Titled &ldquo;Resisting the Rule of the Rich,&rdquo; the report explains how political influence wielded by the elite helps entrench and amplify existing disparities. It also raises a central challenge for the present era: how can societies across the world advocate for policy mechanisms to mitigate wealth concentration and safeguard the foundations of democratic governance?

Countries with the highest levels of inequality were approximately seven times more likely to experience democratic erosion than those with the lowest levels of inequality. Over the past two decades, billionaires have&nbsp;<a href="https://oi-files-d8-prod.s3.eu-west-2.amazonaws.com/s3fs-public/2026-01/EN%20-%20Resisting%20the%20Rule%20of%20the%20Rich_0.pdf">used</a> their vast wealth to capture politicians and political parties, subverting the power of the majority in favor of an unjust system of &ldquo;one dollar, one vote,&rdquo; in which financial capital, rather than the will of the people, dictates political outcomes. For instance, in the 2024 US federal elections, 100 billionaire families contributed a record-breaking USD 2.6 billion. This concentrated wealth accounted for roughly one of every six dollars spent by all candidates, parties, and committees combined. Furthermore, the companies associated with the ten richest men in the world spent USD 88 million on lobbying in the US in 2024; this is more than all trade unions combined (USD 55 million).&nbsp;

Elites are also reshaping public debate by controlling media and digital spaces to neutralize the will of the majority. Billionaires own half of the world&rsquo;s largest media companies, and six of them run nine major social media platforms. Just three billionaires control nearly 90% of the AI chatbot market. This influence extends to the government itself. Oxfam data <a href="https://oi-files-d8-prod.s3.eu-west-2.amazonaws.com/s3fs-public/2026-01/EN%20-%20Resisting%20the%20Rule%20of%20the%20Rich_0.pdf">shows</a> that billionaires are 4,000 times more likely to hold political office than the average person. In <a href="https://economicsociology.org/wp-content/uploads/2018/04/poor-and-powerless-economic-and-political-inequality-in-cross-national-perspective.pdf">countries</a> with high levels of income inequality, political power is distributed unevenly by socioeconomic position. In other words, as income inequality increases, rich people enjoy greater access to political power than poor people do.&nbsp;
There is also clear evidence that unequal societies deliver policies that further reinforce economic and power divides by serving the interests of the richest over the rest. Elites use their power to obstruct public policies geared to reducing economic inequality and unequal opportunities. For them, democracy often ceases to be a tool for governance and becomes an obstacle to wealth accumulation. This tension arises because the vast disparity between the majority and the ultra-wealthy minority drives public demand for redistributive measures, such as progressive taxation, expanded social services, and corporate environmental oversight. These demands represent a direct challenge to the financial leverage and political autonomy of the billionaire class.

<h3 dir="ltr">Toward reducing inequality and restoring public power</h3>
The <a href="https://oi-files-d8-prod.s3.eu-west-2.amazonaws.com/s3fs-public/2026-01/EN%20-%20Resisting%20the%20Rule%20of%20the%20Rich_0.pdf">report</a> offers several recommendations to build a fairer future for everyone. Countries must radically reduce economic inequality and curb the political power of the super-rich, possibly through the establishment of a cap on wealth beyond which this money should be redirected to the public good. More concretely, governments must prioritize a radical reduction in inequality by implementing time-bound National Inequality Reduction Plans. These frameworks should aim for measurable targets, specifically an income Gini coefficient below 0.3. Countries around the world should also adopt the G20 recommendation to establish an International Panel on Inequality to monitor and address its structural causes.&nbsp;
To protect democracy, governments must build a firewall that stops extreme wealth from controlling political life. This starts with taxing the super-rich to reduce their excessive power and closing the revolving door that allows former officials to become high-paid lobbyists for big corporations. Governments should also institute strict campaign financing laws to ensure that every citizen's voice is equal. Additionally, societies must protect independent news and force tech companies to be transparent about how their algorithms choose what they see. Finally, it is vital for societies to protect free speech while preventing hate speech that targets women and minorities, ensuring that public space remains safe and fair for everyone.
