amp;YearID=23352">175.5</a>.

To have a positive impact on the economic standing of wage-earners, the minimum wage should be reviewed regularly and should be sensitive to inflation rates.&nbsp;
<h3 dir="ltr" style="text-align: justify;">Inclusivity: Who is covered by the minimum wage?</h3>
Increases in minimum wage do not benefit most Egyptians who are not employed in the formal workforce. This includes children, students, retirees, small business owners, and stay-home caregivers. In 2023, only <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5104&amp;YearID=23620">29.6%</a> of the population was of working age and participated in the labor market, with 28.9 million earning wages.

Minimum wage increases also fail to reach many workers due to widespread informality. Formal employment provides contracts and legal protections. On the other hand, informal jobs are often irregular and lack stability. Informal wage employment outside fixed establishments&nbsp;<a href="https://erf.org.eg/app/uploads/2019/10/1354-updated-2.pdf">doubled</a> from 12% in 2006 to 23% in 2018. By 2023, <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5104&amp;YearID=23620">44.3%</a> of all workers were employed by the private sector outside fixed establishments, earning low wages without access to legal protections or social security.

<h3 dir="ltr" style="text-align: justify;">Guaranteed minimum income: A real solution to declining living standards</h3>
In addition to a fair minimum wage, the government should consider a <a href="https://cdn-contenu.quebec.ca/cdn-contenu/adm/min/emploi-solidarite-sociale/publications-adm/rapport/RMG_Concept_SommaireEN_MESS.pdf">guaranteed minimum income</a> (GMI), <a href="https://dcgicoalition.org/what-is-guaranteed-income/">which provides</a> regular cash transfers distributed to all individuals with incomes beneath a designated floor to maintain a decent standard of living. Such a social protection policy could complement existing welfare programs rather than replace them.&nbsp;
Social welfare policies that bolster financial security, including GMI, <a href="https://aps.aucegypt.edu/en/articles/133/universal-basic-income-an-alternative-policy-solution-for-egypt">enhance</a> household spending on essential goods and services. A <a href="https://thedocs.worldbank.org/en/doc/111531529868058319-0160022017/original/Day39am10749.pdf">literature review</a> compiled evidence from numerous studies showing that households receiving cash transfers increase spending on education and health while also investing in livestock and agricultural inputs.

To implement the GMI in Egypt, the government should first set the amount necessary to maintain a <a href="https://static1.squarespace.com/static/63e128dff6c16159094155ea/t/672b47d7d3d3db3a0ce2541a/1730889688355/Urban+Egypt+LW+Reference+Value_2024+-FINAL.pdf">decent standard of living</a>, factoring in the ability to afford food, housing, and healthcare. One such way of doing this can be through an <a href="https://www.lboro.ac.uk/research/crsp/minimum-income-standard/living-wage/">aggregate study</a> of household expenses, similar to <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5109&amp;YearID=23629">CAPMAS&rsquo; surveys</a>. This amount should be <a href="https://www.lamoncloa.gob.es/lang/en/gobierno/news/Paginas/2024/minimum-salary-spain-imv.aspx">reviewed annually</a> and adjusted for inflation. To secure the financing to cover this program, the government should adopt <a href="https://aps.aucegypt.edu/en/articles/495/policy-paper-towards-a-wealth-tax-in-egypt">progressive taxation</a> and wealth redistribution policies. A minimum income policy is a more comprehensive <a href="https://library.fes.de/pdf-files/bueros/madrid/21533-20241128.pdf">approach</a> to address rising costs and include those who fall outside the formal labor market.&nbsp;
