صرّح <a href="https://amwalalghad.com/2025/09/16/%d8%b1%d8%a6%d9%8a%d8%b3-%d8%a7%d9%84%d9%88%d8%b2%d8%b1%d8%a7%d8%a1-%d8%a7%d9%84%d8%b3%d8%b1%d8%af%d9%8a%d8%a9-%d8%a7%d9%84%d9%88%d8%b7%d9%86%d9%8a%d8%a9-%d9%84%d9%84%d8%aa%d9%86%d9%85%d9%8a%d8%a9/">رئيس الوزراء</a> مصطفى مدبولي مؤخرًا ببدء تراجع نسبة الدَّين إلى الناتج المحلي الإجمالي في مصر، مضيفًا&nbsp; أن الحكومة تستهدف خفضها إلى ما دون السبعين في المئة خلال خمس سنوات. تراجع هذه النسبة وحده لا يُعدّ مؤشرًا كافيًا على التعافي المالي، ولضمان استدامة الدَّين على المدى الطويل، يتعيّن على الحكومة إعادة ترتيب أولوياتها المالية وزيادة الإنفاق الاجتماعي.

<h3 dir="rtl">مدفوعات الفوائد: عبء متصاعد على المالية العامة</h3>
تعكس موازنة مصر لعام 2026/2025 اختلالًا واضحًا في أولويات الإنفاق، إذ تظل مدفوعات الفوائد البند الأكبر في المصروفات الحكومية، ما يترك حيزًا محدودًا للإنفاق الاجتماعي. فقد <a href="https://www.imf.org/en/Publications/CR/Issues/2025/07/15/Arab-Republic-of-Egypt-2025-Article-IV-Consultation-Fourth-Review-Under-the-Extended-568598">ارتفعت</a> تكاليف خدمة الدَّين بين العامين الماليين 2016/2015 و2024/2023 سبعة أضعاف، لتصل إلى <a href="https://assets.mof.gov.eg/files/c00e6560-2ff4-11f0-98a2-abcafccf59cc.pdf">نحو 50.2%</a> من إجمالي الإنفاق المتوقع في موازنة 2026/2025. كما تعتمد الحكومة بشكل أساسي على أدوات دَين محلية قصيرة الأجل ومرتفعة التكلفة، حيث بلغ متوسط أجل استحقاق الإصدارات وقت الطرح المقومة بالجنيه <a href="https://www.imf.org/en/Publications/CR/Issues/2025/07/15/Arab-Republic-of-Egypt-2025-Article-IV-Consultation-Fourth-Review-Under-the-Extended-568598">نحو 0.84 سنة</a> في سبتمبر 2024، وهو ما يفاقم احتياجات إعادة التمويل ويزيد من التعرض لتقلبات أسعار الفائدة.

وعليه، تُظهر الموازنة المصرية تراجعًا حادًّا في الإنفاق الاجتماعي مقارنة بحجم الاقتصاد. فقد انخفضت مخصصات الصحة والتعليم كنسبة من الناتج المحلي الإجمالي خلال السنوات الأخيرة، وبقيت دون المستوى الذي يحدده الدستور. كذلك، بلغ نصيب الفرد من الإنفاق على مدفوعات الفوائد في <a href="https://mof.gov.eg/en/archive/stateGeneralBudget/5fd9d731f0a7ba0007ee0ce7/%D8%A7%D9%84%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9-%D8%A7%D9%84%D8%B9%D8%A7%D9%85%D8%A9-%D9%84%D9%84%D8%AF%D9%88%D9%84%D8%A9">موازنة عام 2026/2025</a>، أكثر من 21,223 جنيهًا، في حين لم يتجاوز نصيبه من الإنفاق على الصحة والتعليم نحو 2,274 و2,910 جنيهات على التوالي. يعكس هذا الاختلال أولويات مالية تميل نحو خدمة الدَّين قصير الأجل على حساب التنمية البشرية طويلة الأمد، التي تُعد شرطًا أساسيًّا لتحسين مستوى المعيشة، والحد من الفقر، وبناء قوة عمل مؤهلة، وتعزيز النمو الشامل والمستدام.

<h3 dir="rtl">التمويل عبر الاقتراض</h3>
تعتمد مصر اليوم على الاقتراض كمصدر رئيسي للتمويل. فالإيرادات الضريبية في مصر منخفضة، كما تراجعت خلال السنوات الأخيرة إلى <a href="https://www.imf.org/en/Publications/CR/Issues/2025/07/15/Arab-Republic-of-Egypt-2025-Article-IV-Consultation-Fourth-Review-Under-the-Extended-568598">نحو 12% فقط من الناتج المحلي الإجمالي</a> في عام 2023، مقارنة بمتوسط يبلغ 17% في الأسواق الناشئة المماثلة. ومن المتوقع أن تأتي أكثر من نصف إيرادات الحكومة في موازنة عام 2026/2025 من القروض. تُنتج هذه المعادلة دائرة مالية مغلقة، إذ تضطر الحكومة إلى الاقتراض المستمر لسداد ديونها السابقة، نتيجة ضعف الإيرادات العامة وعدم كفايتها لتغطية خدمة الدَّين وبقية بنود الإنفاق.

كذلك، زاد التعرض للتقلب في سوق العملات الأجنبية من هشاشة المركز الخارجي لمصر. إذ شكّل الدَّين المقوم بالعملات الأجنبية <a href="https://assets.mof.gov.eg/files/c00e6560-2ff4-11f0-98a2-abcafccf59cc.pdf">نحو 30.3%</a> من إجمالي الدَّين العام في يونيو 2024. كما <a href="https://www.cbe.org.eg/-/media/project/cbe/listing/research/position/external-position-86.pdf">خصصت الحكومة</a>&nbsp; <a href="https://www.cbe.org.eg/-/media/project/cbe/listing/research/position/external-position-86.pdf">37.7%</a> من الإيرادات الجارية <a href="https://www.cbe.org.eg/-/media/project/cbe/listing/research/position/external-position-82.pdf">لسداد</a> الدَّين الخارجي في العام نفسه، أي أكثر من ضعف ما كان عليه <a href="https://www.cbe.org.eg/-/media/project/cbe/listing/research/position/external-position-82.pdf">قبل خمس سنوات</a>. ويجعل هذا النمط من هيكلة الدَّين، مصرَ عرضةً بشدة لتقلبات أسعار الصرف، حيث يؤدي كل تراجع في قيمة الجنيه إلى ارتفاع الكلفة الحقيقية لخدمة الدَّين. كما تتفاقم هذه المخاطر نتيجة تقلب إيرادات الدولة من العملات الأجنبية، ما يحدّ من قدرتها على الوفاء بالتزاماتها الخارجية.

<h3 dir="rtl">كسر الحلقة</h3>
يمكن لمصر أن تستخلص دروسًا مهمة من تجربة البرازيل. فعندما تولّى لولا دا سيلفا الرئاسة عام 2002، جمع بين الانضباط المالي وزيادة الإنفاق الاجتماعي. وفي الوقت الذي <a href="https://www.bresserpereira.org.br/papers/2015/331-Tripod-Dilma-Palgrave.pdf">عزز</a> فيه نظام سعر الصرف المرن وطبّق سياسة استهداف التضخم وكبح الإنفاق غير الضروري، رفع أيضًا الحد الأدنى للأجور بنسبة 52% بالقيمة الحقيقية، ووسع برامج التحويلات النقدية للفئات الأكثر احتياجًا. ونتيجة لذلك، ارتفع الإنفاق الاجتماعي من 13.3% من الناتج المحلي الإجمالي عام 1985 إلى 22.8% عام 2009. وخلال الفترة من 2003 إلى 2011، خرج 28 مليون شخص من دائرة الفقر، وتراجع معامل جيني من 0.60 في منتصف التسعينيات إلى 0.54 عام 2009. وبحلول عام 2011، انخفضت نسبة الدَّين إلى الناتج المحلي الإجمالي إلى 36.49%، وهو أدنى مستوى خلال عقد، كما <a href="https://data.albankaldawli.org/indicator/DT.DOD.DECT.GN.ZS?locations=BR">تراجع الدَّين الخارجي</a> كنسبة من الدخل القومي الإجمالي من 47.1% عام 2002 إلى 15.9% عام 2011.
تحقق مصر اليوم فوائض أولية مشابهة، لكن ما يزال العنصر المفقود هو التركيز على الإنفاق الاجتماعي الذي ساعد البرازيل على توسيع أسواقها والخروج من فخ الدَّين. لمعالجة أزمتها، تحتاج مصر إلى وضع حدود للدَّين العام، والالتزام بوقف التمويل النقدي المفرط، وفرض الشفافية في التقارير المالية مع مساءلة عند عدم الالتزام، إلى جانب إعطاء الأولوية للاستثمار العام في التنمية البشرية.

Prime Minister Mostafa Madbouly <a href="https://english.ahram.org.eg/News/553201.aspx#:~:text=According%20to%20Madbouly%2C%20Egypt%E2%80%99s%20debt%2Dto%2DGDP%20ratio%20dropped%20from%2096%20percent%20in%20mid%2D2022%20to%2085%20percent%20in%20mid%2D2023%20and%20is%20expected%20to%20reach%20about%2080%C2%A0percent%20this%20year%2C%20with%20a%20goal%20of%20reaching%20the%20low%2070s%20within%20five%20years.%20External%20debt%20will%20be%20cut%20by%20%241%E2%80%932%20billion%20annually.">recently said</a> Egypt&rsquo;s debt ratio to GDP is finally declining, with the government aiming to reduce it to the low 70s within five years. But a falling ratio alone does not guarantee fiscal health. To ensure long term debt sustainability, the government must revise its fiscal priorities and increase effective social spending.

<h3 dir="ltr">Interest payments: A growing burden on government ledgers</h3>
Egypt&rsquo;s 2025/26 budget reflects skewed spending. Interest payments remain the government&rsquo;s single biggest expenditure, leaving little room for social investments. Between FY2015/16 and FY2023/24, debt servicing costs <a href="https://www.imf.org/en/Publications/CR/Issues/2025/07/15/Arab-Republic-of-Egypt-2025-Article-IV-Consultation-Fourth-Review-Under-the-Extended-568598">increased sevenfold</a>, reaching a projected <a href="https://assets.mof.gov.eg/files/c00e6560-2ff4-11f0-98a2-abcafccf59cc.pdf">50.2%</a> of total expenditure in FY2025/26. Furthermore, short-term, high-cost domestic instruments dominate the government&rsquo;s financing profile; the average maturity of local currency debt issuance stood at only <a href="https://www.imf.org/en/Publications/CR/Issues/2025/07/15/Arab-Republic-of-Egypt-2025-Article-IV-Consultation-Fourth-Review-Under-the-Extended-568598">0.84 years</a> in September 2024, creating continuous refinancing needs and exposure to interest rate volatility.

Subsequently, Egypt&rsquo;s budget shows a sharp erosion in social spending relative to the size of the economy. Expenditure on both healthcare and education has been declining as a percentage of GDP for the past several years, remaining far below the constitutional requirement. In the <a href="https://mof.gov.eg/en/archive/stateGeneralBudget/5fd9d731f0a7ba0007ee0ce7/%D8%A7%D9%84%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9-%D8%A7%D9%84%D8%B9%D8%A7%D9%85%D8%A9-%D9%84%D9%84%D8%AF%D9%88%D9%84%D8%A9">budget for FY2025/26</a>, per capita expenditure on interest payments stands at more than EGP 21,223, while per capita expenditure on health and education hovers at around EGP 2,274 and EGP 2,910, respectively. This imbalance reflects fiscal priorities tilted toward short-term debt servicing at the expense of long-term human development, which is vital for improving living standards, reducing poverty, building a skilled workforce, and fostering inclusive, sustainable growth.

<h3 dir="ltr">Financing through debt&nbsp;</h3>
Egypt&rsquo;s public finances are now sustained by borrowing. Egypt&rsquo;s tax revenues are low, declining even further over the past few years to just <a href="https://www.imf.org/en/Publications/CR/Issues/2025/07/15/Arab-Republic-of-Egypt-2025-Article-IV-Consultation-Fourth-Review-Under-the-Extended-568598">12% of GDP in 2023</a>, compared to an average of 17% of GDP in similar emerging markets. Over half of government revenues in FY2025/26 will come from loans. The result is a form of fiscal circularity: the government is constantly borrowing to pay off its old debts because it does not have enough revenue to cover debt servicing and other expenditures.

Currency exposure has also deepened Egypt&rsquo;s external vulnerability. Almost one-third of all public debt, <a href="https://assets.mof.gov.eg/files/c00e6560-2ff4-11f0-98a2-abcafccf59cc.pdf">30.3%</a> in June 2024, was denominated in foreign currencies. In 2024, <a href="https://www.cbe.org.eg/-/media/project/cbe/listing/research/position/external-position-86.pdf">37.7%</a> of the government&rsquo;s current receipts went to repay external debt&mdash;more than twice the level <a href="https://www.cbe.org.eg/-/media/project/cbe/listing/research/position/external-position-82.pdf">recorded five years earlier</a>. The structure of its debt thus leaves Egypt highly exposed to exchange-rate fluctuations, meaning that every depreciation of the pound inflates the real cost of debt service. In addition, Egypt&rsquo;s capacity to meet these obligations is further constrained by the volatility of its foreign currency receipts.

<h3 dir="ltr">Breaking the cycle</h3>
Egypt can draw key lessons from Brazil&rsquo;s experience. When Luiz In&aacute;cio Lula da Silva took office in 2002, he combined fiscal restraint with increased social spending. While <a href="https://www.bresserpereira.org.br/papers/2015/331-Tripod-Dilma-Palgrave.pdf">reinforcing</a> a floating exchange rate, instituting an inflation-targeting regime, and curbing unnecessary expenditure, Lula also raised the minimum wage by 52% in real terms and expanded the cash transfer programs to those in need. Social spending doubled to 22.8% of GDP by 2009 compared to 13.3% in 1985. From 2003 to 2011, 28 million people were lifted out of poverty, and the Gini coefficient fell from 0.60 during the mid-1990s to 0.54 in 2009. By 2011, Brazil&rsquo;s debt-to-GDP ratio had fallen to 36.49%, its lowest in a decade, and <a href="https://data.worldbank.org/indicator/DT.DOD.DECT.GN.ZS?locations=BR">external debt stock as a percentage of GNI</a> dropped from 47.1% in 2002 to 15.9% in 2011. Egypt is already achieving similar primary surpluses today. What is still missing is the focus on social spending, which expanded markets in Brazil to enable it to escape the debt trap. To address its own debt trap, Egypt needs to apply debt ceilings, commit to ending excessive monetary financing, and mandate transparent reporting with penalties for non-compliance, along with prioritizing public investment in human development.&nbsp;
