في حلقة جديدة "زووم إن" وفي إطار الجدل الدائر حول تعديل قوانين الإيجار القديم، يشرح الدكتور زياد بهاء الدين، نائب رئيس وزراء مصر الأسبق، أصل الأزمة الحالية الناتجة عن التباين بين مفهومي العدالة القانونية والعدالة الاجتماعية، حيث يرى أن المسودة الحالية لتعديلات القانون لا ترضي الملاك أو المستأجرين، لكنها على الأقل تعيد للملاك عقاراتهم بعد فترة انتقالية بينما تضع المستأجرين في موقف سكني غير مستقر. كما يصنف مستأجري الإيجار القديم في مصر وفق احتياجهم للحماية الاجتماعية والدعم من الدولة، خاصة في ظل المحاولة التشريعية الحالية لإلغاء أسعار الإيجار الثابتة وتبني قانون ينهي عقود الإيجار القديمة ويسمح بإخلاء السكان بعد فترة انتقالية مدتها سبع سنوات.

In a new episode of &ldquo;Zoom In,&rdquo; and in the context of the ongoing debate over amending the old rent laws, Dr. Ziad Bahaa El-Din, former Deputy Prime Minister of Egypt, explains the root of the current crisis, which arises from the disparity between the concepts of legal justice and social justice. He believes that the current draft amendments to the law satisfy neither landlords nor tenants, but at least they return the properties to the landlords after a transitional period, while leaving tenants in an unstable housing situation. He also classifies tenants under the old rent system in Egypt based on their need for social protection and state support, especially in light of the current legislative attempt to abolish fixed rental prices and adopt a law that terminates old rental contracts and allows for the eviction of residents after a seven-year transitional period.
