On October 10, 2025, Standard and Poor&rsquo;s (S&amp;P) Global Ratings <a href="https://www.spglobal.com/ratings/en/regulatory/article/-/view/type/HTML/id/3456845">upgraded Egypt's long-term sovereign credit rating</a> for the first time in seven years. While this upgrade signals growing confidence in Egypt's economy, understanding the significance requires examining the broader landscape of sovereign credit ratings, their methodologies, and their impact on developing economies like Egypt.
<h3 dir="ltr">What is S&amp;P and what does it measure?</h3>
The global credit rating industry is <a href="https://www.fca.org.uk/publication/corporate/cra-market-share-report-2023.pdf">dominated by three agencies</a> known as the "Big Three" (Moody&rsquo;s, S&amp;P, and Fitch). Credit rating agencies provide periodic &ldquo;<a href="https://www.spglobal.com/ratings/en/products/credit-ratings">opinions</a>&rdquo; on the creditworthiness of governments and corporations. Each agency assigns a letter grade (from AAA -the highest- to D), sometimes with a number or a plus/minus sign, to indicate levels of credit risk. <a href="https://www.spglobal.com/ratings/en/credit-ratings/about/understanding-credit-ratings">Investment-grade ratings</a> (AAA to BBB) indicate a strong ability to meet financial obligations and relatively low risk, while speculative-grade ratings (BB and below) signal higher vulnerability to economic shocks and a greater risk of default. Egypt is currently rated B, placing it in the speculative grade category.

<h3 dir="ltr">Are these ratings credible?</h3>
Sovereign credit agencies combine methodologies to reach their assessments. For example, <a href="https://www.undp.org/africa/credit-ratings-resource-platform/publications/sovereign-credit-ratings-perspectives-africas-development">S&amp;P</a> combines quantitative data analysis (using Gross Domestic Product growth rate, fiscal deficits, public debt levels, current account balances etc.) with qualitative data based on formal meetings with government officials and various stakeholders, as well as the analysts&rsquo; own forecasts.&nbsp;
Credit rating agencies have long faced scrutiny over their decisions. Their failure to anticipate the vulnerabilities that triggered the <a href="https://www.britannica.com/money/Asian-financial-crisis">Asian crisis</a> (1997-1998) <a href="https://www.swp-berlin.org/publications/products/arbeitspapiere/The_Negative_Impact_of_Credit_Rating_Agencies_KS.pdf">questioned</a> their credibility. Furthermore, during the <a href="https://www.britannica.com/money/financial-crisis-of-2007-2008">global financial crisis</a> (2007-2008), sudden rating downgrades &ldquo;<a href="https://www.govinfo.gov/content/pkg/GPO-FCIC/pdf/GPO-FCIC.pdf">wreaked</a> havoc across markets and firms&rdquo;. Critics argue that the "issuer pays" business model creates <a href="https://www.swp-berlin.org/publications/products/arbeitspapiere/The_Negative_Impact_of_Credit_Rating_Agencies_KS.pdf">conflicts of interest</a>, as agencies are paid for their ratings and reports by the countries they rate. These agencies also assign weightings based on their commercial strategy as they compete for clients and market share.
Another major concern surrounding credit ratings, especially for developing and frontier economies, is their <a href="https://aninver.com/blog/credit-rating-agencies-in-africa-catalysts-for-foreign-investment-and-infrastructure-growth">procyclical nature</a>. During economic downturns, ratings often decline, which raises borrowing costs. In 2020, for example, several African countries experienced rating downgrades amid the pandemic, setting off a &ldquo;ratings spiral&rdquo; in which weaker credit assessments and deteriorating economic indicators reinforced each other.&nbsp;

Additionally, in African contexts, rating agencies face added difficulties due to limited, delayed, or unreliable economic data. These gaps often force analysts to rely more heavily on judgment and subjective interpretation for ratings. The Big Three <a href="https://www.undp.org/africa/publications/lowering-cost-borrowing-africa-role-sovereign-credit-ratings">tend to undervalue</a> creditworthiness in the Global South, costing African countries around US$74.5 billion in excess interest payments and lost financing opportunities-also known as the <a href="https://www.undp.org/africa/credit-ratings-resource-platform/publications/sovereign-credit-ratings-perspectives-africas-development">&ldquo;Africa premium&rdquo;</a>.&nbsp;

<h3 dir="ltr">What impact do they have on Egypt?</h3>
Negative ratings have had a particularly <a href="https://jces.journals.ekb.eg/article_323246_a352a50eb8b6f2ebf08215680a1577b6.pdf">harmful impact</a> on foreign direct investment flows to Egypt. In <a href="https://www.piie.com/sites/default/files/2024-08/pb24-6.pdf">2023-2024, as Egypt&rsquo;s</a> creditworthiness declined, it offered debt tools that were more attractive to investors with higher yields and lower maturity periods. Interest rates on Egyptian foreign debt instruments almost doubled from <a href="https://assets.mof.gov.eg/files/f80d7aa0-d129-11ec-81cf-8bea4b645401.pdf">6.9%</a> in June 2021 to <a href="https://assets.mof.gov.eg/files/c00e6560-2ff4-11f0-98a2-abcafccf59cc.pdf">11&ndash;13%</a> by March of FY2024/2025.

The banking sector has also struggled. Egyptian banks' exposure to government securities, <a href="https://www.imf.org/en/Publications/CR/Issues/2025/07/15/Arab-Republic-of-Egypt-2025-Article-IV-Consultation-Fourth-Review-Under-the-Extended-568598">devoting more than half their assets</a> to finance government debt, means their own creditworthiness becomes correlated with sovereign ratings. In 2012, when Moody's <a href="https://aast.edu/pheed/staffadminview/pdf_retreive.php?url=4884_70000251910_THE+IMPACT+OF+EFFECTIVE+CREDIT+RISK+MANAGEMENT+ON+COMMERCIAL+BANKS+LIQUIDITY+PERFORMANCE%3A+CASE+OF+EGYPT+_research.pdf&amp;stafftype=staffpdfnew">downgraded major Egyptian banks</a> following sovereign downgrades, it noted that banks' high exposure to government debt was a major cause.&nbsp;
