Officials promise the GEM will <a href="https://sis.gov.eg/en/media-center/news/madbouly-praises-high-turnout-at-gem-anticipates-increase-in-tourism-to-egypt/">boost cultural tourism</a>, but looking beyond immediate returns to state revenues, how accessible is the GEM for locals who have long anticipated its opening? And how does this compare to other museums of the same magnitude?</p>

The Egyptian Museum in Tahrir Square, operating since <a href="https://egyptianmuseumcairo.eg">1902</a>, covers only <a href="https://whc.unesco.org/en/tentativelists/6511/#:~:text=an%20area%20of-,13%2C600%20sq.%20meters,-%2C%20with%20more%20than">13,600</a> meters squared and welcomed just 1.5&ndash;2 million visitors a year before the pandemic.&nbsp;</p>

<h3 dir="ltr"><strong>How do museums of this magnitude fund their operations?</strong></h3>
<p dir="ltr" style="text-align: justify;">The GEM operates under a <a href="https://www.investinegypt.gov.eg/Arabic/NewsAndEvents/News/SiteAssets/GEMFMO%20(10%20June%200248%20HR)%20Compiled%20Prequalification%20Form.pdf">self-sustaining funding model</a> built on a mix of direct and indirect revenue streams that include commercial operations&mdash;retail and restaurant leases, conference facilities, sponsorships, and membership schemes&mdash;as well as direct revenue from ticket sales. The <a href="https://www.metmuseum.org/support/annual-reports">MET</a> relies on donor assistance and endowment revenue as their main source of funding. Similarly, the Louvre is funded by revenue from its <a href="https://www.endowment.louvre.fr/presentation/qui-sommes-nous-notre-role/">endowment fund</a>, which is dependent on donations, bequests, and revenue from the museum&rsquo;s partnership with Abu Dhabi. The <a href="https://www.britishmuseum.org/sites/default/files/2024-07/British_Museum_Annual_Report_Accounts_2023-24.pdf">British Museum</a> is mostly funded by the UK government, in addition to income from donations and sponsorships.&nbsp;</p>

<h3 dir="ltr"><strong>How do the tickets compare?</strong></h3>
<p dir="ltr" style="text-align: justify;">The new museum offers cheaper tickets for its citizens than the other museums, but stops short of providing full free access. The GEM has six different kinds of tickets, while the other museums usually only have two. Egyptians pay the lowest rate, foreigners pay the highest, and students, children, and residents receive a discount.&nbsp;</p>

<h3 dir="ltr"><strong>Why do museums give free access?</strong></h3>
<p dir="ltr" style="text-align: justify;">Museums carry a <a href="https://www.tandfonline.com/doi/full/10.1080/13500775.2024.2473194#d1e349">wider socio-cultural mission</a>: fostering national identity, supporting education, engaging local communities, and contributing to social inclusion. Countries that waive entry fees <a href="https://aim-museums.co.uk/wp-content/uploads/2024/11/AIM-Admissions-Pricing-Policy-Report-FINAL.pdf">consistently drive up visitor numbers</a>&mdash;often dramatically&mdash;while also drawing in more local residents, young people, and low-income groups. Institutions that adopt free entry frequently report more positive feedback, repeat visits, and deeper participation in educational or partnership initiatives.</p>
<p dir="ltr" style="text-align: justify;">For many Egyptians, the GEM&rsquo;s lowest ticket price may still be a significant expense. In 2025, the <a href="https://aps.aucegypt.edu/en/articles/1474/why-raising-egypts-minimum-wage-is-not-enough">national minimum wage in Egypt</a>&mdash;across both public and private sectors&mdash;is <a href="https://english.ahram.org.eg/News/540106.aspx">EGP 7,000  per month</a>. Visiting the museum would cost roughly 2.8% of a month&rsquo;s wages, more than double the <a href="https://www.capmas.gov.eg/publications/166">household expenditure for</a> cultural and recreational activities across a full year. For a family of four reliant on a sole minimum wage earner, attending the museum would amount to around 12% of their monthly income.&nbsp;</p>
<h3 dir="ltr"><strong>Realizing the GEM&rsquo;s potential to expand accessibility&nbsp;</strong></h3>
<p dir="ltr" style="text-align: justify;">Similar to other museums, the GEM&rsquo;s scale and ambition hold the promise of expanding <a href="https://www.aam-us.org/2023/11/27/tips-for-creating-accessible-museums-universal-design-and-universal-design-for-learning/">accessibility</a> to cultural heritage. The shift to online only booking may not hinder Egyptians&rsquo; access to the museum, as the <a href="https://www.capmas.gov.eg/publications/166">vast majority</a> of the population have some sort of internet access (83 million Egyptian mobile internet users and 11 million broadband subscriptions in September 2024). At the same time, the GEM will eventually be supported by a multimodal transport <a href="https://sis.gov.eg/en/egypt/tourism/cultural-tourism/museums/the-grand-egyptian-museumthe-gateway-to-history/#:~:text=%2D%20One%20of%20the,70%20per%20cent.">system</a>, and road access has already improved.</p>
