لطالما عملت القوات المسلحة السودانية طويلًا <a href="https://www.cambridge.org/core/services/aop-cambridge-core/content/view/795745EFAB65FE4AE422AA192F5EBA7E/S0022278X23000174a.pdf/div-class-title-surviving-revolution-and-democratisation-the-sudan-armed-forces-state-fragility-and-security-competition-div.pdf">كأداة للهيمنة</a> ووسيلة لخدمة النخب الحاكمة، واستخدمتها السلطة لتهدئة الأقاليم النائية ودمجها تحت شعار الوحدة الوطنية. كما تدخّلت القوات المسلحة السودانية مرارًا وتكرارًا لتغيير مسار البلاد السياسي، إذ أطاحت بثلاث حكومات قبل عام 2021 (في 1958 و1969 و1989)، وعززت نفوذها عبر دعم أجهزة أمنية متنازعة.

تسعى مصر إلى إرساء توازن دقيق بين <a href="https://press.un.org/en/2025/sc16104.doc.htm">سياساتها الدبلوماسية</a> ومخاوفها الأمنية على طول حدودها الجنوبية. فبعد استيلاء قوات الدعم السريع على الفاشر، <a href="https://www.newarab.com/news/after-el-fashers-fall-egypt-trying-end-sudans-civil-war">تواصلت</a> القاهرة مع المجموعة الرباعية - الولايات المتحدة والمملكة العربية السعودية والإمارات العربية المتحدة - بالإضافة إلى إجراء اتصالات مباشرة مع الدول الإفريقية المتحالفة مع قوات الدعم السريع، للتوصل إلى هدنة إنسانية كخطوة نحو وقف إطلاق النار. وتتمثل مخاوف مصر في أمرين: تدفق اللاجئين المتزايد ومخاطر عدم الاستقرار في دول حوض النيل. كما تخشى القاهرة من أن سيطرة قوات الدعم السريع على طول <a href="https://tinyurl.com/32yzyu2a">الحدود السودانية-الليبية</a> قد تفتح مسارات جديدة لتهريب الأسلحة والاتجار بالبشر ونشاط الجماعات المتشددة في صحراء مصر الغربية. ولذلك، قدمت السلطات المصرية دعمًا لوجستيًّا وسياسيًّا إلى القوات المسلحة السودانية، ما يعكس <a href="https://tinyurl.com/5fu6abpt">العلاقات العسكرية الراسخة</a> مع الجيش السوداني.

<h3 dir="ltr">How and when did the crisis start?</h3>
Sudan&rsquo;s most recent chapter of unrest <a href="https://www.abc.net.au/news/2025-11-08/what-is-happening-in-sudan-who-is-fighting-and-why/105963190#:~:text=The%20plan%20was%20for%20the%20RSF%2C%20with%20an%20estimated%20fighting%20force%20of%20100%2C000%2C%20to%20eventually%20integrate%20into%20the%20military.%20But%20that%20didn't%20happen.">started</a> on April 15, 2023, following the collapse of the fragile post-transition order that took shape after the fall of the al-Bashir regime four years earlier. In 2022, the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) had reached a mediated agreement which entailed the return of civilian rule and the integration of the RSF into the military, but the <a href="https://www.idea.int/sites/default/files/2023-09/war-in-sudan-15-april-2023-background-analysis-and-scenarios.pdf">agreement broke down</a> over the timeline for RSF integration. The SAF demanded the RSF come under army command within two years, while RSF insisted on a ten-year timeline. Negotiations deadlocked and both sides repositioned forces throughout Khartoum and other major cities.&nbsp;

<h3 dir="ltr">Who are the two actors?&nbsp;</h3>
Both <a href="https://www.idea.int/sites/default/files/2023-09/war-in-sudan-15-april-2023-background-analysis-and-scenarios.pdf">the SAF and the RSF</a> are part of former autocratic ruler Omar al-Bashir&rsquo;s security architecture. Beyond their military clout, both forces control vast economic empires they are unwilling to surrender. Each maintains stakes in banks, import and export firms, flour mills, and transport and logistics networks.&nbsp;
The SAF has long functioned as both a <a href="https://www.cambridge.org/core/services/aop-cambridge-core/content/view/795745EFAB65FE4AE422AA192F5EBA7E/S0022278X23000174a.pdf/div-class-title-surviving-revolution-and-democratisation-the-sudan-armed-forces-state-fragility-and-security-competition-div.pdf">tool of domination</a> and an instrument for Sudan&rsquo;s elite, used to pacify and incorporate peripheral regions under the banner of national unity. The SAF has intervened repeatedly to shape Sudan&rsquo;s trajectory, toppling three governments before 2021&mdash;in 1958, 1969, and 1989&mdash;and consolidating their hold by fostering rival security institutions.&nbsp;
The RSF emerged from <a href="https://www.cambridge.org/core/services/aop-cambridge-core/content/view/795745EFAB65FE4AE422AA192F5EBA7E/S0022278X23000174a.pdf/div-class-title-surviving-revolution-and-democratisation-the-sudan-armed-forces-state-fragility-and-security-competition-div.pdf">Darfur&rsquo;s</a> Janjaweed militias and other paramilitary auxiliaries, created under al-Bashir to suppress rebellions in Sudan&rsquo;s peripheries in the early 2000s and <a href="https://www.britannica.com/topic/Rapid-Support-Forces">formalized</a> in 2013. Its composition fostered unease among the traditional officer corps, who viewed its rise as the creation of a &ldquo;state within a state.&rdquo; In 2017, the RSF <a href="https://noria-research.com/mena/black-gold-liquid-metal-the-political-economy-of-gold-in-sudan/#:~:text=Enter%20the%20RSF,processing%20of%20tailings.">seized control</a> of the Jebel Amer gold mines, consolidating its control over Darfur&rsquo;s most lucrative mining area. Through control of these mines and close ties to Gulf patrons during the Yemen war, the RSF <a href="https://globalwitness.org/en/campaigns/conflict-resources/exposing-rsfs-secret-financial-network/">accumulated vast wealth</a>, allowing its leader, Mohamed Hamdan Dagalo (Hemedti), to finance operations, pay his fighters, and even reportedly inject over USD 1 billion into Sudan&rsquo;s Central Bank in 2019.&nbsp;
<h3 dir="ltr">What is the role of regional players?</h3>
Egypt attempts to balance <a href="https://press.un.org/en/2025/sc16104.doc.htm">diplomacy</a> with security concerns along its southern border. Following the RSF&rsquo;s capture of El-Fasher, Cairo <a href="https://www.newarab.com/news/after-el-fashers-fall-egypt-trying-end-sudans-civil-war">engaged</a> the Quad group &mdash; the United States, Saudi Arabia, and the United Arab Emirates (UAE) &mdash; alongside direct outreach to African states aligned with the RSF, to push for a humanitarian truce as a step toward ceasefire. Egypt&rsquo;s concerns are two-fold: the growing refugee influx and the risk of instability in the Nile Basin. Cairo also fears that RSF control along the <a href="https://en.majalla.com/node/328089/politics/why-rsf-gains-sudan-unnerve-egypt">Sudan&ndash;Libya border</a> could open new routes for arms smuggling, trafficking, and militant activity in its Western Desert. Thus, Egyptian authorities have provided logistical and political backing to the SAF, reflecting <a href="https://www.middleeasteye.net/news/egypt-and-turkey-move-support-saf-following-fall-el-fasher">longstanding military ties</a> with the Sudanese army.&nbsp;
Despite repeated denials from the UAE, multiple reports indicate that it has supplied weapons to the RSF, fueling the conflict in Sudan. <a href="https://www.amnesty.org/en/latest/news/2025/05/sudan-advanced-chinese-weaponry-provided-by-uae-identified-in-breach-of-arms-embargo-new-investigation/">Amnesty International</a> reported that weapons used by the RSF in attacks in Khartoum are manufactured by a Chinese owned defense corporation and exported by the UAE to the RSF. Beyond arms transfers, <a href="https://globalwitness.org/en/campaigns/conflict-resources/exposing-rsfs-secret-financial-network/">investigations</a> have revealed a financial network connecting the RSF to front companies and gold trading firms operating in both Sudan and the UAE. Entities such as Tradive General Trading LLC in Dubai and Al Gunade in Sudan&mdash;both controlled by relatives of RSF leader Mohamed Hamdan Dagalo&mdash;have reportedly funneled funds to the RSF economy.
<h3 dir="ltr">What is the humanitarian toll of the conflict?</h3>
Sudan&rsquo;s civil war has produced one of the deadliest humanitarian catastrophes of the 21st century. Estimates on the death toll <a href="https://www.science.org/content/article/how-many-have-died-sudan-s-civil-war-satellite-images-and-models-offer-clues">vary</a> because of the lack of data and access for humanitarian groups. Both warring parties are <a href="https://www.ohchr.org/sites/default/files/documents/hrbodies/hrcouncil/ffm-sudan/a-hrc-60-22-auv.pdf">accused</a> by the United Nations of committing war crimes, with the RSF committing potential crimes against humanity. <a href="https://reliefweb.int/report/sudan/unfpa-sudan-flash-update-situation-el-fasher-sudan-november-6-2025">Sexual violence</a>, abduction, summary executions, and torture are widespread. The RSF&rsquo;s siege of El-Fasher, the capital of the northern Darfur region, presents a particularly bloody example. During the siege, the RSF and its allies targeted non-Arab communities in the region.&nbsp;

The scale of displacement in Sudan is the <a href="https://reliefweb.int/report/sudan/sudan-conflict-and-refugee-crisis-multi-country-external-situation-report-10-covering-reporting-period-march-april-2025#:~:text=The%20displacement%20in%20Sudan%20is%20recognized%20as%20the%20largest%20displacement%20crisis%20in%20the%20world">largest in the world</a>. At least <a href="https://data.unhcr.org/en/situations/sudansituation">11.7 million people</a> have been forced from their homes since April 2023 of whom around 7.26 million are internally displaced; over 4.4 million others have fled to neighboring countries.&nbsp;

The war has plunged Sudan into a hunger and <a href="https://reliefweb.int/report/sudan/sudan-ipc-acute-food-insecurity-snapshot-l-september-2025-may-2026">health crisis</a>. Over 21.2 million people&mdash;around 45% of the population&mdash;are facing high levels of acute food insecurity as of September 2025. Among them, more than 375,000 are facing catastrophic famine conditions, particularly in Darfur and Kordofan. The on-going civil war has also devastated agricultural production and <a href="https://www.unocha.org/publications/report/sudan/sudan-humanitarian-access-snapshot-july-2025">obstructed</a> humanitarian access. The deterioration of healthcare provision, caused by <a href="https://www.emro.who.int/sdn/sudan-news/after-2-years-of-conflict-sudans-health-system-faces-collapse-as-rainy-season-nears.html">recurrent attacks</a>, led to about 59,507&nbsp;<a href="https://reliefweb.int/report/sudan/sudan-conflict-and-refugee-crisis-multi-country-external-situation-report-10-covering-reporting-period-march-april-2025">cases of cholera</a> which resulted in over 1,640 deaths.&nbsp;

Sudan&rsquo;s humanitarian crisis continues to overwhelm the global response, with aid efforts falling far short of the escalating needs. The Sudan Situation Appeal, which is the UN&rsquo;s coordinated fundraising effort to support emergency humanitarian and refugee operations in response to the civil war, remains <a href="https://reliefweb.int/report/sudan/sudan-emergency-critical-life-saving-needs-november-2025-january-2026#:~:text=While%20the%20Sudan%20Situation%20Appeal%202025%20remains%20critically%20underfunded%20at%20only%2035%20per%20cent">underfunded</a>, having secured only 35% of the required support by November 2025. As a result, only a fraction of people in need <a href="https://news.un.org/en/focus/sudan-conflict">received</a> food assistance&mdash;just 4.3 million of the 30.4 million as of 26 March 2025&mdash;highlighting the widening gap in humanitarian relief. Urgent action is needed to increase funding and humanitarian support to prevent further suffering.
