This paper assesses the potential impact of the construction of the Grand Ethiopian Renaissance Dam (GERD) on the Egyptian water shortage. At different water levels, different scenarios were analyzed. The paper found that the maximum allowable reduction in Egyptian water share should not be more than 5-15%. Possible measures and recommendations include defusing tensions between Egypt and Ethiopia over the GERD, compelling Ethiopia to agree with Egypt and Sudan on the capacity of the GERD reservoir.
