<h3 dir="rtl">قصور الثقافة: ضرورة وليست ترفًا</h3>
المؤسسات الثقافية العامة ليست رفاهية، بل أصل من <a href="https://unesdoc.unesco.org/ark:/48223/pf0000373523">الأصول</a> العامة التي تحقق منافع مادية ملموسة كتوفير مصادر للدخل وفرص العمل، فضلًا عن منافع غير مادية كتعزيز قدرة المجتمع على التكيف، وترسيخ الشمول، وبناء الثقة المدنية. وتشكّل الأنشطة الثقافية والترفيهية جزءًا لا يتجزأ من عملية التنمية البشرية، وتقع مسؤولية حمايتها وتعزيزها على عاتق الدولة باعتبارها ضرورية لا كماليات. وتكتسب قصور الثقافة في مصر أهمية خاصة، في ظل غياب شبه تام وارتفاع كلفة الفنون والترفيه بما يتجاوز قدرة أغلبية المواطنين، ما يجعلها المنصة الأساسية التي تتيح ممارسة هذا الحق.

أنشأت مصر <a href="https://www.cuipcairo.org/ar/directory/giza-culture-palace">أولى القصور</a> والمراكز الثقافية في عام 1945 بهدف نشر الفنون والثقافة على نطاق واسع بين عامة الناس، وتحفيز البحث العلمي والتعليم المستمر، لا سيما في المناطق الأكثر حرمانًا. ويعكس توزيع هذه المراكز على مستوى الجمهورية جهودًا حكومية واعية لتوسيع دائرة الوصول الثقافي، انطلاقًا من الإقرار بأن الثقافة حاجة إنسانية أساسية أصيلة، وبالتالي فهي حق من حقوق الإنسان.

غير أن كثيرًا من المؤسسات الثقافية العامة باتت اليوم <a href="https://zawia3.com/culture/">هياكل خاوية</a> تفتقر إلى الفعالية، إذ صارت مكتباتها مغلقة وغير نشيطة، وتعاني من نقص الكوادر، وأعادت الدولة توظيف مساحاتها حتى لم تعُد تخدم الغرض الذي أُنشئت من أجله. كما شهد عدد القصور والمراكز الثقافية العاملة تراجعًا ملحوظًا عبر السنوات، ما يعكس تخلي الحكومة عن مبدأ إتاحة الثقافة للجميع، وتدهورًا في البنية التحتية الضرورية للحفاظ على المعرفة العامة وتعزيز المشاركة المجتمعية.

ينبغي على الحكومة النظر في إصلاحات تتيح نقل السلطة إلى المجتمعات المحلية وتنويع مصادر التمويل لجعل المؤسسات الثقافية العامة أكثر استدامة. يعرف ذلك <a href="https://research.ebsco.com/c/46gt7x/search/details/orjpyvyqoz/related-items?db=bsu&amp;modal=details-bulk-download">بِنَقل</a> السلطة (Devolution) الذي يُشير إلى تحويل الصلاحيات القانونية والإدارية، إلى جانب تخصيص الموارد، إلى الهيئات المحلية. ويختلف نقل السلطة عن <a href="https://academic.oup.com/book/7834/chapter/153030944">اللامركزية (decentralization)</a>، التي غالبًا ما تقتصر على نقل السلطة الإدارية من المستوى المركزي إلى المحلي دون توفير الوسائل الداعمة لذلك، ما يجعل الإدارة اللامركزية عرضة لنفس المشكلات التي يعاني منها النموذج المركزي، بما في ذلك الفساد، وضعف الكفاءة الإدارية، ونقص التمويل.
<h3 dir="rtl">الثقافة: من الشعب ومن أجله&nbsp;</h3>
&nbsp;يمكن أن يسهم إصلاح إدارة الأصول الثقافية في مصر من خلال تحولات سياسية جذرية نحو الحوكمة المحلية في إزالة الحواجز البيروقراطية وتعزيز المشاركة الإبداعية. ووفقًا لما أشار إليه سيد محمود، فإن تصميم برامج ثقافية تستجيب للاحتياجات الخاصة لكل منطقة أو إقليم أو قرية يجعلها أكثر جاذبية لجمهورها المستهدف. من شأن هذا النهج أن يوسّع نطاق الأنشطة الثقافية ويزيد من أثرها، وفي الوقت نفسه يتيح للمراكز الثقافية المحلية اكتشاف المواهب في محيطها والتعاون معها. وتتمثل إحدى الآليات المقترحة لتحقيق ذلك، بحسب النائبة البرلمانية الدكتورة مها عبدالناصر، في تشكيل مجلس أمناء من الكُتّاب والفنانين المحليين في كل محافظة. يتولى هذا المجلس مهام إعداد الميزانيات والبرامج ضمن الإطار العام للإستراتيجية الوطنية، بما يعزز قدرة المؤسسات على الاستجابة ويضمن مواءمة الأنشطة مع احتياجات المجتمع المحلي. إلا أن هذا المسار يتطلب بالضرورة وجود أطر قانونية تخوّل هذه المجالس تَلَقِّي التمويل وإدارته، بما في ذلك التمويل المقدم من مبادرات <a href="https://www.youtube.com/watch?v=HWEPMqnu-TA">المسؤولية المجتمعية</a> للشركات.

بالتوازي، لا بد من تغيير نموذج تمويل المنشآت الثقافية. فرغم أهمية <a href="https://zawia3.com/culture/#:~:text=%D9%88%D9%8A%D9%82%D8%AA%D8%B1%D8%AD%20%D8%A7%D9%84%D8%B4%D8%A7%D8%B9%D8%B1%20%D8%A3%D9%86,%D8%A8%D8%B4%D9%83%D9%84%20%D9%85%D8%AC%D8%A7%D9%86%D9%8A%20%D9%88%D8%B4%D8%A7%D9%85%D9%84">الإنفاق الحكومي على الثقافة</a>، فإن الاعتماد الحصري على الموارد الحكومية يقيّد الإمكانيات الكامنة لهذه المؤسسات. لذا، ينبغي أن تتبنى بيوت الثقافة نموذجًا تمويليًّا يسمح بمساهمات المجتمع، وبرامج عضوية، وفعاليات مدفوعة بتذاكر رمزية أو مدعومة، إضافةً إلى رعاية جهات محلية. وتُبيّن إحدى الدراسات أن أفراد <a href="https://journals.openedition.org/esma/3507#:~:text=8%20Four%20state%2Dsponsored%20culture,al%2DMounira%20al%2DGharbiyya">المجتمع المحلي</a> في مصر يُبدون بالفعل استعدادًا للحفاظ على المؤسسات الثقافية. فعلى سبيل المثال، أعاد سكان حي الوراق استخدام قصر ثقافة روض الفرج لتلبية احتياجاتهم الثقافية، وعندما أُغلق لاحقًا، تبرع أحد الشخصيات المحلية البارزة بقاعة مساحتها 130 مترًا مربعًا لاستمرار إقامة تلك الأنشطة. ورغم وجود عديد من الأمثلة المشابهة في الدراسة، فإن القيود الإدارية تحدّ من قدرة المتطوعين على العمل، إذ "يفتقرون إلى الصلاحيات اللازمة لإجراء الإصلاحات الضرورية الأكبر". لذلك، ينبغي أن تتمتع الجهات المحلية بصلاحيات قانونية واضحة تُمكِّنها من إنشاء آليات رسمية لتلقي مساهمات المجتمع، بالتوازي مع تمكين المجتمع من اتخاذ قرارات تتعلق بإعداد البرامج واستخدام الموارد، بما يشجّع على المزيد من الدعم المالي والعيني للمرافق الثقافية.
<h3 dir="rtl">نموذج استدامة ثقافية</h3>
يمكن لقصور الثقافة أن تستعيد فعاليتها من خلال نموذج حوكمة محلي يرتكز على تنويع مصادر التمويل، ما يتطلب وجود مجالس محلية تتمتع بصلاحيات حقيقية في تخصيص الموارد، وتعيين الموظفين، وتصميم البرامج، إلى جانب قنوات واضحة ومرنة تتيح مساهمات المجتمع المحلي. أظهرت المجتمعات المحلية اهتمامها بهذه القصور واحتياجها إليها، التي تُعد في كثير من الأحيان الفضاءات العامة الوحيدة المتاحة للتجمع، واكتشاف المواهب الفردية، وتعزيز الروح المدنية الجماعية. لذلك، ينبغي على الدولة أن تسعى إلى إصلاح هذه المساحات بدلًا من إغلاقها، من خلال تعزيز آليات المساءلة والتمويل، ومنحها الاستقلالية القانونية.

Public cultural institutions in Egypt require a new model: one grounded in the devolution of authority, community participation, and sustainable, diversified financing.

<h3 dir="ltr">Cultural palaces: A necessity, not a luxury</h3>
Cultural public institutions are not luxuries; they are public goods that <a href="https://www.un.org/millenniumgoals/pdf/Think%20Pieces/2_culture.pdf">yield</a> both tangible gains (such as income and employment) and intangible benefits like resilience, inclusivity, and civic trust. Cultural activities and entertainment are an integral part of human development that the state must protect and promote, not dismiss as optional amenities. Cultural palaces in Egypt, where entertainment, arts, and culture are either non-existent or beyond the means of the majority, are especially important, as the main venue providing access to such rights.

Egypt <a href="https://www.cuipcairo.org/en/directory/giza-culture-palace">first established</a> cultural palaces and houses in 1945 to spread arts and culture to the masses, also aiming to spur research and lifelong education, especially in underserved regions. The distribution of these cultural palaces and houses <a href="https://www.researchgate.net/publication/265975113_Culture_is_the_Solution_The_Civilizing_Mission_of_Egypt's_Culture_Palaces">reflects</a> a historical effort by the government to extend accessibility, acknowledging that culture is an innate human need and accordingly a right.

Many public cultural institutions now, however, <a href="https://zawia3.com/culture/">operate as empty shells</a>, with inactive libraries, minimal staffing, and repurposed spaces that no longer serve their original mandate. Over the years, there has been a steep decline in the number of cultural palaces and houses in operation, reflecting a broader shift away from the principle of universal cultural access and the degradation of infrastructure critical to sustaining public knowledge and engagement.

Bureaucratic hurdles also <a href="https://fount.aucegypt.edu/cgi/viewcontent.cgi?article=2613&amp;context=etds">limit</a> local artists&rsquo; ability to access these spaces. Simultaneously, public cultural venues are reliant on the state&rsquo;s tight budget, leaving them vulnerable and unable to fulfill their mission. However, more than 120 public cultural venues in rural areas are <a href="https://zawia3.com/culture/">functioning without permanent managers</a> or meaningful programming, and 70 others are either closed or only partially operating.&nbsp;

To address these challenges, it is crucial to consider reforms to devolve authority to local communities and diversify funding to make public cultural institutions more sustainable. <a href="https://academic.oup.com/book/7834/chapter/153030944">Devolution</a> entails the transfer of legal and administrative decision-making powers and resources to local bodies. It is different from <a href="https://academic.oup.com/book/7834/chapter/153030944">decentralization</a>, which involves the transfer of administrative authority from central to local levels, but without the necessary means to support it, making decentralized management susceptible to the same set of problems as centralized management, including corruption and lack of administrative capacity and funds.
<h3 dir="ltr">Culture for and by the people&nbsp;</h3>
Reforming cultural management in Egypt through significant policy shifts towards local governance can break down bureaucratic barriers and encourage creative participation. According to Sayed Mahmoud, programming that addresses the distinct needs of each locality, region, or individual village makes it more appealing to its specific audiences. This would extend the reach and impact of cultural activities while allowing local cultural venues to discover and collaborate with local talent. One way of achieving this is to appoint a board of trustees made up of local writers and artists for each governorate, according to MP Dr. Maha Abdel Nasser. These boards can handle budgeting and programming within the parameters of a national strategy, improve institutional responsiveness, and better align programming with community needs. This approach, however, requires legal frameworks that authorize the boards to receive and manage funds, including from <a href="https://www.youtube.com/watch?v=HWEPMqnu-TA">corporate social responsibility</a> schemes.&nbsp;
Simultaneously, the financing model of these cultural venues must change. While it is essential for the government to <a href="https://zawia3.com/culture/#:~:text=%D9%88%D9%8A%D9%82%D8%AA%D8%B1%D8%AD%20%D8%A7%D9%84%D8%B4%D8%A7%D8%B9%D8%B1%20%D8%A3%D9%86,%D8%A8%D8%B4%D9%83%D9%84%20%D9%85%D8%AC%D8%A7%D9%86%D9%8A%20%D9%88%D8%B4%D8%A7%D9%85%D9%84">prioritize spending on culture</a>, relying solely on state resources limits the potential of these institutions. Cultural houses must adopt a financing model that allows for community contributions, membership programs, affordable and subsidized-ticketed events, and local sponsorships. One study shows that in Egypt, <a href="https://journals.openedition.org/esma/3507#:~:text=8%20Four%20state%2Dsponsored%20culture,al%2DMounira%20al%2DGharbiyya">local community members</a> are already willing to mobilize to maintain cultural institutions. For example, in al-Warraq neighborhood, residents repurposed the Rawd al-Farag Culture Palace for their community&rsquo;s cultural needs. When it was eventually shut down, a local notable donated a 130-square-meter hall to run such activities. This is one of many examples in the study, yet administrative restrictions limit what community volunteers can do as they &ldquo;lack the authority to carry out significant repairs.&rdquo; Local authorities must have a mandate to establish formal mechanisms for these contributions, coupled with the community&rsquo;s ability to make decisions about programming and the use of resources, which would encourage more financial and in-kind support for these cultural venues.&nbsp;
<h3 dir="ltr">A model for cultural sustainability</h3>
Cultural palaces can regain their vitality through a locally centered governance model anchored in financial diversification. This requires local boards with the authority to allocate resources, hire staff, and design programs, along with clear and flexible channels for community contributions. Communities have shown a vested interest in and need for cultural palaces, which are often the only public spaces available for gathering and nurturing individual talents and collective civic spirit. Instead of closing down these spaces, the government should seek to reform the institutions through accountability, resource flexibility, and legal autonomy
