تُظهر موازنة السنة المالية 2025/2026 خفضًا بنسبة 51% في دعم الوقود - بلغ تقريبًا 150 مليار جنيه مصري - أي ما يعادل إجمالي دعم الوقود والكهرباء في العام السابق، الذي بلغ 75 مليار جنيه للوقود و75 مليار جنيه لدعم الكهرباء. وقد تمكن المسؤولون الحكوميون من تحقيق الامتثال للمقاييس المتعلقة بالوقود عن طريق تحويل عبء الدعم من بنود الوقود - الظاهر في أسعار محطات الوقود - إلى حسابات الكهرباء.

The previous IMF visit earlier this year revealed <a href="https://archive.ph/JNSFL">persistent points of contention</a> that remain central to this forthcoming review mission.&nbsp;

The upcoming visit will assess Egypt&rsquo;s performance to <a href="https://www.imf.org/en/news/articles/2025/09/11/tr-091125-com-regular-press-briefing-september-11-2025#:~:text=So%20the%20idea,$137%20million.">unlock the first tranche</a> of the Resilience and Sustainability Facility (RSF) <a href="https://www.imf.org/en/news/articles/2025/03/11/pr-2558-egypt-imf-completes-4th-rev-eff-arrangement-under-rsf-concl-2025-art-iv-consult#:~:text=In%20addition%2C%20the%20IMF%20Executive%20Board%20approved%20the%20authorities%E2%80%99%20request%20for%20an%20arrangement%20under%20the%20Resilience%20and%20Sustainability%20Facility%20(RSF)%2C%20with%20access%20of%20about%20US$1.3%20billion%20(SDR%201%20billion).%20">approved by the IMF last March</a>, as well as another tranche under the country&rsquo;s Extended Fund Facility (EFF) of 2022. During a press conference following its last review of the loan program, the IMF pointed to <a href="https://www.imf.org/en/news/articles/2025/09/11/tr-091125-com-regular-press-briefing-september-11-2025#:~:text=RSF%20there%20are-,two%20reform%20measures,-that%20are%20scheduled">two main concerns</a> for the release of the upcoming loan tranches: <a href="https://see.news/imf-conditions-for-egypt-to-unlock-274-million-includes-fuel-subsidy-cuts-accelerated-privatization">news reports</a> indicate that they are the sale of state-owned enterprises (SOEs) and the removal of fuel subsidies.&nbsp;
Since 2022, SOE sales have <a href="https://aps.aucegypt.edu/en/articles/1525/what-does-the-imf-want-from-egypt">slowed</a> as <a href="https://www.cbe.org.eg/en/economic-research/statistics/inflation-rates/historical-data">inflation</a> and <a href="https://www.franklintempleton.com/articles/2024/emerging-markets/egypt-bold-moves">currency devaluations</a> made valuations difficult, according to the&nbsp;<a href="https://see.news/egypt-reaches-preliminary-agreement-with-imf-to-merge-fifth-sixth-reviews-amid-cautious-privatization-timeline#:~:text=%E2%80%9CIt%20was%20expected,sake%20of%20it.%E2%80%9D">government</a>. However, in anticipation of the upcoming review, the government <a href="https://www.reuters.com/world/africa/egypt-offer-stakes-military-owned-companies-via-its-sovereign-wealth-fund-2025-04-09/">announced</a> in April 2025 that it would offer stakes in five companies, most of which are owned by the military: Wataniya Petroleum, Chillout, Safi, Silo Foods, and the National Company for Road Building. Two of these firms (Wataniya and Safi) have been on the block since 2020. The cabinet followed this statement with a September <a href="https://enterprise.news/egypt/en/news/story/3fba17cd-a38d-415f-af84-bbc3cd4e0e4e/gov%25e2%2580%2599t-tallies-up-state-owned-companies-amid-privatization-push">census of SOEs</a> and <a href="https://enterprise.news/egypt/en/news/story/838724d2-2e26-44ab-a419-08235289fc62/gov%25e2%2580%2599t-looks-to-accelerate-privatization-push-in-run-up-to-imf-review">appointed</a> investment banks and legal advisers for 10 SOEs to support the sale. Finance Minister Ahmed Kouchouk said in October that the government <a href="https://enterprise.news/egypt/en/news/story/304b442d-e8fa-45f7-ad3e-71e6c4d3e080/gov%25e2%2580%2599t-looks-to-raise-usd-1.5-bn-from-selling-stakes-in-state-owned-companies-this-fy#:~:text=1%2D-,The%20Madbouly%20government%20is,GDP%20over%20two%20years.">aimed</a> to raise USD 1.25&ndash;1.5 billion by selling stakes in SOEs by June 2026, with half of the proceeds directed to debt reduction. Despite <a href="https://enterprise.news/egypt/en/news/story/d0232b77-ef91-46af-b864-c8976ebb1bc7/kouchouk-on%253cmark%253e-privatization%253c%2Fmark%253e,-fdi,-and-the-economic-outlook">commitments</a> to finalize at least one deal before the year&rsquo;s end, the government has not completed any sale.

The government ultimately relied on large-scale land-investment deals&mdash;not SOE sales&mdash;to secure foreign currency and <a href="https://sis.gov.eg/en/media-center/news/majority-of-proceeds-from-qatar-investment-deal-to-be-directed-toward-reducing-public-debt-pm/">reduce debt</a>: the USD 35 billion&nbsp;<a href="https://www.cbe.org.eg/-/media/project/cbe/listing/research/position/external-position-86.pdf">Ras Al Hekma</a> deal and more recently the USD 29.7 billion&nbsp;<a href="https://www.reuters.com/world/middle-east/qatari-diar-enter-297-billion-deal-real-estate-project-egypt-2025-11-05/">Alam El Roum</a> deal.
The second sticky point was the IMF <a href="https://www.imf.org/-/media/files/publications/cr/2025/english/1egyea2025001-source-pdf.pdf">recommendation</a> to raise fuel prices to cost-recovery levels, while channeling 50% of the revenue toward the budget deficit. Energy subsidy reform has advanced aggressively since the 2016&ndash;2019 IMF&rsquo;s agreement, yet also unevenly. Authorities removed all electricity subsidies in <a href="https://assets.mof.gov.eg/files/1c301ec0-4002-11eb-8fb9-8b73b91cd2b3.pdf">FY2019/2020</a> and FY2020/2021 while fuel subsidies continued, though at sharply lower levels. Currency depreciation and reliance on imported energy sources (natural gas) later forced policymakers to restore electricity subsidies in <a href="https://assets.mof.gov.eg/files/c00e6560-2ff4-11f0-98a2-abcafccf59cc.pdf">FY2022/2023</a> and raise fuel subsidies as well. Fuel subsidy adjustments accelerated again in <a href="https://www.reuters.com/world/americas/egypt-raises-fuel-prices-first-time-2025-local-media-report-2025-04-10/">April 2025</a>, as the government raised the price of petroleum products by up to 15% followed by a second increase of 10&ndash;13% in <a href="https://egyptoil-gas.com/news/egypt-raises-gasoline-diesel-prices/#:~:text=On%20October%2017%2C%202025%2C%20the%20Automatic%20Fuel,**Bulk%20sale%20price**%20EGP%2018%2C000%20per%20ton">October 2025</a> for gasoline and diesel; compressed natural gas (CNG) rose by almost 43%.&nbsp;
The budget for FY2025/2026 reflects a 51% cut in fuel subsidies (about EGP 79.5 billion), but not for electricity subsidies. As a result, the total energy subsidies for the two fiscal years are nearly the same (EGP 157 billion for FY2024/2025 and 150 billion for FY2025/2026). Government officials achieved compliance on fuel-related metrics by shifting the subsidy load from fuel lines&mdash;visible in pump prices&mdash;to electricity accounts.&nbsp;

Egypt&rsquo;s upcoming IMF review highlights a mixed reform record, demonstrating that certain requirements are easier for the government to implement than others. Measures that generate quick fiscal gains&mdash;such as fuel price increases, subsidy cuts, and mega investment deals&mdash;enable the government to show measurable progress on IMF indicators. It will be up to the IMF to decide whether those gains meet its payment terms and thus merit further disbursements.
