Abstract: Across the nation, heated debates over urban sprawl and its impacts are increasingly common. Unfortunately, today's debates have no anchoring definition of sprawl, which has contributed to their unfocused, dogmatic quality. This paper describes our efforts to measure sprawl and test for relationships between sprawl and transportation outcomes. This is the first use of the newly minted Rutgers-Cornell sprawl factors and overall sprawl index. Sprawl is operationalized by combining many variables into a few factors representing density, land use mix, degree of centering, and street accessibility. This consolidation of variables is accomplished with principal component analysis. These factors are then related to vehicle ownership, commute mode choice, commute travel time, vehicle miles traveled per capita, traffic delay per capita, and traffic fatalities per capita. These associations are made with multiple regression analysis. For most travel and transportation outcomes, sprawling regions perform less well than compact ones. This is true of everything from transit use to traffic fatalities. The exception is congestion, measured in terms of traffic delay per capita, which does not clearly favor compactness over sprawl. Sprawling regions disperse congestion, but at the same time, they generate many more vehicle miles traveled (VMT) which tends to negate the benefits of dispersal.
