الملخص التنفيذي
تمتلك مصر إمكانات هائلة لتوليد الطاقة المتجددة وفقًا لما تؤكده المصادر المحلية والدولية. وتظهر هذه الإمكانات بالتحديد في الرياح والطاقة الشمسية. وهناك دوافع اقتصادية وبيئية تجعل مصادر الطاقة المتجددة بديلاً جيدًا للكهرباء التقليدية، كونها أرخص وأنظف. ورغم هذا، يظل استخدام الطاقة الشمسية في مصر محدودًا للغاية، في ظل المستويات المرتفعة من أشعة الشمس التي تتمتع بها مصر بسبب موقعها الجغرافي.
&nbsp;بالإضافة إلى ذلك، تواجه مصر حاليًا تحديات في الحفاظ على إمدادات آمنة للطاقة لتلبية الطلبات المتزايدة على الكهرباء، والتي تبغ في المتوسط 5% سنويًا. ورغم الإمكانات التي أشرنا إليها، والتي تمكن مصر من توليد الكهرباء من مصادر الطاقة الشمسية، فإن تلك المصادر تمثل نسبة ضئيلة من إجمالي المصادر المتنوعة لإنتاج الكهرباء في مصر، كما هو واضح في التقارير الرسمية لوزارة الكهرباء. من ناحية أخرى، أدت الإصلاحات الأخيرة والمستمرة في قطاع الطاقة إلى ارتفاع أسعار تعريفة الكهرباء، وبالتبعية ارتفاع تكاليف المعيشة، خصوصًا لذوي الدخل المنخفض. وعليه، ينبغي البحث عن مصادر بديلة لإنتاج الكهرباء، مثل الطاقة الشمسية.
ويعتبر التمويل أحد أهم العوامل التي تعرقل زيادة نسبة الطاقة الشمسية من إجمالي إنتاج الطاقة في مصر. وتشير الدراسات إلى أن السياسات التي تم تبنيها إلى الآن، مثل &raquo;التعريفة حسب التغذية&laquo; و &raquo;القياس الصافي&laquo;، لم تنجح في جذب اهتمام المستثمرين، استنادا إلى تحليل الربحية. وبناء عليه، تتضح الحاجة إلى مزيد من الحوافز المالية لزيادة الاستثمار في مشروعات الطاقة الشمسية. ولذلك، تركز هذه الورقة البحثية على معالجة ذلك التحدي، لتمكين المواطنين ذوي الدخل المنخفض من التمتع بكهرباء أرخص وأكثر أمانًا.
تطرح الورقة تطبيق ضريبة الكربون على الصناعات كثيفة الاستهلاك للطاقة، مثلما طبقتها عدد من الدول المتقدمة في أنحاء العالم كما طبقتها مؤخرًا عدد من الدول النامية وينبع الأساس المنطقي وراء "ضريبة الكربون" من مبدأ "من يلوث، يدفع." ففُرضت ضرائب الكربون على الصناعات كثيفة الاستهلاك للطاقة، كما تعتبر وسيلة لإيجاد مصدر مالي سنوي يمكن توجيهه إلى الاستثمار في الطاقة الشمسية. تعمل تلك الضريبة أيضًا على الحد من الدعم غير الفعال وغير العادل الذي تحصل عليه تلك الصناعات.
وتُحدد الضريبة مبدئيًا بـ5 إلى 10 دولار أمريكي مقابل كل طن من مكافئ ثاني أكسيد الكربون (tCo2e)، خلال المراحل الأولية للتنفيذ.&nbsp;
والجدير بالذكر أن السياسة المقترحة لن تؤثر على مستويات إنتاج الصناعات المذكورة، إذ تشير الدراسات إلى أن الطلب على تلك الصناعات غير مرن نسبيًا. بالإضافة إلى ذلك، فإن فرض الضرائب على صناعات الأسمنت والحديد والصلب بصورة تدريجية، من شأنه الحد من أي آثار سلبية محتملة أو غير متوقعة على الإنتاج.

This policy paper was prepared by Alternative Policy Solutions' research team, including Heba Korashi, senior researcher at APS and previously a lecturer assistant in economics at the German University in Cairo, where she did her MSc in Management Technology. The research was led by Dr. Samer Atallah, head of the research unit at APS and associate professor of economics at the American University of Cairo. The preparation of the paper involved expansive consultation sessions, including one-on-one meetings and workshops with several experts and officials.

Egypt possesses vast potential for renewable energy generation, as confirmed by national and international sources, specifically manifested in wind and solar energy. The drive toward substituting conventional electricity with renewable energy sources is based on both economic principles (where renewable energy is cheaper) and environmental principles (where renewable energy is cleaner). The use of solar energy in Egypt is unusually limited, given the high solar irradiation levels Egypt is endowed with as a result of its geographic location.
Additionally, Egypt faces challenges in maintaining a secure energy supply to meet rising demands on electricity, which amount to an average of 5% annually. In spite of Egypt&rsquo;s aforementioned potential for electricity generation from solar sources, it remains underrepresented in the Egyptian electricity mix, as displayed in the Ministry of Electricity&rsquo;s official reports. Recent and ongoing energy sector reforms have also led to rising prices of conventional electricity tariffs and hence, more burdensome costs of living. Lower-income residential end users are particularly affected, therefore alternative sources of electricity in the form of solar energy should be sought.
The financing challenge is the most apparent constraint that inhibits the growth of the solar energy share in Egypt&rsquo;s energy mix. Studies suggest that policies that have been enacted so far &ndash; such as the feed-in tariff (FiT) and net metering &ndash; have been unsuccessful at attracting investors&rsquo; interest based on the profitability analysis. Further financial incentives are required to increase the uptake of investment in solar energy projects. Accordingly, this policy paper is centered around addressing that challenge in order to enable low-income individuals to enjoy access to a cheaper and safer form of electricity.
The paper puts forward the execution of a carbon tax on energy-intensive industries, a practice which has been implemented in a number of developed countries, as well as recently in developing countries. The basic rationale behind carbon taxes emanates from the &ldquo;polluter pays&rdquo; principle. Imposing carbon taxes on energy-intensive industries is a way of creating an annual flow of funds that is redirected to the sole purpose of financing investment in solar energy and simultaneously helping reduce inefficient and unjust subsidies that these industries receive. The tax is initially set at a rate between $5 per ton of carbon dioxide equivalent (tCO2&nbsp;e) to $10 per tCO2e during the initial phases of implementation. The proposed policy is not thought to affect the aforementioned industries&rsquo; output levels, since studies suggest that they have relatively inelastic demand. Additionally, a gradual introduction of taxes on the cement, iron and steel industries would minimize any potential and unforeseen negative effects on industry outputs.
