<a href="https://www.bbc.com/arabic/articles/cj3ym2g1z1do">افتتحت</a> الحكومة الإثيوبية الأسبوع الماضي سدَّ النهضة رسميًّا، لتُكرِّس واقعًا مائيًّا جديدًا في المنطقة. ردت وزارة الخارجية المصرية بتوجيه <a href="https://www.alarabiya.net/arab-and-world/egypt/2025/09/09/%D8%A8%D8%B9%D8%AF-%D8%A7%D9%81%D8%AA%D8%AA%D8%A7%D8%AD-%D8%A7%D9%84%D8%B3%D8%AF%D9%85%D8%B5%D8%B1-%D9%84%D9%85%D8%AC%D9%84%D8%B3-%D8%A7%D9%84%D8%A7%D9%85%D9%86-%D9%84%D9%86-%D9%86%D8%B3%D9%85%D8%AD-%D8%A8%D9%87%D9%8A%D9%85%D9%86%D8%A9-%D8%A7%D8%AB%D9%8A%D9%88%D8%A8%D9%8A%D8%A7-%D8%B9%D9%84%D9%89-%D8%A7%D9%84%D9%86%D9%8A%D9%84">خطاب</a> احتجاج إلى مجلس الأمن، أكدت فيه احتفاظ مصر بحقها في اتخاذ ما يلزم من إجراءات مشروعة لحماية مصالحها. وتواجه مصر اليوم تحديًا ملحًّا: كيف يمكن التكيّف مع تبعات سد النهضة بعد دخوله مرحلة التشغيل الكامل؟

<h3 dir="rtl">محطة مفصلية في مستقبل مياه مصر</h3>
يحوِّل سدُّ النهضة الإثيوبي معاناة مصر المزمنة مع المياه إلى أزمة محدقة. تعتمد مصر اعتمادًا شبه كامل على نهر النيل الذي يوفِّر أكثر من <a href="https://journals.ekb.eg/article_348148_bc623afa7d86f9abac2841ca80c3cce9.pdf">93</a>% من مواردها من المياه العذبة. ولن تشعر مصر بالآثار السلبية للسد الذي اكتمل ملؤه مباشرة، إذ لن تصل هذه الآثار إلى منتهاها إلا بعد 35 عامًا، ثم تستمر نحو 17 عامًا. يرجع ذلك إلى الفقد طويل الأمد من المياه بسبب التبخر والتسرب في خزان السد خلال فترات جفاف النيل الأزرق، أحد أهم روافد النيل، ما يؤدي إلى انخفاض منسوب المياه وتراجع التدفقات.

ومع ذلك، فإن أزمة شحِّ المياه في مصر ليست وليدة سدِّ النهضة، بل هي نتيجة مسار طويل شهد خلاله نصيب الفرد من المياه <a href="https://www.inbo-news.org/wp-content/uploads/2024/10/2024_AGMondiale12_Presentation_Reuse_Egypt.pdf">تراجعًا</a> متواصلًا على مدى عقود. وبينما تُشكِّل المياه المعاد تدويرها نحو 40% من مصادر المياه في البلاد التي تعاني من ندرة المياه مثل سنغافورة، فإنها لا تتجاوز 26.9% في مصر.

لمعالجة أزمتها المائية، ينبغي على مصر أن تبدأ من <a href="https://aps.aucegypt.edu/ar/articles/1505/policy-paper-just-water-transitions-in-egypt-civil-society-and-equitable-irrigation-management">القطاع الأكثر استنزافًا للمياه وهو الزراعة.</a> ويستهلك القطاع نحو <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5104&amp;Year=23532">76</a>% من الموارد المائية في البلاد، إذ تعتمد <a href="https://eces.org.eg/wp-content/uploads/2023/09/Water-Sustainability-Ar-Part-2.pdf">74.7</a>% من الأراضي الزراعية على أنظمة تقليدية مثل الري بالغمر، الذي يهدر نحو نصف المياه المستخدمة. ويمكن للحكومة أن تتبنى <a href="https://aps.aucegypt.edu/ar/articles/1505/policy-paper-just-water-transitions-in-egypt-civil-society-and-equitable-irrigation-management">تقنيات ري ذكية</a> تعمل بالمجسات، كالري بالتنقيط والرش، ما قد يوفِّر نحو<a href="https://eces.org.eg/wp-content/uploads/2023/09/Water-Sustainability-Ar-Part-2.pdf"> 21.7 مليار متر مكعب من المياه</a> سنوياً. كما تحتاج مصر إلى إعادة ضبط استراتيجيتها الزراعية للابتعاد عن أهداف الاكتفاء الذاتي غير المستدامة، والتوجه بدلًا من ذلك نحو الاستفادة من كل قطرة ماء.

يتعيَّن على مصر أيضًا التوسع في معالجة مياه الصرف الصحي في المناطق الريفية، متخلية عن الإدارة المركزية، لتخفيف الضغط عن مواردها المائية المجهدة. وذلك عن طريق الوحدات البيولوجية المدمجة (BCUs)، وهي أنظمة لمعالجة مياه الصرف في موقعها، قادرة على إنتاج نحو 60 مترًا مكعبًا من المياه المعالَجة يوميًّا بتكلفة تتراوح بين <a href="https://ejchem.journals.ekb.eg/article_202365_57de70076598a73a34d827cd2d3b3f98.pdf">0.34 و0.46 دولار للمتر المكعب</a>. وتقارب تكلفة تلك الوحدات تكلفة <a href="https://www.deswater.com/DWT_articles/vol_264_papers/264_2022_91.pdf">محطات المعالجة المركزية التقليدية</a>، لكنها لا تحتاج إلى استثمارات بنية تحتية ضخمة.
<h3 dir="rtl">سد الفجوات: تحسين البنية التحتية واستغلال الاحتياطي</h3>
لرفع الكفاءة والحد من الكم الهائل من الفقد، يجب أن تحدِّث مصر بنيتها التحتية المتهالكة للمياه. ففي عام 2022 وحده، فُقد نحو <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5104&amp;YearID=23478">25.7</a>% من مياه الشرب بسبب التسربات وسوء الإدارة. ولمعالجة هذا الهدر، ينبغي على الحكومة تعميم استخدام <a href="https://ieeexplore.ieee.org/abstract/document/7281870/?casa_token=blqRVijyIK4AAAAA:KLxhao2IjIfMJ2ALDSs9DsVWpccLEWNvbDFuJm882Y1IQQguttpSjVm6sonz_k8TpkoYhQlfag">العد</a>َ<a href="https://ieeexplore.ieee.org/abstract/document/7281870/?casa_token=blqRVijyIK4AAAAA:KLxhao2IjIfMJ2ALDSs9DsVWpccLEWNvbDFuJm882Y1IQQguttpSjVm6sonz_k8TpkoYhQlfag">ّادات الذكية</a>، وأجهزة استشعار التسرب، وتقنيات التحكم في الضغط عبر الشبكات المحلية، مع تعزيز ذلك ببرامج للتوعية المجتمعية. نجح مشروع تجريبي نفذه جهاز تنظيم مياه الشرب والصرف الصحي وحماية المستهلك في <a href="https://journals.ekb.eg/article_389755_8cf8ba00a8f462ffd88963f19ce163ee.pdf">خفض استهلاك المياه النظيفة بأكثر من 50%</a> في المباني العامة عبر استخدام الحنفيات الذكية، وهي نتائج يمكن تعميمها على مستوى الدولة.
وللتخفيف من حدة الإجهاد المائي، ينبغي لمصر أن تتوسع في <a href="https://iopscience.iop.org/article/10.1088/1748-9326/ac0ac9/pdf">استخراج المياه الجوفية</a> على امتداد وادي النيل. ففي عام 2024/2023، بلغت كميات الاستخراج من الأنظمة القائمة نحو <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5104&amp;Year=23532">9.09 مليار متر مكعب</a>، غير أن هذه الكمية وحدها لا تكفي لسد الفجوة بين الاحتياجات من الماء والموارد المتاحة حاليًّا. وتُعد الخزانات الجيرية المتشققة المحيطة بوادي النيل مصدرًا واعدًا للمياه الصالحة للشرب، إذ لا تتطلب عمليات ضخ كبيرة حيث أن المياه في هذه المناطق مرتفعة طبيعيًّا قرب سطح النهر، ما يقلل من تكلفة الاستخراج.

<h3 dir="rtl">لا غنى اليوم عن إستراتيجية مائية استباقية</h3>
يشهد ملف سدِّ النهضة تطورات متسارعة، في وقت تعاني فيه مصر ضغوطًا مائية متزايدة منذ عقود. ويُصبح لزامًا على الدولة أن تتعامل مع التداعيات طويلة الأمد للسد عبر رؤية شاملة تتضمن تحديث البنية التحتية المائية، وتوسيع استخدام أنظمة ري عالية الكفاءة، إلى جانب تبني حلولًا لامركزية لإعادة استخدام المياه. ولا يمكن أن ينجح هذا التخطيط الإستراتيجي إلا بالاستناد <a href="https://aps.aucegypt.edu/ar/articles/1505/policy-paper-just-water-transitions-in-egypt-civil-society-and-equitable-irrigation-management">إلى قاعدة بيانات موحدة</a> تصدر عن وزارتي الزراعة والموارد المائية معًا، بما يضمن تنسيق الجهود وتكاملها. وحده هذا النهج القائم على البيانات والتخطيط المتكامل هو ما يفتح الطريق أمام بناء مستقبل مائي آمن لمصر.

Ethiopia <a href="https://www.reuters.com/sustainability/boards-policy-regulation/ethiopia-launches-massive-hydropower-dam-against-bitter-egyptian-opposition-2025-09-09/">inaugurated</a> the Grand Ethiopian Renaissance Dam (GERD) last week, cementing a new water reality. In response, Egypt&rsquo;s Foreign Ministry sent a <a href="https://english.ahram.org.eg/NewsContent/1/1234/552703/Egypt/Foreign-Affairs/Egypt-sends-letter-to-UN-Security-Council-over-Eth.aspx">letter</a> of protest to the United Nations Security Council, stressing that Egypt reserves the right to take the necessary measures permitted to protect its interests. In the meantime, Egypt must now confront a more pressing question: how can it adapt to the consequences of a fully operational GERD?

<h3 dir="ltr">GERD is the tipping point</h3>
The GERD turns chronic water stress into a looming crisis. Egypt relies heavily on the Nile, which provides over <a href="https://journals.ekb.eg/article_348148_bc623afa7d86f9abac2841ca80c3cce9.pdf">93%</a> of its freshwater. Although <a href="https://african.business/2023/09/energy-resources/ethiopia-completes-final-filling-of-grand-ethiopian-renaissance-dam">the GERD has now been filled</a>, Egypt will likely not feel the <a href="https://eces.org.eg/wp-content/uploads/2023/09/%D8%A7%EF%BA%B3%EF%BA%97%D8%AF%D8%A7%EF%BB%A3%EF%BA%94-%D8%A7%EF%BB%9F%EF%BB%A3%EF%AF%BE%EF%BA%8E%D9%87-%EF%BB%93%EF%BB%B2-%EF%BB%A3%EF%BA%BB%D8%B1-%D8%A7%D9%84%D8%AC%D8%B2%D8%A1-%D8%A7%D9%84%D8%A7%D9%88%D9%84.pdf">most severe</a> impacts until 35 years in the future, though they will last for more than 17 years. These impacts stem from long-term evaporation and seepage losses in the GERD reservoir during dry spells on the Blue Nile, a major tributary of the Nile, which will lower water levels and decrease inflows.

The country&rsquo;s water scarcity crisis, however, did not start with the GERD. In fact, Egypt&rsquo;s per capita water share has been <a href="https://www.inbo-news.org/wp-content/uploads/2024/10/2024_AGMondiale12_Presentation_Reuse_Egypt.pdf">steadily declining</a> for decades. Additionally, while in a similarly water-scarce region such as Singapore, reclaimed water makes up <a href="https://ascelibrary.org/doi/full/10.1061/%28ASCE%29EE.1943-7870.0001675">40%</a> of water sources, it accounts for less than <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5104&amp;Year=23532">26.9%</a> in Egypt.

<h3 dir="ltr">Fixing Egypt&rsquo;s agricultural water use</h3>
To ease its water crisis, Egypt must start <a href="https://api-aps.aucegypt.edu//uploads/articlesAttachments/1752645744pdfpolicy%20paper%20Policy%20Options%20for%20Just%20Transitions%20in%20a%20Time%20of%20Water%20Scarcity.pdf">where the strain is greatest: agriculture</a>, which consumes <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5104&amp;Year=23532">76%</a> of the country&rsquo;s water. Around <a href="https://eces.org.eg/wp-content/uploads/2023/09/Water-Sustainability-Ar-Part-2.pdf">74.7</a><a href="https://journals.ekb.eg/article_348148_bc623afa7d86f9abac2841ca80c3cce9.pdf">%</a> of farmland still relies on traditional systems such as flood irrigation, which wastes up to 50% of the water used. The government could adopt&nbsp;<a href="https://aps.aucegypt.edu/en/articles/973/policy-paper-egypts-climate-water-nexus-risks-and-sustainability-pathways-to-adaptation">smart, sensor-driven drip and sprinkler irrigation technologies</a> to save up to <a href="https://eces.org.eg/wp-content/uploads/2023/09/Water-Sustainability-Ar-Part-2.pdf">21.7 bcm of water annually</a>. Egypt also needs to recalibrate its cropping strategy by moving away from unsustainable self-sufficiency goals and toward maximizing every drop of water used.

Egypt should also expand and decentralize wastewater treatment in rural areas to further ease pressure on its strained resource. Biological compact units (BCUs) are onsite wastewater treatment systems capable of producing 60 m&sup3; of treated water per day at<a href="https://ejchem.journals.ekb.eg/article_202365_57de70076598a73a34d827cd2d3b3f98.pdf"> $0.34&ndash;$0.46/m&sup3;</a>, which is comparable to <a href="https://www.deswater.com/DWT_articles/vol_264_papers/264_2022_91.pdf">regular centralized plants</a>, but without the high infrastructure costs.&nbsp;
<h3 dir="ltr">Plugging the leaks: Upgrading infrastructure and tapping into reserves</h3>
To curb massive losses and inefficiencies, Egypt should also upgrade its aging water infrastructure. In 2022 alone, <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5104&amp;YearID=23478">25.7%</a> of potable water was lost due to leaks and mismanagement. To address waste, the government should introduce <a href="https://ieeexplore.ieee.org/abstract/document/7281870/?casa_token=blqRVijyIK4AAAAA:KLxhao2IjIfMJ2ALDSs9DsVWpccLEWNvbDFuJm882Y1IQQguttpSjVm6sonz_k8TpkoYhQlfag">smart metering</a>, leak-detection sensors, and pressure-control technologies across municipal networks, supported by public awareness efforts. A pilot by the Egyptian Water, Sanitation, and Consumer Protection Regulatory Authority cut <a href="https://journals.ekb.eg/article_389755_8cf8ba00a8f462ffd88963f19ce163ee.pdf">clean water use by over 50%</a> in public buildings using smart faucets&mdash;results that can be scaled nationwide.
To help ease water stress, Egypt should also expand <a href="https://iopscience.iop.org/article/10.1088/1748-9326/ac0ac9/pdf">groundwater extraction</a> along the Nile Valley. In 2023/2024, existing groundwater extraction systems tapped into <a href="https://www.capmas.gov.eg/Pages/Publications.aspx?page_id=5104&amp;Year=23532">9.09 bcm</a>, but this alone cannot close the supply gap. Fractured limestone aquifers flanking the Nile Valley can produce potable water, with minimal need for pumping, as the water naturally rises closer to the surface, decreasing the cost.

<h3 dir="ltr">A proactive water strategy is now essential</h3>
The GERD is unfolding against decades of growing water stress in Egypt. The government should adapt to the GERD&rsquo;s long-term effects using a multi-pronged approach that combines water infrastructure upgrades, efficient irrigation systems, and decentralized water reuse systems. This strategic planning <a href="https://aps.aucegypt.edu/en/articles/1505/policy-paper-just-water-transitions-in-egypt-civil-society-and-equitable-irrigation-management">must be based on unified data</a> from both the Agriculture and Water Ministries. It is only through this coordinated, data-driven approach that Egypt can build a water-secure future.
